let's check on the weather with meteorologist mike nicco. >> let's start taking a look at the storm impact scale. you can see a one, light to moderate showers, outside chance of thunderstorm. it will intensify through the afternoon hours. it will be a little breezy at times. i'm not expecting anything in the way of damage. let me show you what's going on right now. we'll do down to the south bay where as alexis just showed you, a little sheen on the road. mo sheen coming as the water coming from the south. here is how it looks, 87, damp spots. other areas damp. 47 to 51 with showers, heavier from noon to 4:00 when we hit low- to mid-50s. it will start to taper as we gather our breath before the 3, strong storm hits tomorrow. >> thank you, mike. taking take look at the roads we don't have any issues.

to give another look at their old home. the executive director of the coliseum authority has told our media partner the bay area news group that there is a possibility that an agreement can be reached for the team to play last season at the coliseum in oakland. the raiders backed out of their lease last month after the city of oakland sued them. the team has looked at oracle stadium in san francisco where the giants play. they have considered levi's stadium in santa clara, even the stadium at cal. but once they have exhausted all their options, they are planning to sit down one more time with the coliseum and talk it over. the report doesn't say when that meeting could happen, speculating it could be as early as this week. the nfl wants to know pretty soon, maybe by next month, where the raiders will be playing. they do have a deadline coming up. the raiders only have one more season left here in the bay area before moving to their home in las vegas. they have just got to figure out

where they are going to play those games. live in alameda, amy hollyfield, abc 7 news. it will be interesting. thank you, amy. now to pg&e's moment of crisis. the company is on the verge of declaring bankruptcy. >> they say power won't go off but utility bills may go up. when they filed ten years ago the bills did get bigger. it may affect how you get your electricity. we spoke with mayor london brie about that. >> were you surprised to see pg&e start bankruptcy proceedings again? >> no. >> san francisco mayor london breed laughing not because she thinks it's funny they filed chapter 11 bankruptcy but because it's not unexpected. >> i think it's unfortunate but we are prepared to do what's necessary in san francisco to continue service. >> mayor breed asked the san francisco public utilities

hired by tetra tech contractors. the suit claims in addition to the employees faking the test several higher level managers are responsible. a district judge will meet with attorneys and defendants next month. the remaining third of the 800,000 federal workers will not get paid today as the government shutdown enters day 25. that includes up to 53,000 members of the coast guard, the only military service branch working without pay. thousands of coast guard members are deployed around the world oppose active duty. president trump is making it clear that he will not back down, telling a group of farmers to stick with him despite short-term pain. several businesses offering help to federal workers during the shutdown. they include banks offering special credit programs and special loan payments. we have news on our website, abc7news.com. a confirmation hearing for attorney general nominee william barr. he'll face questions about

president trump and the russia investigation. parr says he's willing to let special counsel robert mueller complete his work. barr would replace jeff sessions who he fired in november. sam liccardo will attend his first city council meeting since he was hit by a car. he tweeted a photo with his staff at city hall yesterday. you can see he's wearing a brace. a car hit liccardo while he was riding his bike on new year's day. he broke his sternum and vertebrae. has he to undergo months of physical therapy. >> never more than seven minutes away from the accuweather forecast. let's take a look at temperatures. mid-40s to 50s until you get to oakland. the warm spot at 53, our cool spot looks like about 46 in antioch, brentwood and pleasanton. pretty nice start this morning, you just have a dodge a few drops. right now not hitting the bay bridge, at least western spans.

they will as we have on and off showers today. more coverage than we had yesterday and a little heavier amount. today is one of our calmest days on the bay but it will be wet from time to time in mass transit. just prepare for that rain. here is a look at east bay valleys. at 8:00 cloudy, from 10:00 on a chance of showers. scattered at 10:00. more numerous from noon to 4:00 and tapering around 6:00. we're hanging in the low 50s just about all day. peninsula low- to mid-50s. 50 to 54. 8:00 cloudy. a good chance of rain from 10:00 to 4:00 and then it tapers at 6:00. our last neighborhood south bay pretty much cloudy at 8:00. some rain in the santa cruz mountains for sure at 8:00. at 10:00. you can see at 2:00 and 4:00, rain going sideways, a little breezy then. by 6:00 we're going to have 53 degrees. all right. let's talk about a 3, a strong storm on the impact scale. first here is alexis.

