right. i'm dan ashley. >> i'm kristen sze. thanks for joining us. we have team coverage on the weather but we start with meteorologist sandhya patel. >> let's take a look at live doppler 7 right now. we have basically widespread showers across the bay area. street-level radar, it is coming down right now. let's get you closer to the south bay. san jose, you will notice some wet roadways. santa clara, park avenue, willow glen, heading into the santa cruz mountains, pretty soggy view right now, saratoga, scott's valley around highway 17. as we pan around other parts of the bay area, this is the gentle rain across 580, emery, piedmont ar area. north bay, napa, dry creek road heading into the wine country, it is light. slippery roads, breeze write y . hang on to the umbrellas. you'll notice at 7:00, still light to moderate showers this trend carries over into

9:00 p.m. and then we have a powerful storm that is developing here in the pacific. it's a level 3 strong storm for tomorrow afternoon, evening, downpours, thunderstorms, strong gusts up to 60, will bring down possible trees and power lines. here are the biggest concerns. hydroplaning, downed trees, flooding on the roads, small stream flooding, power lines down a likelihood. let's get to drew tuma. >> we have a lot to look out for tomorrow. it's wind and rain. that wind will create a high wind warning in effect tomorrow. this is the highest warning we can get in terms of winds across the bay area. those winds could be gusting in excess of 60 miles an hour, so likely tomorrow we'll have downed trees and likely have some scattered pou eed power ou well. very heavy rainfall. much of california has been outlined for excessive rainfall on our wednesday with the highest threat actually coming in southern california. however, the bay area under the

gun as well for some very heavy rainfall. it's all attributed to an atmospheric river aimed right at us. this storm system going to get a fresh injection of a lot of moisture. that thin ribbon of moisture aimed at the central california coastline. we have a flashflood watch in effect for the entire region tomorrow. that means we could see a rapid rise in small streams and creeks and flooding on our roadways. when sandhya patel comes back, she'll go hour by hour showing you when the heaviest rain hits. >> thank you. as you've heard, the rain is expected to intensify by tomorrow, and some people in the north bay are getting ready. >> wayne freedman is live in novato. wayne? >> reporter: this is grant avenue. i'm going to step aside and let you look at what is bound to get worse. it's been getting worse all day, kind of like a warning shot for what we have in store. if anybody knows about this stuff, north bay residents do,

shape, but we'll see what this weather brings. wayne freedman, abc7 news. >> thanks. you can always monitor the weather where you live with the abc7 news app, free to download in the app store. you can enable notifications to we can send you alerts about weather warnings. new details on the assault of an elderly woman in san francisco. police are released this sketch of a suspect described as a black man in his 30s about 5'6" with a skinny build. investigators believe he attacked an 88-year-old st tuesday morning as she walked in the park across from her home. witnesses reported seeing the suspect later leaving the home. wong was found with severe injuries. she's still in the hospital. you're looking live now at the capitol as the fallout from the government shutdown continues to develop in washington. the shutdown is now in day 25. president trump showing no sign of backing off his demand for a border wall.

the democrats also declined tonight to attend a luncheon with trump and republican lead toers discuss the shutdown. they just would not go today. the shutdown is having an impact on ten centers that provide health care for 750,000 native american ps. >> one center is in san jose. we look at what kind of services will be in jeopardy. >> reporter: indian health center serves 25,000 native american patients per year at its four san jose facilities. it is one of the first providers to see its services hit by the shutdown. >> clinics have to choose between health care for one patient population over another, that puts everybody at risk. everyone deserves good quality care. >> reporter: they depend on $1.4 million per year in federal grants and contracts. unlike medicare, these health programs are not budge edmontoned. $4 billion more indian health was in last month's continuing

resolution to keep the government open, the bill president trump would not sign. ten centers serve native american patients facing the same problem. >> we are facing an opioid crisis hitting indian country especially hard. so this means patients would not have access to much-needed culturally specific services. >> reporter: diabetes is another major health issue in the population. >> we have case managers that are literally communicating with our patients nearly daily, making sure they're taking their medications, checking their blood sugar, making it to their appointments, arranging transportation for them. >> reporter: without funding, this and other centers might worry they'll lose staff. a congressman from oklahoma is trying to sponsor special legislation to restore funding but no one knows what the prospects are in terms of getting it passed. in san jose, david louie, abc7 news. a small bit of good news for coast guard a families today.

