rain is once again in the forecast. >> here's a live look from the east bay hills camera. mike nicco is tracking our storm for us this morning. >> good morning on monday, january 14th. >> let's check in with mike. hi there. >> hey guys. like groundhog day. we keep reliving the same forecast over and over and over again. but this time, it's going to get heavier as we get deeper into the week. here's a look at the scattered showers today. just a 1. a light half inch of rain and light winds. you can see thunderstorms near l.a. and santa barbara. we're not seeing any of that. just a little bit of light green right now. for most of us, it is pretty quiet. the chances of showers start to increase through the morning and into the afternoon and evening hours. temperaturewise, low 40s to even mid-50s this morning. we'll be in the low to mid-50s noon to 4:00. just a touch breezy at 4:00. but nothing i don't think you can handle. by 7:00, still showers and still pretty mild, 49 to 53 degrees. while we've got the dry streets, get out there.

first, let's listen to alexis and see how it's going. >> overall, it's going well. we don't have significant issues to talk about this morning. looking live at the bay bridge toll plaza, looks light. the carpool lanes are open. lit bit of a wait in the cash lanes. no issues for fastrak. we don't have the metering lights on yet. that should happen closer to 5:30. around 5:25 this morning. i'll update you as soon as we get official word from chp. walnut creek to dublin, well under an hour. northbound 17 looking okay through the santa cruz mountains. highway 1 into los gatos in the green at 22 minutes. breaking news. pg&e preparing to file for bankruptcy. the company announced this morning, it provided the required 15-day advance notice. the utility says it doesn't expect this will impact electric or natural gas service for its customers. pg&e facing billions of dollars in potential liabilities for its role in the 2017 tubbs fire and

the 2018 camp fire. the ceo stepped down yesterday. governor gavin newsom released a statement this morning that says throughout the month ahead, i'll be working with the legislature and all stakeholders on a solution that ensures consumers have access to safe, affordable and reliable service. fire victims are treated fairly in california can continue to make progress toward our climate goals. new information about a public memorial being planned for 22-year-old natalie corona. >> she's the davis police officer killed in the line of duty last week. this comes as police release new clues about her killer's motive. reporter matt keller is joining us now from the newsroom with more information. nat? >> jessica, police say the man who fatally shot davis police officer natalie corona left a note that's shedding light as to why he opened fire. corona was investigating a three-car collision thursday evening when police say 48-year-old kevin limbaugh, randomly and without warning

shot and killed her. in the note found by investigators, he wrote the police department was hitting him with ultrasonic waves. he ended the letter saying he can't live this way anymore. it was found inside a backpack he dropped near the crime scene. limbaugh later took his own life. hundreds gathered for a candlelight vigil paying tribute to corona. >> she was too young to die doing what she loved. even though i did not know her, i've been in this town my entire life and nothing like this has ever happened. i want her family and everybody to know how much we love her and love what she stood for. >> corona's memorial service scheduled for friday. law enforcement from around the country are expected to attend. it begins at 11:00 a.m. at the activities and recreation center on the uc davis campus. matt keller, abc 7 news. matt, thank you. we've created this badge to sharon line to remember officer corona. you can find it on our facebook

page. the federal government partial shutdown is dragging into day 23. the longest in american history. >> there's no sign of progress to end the work stoppage. in fact, 800,000 federal employees are going unpaid, including tsa security screeners. the administration reports a number of absences more than doubled last year's rate. 7.7% of workers calling out sick on sunday compared to 3.2 a year ago. the sickout led to houston's bush continental airport closing the security checkpoint in terminal b. 53% of americans hold president trump and republicans mainly responsible for this government shutdown. that is according to an abc news "washington post" poll. 29% of people surveyed blame congressional democrats. 42% of people show support for a border wall. that's up 8% from last year. 54% oppose the wall. some of the federal

employees going unpaid are members of the armed forces stationed here in the bay area. hundreds of coast guard personnel lined up in alameda for a food and supply giveaway. many of the men and women stationed in the bay area say with rent, bills and car payments due, the last few weeks have been difficult. the giveaway was made possible by donations collected by the east bay coast guard spouse's club. organizers know the experience is humbling for those who serve our country. >> we just tell them, just come, take exactly what you need and do not feel bad. we need this. this is a time when we need this, we need the help. >> many of the goods distributed this weekend were donated by other bay area residents. volunteers, several businesses and some banks are helping furloughed workers. we have a list of how you can help at abc7news.com. in today's gma first look, the wisconsin teen who was found after being held captive for three months is back home with family. jayme closs and her grandfather

says she's in exceptionally good spirits and happening today, the man accused of kidnapping jayme and killing her parents is due in court. abc news reporter alex perez has details. >> in the gma first look, 21-year-old murder a pattern t to today as investigators work to figure out what happened to jayme closs during the 88 days she was held captive. the teen reunited with her family friday one day after escaping from this isolated home. >> jayme was the target of mr. patterson. he had no contact with the family that we've been able to uncover at this time. >> patterson's attorney telling abc news in part, this is a very tragic situation. mr. patterson's legal team will be relying on the integrity of our judicial system to ensure that everyone's rights are protected and respected. now home with her family, jayme's long road to recovery begins.

