laverne and north ferndale avenues when he was struck by a car driven by a neighbor. nba 7 news reporter cornell bernard is live in mill valley. hard to imagine, cornell. >> reporter: it really is. police and fire officials calling this a terrible accident. we're down the street from where darren malvin lost his life. tonight friends and neighbors are remembering the husband, father, and ceo. >> horrible tragedy. i mean, this is such a wonderful neighborhood. it's really sad. it's a sad day. >> reporter: neighbor denies craven learns on ferndale avenue not far from where this giant tree limb fell wednesday. 52-year-old darren malvin called 911 about downed power lines and was waiting with several other neighbors for emergency crews to arrive. but strong winds and rain caused a nearby tree to crash, and everybody ran fr safety. >> pedestrians out in the roadway began to run, looking for cover. the vehicle also tried to get out of the way.

>> reporter: barnes says that vehicle, driven about i a neighbor, quickly moved away during the chaos and struck malvin. he died later at the hospital. >> shock, number one. it's just not fair, number two. >> reporter: this neighbor, too distraught to go on camera, says darren malvin was a great neighbor and friend. malvin was founder and ceo of american solar corporation based in sausalito. his family is what he was most proud of. >> he had a young daughter, a wife, and he was a month away from moving into his dream house. >> reporter: neighbors say this is the nearly complete state-of-the-art home malvin was building. his daughter attended marin horizon school. >> our kids go to the same school. i know that he was a good fit for the school, the whole family was. >> reporter: flowers have been left at the spot where malvin lost his life. a tragic end for a husband and father with so much to give. >> he was a great guy. just not fair. >> reporter: chp says the driver

who they say struck malvin is cooperating. drugs and alcohol have been ruled out. it's unclear if they will face charges. the investigation is still under way. >> so sad, cornell, thank you. abc 7 news was in santa rosa where the wollor road bridge and surrounding waters were under water from last night's storm. >> in the east bay an 80-foot spruce tree was knocked down narrowly missing a house. in lafayette a pair of trees came down on the same house. in mountain view crews were snipping branchs off the top of trees while neighbors did their best to clean up. whiteout conditions in the sierra, snow everywhere. chains are required on both interstate 80 and highway 50 into the tahoe region. but as abc 7 news reporter amanda dell ka still i don't reports from south bay, that's not stopping some from braving the roads for the holiday weekend.

>> reporter: with whiteout conditions and long holiday weekend, many are planning to take their talents to lake tahoe. >> perfect conditions, we got powder. >> reporter: the trek up north will be far from perfect. the weather service warning people to stay indoors until the snow and wind subside. a blizzard warning has expired but dangerous conditions are expected to persist. i-80 in whiteout conditions thursday night. >> we were going to leave tonight. but we had to postpone our travels. now it's going to be tomorrow morning, hoping that the roads will be a little better. >> reporter: inclement weather not enough to keep ryan and family off the road. they stopped by helm of sun valley to prep for powder saying the rough commute is all part of the experience -- when the winds come it's rocking your car. for me that's the best part because i'm not driving. >> reporter: for those behind the wheel, you'll be getting help. cal trans crews plowing and spraying for traction. >> it will be easy.

i got chains, can't be an idiot. >> reporter: sound advice, chain requirements are in place on all highways. the commute meaning little to those who have been waiting. >> i've been at school the last four years so this is my first time going up since then. >> reporter: there's going to be plenty of powder but the trouble is getting there. thousands are still in the dark tonight because of weather-related outages. this is a look at the problem and some of the spots that are facing some difficulty on the pg&e power outage map. 7,400 customers total are still without power right now in the bay area. 3,400 of those are in the south bay, 3,100 in the north bay. a little more than 800 or the peninsula. and in the east bay, more than 52 customers are affected. just 16 customers in san francisco. stormy weather continued across the state, and the national weather service confirms a tornado touched down

near fresno. no one was hurt. if you want to track the next storm, make sure to download the abc 7 news app right now. as our live doppler 7 tracks the storm where you live and customize your forecast. the federal government shutdown is now entering day 27, and there's no sign it will come to an end any time soon. governor gavin newsom paid a visit to some of the hardest-hit federal workers who are going unpaid. the tsa workers. abc 7 news reporter kate larsen is live at oakland airport tonight. kate? >> reporter: dan, that's right. you know, last week i was traveling and spoke to a tsa worker who said his co-workers were looking for new jobs. and today california tsa workers spoke to governor newsom about how the government shutdown was forcing them to struggle to pay for everything, from child care to rent governor gavin newsom visited with tsa workers at sacramento international airport thursday who were struggling during the fourth week of the government shutdown. >> because of the shutdown and

