it's saturday, january 12th. good morning and thanks for being with us. i'm chris nguyen. let's start with a first look at the forecast. here's lisa argen tracking live doppler 7 for us. >> hey, chris, good morning to you. we just have a few scattered showers and some fog this morning. live doppler 7 shows you around vallejo and down around moss landing, just some mist and drizzle here in the city and the system is what was an evening rainfall last night. right now visibility a half mile in santa rosa, two miles in livermore. and we are looking at temperatures in the 40s and 50s right now. 53 in hayward, 51 in mountain view. so we're just a little milder, especially in the south bay,

than we were about 24 hours ago. so your forecast over the next 12 hours, 40s and 50s. that sun coming up at 7:24. and no rain in the forecast today. partly cloudy, near 60 degrees in the south bay. we'll talk about the rain returning tomorrow in a few minutes. chris. >> lisa, thanks. developing news in the east bay. two teenagers are dead and four others hurt after a honda suv slammed into a tree in antioch. it happened just after 9:00 last night on lone tree way near hillcrest avenue. these images show just how violent the crash was. the four victims who survived were taken to the hospital with moderate to critical injuries. officers are investigating whether the slick roads played a role in the crash. we're learning chilling details about the moments leading up to the shooting death of a davis police officer. 22-year-old natalie corona was responding to a traffic accident thursday night when authorities say a gunman ambushed her. the shooting happened in

downtown davis on fifth and c streets just a few blocks away from uc davis. cornell bernard has the details. >> this clearly to us looks like an ambush. >> reporter: the police chief sharing new details about the murder of police officer natalie corona. she was responding to a traffic collision on 5th street when a man rode up on a bicycle and started shooting. >> the suspect basically just opened up fire, shot her once, and she went down to the ground. he then ended up shooting her multiple times. >> reporter: he says the gunman had two semiautomatic pistols. he reloaded several times, shooting randomly in different directions. then took aim at a fireman responding to the scene. >> at that point one of the firefighters inside started to -- he got out, started to run. the suspect shot towards the firefighter. one round hit him in the boot. he was not injured. >> we heard all the initial gunfires. there were like two rounds of

them, of like 10 each, maybe 15 total. >> reporter: bullets also hit a passing bus and also hit the backpack of a student walking by. terrified neighbors took cover as police searched for the gunman who they say had walked back to his house a block away. police ordered him to surrender. >> at one point he did come out. it appeared to the officers that he was wearing a ballistic vest. >> reporter: the suspect would later take his own life inside the home. >> we're going to grieve. >> reporter: natalie's father is a retired veteran of the sheriff's department. he was proud of his daughter who had just graduated from the police academy last summer. he said even as a rookie, she knew the risks of the job. >> she died doing what she loved to do. she knew that was a possibility, and i think she embraced that. >> reporter: a bagpiper played "amazing grace" outside of the police department where there's now a growing sea of flowers, candles and cards to honor

officer corona, considered a rising star with the force. >> such a pure heart and soul. she was definitely taken away too soon. >> reporter: remarkably officer corona's father says he is not angry with the gunman for taking his daughter's life. a candlelight vigil is planned in davis saturday evening. cornell bernard, abc 7 news. recruits who graduated with officer corona from the sacramento police academy last year said their friend was determined to go into law enforcement. when she ran into obstacles during the rick rugorous 24-wee academy. corona persevered. >> she showed many times disappointment in herself because she wanted to be at a better place. she always pushed and she always worked so hard to get there, and she did. >> latosha kelvin described her friend as effortlessly

beautiful, brave and strong. we created this badge that you can share online as a way to remember the fallen officer. the easiest way to get it is through the abc 7 news facebook page. the time now is 5:05. happening today the public is invited to a memorial in san francisco for former kgo radio host ray taliaferro. they will host a celebration of life in his honor. speakers include his sons, former mayor willie brown and ron owens. he was found dead in kentucky last month. police say they do not suspect foul play. the memorial starts at 11:00 this morning at the club office on the embarcadero. happening now, crews are working to repair a sinkhole that opened up on montague expressway. two westbound lanes are shut down between oakland road and expedition lane. we've been told they'll likely stay closed, at least until early next week. it's official, the ongoing government shutdown is now the longest in u.s. history.