the commandant tweeted today for his service members as the guard became the first to miss paychecks because of a government shutdown. but assistance has received a $15 million donation from the usaa financial group to support families. bay area families are pitching in to help coast guard members. volunteers passed out donated guard personnel. another batch of donations will be distributed saturday in novato. governor newsome was in the south bay neating with people affected by the housing crisis. >> he promised more funding to build low-income housing while acknowledging the issue won't be resolved overnight. >> carlos has the story. carlos? >> reporter: you can say governor newsome is making his pitch to fix the housing crisis and teaming up with majyors lik

those from san jose to find solutions at the local level. >> the california dream is in peril. >> reporter: he did not mince words talking about california's housing crisis in a roundtable discussion with the san jose mayor. >> this is the challenge of our generation. and our children and our generations are going to define us based on how we tackle this challenge. >> reporter: they heard from current and former residents of santa clara county who have been struggling. >> it's gotten harder and harder. >> yeah. >> my kids are growing up with my grandparents, with my parents, their grandparents. and i'm not seeing them to play basketball or soccer. >> reporter: she commutes five hours every day simply because she can't afford a home closer to work. >> the commute is killing us. we try to think that it's not because we want to stay positive. >> reporter: now like other californians, she's looking at moving out of the state because of the high cost of living. newsome's budget proposes money

to spur new housing production. he's al working with the legislature to help renters by placing a rent cap. today, the governor signed an executive order to build affordable housing on access state property. >> i recognize the stress and the pain. i recognize the impact this is having on your families. >> reporter: part of the plan is to ramp up zoning and permitting processes to expedite development, but that might be too late for some. >> it would be great if it happened quickly but i don't see how it would be possible. >> reporter: dpguzman says it wl be a difficult decision to leave california but one she'll have to make with her family, a situation many other californians are finding themselves in. as you saw there, san jose mayor is back on the job after being hit by a car while riding his bike on new year's day. he is wearing what he calls his

ek so skeleton to help protect two broken vertebrae and a broken sternum. he's thrilled to be back at work saying the last couple weeks have been quite challenging. he's no longer taking pain medicati medication. >> i'll be wearing this for a couple more months. hopefully i'll make it fashionable by them. we're hoping that i'll be back doing all the things i love to do in probably three or four months. my goal is to make sure i'm ready for the rock 'n' roll half marathon in october. >> he expressed his thanks to the first responders and medical personnel no cared for him. he plans to attend the city council meeting tonight. a candlelight vigil scheduled tonight for two teens killed in a car crash. they were among six teenagers in a car that slammed into a tree friday night. speed and wet roads were likely factors in the crash. the other teens have injuries ranging from moderate to life-threatening. the vigil starts at 7:30 at the

head down the peninsula from skyline boulevard 280. south bay getting its share, about a quarter of an inch for some spots like san jose so far, park avenue, santa clara, campbell, into the inland east bay, around concord, concord boulevard, sliply roads, and in the north bay, we are seeing some returns between windsor heading into santa rosa. it is breezy to gusty. look at the view from our tahoe camera. a live picture. we are seeing snow in the mountains. chain controls on all roads leading up to the mountains. i would not advise any travel over the next couple of days. winter storm warning until 4:00 a.m. friday, above 5,000 feet expecting 2 to 3 feet, the peaks up to 4 feet, reduced visibility, becomes a blizzard warning for the sierra until 7:00 a.m. thursday cover tag in tahoe as well.

winds gusting up to 75 will create whiteout conditions. that blizzard warning above 6,500 feet. they will be measuring snow in feet, which of course they need. temperatures right now, 40s, 50s. it is a slick view from our golden gate bridge camera, rain drops falling right now, scattered showers tonight, strong storm arrives midday tomorrow, windy, rainy, possibility of thunder. light to moderate showers, slippery roads, breezy at times. hour by hour we go, between tonight, 5:30 to 7:00 p.m., expect most of those showers. t p.m., isolated. tomorrow morning, some showers, winds increasing in the hill, 40s, 50s. allow plenty of time for the afternoon drive. it is going to be nasty. stormy conditions expected with 50s, 60s for your wednesday afternoon. that is a strong level 3 storm wednesday afternoon, evening, downpour, thunderstorms, gusts up to 60 likely causing power outages, downed trees and flooding with the heavy rain

coming. 4:00 a.m. to 6:00 a.m. tomorrow, just scattered and very light, 7:30, light to moderate showers, and here comes the heaviest part of the storm, 1:00 p.m., continuing into the afternoon and evening. those yellows and oranges, downpours, the evening commute between 5:00 p.m. and 7:00 p.m. will be nasty. pops of red, heavier rain, likely causing flooding on the roadways. creeks and streams overflow. the main stem rivers expected to rise rapid by. 4:00 a.m. thursday, the showers continue. rainfall totals from wednesday through thursday with this atmospheric river will be adding up in inches. the heaviest amounting will be in the santa cruz mountains, over 3 inches of rain. morning commute, breezy, scattered showers. downed trees and power lines. your accuweather forecast seven-day forecast, a strong level 3. level 2 for thursday, a chance of thunder, wet and windy. a few showers are possible friday afternoon.
