starting today. consider the weekend a gift. good morning on this monday, january 14th. right, mike? >> yes. very much yes. today is just the beginning and today is our weakest storm this week. if you're just joining us, we have a 1 today, 2 tomorrow, a 3 wednesday. a 2 thursday. it's going to be a bumpy ride the first four days this week. scattered showers. east winds at 10 to 25. nothing too bad there. we're seeing the bulk of the rain and even thunderstorms across so cal. you can see as they come out of the south, southeast today, they'll increase in coverage. we're starting off with just sprinkles this morning. the air is a little too dry around 5,000 feet for much rain to make it through. we'll saturate the atmosphere throughout the day. expect the showers to increase in coverage. we may get a moderate one from time to time. sorry about that. temperatures in the mid to upper 50s. here's alexis. >> good morning, mike. i want to take you back to the bay bridge issue westbound 80 before you get to buena island

tunnel. a crash was blocking the left lane. it looks like emergency crews pushed this up a little bit. they're now on the curve and trying to clear this. it looked like they went from the left side to the right side. that's typically what they do on that side of the bridge. keep an eye on that. you're jammed back to the bay bridge toll plaza and the metering lights on. westbound 80. highway 4 getting to the maze at 22 minutes. 20-minute drive across the bay bridge. you're in the yellow. southbound 101, san francisco to sfo. in the green at nine minutes. we have a new crash in hayward. we'll talk about that next. >> alexis, thank you. breaking news. pg&e preparing to file for bankruptcy. >> the company provided the required notice. they do not expect this to impact electric or natural gas service force customers. pg&e is facing billions of dollars in potential liabilities

for its role in the 2017 tubbs fire and camp fire. the ceo stepped down yesterday and governor gavin newsom released a statement. it said, throughout the months ahe ahead, i will be working with the legislature and the stakeholders on a solution to have access to safe, affordable and reliable service and making progress toward climate goals. general counsel john simon has been named interim ceo. he's been with the company since 2007. he's held several senior positions. simon will be in charge until a new ceo is found. new information about a public memorial being planned for 22-year-old natalie corona. >> she's the davis police officer killed in the line of duty last week. this comes as police release new clues about her killer's motives. matt keller is joining us from the newsroom with more. matt? >> jessica, police say the man who fatally shot natalie corona

left a note shedding some light as to why he opened fire. she was investigating a three-car collision when kevin limbaugh randomly and without warning shot and killed corona. in the note found by police officers, he said the police department was hitting him with ultrasonic waves. he ended the letter saying he can't live this way anymore. limbaugh later took his own life. hundreds still tunde by the tragedy came togd in candlelight vigil paying tribute to corona. >> she was too young to die doing what she loved. even though i did not know her, i've been in this town my entire life. nothing like this has ever happened. i just want her family and everybody to know how much we love her and love what she stood for. >> corona's memorial service is scheduled for this friday. law enforcement from around the country are expected to attend. it will begin at 11:00 a.m. at

"washington post" poll. 29% blame congressional democrats. meanwhile, 42% of people show support for a border wall up 8% from last year. 54% are oppose to a wall. some of the federal employees who are going unpaid are members of the armed forces stationed in the bay area. hundreds of coast guard personnel lined up in alameda this weekend for a food and supply giveaway. many of the men and women stationed in the bay area say with rent bills and car payments due, the last few weeks have been difficult. the giveaway was made possible by donations collected by the east bay coast guard spouse's club. organizers know the experience is humbling for those who serve our country. >> we just tell them just come, take exactly what you need and do not feel bad. we do need this. it is a time when we actually need this. we need the help. mab i of the goods distributed were donated by other bay aa residents. volunteers, businesses and banks are helping furloughed workers. we have a list on abc7news.com.

this morning, we're learning more about a deadly car crash involving six teenagers in the east bay. our media partner the east bay times identified the two teens who died on friday night. 17-year-old leanna rubin and 13-year-old jaya leitner. a father of one of the teens involved in the crash says leitner was a passenger. four other passengers ranging from ages 13 to 17 were also hurt. the father said the group was returning home from a deer valley high school basketball game when they crashed into a tree on lone tree way in antioch. investigators believe speed and wet conditions played a role in this crash. a couple of startups are looking to help ease traffic congestion in fremont. they will design a communication tool so the city can mitigate problems before there are serious delays and bottlenecks. clear road will be working to modernize and streamline the process, including issuing permits and enforcing truck

we're hearing from a mother whose son was involved in a mass drug overdose inside a chico home. at least a dozen people were taken to the hospital on saturday. one man died, four others are critical condition. police say it appears on fentanyl. doesn't care who you are. it will kill you. some of these kids are college

students with bright futures ahead of them and they're dying. this just has to stop. police say most people involved in a mass drug overdose appeared to be in their 20s. >> new developments from the growing scandal surrounding r&b star r. kelly: mz is reporting his record label will not produce new music for him until criminal investigation rs resolved. he's denied years of allegations of sexual misconduct involving women and underage girls. r. kelly's estranged daughter recently broke her silence about the controversy. she says she prays for the families and women affected by her father's actions. >> the nfl has finally confirmed a super bowl halftime show but there is still some controversy surrounding it. maroon 5 will be joined by rappers big boy and travis scott february 3rd. according to several reports. scott only agreed after the nfl agreed to match him in making a