being furloughed, basically not getting paid, i had to put a for sale sign on my house on sunday. >> reporter: the governor slammed the u.s. department of labor for stating that federal employees working without pay right now are not eligible for unemployment benefits. >> shame on them. >> reporter: last week newsom encouraged thousands of furloughed californiorkers to apply for unemployment insurance, and now the governor is vowing to help the currently unpaid government employees get the money they need and are owed. >> from a moral perspective, there's no debate on this issue. we will blow back aggressively on the department of labor. >> reporter: airports are also helping their security workers. the alameda county food bank has placed bins at oakland international airport to collect donations. the port of oakland and airlines are providing lunches to tsa workers, who are also getting assistance paying for parking. volunteers are helping tsa employees sign up for unemployment benefits. in san jose, city council

approved a plan to provide no-interest short-term loans to federal employees at san jose international airport who are impacted by the shutdown. workers would eventually repay the loans once they receive back pay. now at sfo, the security screeners there are hired by a private contractor and not the federa government. so they ar still getting paid despite the shutdown. oakland teachers are planning a walkout tomorrow. a look at their demands and how it will affect classes. >> many teachers find they can't even afford to live here. in an effort to build a better bay area, a look at a local startup that wants to change that. ready or not, a very special delivery in the middle of yesterday's storm. first here's a look at what's coming up on "jimmy kimmel live" right after abc news at 11:00. >> thanks, dan and dion. please watch or tell me you watched. >> i decided to go against

laura anthony with a san francisco startup that's trying to change that. >> i know that looks familiar. >> reporter: she's doing what she loves in the highly rated orinda school district. but until recently, math teacher ashley apal couldn't figure out how to buy a house anywhere near where she works. >> it's been quite a challenge. >> reporter: now the 35-year-old appall and her husband are taking advantage of a program called landed, a san francisco-based startup that will match dollar for dollar whatever they can come up with as a down payment. >> we're in the process of looking for homes. if we want to have 20% to make a down payment, we would never be able to afford that on our own. >> we've had a great deal of interest. over 33 of our employees have inquired with landed. >> reporter: orinda superintendent caroline seton says it's an ongoing challenge trying to find a way to attract top teachers without being able to pay them a salary that allows them to live where they work.

>> i know that they appreciate opportunities like this that recognize that it's not easy for them. and we don't want not only for them not to leave orinda, but we don't want them to leave the office. >> reporter: in orinda, the average teacher makes $75,000 per year. the median home price in contra costa county is just under $600,000. a 20% down payment would be $120,000. the numbers are similar in districts and cities throughout the bay area where home prices far outpace teacher salaries. that's where landed comes in. >> there's no monthly payments on the support. but what that means is that it's an investment. so if the home does well, we share in some of that profit. if the home -- if they have to sell the home at a loss, we also share in that loss as well. >> reporter: funded mostly with money from philanthropist like the chan zuckerberg foundation, landed is providing assistance in 80 counties in california,

the last couple of days. we've gotten some rain. yesterday's storm really dumped quite a bit of rain, pushing our season to date up. we're 91% of normal in san francisco. 81% oakland. san jose 87%. big gains. santa rosa 93%. moffitt field 69%. work to do but heading in the right direction. if you're heading to tahoe, high country travel tomorrow, use caution. it's going to be gusty but not the intensity of the snow we've been seeing. rain/snow chance tomorrow. you're good to go. saturday windy with morning rain possible. slippery roads to watch for. sunday, we'll see some rain and snow. use caution. monday coming back from tahoe or heading up depending for martin luther king jr. day, it's a green light. the forecast for tahoe if you're heading up during this next couple of days, you can expect friday to be 41 degrees after a morning low of 23. a chance of rain and snow

morning, a slight chance on saturday, then sunday we are looking at the mixed precipitation coming through the region. sunday will be the toughest day to travel, but not heavy snow. now snow is starting to taper. chains are still required in the sierra as seen on radar right now. they did get up to four feet of snow at some of the resorts and they're still counting. winter storm warning until 4:00 a.m., do not travel up there early tomorrow. wait, hold on. 12 to 20 inches of additional snow expected. that warning above 4,500 feet. season to date, we were 25% of average last year. look at how much better we're doing, 103% for the statewide sierra snowpack. temperatures 40s, 50s. a live look from our emeryville camera. we have clouds and patchy fog for the morning commute. scattered showers mainly in the afternoon, evening hours tomorrow. another light system arrives sunday. watch out for rough surf. high surf warning until 5:00 p.m. tomorrow. those breakers out of the west could be 25 to 45 feet or higher. it's a level 1 system for