we're now entering day 22 of the shutdown. that surpasses the previous stoppage in late 1995 into 1996. for the first time since the shutdown began, an estimated 800,000 federal workers did not get paid. that includes air traffic controllers whose unions filed suit against the trump administration. they're the third employee union to do so. there are no signs of an end to the shutdown. no negotiations are currently scheduled. those 800,000 unpaid federal workers were issued paychecks, but take a look, nothing but zeros. the house did pass legislation to give back pay to those federal workers. president trump said he would sign it. now, the lack of pay has been a jarring experience for federal workers, but bay area community members are stepping up to help. abc 7 news reporter has the story. >> reporter: the smell of fresh

chinese food greets you as soon as you step into millbrae's wonderful restaurant. now there's a new sign at the door to welcome people too. >> we heard about customers coming in just talking to us about how the shutdown would impact them. it hit close to home. >> reporter: until the government shutdown is over, wonderful is offering 50% off meals to any federal worker who isn't getting paid. wonderful is located an exit up from sfo where air traffic controllers have already missed a paycheck. federal employees have known that this lack of payday was coming, but some here at the airport have been inspired to make extra money using something that is right outside their door. >> i mean they have got to do something. it's sad they're not getting paid so they drive for uber, drive for lyft and make some money. >> reporter: orlando has been driving for uber for three years and admits doing it on top of a full-time job could be tough. families won't get paychecks tuesday. there was a goods collection in

alameda to help 200 families. >> i definitely didn't think it would ultimately come down to this. the reality is setting in. >> reporter: a reality that one can only hope won't last much longer. congressman jackie speier is planning to donate her salary for the duration of the shutdown. it's to show solidarity with those without pay as she has done in previous shutdowns. teachers in oakland will rally with los angeles teachers who are planning to strike on monday. the l.a. teachers union rejected an offer from the school district. it would have added 1200 more teachers and reduced class sizes by two students, but teachers say it's unacceptable because they also want higher wages and class sizes to be much smaller. oakland teachers will show their support. the rally starts at noon. abc 7 news is committed to

building a better bay area. we're looking at issues, including the historical teachers shortage in the bay area. all next week we explore all the challenges our local teachers face and search for solutions. watch abc 7 news building a better bay area teacher crisis starting monday. happening today, crews in the south bay will move a historic house to make room for a new building on the san jose state university campus. the school uses the house as offices for student government. they will move it about a mile away next to the business tower. the process starts at 7:00 and could take up to eight hours. 4th street between san carlos and san fernando will be closed for much of the day and the event is sure to bring many onlookers. >> honestly it's like a one-time experience you get to see an actual house moving. i might come out just a little bit just to see it happen. >> in april, crews will break ground on a new save the arts science and technology building where the sheller house once sat.

firsre stepping in toelpwon. the police union is offering a $10,000 reward for information leading to an arrest in the beating of the woman. the 88-year-old was attacked near a playground in visitation valley earlier this week. someone beat her until she was almost unrecognizable. >> this is one of the most heinous and egregious crimes i've ever heard about or had to deal with. >> she was finally for the first time able to move both of her arms and shuffle her legs just a little bit. >> the family has been asking friends and neighbors to say a prayer for their grandmother between 9:00 and 9:05 each evening as she recovers. now an cup date to tupdate who handled a dog walker.