hit during this hour. most likely, there could be a random shower squeezed in also. 10:00, 2:00 -- noon, 2:00 and 4:00 in the south bay. pretty close to average. starting low 50s and we warm up into the mid-50s. i'll show you an hour by hour look at the next 48 hours. that's 3. we've got a strong storm on the way wednesday. that's coming up next. here's alexis right now. >> thank you, mike. so far so good. no major issues on the roads so far. it is possible you're seeing a few light sprinkles on your commute this morning. it's not too much. mostly looking at dry pavement. we're filling in and slowing down getting out of tracy. westbound 205 to 580. both of the stretches coming in at 12 miles an hour. it was double or triple that. about 20 minutes to go. lot more folks on the roadway now. >> there we go. we went from green into the yellow. trace toy dublin. now at 46 minutes.

westbound 4 antioch to concord in the green at 14. you're still in the green as well at 16 minutes. >> thank you, alexis. deadly car crash involving six teenagers in the east bay. our media partner, the east bay times identified the two teens who died friday night. 17-year-old leanna rubin and leitner. rubin was the driver. leitner was a passenger. four other passengers ranging in age from 13 to 17 got hurt. the father says a group was returning home from a deer valley high school basketball game when they crashed into a tree on lone tree way in antioch. investigators believe speed and wet cans played a role in that crash. a couple of startups are looking to help ease traffic congestion in fremont. i.t. gallery urban mobility will design a communication tool so the city can hel mitigate problems before there are serious delays or bottlenecks in

the area. they will be working to modernize and streamline process these including issuing permits and enforcing truck regulations. it's part of the city's startup in residence program. on a different note, a gate on the bay bridge is broken after a driver ran through it. oakland chp says it happened early yesterday morning. a vehicle drove through lane 4 while it was closed breaking the arm off the gate. nobody was hurt. the driver could face a hit and run charge. investigators have a break in a case. mayor london breed has a plan to give them new jobs. the nfl has announced who is going to play at the super bowl halftime show. a live look outside right now as you begin your day with now as you begin your day with

and saturday when it will be dry. >> thanks, mike. we're hearing from a mother whose son was involved in a mass drug overdose inside a chico home. at least a dozen people were taken to the hospital on saturday. one man died and four others are in critical condition. police say it appears they overdosed on fentanyl. the mother of one victim is warning about the dangers of opioids. >> doesn't care who you are. it will kill you. some of these kids are college students with bright futures ahead of them and they're dying. this has to stop. >> police say most people involved in the mass drug overdose appeared to be in their 20s. investigators in indonesia say they have recovered the cockpit voice recorders from a jetliner that crashed last year. they say they also found human remains at the bottom of the java sea. lion air flight 610 crashed moments after takeoff in october. all 189 people on board died. the boeing 737 was returning to

jakarta after pilots asked to make an emergency landing. it was a brand new jetliner. the first documentary about the mass shooting at marjorie stoneman douglas in parkland, florida is making a debut. it's called parkland inside building 12. it's supposed to give points of view from the survivors. it will be a victim-driven salute to the 17 people who died in the massacre. >> this case, all the attention was given towards the killer and the activists. the activists were not even inside the building. i felt this was the proper time to give the survivors a voice that were actually inside the 1200 building. >> he has been criticized for using images that are extremely graphic from inside the school. he said the footage will be blurred out. happening today, sears could be safe from bankruptcy. it's the final deadline for

bidders to submit details of their offers to bias sets from the store. sears filed for bankruptcy in 2004. there's a $5 million bid in an attempt to preserve 425 stores and 50,000 jobs. san francisco mayor, london breed is exploring a plan to help workers with chariot. it's a shuttle bus company and about 300 drivers could soon be laid off. according to the examiner. breed could give them jobs with muni. the private shuttle company announced it will be shutting down operations. each chariot driver has class b mmercia muni bus. according to the examiner, mayor breed believes hiring the chariot drivers ou city cope with the shortage of 400 muni operators. it is finally official. maroon 5 will perform at the super bowl halftime show this year. the nfl made the announcement yesterday.

