>> this storm is in intense already. still intensifying. a look at live doppler. heaviest and steadiest in the east bay. a close look around. concord getting some steady downpours. discovery bay. further north and east a bit between fair field and davis. you can see that the first wave of the storm is pushing to the east. look at that second wave. offshore. even stronger with more rainfall and powerful winds. the storm ranks three on the impact scale. heavy rain and thunderstorms will continue. damaging wind gusts. no doubt with gusts up to 60 miles per hour. flooding and downed trees are likely. use extreme caution for the evening commute. we expect heavy rain and poor visibility and strong wind gusts. let's go over to meteorologist with a look at the watches and

warnings. >> numerous report os of flooding. flash flood warning in effect. this will last until 5:15. for willow brook at pen grove. the creek is over flowing as we speak. a newly issued flash flood warning. this going until 5:45 p.m. for green valley creek. it is over flowing its banks right now. we expect minor flooding. the entire north bay and much of the bay area under a flood advisory. until this evening about 8:00 at night. we expect more flooding on the way. it's for that fact we have a flash flood watch in effect for the entire region. we'll see more heavy rain and flooding on the way. not only rain we're tracking strong winds. we'll detail the winds coming in the forecast. >> as we mention the storm is causing problems on the road.

it hit the north bay first. and hardest. as is so often the case. live in one of the news vans making his way along highway 101. >> good afternoon it's wet and windy. windy enough this van moved back and forth. let me take you to the front. this is 101. still heading towards nevada. where a moment ago we got a call from a viewer and we confirmed from pg&e there's a power outage. multiple there. pg&e telling us 1,000 customers are now without power. mostly in san here's what we found this morning. >> let's go back in time to this morning. before the storm really hit.

outside the public works department where she made sandbags for the first time ever in her life. from scratch. with a sense of humor. >> where's the satisfaction? >> because i figured out how to do it myself. which was fun. >> on a day like this, fun is a relative term. >> keith the public works department watching blobs on a monitor. waiting with the staff for the blobs to become problems. he says they have done the work on streets and draining. >> most of that stuff is clear. everything is stable. i believe we're in a good condition for natural run off. >> but, that was earlier today. and that was before some of the gray clouds turned dark. a short time ago, a massively dark cloud started moving in heading to the northwest. it didn't drop a lot on us.

but it looked forboding. we come back live to the inside of mobile 25, the commute is okay. it's moving along. the night is early. so is the storm. we're heading towards the north. we'll keep you posted. >> all right. stay safe. this storm could actually cause problems in the burn scar areas of beaut county. still reeling from the campfire. evacuation warning issued for the community last night. because of the potential for flooding. about 25 miles east of is close to where the fire broke out in november. the area is under a flood watch through 7:00 a.m. tomorrow. >> you saw what it was like in the north bay. east bay tonight people are preparing for the storm as well. >> eric thomas is there with the latest. >> along the road here where we are. we're getting a break from the

rain. while it was raining we watched the creek grow in depth and velocity. rolling through here now. not causing any major problems. around this area and martinez. people are preparing as if there could be. >> reporter: filling sandbags was a core a lot of business owners took art in. a flood control project here reduced the flooding. but it is a >> we get it up to the curb usually. maybe higher. and then with traffic going up and down it creates wake. that will presumably from time to time go under the door. >> on a residential street an old oak tree was done in by the rain and wind. >> it was a 50 foot oak tree.

that fell. it fell across both lanes. five foot base. >> the whole house shook. so i ran outside and saw the big old oak had fallen. >> that was the big job that kept public works occupied this morning. this evening they're keeping an eye on the usual suspects. drains. they hope homeowners do the same. >> i checked the drainage areas. there's leaves and debris. when that clogs the rain tends to form. and you get trouble. and saturation. >> you see that drainpipe over there? as long as the water is below the top of that, this will just be an interesting place to view the water. if it goes over, the road risks the possibility of flooding and a loft people drive this road.