>> thank you, mike. we are still very quiet on the roads. no complaints in the traffic center. westbound 80. if you're coming from emeryville we're starting to fill in a little bit as folks head to the maze or downtown oakland area. no problems to report this morning. we just haven't had anything significant. drive times finally flipped over into the yellow here. westbound 580 tracy to dublin but just barely. you've got a little stop and go track but that is it. westbound 4, antioch to concord 14 minutes. 101, san rafael to san francisco you're in the green at 16 minutes. a local college football player broke his leg and discovered a much more serious issue. now he and his family are turning to the community for help. >> paying for college usually means racking up a huge

of snow will fall, 3 to 5 feet just thursday alone. >> thank you, mike. in the east bay a laney college football player is fighting a hard battle against cancer. ramon sanders broke his leg. it was then doctors discovered he had bone cancer. >> his family needs help with medical expenses. how the oakland community is rallying around them. >> i won't let anything bring me down and i won't give up on whatever i'm doing. >> ramon sanders is known as a fighter among his friends and family. last november the 19-year-old pro his femur while playing football for laney college. it turned out to be more serious than a simple broken leg. his father, also named ramon, spoke to us outside ucsf children's hospital. >> we were really surprised. the bone is going to heal. six to eight weeks he'll be back

on the football food, then they came with that news of him having cancer. sanders are to return to the hospital. some of his teammates had now play for laney college have visited him in the hospital to try to lift his spirits. teammates like joshua allen said his absence has been felt on the field. >> the team rallied around him a lot. he's like family to us. >> hopefully people send love an prayers to the family. i hope he knows deep down we all miss him every day. >> his community is organizing a fundraiser for the family to help with medical bills and other expenses. the event will take place february 17th at everett and jones barbecue in oakland. >> i have a whole lot of people in my corner that want to see my succeed. >> belen menendez, abc 7 news. we've linked it to our

website at abc7news.com. some staff members at marin county school district may be out of a job this year. the district is proposing to reduce its budget by $3 million. that means librarians, kitchen, custodial and contracted athletic staff could be laid off. other recommendations include cutting evening classes and reducing computer purchases. there will be a community meeting tomorrow night at redwood high school. we are fog to be exploring the teacher crisis all week long on abc 7 as part of the commitment to building a better bay area. we would love for you to be involved. join the converation by the #betterbayarea. usc students could get help paying them all together. they would get covered in exchange for a percentage of their income over a period of ten years. it would start six months after

it's kind of quiet. we have showers with a small chance of an isolated thunderstorm. it's trending dryer and mild. 55 in fairfield, antioch, oakland, san jose. santa cruz about 59 degrees. another mild with temperatures upper 40s to low 50s with a little bit of a lull in the shower activity. here we are. you can see it. it's just spotty out there once again. here is a look at thunderstorms that are going to bypass the bay area and head to mendocino county coast. let's jump in tomorrow. still a 3 with heavy rain and thunderstorms and gusty winds of 50 to 60 miles per hour. i think we'll have flooding and downed trees. 6:00 this morning you see some yellow out there. notice the better chances going to start at noon all the way up through 4:00. then look at that. we start to taper by 7:00.

a delay at bayfair, richmond and daly direction due to equipment problem on track. it's minor. we will keep an eye on that and make sure it doesn't get longer. drive times, too. overall really good, southbound 680, walnut creek to dublin, santa rosa to san francisco 51, highway 1 to los gatos okay through the mountains. that's 23 minutes. i'm hearing about a new issue on the bay bridge. we'll check that out next. >> alaska airlines going on a hiring spree. the company plans to create ,000 new jobs, maintenance, technicians, airport operations and service workers, flight attendants and pilots. alaska airlines say most of the openings will not require previous airline experience. about three-quarters of the positions will be based in washington state. san francisco is considering a proposal to eliminate library fines. the san francisco chronicle reports mayor london breed signaled her support for a plan that would drop fines for overdue books because of the impact it has on low income