rappers big boy and travis scott will join maroon 5. some performers were turning down the halftime show in support of colin kaepernick and other players who protested during the national anthem. there's an online petition urging maroon 5 to drop out. in the east bay, a gir scout got the chance to be a part of a boy scouts chapter. yesterday, the piedmont chapter of family scouting showed girls and parents what it takes to be a cub scout. boy scouts of america made the decision to welcome girls into its flagship program. girls have been allowed to participate in venturing and exploring since the year 1971. but the change means that girls can now become cub scouts and also earn the eagle scout rank. >> my grandfather was aagle scout. also, my oldest brother, nick, is also an eagle scout who also inspires me. >> the boys that we talked to said allowing girls is something that should have happened

sooner. so they seem to be welcoming those girls with open armts. >> i don't know if there's a weather badge. perhaps, if there is, they could earn one this week. there will be a lot of things to talk about. >> i think the brownies had one. i remember doing that 10, 15 years ago, talking to some of them. >> cool. >> yeah. if they don't have one, they should. absolutely. i can help you if you'd like. let's take a look at what's going on. i want to show you the churning ocean at pacifica pier. it looks like we're zooming in to show you exactly how angry the seas are this morning. we've got a small craft advisory for the entire coastline as you can see. it would be really difficult to be in a small boat today. increasing showers, but they'll be light today. a series of storms with heavy rain and gusty winds. it climaxes wednesday night into thursday and trend dry friday and saturday before sunday shows signs of being wet. a better chance of moderate

showers especially in the santa cruz mountains. temperatures 55 to 58 this afternoon. tonight, we've got another chance of moderate showers. notice, they're more widespread than during the afternoon hours today. we'll have the mid 40s to low 50s. 1, 2, at least three storms. each one getting stronger. let's focus in on today and into tomorrow where we go from not a chance of thunderstorms to a chance tomorrow. here we are at 7:00 in the morning. pretty quiet. by the time we get to noon, the showers are green and light. we throw yellow this is there as we head towards 4:00 along the peninsula coast. some of those try to move through during the evening hours. we'll have a better chance of seeing the scattered showers with some heavier rain tomorrow. for today and tomorrow, my biggest concern is going to be the hydroplaning. let's take a look at the rainfall. you can see, look at that, quarter to a half inch. maybe a half inch to three quarters of an inch in the north bay. monday is 1, light. that's today. tuesday is a moderate, but then

wednesday evening into thursday morning we go from a strong back to -- if we're going to have flooding damage and wind damage, it's wednesday night into thursday morning and then we get a break friday and saturday. sunday is right now looking like a 1. alexis. >> thank you, mike. we found a nice commute. only the slow spot we've seen today. traffic on the bay bridge. san francisco, it is looking like it's moving better now. we've had a little bit of heavy traffic for a short time. never did find out what was causing that. had a disabled vehicle. our partners at waze didn't have anything reported either. to the maze, 18 minutes. just a little bit of residual delay. southbound 101 san francisco to sfo. you're looking good in the green. transit service for b.a.r.t. normal service no delays. a highway patrol officer is

recovering from minor his motorcycle on the bay bridge. abc 7 news was in san francisco after the officer's damaged mostreet. investigators say the officer was following a slow disabled vehicle yesterday when a truck veered into his lane. the officer is expected to be okay. still no word on what caused an explosion in san francisco. abc 7 news was -- on tabor place near second street. police detained a man near the scene. no one was hurt. police have not said whether the blast is linked to a shelter. a busy expressway will have to close to traffic. kaiser avenue between kerry road and petaluma hill road in rohnert park will be shut down so storm drains can be installed. the city is building a new housing development. work will be done between 7:00 a.m. and 7:00 p.m. weekdays.

several businesses will have to be closed i should say be forced to move in the next year to make way for a multimillion dollar flood project. the building on san anselmo and tamalpais avenue will be torn down. they want to build a flood control project to protect the area there. they will help businesses relocate. hungry college students satisfy their cravings. there's self-driving snack delivery robots at the university of the pacific in stockt stockton. this is video from pepsi showing how the snack bots work. students can order via an app and the snack bots will deliver food and drinks to 50 designated areas. they are made by roby technologies. >> why are you chuckling? >> i don't know. just walk. can you just walk? >> i would love one of those snack bots in our studio right

when we drove up this morning. it says only authorized personnel are allowed inside this building. a spokesperson tells me this is a major announcement and want to help their employees given where they need to go, especially with the interest outside, she's referring to us being out here. the utility announced it's preparing to file for chapter 11 bankruptcy. pg&e put out a statement this morning. here's a quote from that statement about what this will mean for its customers. saying "the company does not expect any impact to electric or natural gas service for its customers as a result of the chapter 11 process. pg&e remains committed to assisting the communities affected by wildfires in northern california and its restoration and rebuilding efforts will continue. pg&e is preparing for the billions of dollars the 2018 camp fire."