investate. >> reporter: take a look at this graphic sa is number one. when it comes to these crimes, thieves are getting more creative. >> he comes in with an empty bar bag, picks up the small 1s and carries them out. >> reporter: hannah had her eye on this one-of-a-kind vintage rug for months. when she finally pulled the trigger and ordered it, it never arrived. >> i was tracking it online from work. i saw around 3:00 p.m. on a work day that it had been delivered. when i got home, i came into the lobby and there are no packages there. >> reporter: hannah and others in her building were victims of this brazen theft during the holidays. caught on camera and obtained weeks later. >> i was just like devastated. this person did that here, i'm sure they have done it in different buildings around san francisco. >> reporter: it left hannah wondering -- >> who knows who the person

actually was. >> reporter: either it was a seasonal or full-time employee who went rogue, or it's someone who somehow obtained a u.p.s. uniform. whatever the case, it doesn't look good. hannah did file a police report and reached out to u.p.s. they immediately responded and sent abc 7 news a statement saying in part that they're investigating to find the person responsible. until then, hannah knows the odds of getting her rug back are slim to none but hopes her story serves as an important lesson for others. >> the big takeaway for me is be careful when you're letting strangers into your building. >> reporter: one way to prevent this kind of crime is asking whoever is at the door for the first and last name of the recipient. u.p.s. has many security measures in place but chooses not to share them so as not to tip off the thieves. good morning to you. live doppler 7 right now. you can see a few showers in the north bay just over highway 101,

novato, san rafael and perhaps 580, a little wet here over into the east bay. so this is leftover moisture, the energy all in southern california. you can see from the central court to monterey, san luis obispo down through los angeles. as we widen the perspective, a little bit of a break today and the systems are lined up in the pacific taking aim on northern california and really the state for the next week as we get into next week. a few showers arrive tomorrow, though. 53 right now in hayward. it is 52 in fremont, 50 san rafael and 52 in san jose. a live look outside and there's some upper elevation wind out there. the camera just a little shaky from our sutro tower camera. a few showers this morning. our next system arrives tomorrow afternoon, but we're looking at stronger storms, wind, rain and possible flooding tuesday, wednesday and then thursday things will finally settle down. so where are we for the

precipitation year? 83% of normal in santa rosa. you can see oakland 71%. 74% in san jose, san francisco 73%, on the peninsula, mountain view just 51%. the sierra snowpack doing much better with a statewide average of about 90%. we'll have the clouds around tomorrow but about 7:00 you'll see a few showers from gilroy to san jose. then throughout the overnight hours into monday morning just some scattered showers. so we'll continue to see a little bit of rain through your monday afternoon. in fact we're looking at some rain for that evening commute. so 4:00 or 5:00 looking like we're going to be wet. then this system we combine the one tomorrow into monday and we are looking at rain totals anywhere from a half inch in san francisco and novato. notice amounts lessen as we get towards hayward, mountain view

for you down around san jose. 10:00 we have partly cloudy skies. by 2:00 we have a few clouds around, but we've got about 60 in san ramon, 62 in san jose. notice no rain right on through the evening hours. we'll talk about the rain returning as soon as tomorrow. chris. >> lisa, thanks. the 21-year-old man accused of kidnapping 13-year-old jayme closs is expected in a wisconsin court for the first time on monday. police say jake patterson killed her parents and then kidnapped her three months ago. this morning she is safe. as abc news reporter maggie rulli reports, officials say jayme is the hero in her own dramatic rescue. >> reporter: janine nutter was the first person to see jayme closs alive in 88 days. >> she was crying and said, i need help, i don't know where i am, i'm lost. >> reporter: she was out walking her dog when she says a thin, cold-looking girl came running up to her for help. >> i kept telling jayme, don't worry, everything is going to be

okay. >> reporter: they raced to a nearby home and called 911, waiting 20 minutes for police to get to the rural area. >> she opens the door and her dog runs into the kitchen. i look up and she's helping jayme into my kitchen. she said this is jay jayme clo >> reporter: police arrested patterson. jayme escaped when he was not home and they believe he was out looking for her. >> the suspect had specific intentions to kidnap jayme and went to great lengths to prepare to take her. >> reporter: authorities believe on october 15th patterson used a shotgun to blow through the front door of closs home, shooting and killing both of her parents before kidnapping the young girl. they have not found any significant connections or answers as to why. >> nothing in this case shows the suspect knew anyone at the closs home or at any time had any contact with anyone in the

