breaking nugs. two overnight fires force more than a dozen people out of their homes overnight. matt keller just got to the scene. he's live with the latest. also this morning, we're tracking a big storm moving into the bay area. the impact it could have on your evening commute. we're following more breaking news. an earthquake hit north of piedmont. we're hearing reports of two aftershoc aftershocks. >> let's take a look at a map. state route 24 and highway 13. the earthquake happened a few minutes ago at 4:42 a.m. there were two aftershocks confirmed by usgs after the

initial one registering at 1.9 and 2.0 respectively. >> we've been getting tweets from you. we thank you for eting us know where you are and what you're feeling. i'm getting a lot of tweets like that one. good morning to you too. thanks for the earthquake wake. pete felt it in berkeley. he said that it was a subtle shake that lasted just a second. it felt more like a vibration than anything else. amy didn't feel it. she's one of the reporters on abc 7 mornings. we have people in the building that swear they felt it. including frances dinglasan. she's 20 feet from me. >> jim huntington is on the phone with us. he lives in rock ridge in the oakland area. jim, it sounds like you heard the earthquake more than you felt it. >> right good morning. reggie and alexis.

i'm finding out that i'm on top of the epicenter. about a quarter of a mile from the rock ridge b.a.r.t. station. about 20 to 5:00, i've been in some unusual places for earthquakes. this morning, i was in the shower. then all of a sudden what i heard was like somebody pounding against the glass window. it just like one quick kind of pound. i thought what was that. that must have been a wind gust from the rainstorm. i did not feel the earth move. i didn't feel anything shake. i just kind of went back to my routine. then when i went downstairs to get coffee, i thought hey, i'm going to check out this windstorm. i looked outside and it wasn't windy. i thought, oh, that's strange. even though i didn't feel the earthquake, i heard the earthquake and it did kind of change my behavior as i'm walking around in a fog going what was that? now i know. everything is okay. my wife did not feel it. she slept through it.

a peek outside the door. there's no neighbors walking around. no lights coming on. everything is okay here in rock ridge as far as i know. >> okay. thank you, jim. i know jim is a b.a.r.t. rider. he takes b.a.r.t. into the station every day. we have ten-minute delays systemwide. that's standard procedure. they slow down the trains and check the tracks and makes sure there's no damage. that's probably the biggest impact this morning. >> just waking people up earlier than they expected. we know more about jim's shower habits. so that happened. >> see you guys at work. >> see you soon hopefully, jim. thank you for calling in. appreciate it. all right. we're following the earthquake. that's the big story. the immediate situation right now. as you can see, we have live doppler 7 which is behind us. that is the other big story of the day. jim said he was checking on the weather outside. the hardest of the weather has not hit. that is to come this afternoon. right, mike? >> that is absolutely correct.

you want to be prepared for that. at least we can forecast when that's going to happen. it's going to be this afternoon and evening. downpours, thunderstorms. gust toss 60 miles per hour. flooding downstream. there's steadier rain moving through the higher country on either side of santa clara valley and up in the north bay. this is what we expected for the morning commute. a lot of leftover residual moisture as you can see on 680 along the walnut creek. periods of rain. that will pick up a little bit towards noon especially. temperatures in the low to mid-50s especially. we're where the highs should be. upper 50s at noon. moderate to heavy rain at 4:00. then we'll introduce the heavier rain on the more widespread scale and the chance of lightning and thunder heading towards 7:00. that's going to linger up until at least midnight. storm gets progressively stronger as we head through the afternoon and evening hours. don't want to be on the road

then. >> all right, mike. starting bad this morning. as you heard from mike, it's going to be worse tonight. get ready for that. we'll show you a few accidents on the peninsula northbound 680. it was report north dakota millbrae. tere's an injury crash. closer to 380 right now. quite a few injury accidents: eastbound 80 at tennessee. that one has finally been cleared. traffic luckily has not been impacted in the westbound direction. that was looking good all morning. here's a live shot of another injury crash in the macarthur maze as you come off the bay bridge. the left lane is blocked as you make your way towards macarthur maze and into emeryville. another injury crash in the south bay. it was reported on northbund 87 approaching 101. that's where the taillights heading northbound 101. it is being cleared right now. guys? >> frances, thank you.