chapter 11 bankruptcy protection. enable push alerts for breaking news updates. police insh that left a woman hurt. this happened at 10:00 at slope boulevard and great highway. you can see significant damage to the car with one tire missing from the front. there's also damage to a patrol car near the stones town mall. it's not clear what happened here. we have calls into the police department for more information. in the north bay, the bishop of the diocese of santa rosa is expected to answer questions about the list released this weekend of 39 former priests and decacons credibly acc sexual abuse. the 49 members of clergy who church leaders say abuse or claim of sexually abusing children. the i team investigated several of the priests. the diocese will hold a briefing this morning about the

molestation cases. house lawyers want to subpoena the interpreters present during talks between president trump and russian present vladimir putin. a report claims president trump concealed details of its conversations with putin after the meeting in hamburg in 2017. president trump reportedly confiscated his own interpreter's notes and shut out members of its own administration. democrats want answers. >> there's so many questions raised. why is he so chummy with vladimir putin. why it this his best buddy? i don't get it. >> the president has taken more steps to stand up against russia than anybody in a long time. >> the president is also pushing back against a separate new york times report. the report says the fbi launched a counterintelligence investigation to see if he was working on behalf of the russians when he fired james comey. now to the government shutdown. it has been 24 days and counting. another third of the 800,000

federal workers will not get paid today. tomorrow, the remaining third of the workers will miss their first paycheck. president trump is threatening to declare a national emergency. by passing congress to fund the border wall. democrats say the president is not being flexible and declaring a national emergency is an overreach of power. today's storm is prompting cal trans to close part of highway 1 near big sur as a precaution. the closure includes the area that was buried in a mudslide nearly two years ago. took 14 months to rebuild the roadway. at noon today, cal trans will close highway 1 between paul slide and mud creek. geologists and engineers will determine when it's safe to reopen it. >> better to be safe. because look what's coming their way. look at the yellows, oranges and reds. we have moderate to heavy rain that will hit them a couple of times. driving to the south is going to be difficult. even along the coast. but up in the mountains, got a winter storm wafrjt i'll show you that.

less than seven minutes away. back here at home, 40s in san mateo. foster city, menlo park. everybody else, belmont and bruno. daley city pacifica. san carlos in the low to mid-50s. 46 in palo alto. we get into the 50s in the south bay. mid to upper 40s in the north bay. easily the exception this morning. don't have any issues as far as watches, warnings or advisories other than a small craft rizry for the ocean. you can see it's definitely angry this morning at the pacifica pier. on the roads, the bay, the transit -- the waves of showers will make it wet at times. here's a look at the east bay. 12 hours later, we have a scattered shower any time but the best time along the east bay shore will be at 10:00, noon and also at 4:00. same thing fort north bay. could have random showers at any time. but the most likely time is noon, 4:00 and in between 2:00 and also 6:00 and let's take a look at san francisco where we have 10, 12 and 4:00 and a whole

lot of cloud cover and low to mid-50s just about all the other times. in fact, temperatures today will be pretty close to average in the mid-50s to a fewday, a 2 tomorrow, a 2 thursday, a 3 wednesday. it's going to get really active. i'll show you that. i imagine the roads are getting more active also. >> we do have our first incident of the morning. we'll look at the bay bridge toll plaza. not far from here. the metering lights on at 5:24 this morning. that's filling in and slowing down. westbound 80 before you get to treasure island, sounds like a two-vehicle collision. sedan and a minivan involved in that crash. that is blocking the left lane. so chp on the way to the scene. that is already starting to back things up. i'll see if we can turn the emeryville camera around. sometimes if it's before the tunnel, we're able to get eyes on it there. drive 680, walnut creek to dublin, 15 minutes.

santa rosa to san francisco in the green at 50. no delays for the cruz mountains. highway 1 to los gatos at 24 minutes. we have g for dmuters dmut e commuters in the south bay. crews repaired a sinkhole in milpitas. this was 25 feet deep. it formed on friday evening in the westbound lanes near trade zone boulevard. crews thought it could take until tonight to get it fixed. but they worked all weekend to get it done. engineers think an underground pipe caused that damage. a new ruling from a federal judge is a win for people on birth control in california. the new most liked post on instagram. an egg. an egg. here's a live look outside at

this is abc 7 mornings. >> check this out. we have a winter storm warning. not a big deal this time of year. it's not the heart of the sierras. it's towards the grapevine and down to 4,000 feet. up to a foot and a half to almost two feet of snow today and tomorrow. because of this storm, you can see down there. it's going to bring heavy rain in the lower elevations around l.a., san diego and palm springs. let's talk about what happens in