closs family. >> reporter: patterson changed his appearance frequently and shaved his head to avoid detection. patterson will make his first court appearance on moonnday. for jayme, she has since been reunited with her aunt. maggie rulli, abc news, new york. happening now, the government shutdown has entered day 22. it's now the longest closure in u.s. history. the previous record for the longest shutdown happened during bill clinton's presidency. that one lasted from mid-december 1975 through early january 1996. president trump and congress continue to dispute funding for a wall at the southern border. nearly 800,000 federal workers are affected. many missed their first paycheck since the shutdown started. the lack of a paycheck is certainly hitting home for hundreds of coast guard families in the east bay and other furloughed federal workers. local businesses are kicking into gear to help them out. abc 7 news reporter leslie

brinkley has more. >> have you heard from furloughed workers. >> we have heard from furloughed workers. probably counterintuitive as we've had furloughed workers volunteering and helping us. >> reporter: they didn't want to go on camera, but the alameda county food bank is encouraging federal workers who aren't getting paychecks to contact them. >> it's just a very uneasy feeling not knowing are my kids going to have food on the table, am i going to have my bills paid, are people going to understand why we can't pay things? >> reporter: her husband has been in the coast guard 12 years and they have three sons, including 4-year-old twins. luckily she's mobilizing with the east bay spouses club as they frantically collect and sort donated goods. >> you must be in shock. >> yeah, i definitely didn't think that it would ultimately come down to this. i think it's -- the reality is definitely setting in. >> reporter: the club president says many military families live paycheck to paycheck and this new stress is overwhelming with

spouses often gone for months at a time. the spouses club is running shuttles from these four alameda businesses, a cafe called the local, the friends of alameda animal shelter, alameda island brewing company and the rockwell brewing company where there are collection bins. by sunday all the goods will be lined up so 200 families can come to the ymca to select what they need. >> the person who is our president saying that, oh, he can relate to this, he can't relate to this. he can't relate to not having a paycheck when you need to buy your kids food or diapers. we're all sort of trying to band together and make sure that the people who serve our community are being served. >> reporter: a similar coast guard collection drive is under way now up in the north bay. the distribution is set for sunday in novato. and again, a sunday distribution here in alameda. i'm leslie brinkley, abc 7 news. the democratic presidential candidate field may grow today.

former san antonio mayor julian castro will announce his decision about a possible run for the 2020 presidency this morning. castro previously served as u.s. secretary of housing and urban development under president obama. he was mayor of san antonio from 2009 to 2014. the youngest mayor of a top 50 american city. all eyes are on the democratic party ahead of the 2020 primary season. dozens could be in the running. massachusetts senator elizabeth warren has already announced her intention to run. many are still waiting on former vice president's joe biden's decision. all signs point to kamala harris launching a formal campaign this month. eric swalwell is also considering a run for president. still ahead on "abc 7 mornings" why a new team of workers is spending the overnight hours at some specific b.a.r.t. stations. also a closer look at the embarcadero enhancement project. how changing times have changed the plan to t> e te rightow is and we're taking a live look outside from our emeryville

good morning, everyone. the time is 5:41. we're taking a live look at the golden gate bridge. our camera showing slick roads as people make their way into the city this morning. we'll get a check of the full accuweather forecast from meelgs lea meteorologist lisa argen in a few minutes. the oakland a's are working on a plan for their ballpark. it includes five goals to be achieved by opening day in two and a half months. the goals consist of the environmental impact report and securing an agreement with the port of oakland for the ballpark district. the a's hope to open the 34,000 seat ballpark by 2023. in sports, tonight the sharks will try to extend their five-game winning streak. san jose hosts the ottawa senators at 7:00 p.m. the warriors will be traveling to texas ahead of tomorrow's game in dallas. last night they began the second half of the season at oracle