the highway patrol says the rain was likely a factor in this crash in oakland. it delayed drivers on high bay 24 last night. you can see the tesla mobile service van was overturned in the lanes near broadway. the driver suffered minor injuries. stay with us as we track the storm today. live doppler 7 will show you when it moves into your area. you can get the latest right now on your phone. download the abc 7 news app. breaking news in san francisco. a 20 people out of their homes after two house fires this morning. >> it happened near leibig street in san jose avenue. that's where matt keller has the latest. matt? >> reporter: hi, alexis. firefighters still here on the scene doing a fire watch making sure nothing smolders up and reignites here. there's a lot of debris inside. so they are very concerned about that. they're going to be out here for a while. the first call came in around 12:15 this morning on leibig street. firefighters arrived to find a two-story home with black smoke

pouring out from both floors. the fire spread to an attic of an adjacent home. it made it difficult for firefighters to move around the home and establish a hose line. they went into rescue mode. >> engine 33 did a fantastic job. the operator of the engine got an occupant out of the second floor window with the ladder off the edges. the conditions were heavy black smoke out of both floors. they pulled two more occupants out while trying to decide where to leave the first hose line. >> reporter: the firefighters say six others in that home were able to escape to the backyard. several escaped from the adjacent home. firefighters say at least 20 people are displaced. that number may change. city services and the red cross are helping them out. four adults and a child were taken to the hospital. the child has minor injuries. two adults are in critical condition. firefighters taken to the hospital to get get checked out for an injury to their face.

investigators arrived this morning to look for a fire cause. reporting live in san francisco, matt keller, abc 7 news. >> before you leave, matt, not related to that story. but did you feel the earthquake where you are this morning? >> reporter: i'm sorry. i'm having a hard time, reggie. >> did you feel the earthquake where you are this morning? >> reporter: no. we were driving when the earthquake hit. it could have been a pothole here in san francisco, which is obviously very common. no, we did not feel it. >> understood. matt keller live for us in the city. thanks so much. san jose police are looking for these two men. they are the suspects in a deadly shooting at he will rancho liquors. this is surveillance video from outside the store. 34-year-old nathan johnson harper was the man who was shot and killed there last month. investigators haven't released many details about a possible motive or what led up to the shooting. if you recognize the suspects call san jose police. today marks day 26 of the

partial government shutdown. there's little sign that democrats and republicans are any close to an agreement. coast guard members missed their paycheck yesterday. 46,000 irs employees. 1700 faa safety inspectors have been called back to work without pay. sick calls from 47,000 tsa workers without pay have now doubled. 500 federal workers, including tsa and customs agents and air traffic controllers work at mineta san jose airport. >> they'll hold an emergency meeting on how to pay them. using airport funds to provide no interest short-term loans. the loans would be repaid once the workers receive back pay. >> we've been in conversation with private sector banks as well to see if they can help. we know that there are credit yoourns and others stepping up. >> since the partial shutdown, the daily absence rate at the airport has risen from 3% to

tomorrow. they peak sunday. it they peak today, we would have flooding around the bay shoreline. as it is, we're going to have high surf tomorrow at 5:00 in the morning through 5:00 friday evening. 36 hours of dangerous surf. mainly cloudy, 10:00 on it's wet every single hour with thunderstorms developing in the afternoon and evening hours. peninsula, up to 10:00. stray shower. notice the temperatures get warmer as the more intense showers and thunderstorms roll in. you need the warmer air to create the energy for the thunderstorm. it here. 60 at 8:00 this evening in the south bay with thunderstorms. more on the storm coming up next. how about the commute this morning. here's frances. >> it's been pretty messy already even though the rain and the big storm hasn't gotten here. we've had quite a few accidents and overturned crashes. a new one reported. northbound 17 near big liddy

want to show you what i'm thinking for today's storm. pretty much everything in the top threshold. hydroplane high chance of that. high likelihood of downed power lines and flooding on roads. small stream flooding. we've got a high probability of debris flows and mudslides. just can't escape the heavy rain during the afternoon and evening hours. i'll have the watches and warnings in the hour by hour look next. >> good morning. little surprised. there was an earthquake that shook west of piedmont.