we're here in the east bay. all over the bay area tracking this storm. >> thank you. pg&e crews are fanned out as well. trimming trees and clearing hazards. this crew in the trimming branchs off a 60 feet cypress. >> this is something we do all year round. for exactly these conditions. when the wind is strong, and the rain is pouring, we do not see the vegetation going into our lines. >> pg&e says crews are on standby through the night. >> right now the largest power outage is in the north bay. 2,000 customers in the about 200 impacted in the east bay. and a dozen in the dark in san francisco. crews are working to restore power to the customers. >> now the mountains can be hit

hard when heavy rains move through. that can be tough for commuters there obviously. >> live in scotts valley with a look at the conditions there. >> about an hour ago the rain was hifting us hard. right now as you can see. it is light. a break for now. if you look behind me i want to show you this is the pg&e base camp. set up. it's already been a long afternoon for the employees who are expected to be here for the next few days. >> on this wednesday afternoon the crews with pg&e are working around the clock in anticipation of the major storm. this base camp set up has more than 1 hub line workers on standby ready to response with a moments notice. they are had dozens of calls related to downed trees and power lines. this was the scene on highway 17 earlier in the day after a traffic accident delayed drivers for about an hour. up the hill some are stopping at

traffic is moving in both directions. let's check the bay bridge. it could be worse. this is the toll plaza. there aren't too many cars backed up. the roads are wet. >> it was smooth coming in off the bay bridge today. but windy. it's calmed down a bit. that will get worse. if you're heading home tonight from san francisco, be patient. it may take time. >> downtown at first and howard. in the thick of the traffic. with the latest. >> we are getting a break from the rain. this is as you said downtown first street at howard. this is a major artery to the bay bridge. always bumper to bumper. no different today. take a look at the traffic now. i think the commute this afternoon is started a little bit earlier. people were well aware of the impending storm. >> the first street corridor to the bay bridge. always crowded during the

evening commute. bumper to bumper traffic. by late afternoon. today the mass exodus began around 2:30. >> the storm is coming. >> i'm trying to get home. >> good luck. >> commuters thought yesterday was bad. it was. >> you're leaving town early? >> yesterday took three and a half hours to get home. >> i was in traffic for like two hours. >> getting home from the city today. well, it will be worse. today is the big one. the big storm. early afternoon the streets of san francisco were wet. she was taking no chances. the odds of getting home on time were getting worse. >> this is probably ten or 20% worse than normal. >> police are asking you to slow down. be cool. be patient. >> allow space. extra space between the car in front of you and yourself. be prepared for a quick slow

down. >> here are additional tips from police. common sense tips but it's good to get a reminder when the roads are wet. police advise you to please try not to change lanes frequently. obvious lif that increases risk to accidents and drive slowly. watch out for bicyclists and pedestrians. especially downtown. stay out of bike lanes. drive carefully. get home safely. >> all right. thank you so much. >> in the thick of the commute as well. >> she joins us live from the approach to the bay bridge. how's it looking? >> it's slow right now. we just passed beel street. on bryant. the car pool entrance to the bridge. trying to get in from the city to the east bay. i'll flip the camera. we're in mobile 4. with dean smith.

you can see traffic is at somewhat of a standstill. between zero and 2 miles per hour. slow but this approach on an afternoon during the week is not totally unusual. my photographer has been driving all over. from the peninsula to oakland. given the fact that it has been raining quite stormy earlier the conditions have been relatively good. he noticed win bad accident out of the tunnel to the city. unclear if it was weather related. we know safety officials have been telling us to slow down. last night, there was a terrible crash. a flat bed crashed into a power pole and three people actually had to be removed from the truck with chain saws from the fire department. the message is again and again just slow down and take your time. we do know that traffic is going to pick back up. or traffic and rain is going to pick back up this evening.

view, san jose. 50 degrees half-moon bay. you can see how windy it is. and a wind driven rain. 56 degrees in santa rose. we have upper 50s napa. 60 concord. and rather calm looking view over emery ville. cloudy. clouds look dark and low. it doesn't appear to be raining heavily at that spot. more is on the way. these are forecast features. heavy rain and gusty wind continuing into the late night hours. wet is wendy tomorrow. with another storm. still a strong one. and partial clearing by the end of the week. let's look at the high wind warning. which in effect now until 3:00 a.m. tomorrow. we expect winds generally out of south 30 to 40 miles per hour. stronger gusts up to 60 miles per hour. possibility of downed trees and blowing debris and power

