morning. matt. >> reggie we want to make sure everyone at home knows this isn't going to affect the gas and electricity flowing into your home. obviously other impacts. pg&e did file for bankruptcy 18 years ago, all the way back in 2001. that was due to california's deregulated energy market and market manipulation by enron. pg&e faced a credit crumple like it might now due to down grades in its credit rating. some of the natural gas sellers are concerned about selling to pg&e on credit so the state might have to step in again and issue bonds to buy supplies for pg&e. department of water and resource bonds are part of your pg&e bill today. >> we could end up in exactly that type of situation with the state through dwr having to buy power again. once again a dwr bond charge that goes on for 20 plus years. the city of san jose is launching its own clean energy service in three weeks with pg&e

of the plea bargain. happening today parents will deliver petitions to change the controversial name of the dixie school district in san rafael. critics of the name say dixie is a reference to the confederacy and slavery. there are several proposed new names for the district including big rock and live oak. parents plan to attend the board of trustees meeting tonight where the issue will be discussed. the board is required to vote within 40 days. teachers in the oakland unified school district are locked in a negotiation battle and say they could walk out. could walk out. >> it is like li strike in oakland in early to mid february if there's no significant movement to truly address ending the teacher retention crisis. >> oakland teachers held a rally over the weekend in support of l.a. teachers. teachers of life academy in oakland have called for a one-day strike on friday. they say this so-called sickout is to show district officials that teachers are ready to strike for higher wages and

smaller class sizes. educators from other schools are expected to take part in the rally and strike on friday. praup olgt. only about a third of students showed up the first day of that teachers strike. more than 30,000 teachers walked out after contracts broke down. teachers are demanding smaller class sizes, more support staff and higher pay. l.a. is the second largest school district in the country. district officials are working to assure parents campuses are in full operation. happening now tsa officials are closing more security lines after more agents are calling out because they are not being paid during the government shutdown. tsa says there are more than double the normal number of sick calls. in the bay area private security staff at sfo, so no security issues there. san jose does not use tsa agents. oakland international airport says it has not experienced any problems with staff.

false sense of security until they show up tomorrow. in the north bay, novato, southbound 101 past rowland, we've got what started off as a solo vehicle spinout crash. that driver trying to correct the vehicle and hit another one. two left lanes blocked and definitely seeing delays in the petaluma area. plan on a longer commute if you're traveling through the stretch. 680 walnut creek to dublin in the green, 101 san jose to san francisco that crash not helping this one out, one hour seven minutes. northbound 17 through santa cruz mountains fill in and slowing down. highway 1 to los gatos now 28 minutes. we start with breaking news from kenya. an upscale hotel in nairobi is under attack right now. this is new video from the scene. heavy gunfire and fires have been reported. one man tells the associated press he was hiding inside the hotel until he could make his escape. he added there was a lot of

shooting inside. in the last few minutes al shabaab extremist group claimed responsibility for the attack. we'll track the story and have updates on our abc 7 news app. police say this happened on monterey road north of bernal. you can't see the back of the silver ford fusion is destroyed. the white mercedes suffered damage to the hood of that vehicle. first responders treated at least one driver at the scene. both drivers were taken to the hospital. they are expected to be okay. no word on what caused that crash. developing overnight in the south bay, san jose police are investigating a stabbing at the hilton hotel on almaden boulevard. you can see firefighters examining a man in the neck area. he was taken to the hospital to be treated for his injuries. the suspect was arrested and faces assault charges. he was not a guest at the hotel. it is unclear what led up to the incident. now to a bizarre story out of solano county. we just learned minutes ago the

man accused of stabbing two people before dousing a home in gasoline and setting it on fire has died. 37-year-old nathaniel holland was shot by an officer last night. he later died at the hospital. it all started before 7:00 p.m. at a home on alderwood drive. when police responded they found the two stabbing victims and a house on fire. a witness tells us about the commotion. >> i hear what sounded like an explosion, and then i see children just running out of the house screaming bloody murder. i get out of my car, walk up to the house. the front doors open, and it'sen gulfed in flames. a 4-year-old girl was burned in fire. the stabbing victims was a 16-year-old girl and 40-year-old woman. both expected to be okay. the stabbing and fire led to an all-out search for holland. flabs were asked to stay in their homes. he was found in a wooded creek

area. when officers tried to take him into custody he was shot. as mentioned, he died at the hospital. no officers were injured. developing news about the raiders. remember we told you the team probably played their final game at the coliseum last month? forget that, maybe. >> it turns out that the door could still be cracked open for the raiders to return to oakland for one last season. abc 7 news reporter amy hollyfield is live at team headquarters in alameda. amy. >> reporter: hi, alexis. we have a little bit of hope. executives have looked around for another place to play the team this season but looks like they are willing to give their old home one more look just maybe. just maybe play there again. the executive director of the coliseum authority told our media partner the bay area news group that there's a possibility that an agreement can be reached for the team to play its last season at the coliseum in oakland. the raiders back out of their lease with the coliseum last

month after the city of oakland sued them. the team has looked at other stadiums such as oracle park in san francisco where the giants play. they have considered levi's and santa clara, even the stadium at cal. once they have exhausted all of their options, they are planning to sit down with the coliseum and talk one more time. the report doesn't say when that meeting will happen but speculates it could be as early as next week. they have a deadline coming up. nfl wants to know where the raiders will play. they want to know by next month so they can work on the schedule for next year. the raiders, as you know, only have one season left before playing in their new home in las vegas. now we've got got to wait and figure out where that is going to be. reporting live in alameda, amy hollyfield, abc 7 news. >> thank you, amy. the company accused of faking soil samples and falsifying records during the cleanup at the hunters point shipyard is facing new trouble this morning. the justice department is now

suing tetra tech. federal lawyers for the navy have filed three new lawsuits. those will replace whistleblower lawsuits by former radiation technicians hired by tetra tech contractors. the suits claim in addition to employees admitting to faking the tests, several higher level managers are also responsible. a u.s. district judge will meet with attorneys and defendants next month. the remaining third of the 800,000 federal workers will not get paid as the government shutdown includes day number five. that includes 53,000 members of the coast guard, the only military service branch working without pay. thousands of coast guard members are deployed around the world on active duty. president trump is making it clear he's not going to back down telling a group of farmers to stick with him despite short-term pain. several businesses are offering help to federal workers during the shutdown. they include banks offering special credit programs and flexible mortgages and loan payments. we have links on the website,

abc7news.com. happening now senate beginning a confirmation hearing for william barr. you're looking at a live picture from capitol hill. looks like everyone in their seats there. they are getting ready to go. that, i believe, is senator orrin hatch. that's what i'm hearing from my producer. looks like that will start shortly. barr will face tough questions about president trump and the russia investigation. he said yesterday he's willing to let special counsel robert mueller complete his work but democrats say they are not convinced barr can resist pressure from the white house to interfere with the probe. barr would replace jeff sessions who mr. trump fired in november. in the north bay, some staff members at a marin county school district may be out of a job after the school year. the marin district is proposing to reduce the budget by $3 million. that means librarians, kitchen,