there's been two aftershocks. here's a map showing you the location. it happened a few minutes ago, about 4:42. then there's two aftershocks minutes later. 1.9 at first and then a 2.0. abc 7 news reporter amy hollyfield is head today piedmont right now. we're going to check in with her as soon as she arrives. people as far down as the south bay felt it a little bit this morning. in today's gma first look, scary dash-cam video showing a toddler falling out of a car. >> you can see the child go tumbling into the road as a car turned to the corner. abc news anchor kenneth moton has the story. >> in gma first look, it's the heart stopping video capturing this terrifying moment. this gray car comes around a curve in mankato, minnesota. >> a child fell out of a child seat out of the back of a vehicle. >> look again. the rear driver's side door swings open. a toddler strapped in a car seat

there is an exemption for nonprofits. city council members unanimously vote in favor of raising the minimum wage yesterday. airbnb is expanding to san jose from san francisco according -- airbnb will open a new office in the next couple of months. the office will house about 50 employees in a co-working space that's shared with other companies. an airbnb spokesperson says it will be a temporary office until 2020. that is when they plan to move into a permanent location in the south bay. i've never heard of this. it's a rare sight captured in maine. >> it's a giant ice -- sitting in a river. we'll look at drone video from above. some people think it resembles crop circles or a full moon. factors like the river's current, the thickness of the ice and the shape of the river create a rotational sheer that can cause a chunk of ice to spin and become rounder. mike nicco is nodding his head.

more showers and thunderstorms tomorrow. it's a 2. a slight chance of friday and saturday, those are 1s. >> here's the threats. flash flood watch. everybody from 3:00 this afternoon to 3:00 tomorrow morning, so 12 hours of rapid rise in water levels which could cause flooding not only on roads but small streams and creeks. we've got debris flows possible up around lake county and solano county under a flood watch. 4:00 to 7:00. 4:00 this afternoon, 7:00 tomorrow morning. a little bit bigger window. strong winds. look at this. each in our valleys, we'll have gusts up to 50 miles per hour coming out of the south. 1:00 this afternoon to 3:00. bring it in. strap it down. it's going to be a bumpy ride. that's when the trees could come down. power outages could begin. even faster winds up above 1,000 feet. 1:00 to 3:00. about 14 hours of gusts possibly up to 60 miles per hour. 1:00 this afternoon, 3:00 tomorrow morning. very impressive looking storm, isn't it? well, yeah. it should be. most of our steady rain is up in

the north bay as you can see on live doppler 7. 7:00 this morning, let's go through all the way to noon. scattered showers u. but then the flood gates open at noon. look at that. waves of yellows and oranges. moderate to heavy rain. but wait, the heaviest is still to come. look behind me. reds, purple. how often do we see purple? never. that's because we never have storms this strong coming through on an isolated nature like this. it starts during the evening hours and goes all the way up until 12:00. we're seeing unprecedented future radar levels on this map. 12 years, haven't seen anything like that. a 2 for thursday. a 1 for friday. we'll get a break saturday and we'll get a break monday and tuesday. in fact, starting monday on the holiday, it looks like we could have a couple weeks of dry weather. frances. >> mike, the earlier earthquake is impacting b.a.r.t. right now. they're reporting 20-minute residual delays. they were reporting ten-minute

delays because they had to run the trains slower to check the tracks after the earthquakes. it's bumped up to 20 minutes. keep that in mind. not a great way to start the day for b.a.r.t. especially if you want to avoid the accidents and the roads out there. cal trans reporting no delays. ace train number one is running about three minutes late. it's still a better alternate than westbound 580 there are there's a lot of slowing and crash at mountain house blocking a lane. better news now in the south bay. earlier accidents have cleared and the meridian avenue on ramp southbound 280 where there's a car on its side is going to be reopened shortly. reggie, alexis. reggie, alexis. >> thank you