half million dollar donation to a social justice nonprofit. some performers turned down the halftime show in support of colin kaepernick and other players who protested during the national anthem. also an online petition urging maroon 5 to drop out. in the east bay, aspiring girl scouts got the chance to be part of a boy scouts chapter. the piedmont familiar -- boy scouts of america made the decision last year to welcome girls into its flagship program. girls have been allowed to participate in venturing and exploring since 1971. the change means girls could become cub scouts and earn the eagle scout rank. >> my grandfather was an eagle scout and also my oldest brother is also an eagle scout who inspires me. >> the boys we talked to said allowing girls is something that should have happened sooner.

we introduce yellows and moderates within the still fairly scattered showers and overnight, we get a respite. 4:00 tomorrow morning until 9:00, look at that. that's when the heavier stuff rolls in. we have a chance of thunderstorms with tom's showers. on the south bay, it may be wet by the evening commute. tomorrow morning, will definitely be wet. my biggest concerns are hydroplaning during the evening commute. i will raise that from a moderate concern to a high concern with flooding on the roads coming up to a moderate concern on tuesday. especially tomorrow during the morning commute. here's a look at my accuweather seven-day forecast. the flood gates open wednesday with heavy rain, thunderstorms and potentially damage willing winds that start to taper thursday. we get a break friday and saturday. y bridgehere we had an chance tt earlier three-car collision westbound 80 before you get

good morning bay area. this is abc 7 mornings. now at 6:30, breaking news. pg&e making it official overnight. the company is filing for bankruptcy. what the move means for millions of customers who rely on pg&e for power and gas. live doppler 7 tracking rain this morning. mike is tracking when the rain will arrive and the wet weather for the rest of the week. >> plus, these two cats living in an apartment in san jose. it sounds normal. but it's not. there they are. they're living alone and it's actually costing their owner 1500 bucks a month.

earlier problem on the bay bridge here at the toll plaza of the metering lights on at 5:24 this morning. once we make it throw those, you're okay. on all of the approaches to the bay bridge toll plaza, heavier than average traffic. that's going to be tough for you. just hearing about a new issue with b.a.r.t., west oakland station experiencing a ten-minute delay in the san francisco direction due to an equipment problem on a train and police activity reported as well. alexis, thank you. back to breaking news. more turmoil at pg&e. >> as the utility deals with investigations into its role in major wildfires across california. the utility announced this morning overnight it is preparing to file for chapter 11 bankruptcy. the news coming a day after the ceo has resigned. amy hollyfield is live at pg&e headquarters in san francisco with what this means for customers.

amy? >> reporter: jessica, employees know when they get here this morning, it's not going to be a typical day at pg&e. the company has put up a barricade. they've created one points of entry being watched by security guards. employees are having their i.d.s checked when they walk in. all of this after the utility announced it will be filing for chapter 11 bankruptcy. it's preparing for the billions of dollars in potential liability for its role in the tubbs fire and camp fire. they say the employees should be fine during the process. some have been walking in with smiles on their faces. >> i don't know what's happening at this point. but i'm hoping for the best. the only thing we can do at this point. yeah. >> reporter: here's a quote from the statement pg&e put out this morning. the company does not expect any impact to electric or natural

gas service for its customers as a result of the chapter 11 process. pg&e remains committed to assisting the communities affected by wildfires in northern california and its restoration and rebuilding efforts will continue. it does say that employees will still get paid and receive their health benefits. pg&e is also looking for a new ceo. williams resigned yesterday. so a lot of news for employees to absorb and digest as he arrive here. reporting live in san francisco, amy hollyfield, abc 7 news. amy, thank you. pg&e stock has taken a beating lately. since the campfire in butte county, it's lost -- let's look at the stock. down 8 points now. that's 47%. we will see how the overall markets are doing this morning in just about 15 minutes. we sent out a push alert this morning. pg&e confirmed it plans to file for bankruptcy.

the mobile app is free to download. enable push alerts for breaking news updates. police in san francisco are investigating a crash that left a woman injured. it happened around 10:00 last night there's one tire missing from the front and damage to a patrol car. it's unclear what happened. we have calls into the police department for more information. >> in the north bay, the bishop of the diocese of santa rosa is expected to answer questions about the list released in weekend of 39 former priests and deacons credibly accused of sexual abuse. saturday, the diocese named 39 former members of the clergy who church leaders say abused or faced claims of sexually abusing children. in 1995, the abc 7 news investigated several of the priests names. the diocese says it will hold a media briefing about the molestation cases.