outages. the storm ranks 3. heavy rain and thunderstorms. and again flooding and downed trees are possible. here's the hour by hour look. 5:00 this afternoon. we'll see widespread areas of heavy rain. indicated by the pockets of red. notice how extensive it will be. not confined to one or two areas but across the region. not until about 9:00 p.m. we see the storm beginning to sweep out of the north bay. all other regions will be getting the full force of the storm. and 11:00 tonight down in the south bay peninsula it will be very stormy. storm concerns are high. hyd hydro planing. debris flow and mud slides. and rainfall potential from now until about 11:00 tomorrow night. between one and two inches of rain for the region. a look at the 7-day forecast. so tomorrow, another storm not

thousands of east bay residents are blurry eyed today after being woken up by a an earthquake. a 3.4 struck at 4:42 a.m. >> the quake was downgraded from the initial magnitude of 3.7 followed by two small after shocks. no damage reported. >> tomorrow marks the 25th anniversary of the deadly north ridge earthquake in the san fernando valley. the quake killed 57 people. according to to official totals. a study a year later put the death toll at 72. including heart attacks. it costs $25 billion damaging homes and buildings. and buckled over passes on three freeways. trapping drivering under tons of concrete rubble. >> certainly a good time to remeend you to be prepared for an earthquake.

making headlines. live doppler 7 is quite active. a powerful storm pummels the bay area. heavy rounds of rain and heavy winds will hit the hardest during the evening commute. moments ago the fire department tweeted this video. damage caused when a tree came down on crest brook drive. the fallen tree brought down power lines as well as a transformer. the fire department is warning the public to stay away from fallen power lines. >> the national weather service tweets about the importance of paying extra attention while driving tonight. never drive through flooded streets. slow down. turn on headlights when your wipers are on. and allow for extra stopping distance. that's huge the california highway patrol has advice. we went on a ride along with

them. live from san jose. >> you can see the traffic is heading home. the evening commute is under way. of course the heavy rain is reducing visibility. it's creating a will the of anxiety for drivers who aren't used to this. still there's lots of good tips to help us get home safe will tonight. >> reporter: based on past history the number of traffic collisions will spike. on average the reports that rain causes over a half million crashes per year. half of the crashes causing driver or passenger injury. >> i would say majority of the crashes during storms are speed related. going too fast. hit their brakes. they hydro plane and crash. i have been been to two crashes today where that was the fact. >> he's been an officer for 24 years. we joined him on patrol to learn

tips to drive safer under storm conditions. you might recall a saying that goes see and be seen. turn on your headlights when ever your wipers is on is important. so you can be seen. it's the law. >> you can be cited for it. and also make sure it's not just your lights but turn on all headlights. and taillights. so people coming up behind you can see you as well. >> drivers who think they can drive through standing water can get stranded. >> you don't know how deep it is. don't drive through it. you don't know if the road has been under mined. the roadway will give out. >> hard breaking can lead to crashes because you can lose control and rauchb the road. slow down. >> there are other hazards in

heavy rainfall and storms. the officer says be mindful of trees toppling over into traffic. and bridges beaware of cross winds. it can cause vehicles to sideswipe you. >> you talk about the winds on the bridge today. >> it was intense. officer williams is on the phone to talk about the conditions. >> good afternoon, thanks for joining us. >> absolutely. thank you for having me. >> what are you seeing? are people doing what they should be doing on the roads this afternoon? >> we're always hopeful. we did see a spike of collisions when the rain came midday. late morning. taking a lull. but we know we're in the eye of the storm. and we know that when the rain comes, later on this evening, it's going to pick up.

so we're hopeful that everybody slows down. and takes plenty of time getting to where they need to. >> what are the keys? obviously speed. i would assume not following too closely. rear end crashes most common. spin out. all of that. what are the thijs people should pay attention to? >> you hit it on the head. speed. and of course the maintaining the following distance. and really it's common sense. i don't think you need an officer to tell you this. but if you slow down, you're most likely not going to crash in the rain. you'll lose traction if you're going too fast. and it takes a little bit of water to spin out. we see solo vehicle spin outs. you're just driving way too fast. >> every time it happens. the hydro plane takes place. it's terrifying. thanks so much.