as wet weather moves into the bay yar. the north bay, east bay south bay or the city, get ready for rain, wind, possible flooding. mike nicco is timing all of it out for you. good morning on this wednesday, january 16th. as you can see, we have live doppler 7 fired up behind us tracking the rain. >> but first, the weather. not all of it. we have breaking news. an earthquake and two aftershocks in the piedmont area less than an hour ago. here's a map showing where it happened. the 3.4 magnitude earthquake happened around 4:42 this morning. it was just downgraded from a 3.7 as it was initially reported and there were two aftershocks a few minutes later registering at 1.9 and 2.0 respectively. so far, no reports of damage. amy hollyfield just getting to piedmont. we'll check with her in a few minutes. we do know there are 20-minute b.a.r.t. delays right now. b.a.r.t. inspects the tracks when we have an earthquake. frances will talk more about that. first, we'll start with our

weather. you're going to get hammered with rain no matter where you are. is that correct, mike? >> that's always the first question when i come to the morning meeting. where should we send our reporter? >> nowhere. right here in san francisco. you don't have to send them to the north bay that will get harder than anybody else. everybody is getting hit hard. downpours, thunderstorms, damaging winds, flooding. it's all there in this strong 3 storm. let me show you the santa cruz mountains. steady light rain there. also a little bit around san leandro and richmond. up in the north bay where we've had the steadiest rain. it's moving away from us. it's a moist flow off the ocean. look at this. you're seeing residual moisture in san jose, 280 and 17. we'll keep light rain in the forecast at 7:00. by noon, that's when the flood gates open. that's when the showers become moderate to heavy. and then we'll have a better chance at heavier showers at 4:00. but the most intense storms will be during the evening hours from

about 6:00 to midnight with thunderstorms and locally even faster winds and downpours. it just builds through the entire day, frances. >> all right, mike. you had your morning, the evening commute will be each worse. right now, we're getting a little bit of a break. a few overturned crashes and lots of injury accidents as well. here's a live shot of the macarthur maze. it was an earlier injury crash that's been cleared. it was in the eastbound 80 direction off the bay bridge. you can see right now, lanes are open. emergency crews have gone westbound. 80 traffic taillights headed towards the bay bridge is looking pretty good. once you get to the bay bridge toll plaza, metering lights have been turned on. traffic is backed up into the maze. plan on about a 20-minute wait. as you drive across the bay bridge, there is a wind warning. both hands on the wheel. it's a sluggish drive into the city. the san mateo bridge is an option for you. that's looking good. we're tracking b.a.r.t. delays.

reporting 20-minute delays. systemwide due to the earlier earthquake and they're still slowing down the trains just to make sure the track is okay. cal train and ace train reporting no delays right now. ace might be a better bet. 580 is a crawl. we'll check the drive time next. reggie, alexis. >> back to the breaking news. the earthquake in piedmont happened at 4:45. amy hollyfield just got there. amy, did you feel it on your way over? >> reporter: no. we did not, reggie. we were up at the golden gate bridge. we didn't feel a thing. we know a lot of people felt it. this would be a good place to check. a grocery store, market. mulberry's market in piedmont. look at the shelves. everything is fine. they have bottles of wine, all still stding. nothing shattered. power is still on. so this is what your downtown area looks like in piedmont. but we know that people felt it. we got a lot of calls and

tweets. we know it was enough to jolt people awake. it was a 3.7 at first. that was first reports. it was a 3.4. let us know what you felt. but we're happy to report that everything looks okay here at this store and in this area. amy hollyfield, abc 7 news. >> amy, thank you. breaking news in san francisco. 20 people out of their homes after two house fires this morning. firefighters say it started at the basement level of a home on leibig street. flames quickly spread to the attic and the house next door. the deputy chief is praising first responders for rescuing several people who got trapped >> the engine operator got an occupant out of the second floor window. the conditions were heavy black smoke pumping out of both floors. they pulled two more occupants out as they decided where to leave the first hose line. >> five people were taken to the hospital. two are in critical condition.