arena against the bulls. mindi bach has the highlights in this morning's sports report. >> good morning, everyone. stephen curry went into the game needing three three-pointers to move into third on the all-time list of three-pointers made. he has the moves, but he didn't find his groove right away. klay thompson did. three straight threes to open his game. he just owns the bulls. klay had 24 points at the half. final seconds of the first quarter, jonas past half court. the warriors had 43 points in the first 12 minutes. every bulls game has a mean lob and he can get up. warriors led my 21 at the break. curry did what he came to do in the third quarter. that is a three-pointer that had him pass jason terry for third on the all-time list of career threes made. that puts the warriors up by 24 as well.

it's not until probably thursday your commute home where things begin to dry out. so let's take you into tomorrow where you can see we do have some showers in the south bay by the evening hours. the bulk of the day is cloudy. as we go through the overnight hours, it does pick up a little bit. here we are into 7:30 in the morning. by the evening commute monday we're looking at better rain. you can see some of the yellows here, more widespread for your monday afternoon. and then as we go into your monday night, a brief break before things get going again on tuesday. so looking at the totals from tomorrow afternoon into monday, 11:00, anywhere from a half inch in san francisco, a couple of hundredths in fremont, a third of an inch in calistoga. we are looking at high temperatures in the upper 50s to low 60s, a mixture of clouds and sun. should be a pretty decent afternoon. and in fact the bulk of the day tomorrow not looking bad either. overnight lows kind of mild out there with the cloud cover. we'll see low 40s in our inland

highlights. but there are challenges facing the waterfront. michael finney explains how the plan has changed with changing times. >> the embarcadero is a busy place filled with people, cars and all sorts of transportation devices. it can feel dangerous walking here. it can feel dangerous riding in the bike lane. >> it's fairly chaotic right now. >> reporter: that's port of san francisco executive director elaine ford. let's start with this stretch of concrete. it is probably not what you think it is. >> it's not a sidewalk. it does look like one, but it's a promenade. >> that's an important distinction. sidewalks like this one on market street are for pedestrians only. the promenade invites cyclists, scooters, skateboards, electric vehicles, you name it, to come on board. there are signs letting everyone know the promenade is not just for pedestrians. is that a good idea? >> i think it's best if you just have pedestrians because there's a bike path right there.

electric vehicles shouldn't be operating on the promenade is my opinion. >> and here's another. >> you just figure out how to walk. you see people coming and going. it's like crossing the street. you deal with people. >> helping to sort all this out is senior planner with the san francisco municipal transportation agency, casey hildreth. >> the issues that we're currently grappling with are not necessarily issues we thought we'd be grappling with when we started this project. >> about four years ago the port and various city departments started working on a plan only to be upset when uber and lyft started dropping off passengers. new vehicle types took to the promenade and visits to the waterfront exploded to the now 24 million a year. >> our interest is that any kind of vehicle goes slow enough to keep our pedestrians safe. >> she's talking about the promenade and the embarcadero itself. it's been decided that traffic will be slow, but still hustled through with synchronized

lights. expect fewer left turns, fewer lanes, and parking, that is, oh, so four years ago. >> i think it's fair to say that personal storage of a private vehicles along the waterfront is not the highest priority for our project. >> everyone is very careful when talking about this project. bicyclists are powerful. so are walkers and motorists. >> the promenade is a shared use path, and so cyclists are legally allowed. what we want to do is invite them into this new facility, which would be a two-way waterside bikeway. >> are they being invited or forced? >> i think the question we're focused on again is the design. we are working as a partner with the port. and so the discussions around policy are things that will have to materialize over the next several years. >> so that still has to be developed? >> yes. >> and that was 7 on your side's michael finney reporting. there is still a long way to go on this project according to a