>> i notice when you're in the number one lane. sometimes you get water from the opposite direction. cars driving and just come flying at you. >> you have to be on alert. >> several ferries have been cancelled for the evening commute. adding to the frustration. >> which puts more people on the road potentially. >> live with more on that. >> we have updates for you. the south san francisco ferry the 5:27 p.m. departure is cancelled from south san francisco. to oakland and alameda. because of the high winds. good news, they have hired buses for commuters. now i have another update. golden gate ferry from here san francisco to larks burg. also exacted by the weather. they said expect delays. five to 15 minutes.

if you're taking the ferries you should have a plan b. in place. because the winds i can feel ghemting stronger and we don't know whether or not they will have to cancel services. now i spoke to one gentleman who got off the ferry. he described it as a rocking and rolling. now it was that copy out there. choppy out there. most ferries are running. anything can change. and of course we'll let you know. if you are going to that direction your plan b would include golden gait transit. one person was thinking about taking uber or lift. to the east bay you have more options. transit and bart. it was really easy to find people this morning who were leaving work early. lucky them. just in case. >> worried about getting back across the bay later today.

on the ferry. leaving early before it decides to open up. >> we're already planning to lengthen the trains we have. with every available train car. we'll make sure we have as many cars to serve the commuters. >> now bart is adding cars each car can fit about 125 passengers. if they go from let's say an eight car train to ten car train. that's extra 250 people. that makes a difference. remember things are moving very slowly. and bart operators and drivers have been told to take it easy. go slow. people are out there and crossing the street. also to yu guys out there, be patient. >> great advice always. >> rocking and rolling.

>> a welcome at what we're seeing now. >> a hard rocking and heavy rolling later this evening. right now you can see most of the energy the intense storms from the first wave. is moving to the east. look at the second wave offshore. the next hour or so. a mess this evening. storm ranks 3. still on the impact scale. through tonight look for heavy rain. possibly thunderstorms. damaging gusty wind. flooding and downed trees are possible. starting at 5:00 this afternoon into the evening hours. the second wave moves on shore. it doesn't let up for several hours. indicating heavy downpours. along with strong gusty wind. through the 9:00 hour. not until about 11:00 p.m. the storm begins to swing out of the north bay and peninsula. it will be very stormy in the south bay. approaching midnight. wind gusts 8:00 this evening. around 50 miles per hour.

there's a partial closure between lincoln way and boulevard. you can see the lincoln way sign just blowing in the breeze. flashing red lights. all of the cars have to turn left because of the closure. earlier today we saw one man doing his best to hold onto his umbrella. at ocean beach there's a sign that's warning people to stay off the beach due to the dangerous conditions. we have seen some people out here with dogs walking and checking out the surf. we heard a surfer got into trouble earlier today and almost needed to be rescued. we spoke with another surfer who stopped by to check out conditions. >> you have to read the water. and the current. and the direction the swells all that. once you learn that, you dial in. >> the storm a few weeks ago is the biggest waves i have seen.

national weather service issued a blizzard warning for the lake tahoe area. >> the fourth warning in the past ten years. take it seriously. >> this was highway 80 heading from auburn to lake tahoe this morning. the basin is in a holding pattern between storms. >> when i woke up this morning there's 14 inches here. and up towards the crest towards sugar bowl, up to 29 inches.

>> resorts were open today. but many had runs closed because of heavy wind gusts. with all the snow expected tonight, avalanche danger is high. >> everybody should level set expectations is not plan to ski and ride tomorrow. that's how i would play it. i'm not planning on it. friday, saturday and sunday, monday and tuesday. it's going to be amazing skiing and riding here in the sierra. this is a blizzard. we have to take the health, safety and welfare of the guests and the locals into consideration. before we open the resort. >> driving tonight and tomorrow is likely to be extremely hazardous. if the roads are even open. >> this is a challenge. it's a good one. we're stoked for it. it will bring back the snow pack up to 100% before january. >> if the forecast holds. come friday. >>t's game on in tahoe. >> if you want to head up to tahoe to enjoy the snow. maybe too late to leave.

chain control is in place on interstate 80 and 50. discouraging people from heading to the sierra for two days. westbound 80 is currently closed because of crashes including a ja jackknifed big rig. >> the snow will be there a few days from now. >> a sense of what will happen in the next few hours and days. >> do not try and go to tahoe tonight or tomorrow. snow is going to intensify. where you see the bands of white opt screen, that's heavy snowfall beginning to work into tahoe. we had several hours of heavy snow. for that fact the winter storm warning in effect. until 4:00 a.m. friday morning. we're talking about feet. of fresh powder. what's going to happen tonight the winds are going to intensify. it's for that fact a blizzard warning will go into effect until noon tomorrow.