federal workers will not get paid today. tomorrow, the remaining third of the workers will miss their first paycheck. president trump is threatening to declare a national emergency by passing congress to fund the bored he will wall. democrats say the president isn't being flexible. and it's an overreach of power. today's storm prompting cal trans to close part of highway 1 near big sur as a precaution. that includes the area buried in a mudslide nearly two years ago. took 14 months to rebuild the roadway. at noon today, cal trans will close highway 1 between paul slide and mud creek. geologists and engineers will determine when it's safe to reopen it. all right. here's a sneak peek of what's coming. you can see anywhere from 2 1/2 to 5 inches. that's the potential rain out of these series of storms. so enjoy today's light storm. here's a look at the temperatures. we'll go down to the south bay. we've got pretty much mid to

upper 40s. we have a 50 around san jose. santa teresa, milpitas and mountain view. alameda 53. napa, an pablo, livermore at 50. everybody else in the mid to upper 40s. here's a look at the san mateo bridge. you can see it is dry. as we head throughout the day, it's going to get wetter. i think our evening commute will have more difficulties with the wet weather than this morning for sure. here's a look at the east bay valley. over the next 12 hours, two-hour increments, here's where the best chance of showers are. a shower or two could slip in between the times. along the east bay valley, noon, 2:00, 4:00 and 6:00. for the peninsula, at 49. at 10:00, we've got a chance. at 2:00 and 4:00 as we reach the mid-50s, this evening we'll drop back down into the low 50s. the south bay, we start at 8:00. at 51. we've got a chance from 10:00, noon, 2:00 and 4:00. that's our best chances for

showers. we'll drop down to 52 at 8:00. you get a little bit of aorabtho rng. moow moin theommute inll be wetter than thi it goingdr ye but wve gotten much busier in the last half an hour or 45 minutes. want to follow-up with walnut creek. southbound 680 around north main street. looks like that's cleared. we've got residual delays in the area. a sea of brake lights north of the 24 split. definitely plan on delays there. some of it is our typical volume, some left over from the earlier collision. drive times seen due to an earlier crash. it's long gone at this point. highway 4 to the maze, 36 minutes for you. you're in the yellow. still bouncing back on the bay bridge, too. once you get past the metering lights, 15 minutes into san francisco and southbound 101 san francisco to sfo, you're okay in the green at ten minutes. a quick update on b.a.r.t.

inadequate. no new talks are scheduled. teachers are arguing for a raise and smaller class sizes. teachers in the bay area are facing challenges part of the commitment to building a better bay area. reporter matt keller is live in the newsroom with a preview of the special report. matt? >> hi, jessica. being a teacher used to be a 30-year plus career. times are changing. skyrocketing housing prices. health care costs. student loans and more could eat into teachers salaries. some have to take on second jobs. others move back home with their parents. this comes as school districts lose a high number of teachers every year. some as much as 20%. >> people can't afford to live here or they can't afford to live in a close enough area. they have the heinous commute. it makes it really hard to make teaching a lifetime career. >> that's dr. terry did he loria. she's the superintendent for the jefferson high school district.

schools in the nation for transfer students. this according to a ranking by "time" magazine. berkeley is the second best behind ucla. 90% of uc berkeley transfer students earn a degree. the four-year college systems have a clearly defined path for community college students, including a set of general education courses that transfers between institutions. a federal judge in oakland is blocking new birth control rules from the trump administration. it would let private and public companies opt out of providing no cost contraceptive coverage for religious reasons. yesterday, a judge blocked the rules from taking place in 12 states and the district of columbia. those are the areas suing the federal government to prevent the regulations from taking place. the judge declined to block the rules nationwide. we've learned local politicians are calling one another to influence where the raiders should play next season. it will be the team's last season before moving to las

vegas. the chronicle reports oakland city council president has called several san francisco -- to oppose the team's plan to play at the home of the giants. oakland mayor libby schaaf is leaning in another direction. schaaf says she doesn't mind letting the raiders play in san francisco as long as the giants allow coliseum workers to staff the raiders' games. the raiders are considering other venues as well, including overseas. like wembley stadium in london. >> now your morning money report. sears could be saved from bankruptcy today. >> it is a final deadline for bidders to submit details of their offers to bias sets from department store. sears filed for bankruptcy in october. chairman eddie lamb pert has put in a $5 billion bid in an attempt to preserve 425 stores and 50,000 jobs. >> pier 1 imports could be the next retailer to go under. there are reports this morning

warmer than average. here's our chance of thunderstorms starting tomorrow. then everybody is in it for wednesday. today is a 1. no chance of thunderstorms today. we have scattered showers. up to a half inch of rain, east winds up to 25 miles per hour. 7:00 this morning, lot of gray out there. you can see by noon, we throw this green. those are light showers. but as we head into the afternoon and evening hours, riding the evening rush, we throw in a few yellows. may be a small downpour here and there. overnight, it quiets a little bit and we get ready for the rush hour tomorrow. there's a widespread area of yellows that move in. those hang around through the entire morning rush. then they taper to scattered lighter showers into the afternoon hours. rainfall amounts, you could see we're going to get the heaviest in the north bay as we head towards tuesday. up to an inch there. maybe three quarters of an inch closer to the coast. my concerns for today, moderate for hydroplaning but notice that jumps to a high tomorrow and so does flooding on the roads jump