the cause of the fire still under investigation. abc 7 news reporter matt keller will have a live report at 6:00. >> crews at the san francisco water department are out this morning putting up these temporary flood barriers. crews started at md night and they'll be out until 8:00 this morning. workers are on stand by in case they're needed during the storm. if you live in san francisco, officials say you can report any clogged storm drains by calling 311. rough weather could impact ferry service. the san francisco-based ferry says that rain and winds could make the evening commute difficult and possible dangerous. ferry operators are ready to suspenservice if they think it's not safe to be on the water. >> if you're thinking about heading to the sierra, cal trans says do not. you're looking at video from the mountains last night. both directions interstate 80 were closed for a while after snow fell off a hillside and on to the road. chains are required on 80 from cisco and plaster counties to

the nevada state line. an avalanche warning has been issued for back country areas above 7,000 feet around lake tahoe. don't get caught in the rain. download our abc 7 news app. live doppler 7 on the smartphone. you can track the storm where you live with customized forecast. a man accused of shooting two people is now dead. >> plaster county sheriff's department says the suspected fired at numerous homes from newcastle to loomis. he was found where authorities say the suspect crashed with another driver. as deputies moved in to arrest him, shots were fired. the suspect and a canine were hit by bullets. the canine is expected to be okay. the suspect's identity has not been released and the conditions of the two shooting victims have not been released either. >> berkeley police are investigating a series of brazen robberies. they released security video of one of the recent attacks involving a group of women. cameras captured a violent

struggle. three women grabbed 89 north face jackets inside young's backpacking on telegraph avenue. one of the employees got hurt while trying to stop them around closing time last wednesday. >> i was come in the front. the women throwing out here. >> earlier, three women took about 120 pairs of pants inside the lululemon store on fourth street before dashing outside. police are looking for any links to the robbery at young's backpacking. >> when you have cases like this, there's varying descriptions and things of that natu nature. they're going to be looking at the video surveillance. >> a group of thieves also grabbed items in the berkeley location in july at lululemon. more trouble for pg&e this morning. they're being sued over the camp fi fire. they claim a spark from a power line sparked the november inferno. county leaders say the company was aware of the risks the lines posed. flames destroyed more than

for light rain. here's a look at the maze. you can see in emeryville and everything is wet this morning. even if it's not raining. we want to focus more on the evening commute. it will be severely impacted by the storm. the roads will be poor with standing water developing during the evening commute. it will be wet and windy especially in the afternoon and evening. if you're on the bay, choppy and windy. in fact, we've got a gale warning for wind up to 52 miles per hour. now, that you say, that's the water. i'm not going to be on the water. but if you're on a east-west bridge, san mateo, richmond-san rafael bridge, you've got the cross wind hitting you up to 50 miles per hour during the afternoon and evening commute. that's going to make things even more difficult if not dangerous. the north bay, 8:00 to 8:00. look at that. chance of rain. it gets warmer and that warm weather, that's why at 6:00 to 8:00, we introduce

this storm is going to touch the entire state from showers in so cal to showers and thunderstorms possible from monterey northward to the snow in the high country. in fact, don't go. it's too late. blizzard developed today, it lingers tomorrow. it will be slippery on friday. saturday is going to be the best bet to travel. look at this. we've got a blizzard warning above 6500 feet for white-out conditions and winds 75 to 100 miles per hour. then you add to the four feet of snow and up to six feet of snow at the peaks.

east bay are pushing to help. san leandro keeping the city's 2500 storm drains clear can be a daunting task. the city is seeing success with its adopt a drain program. volunteers simply rake the leaves, clear the debris and put it in the proper garbage bin at their home. >> we have flooding during the events called pineapple express. we found that the flooding is reduced with this program. consistently maintains storm drains, it helps immensely. san francisco, oakland, berkeley and brisbane have the programs. back to that 3.4 magnitude earthquake we've been talking about this morning. centered in piedmont. did you feel it? >> yes, only one of us. frances. at least here in the studio. some of our co-workers felt it too. not everyone did. here's a look at wha where it happened. around 4:45, this is right along the hayward fault. i guess not too surprising at the location.

just about everything is pegged at the top of the chart as far as my storm concerns for today. hydroplaning is going to happen. downed trees and power lines. high likelihood of that. ponding on the roads, it's going to happen. small stream flooding, it's going to happen. most likely up in the north bay would be the best area. you have the most saturated soil. debris flows and mudslides, there's a high probability of that also. be careful if you're driving through some of our windier roads in the high country.
