president trump directed his long-time attorney, michael cohen from lying to congress. according to buzz feed news, told cohen to lie about negotiation toss build a trump tower in moscow. they say president trump supported a plan to visit russia during the presidential campaign and personally meet with vladimir putin to kick-start tower negotiations. in november, cohen pleaded guilty to lying about the deal in testimony. "good morning america" will have much more on the story coming up at 7:00 a.m. after abc 7 mornings. oakland teachers are planning a one-day sickout this morning. >> this is to protest contract talks with the district. amy hollyfield joins us live with more on that. amy? >> reporter: hi, reggie. oakland administrators say school will be open today. so your kids still have to go to class today. there will be school. but teachers will be walking out. they say they're calling this a day without educators. they've done this before in oakland last month. we've got video of them

protesting in front of city hall. that was last month. today they're going to do it again. administrators called in substitute teachers like they did on that day, too, to keep classes open. teachers say they're doing this because they are frustrated with the pace of contract negotiations and they say they're fighting for smaller class sizes and bigger paychecks. the state stupt was uperintende ou studios last night and said they need to spend more on education. >> california ranks 45th in per people spending. in order to take our rightful place as number one, we need to come up with resources for improving education. >> reporter: in a press release about the walkout today, oakland teachers say we demand ousd prioritize in investing in students and classrooms to en sthur that teachers can stay in

oakland and students get the su need. they're going to start at 8:00 this morning. then they're going to march to school district headquarters. reporting live in oakland, amy hollyfield, abc 7 news. >> thank you, amy. it is day 28 of the government shutdown. tsa workers get a chance to tell gavin newsom about the struggles they're dealing w reporter kate larsen has more from oakland international airport. >> governor newsom met with tsa workers at sacramento airport on thursday who are struggling during the fourth week of the government shutdown. >> because of the shutdown and being furloughed, we're basically not getting paid. i have a for sale sign on my house on sunday. >> the governor slammed the u.s. department of labor for stating that federal employees working without pay right now are not eligible for unemployment benefits. >> shame on them. >> newsom encouraged thousands of furloughed california workers to apply for unemployment

insurance and now the governor is vowing to hel paidoveren elo owmoyhe n >> from a moral perspective, there's no debate on this issue. it will blow back aggressively on the department of labor. >> airports are helping their security workers. the food bank placed bins at oakland international airport to collect donations. they're providing lunches to tsa workers and getting assistance paying for parking and volunteers are helping tsa employees sign up for unemployment benefits. in san jose city council approved a plan to provide no interest, short-term loans. the federal employees at san jose international airport are impacted by the shutdown. workers would eventually repay the loans once they receive back pay. >> screeners are hired by -- and not the federal government. they're still getting paid despite the shutdown. at oakland international airport, i'm kate larsen, abc 7

news. fwur load federal workers can get into the san francisco zoo for free. you need to show your federal i.d. or common access card. the offer is good as long as the s shutdown. for more resources go to abc7news.com or download the abc 7 news app. fremont police are investigating three robberies within two weeks at the fremont hub. in the most recent attack on monday, police say a driver pulled up to a woman in the parking lot and demanded she hand over her purse. he hit her with a pipe when she refused and took her purse. another man who said he had a gun stole perfumes from the store. two men armed with a knife stole perfume from another store. they don't believe the robberies are related. so far, no arrests have been made. in the north bay, santa rosa police are investigating a mass tire slashing after more than 2 dozen people found their cars

leaning on punctured tires. it happened in the junior college neighborhood and the northern edge of downtown. police tell the press democrat, they received 25 reports just yesterday of slashed tires. police believe it happened at night. neighbors are home sbaurveillance video. the venue bar and lounge will be prohibited from selling alcohol for 45 days and the license will be on probation for three years. police were called to the bar several times from april 2017 to june 2018. several incidents, like fights, assaults, public drunkenness were reported. in addition, abc officials say the bar sold alcohol to minors. the national weather service confirms that a tornado touched down in fresno. >> this is a photo of it. the ef-0 happened yesterday. stormy weather continued across the street. it was the weakest category tornado. there were no reports of any

injuries. >> i think it pulled the roof off a building. that was about it. luckily it hit out in the middle of nowhere. 65 to 85 mile per hour winds out of an ef enhanced fujita scale. let talk about temperatures. some of the coolest ones in danville. everybody else in the low to mid-50s. that's what you're going to feel everywhere. los gatos 47. same thing in santa rosa. those are some of the cooler spots too. here's a look at the golden gate bridge. the wind is blowing less than ten miles per hour. high country will be poor. the conditions will improve this afternoon. but then you have to worry about black ice. along the bay, king tides today. watch out for bay shoreline flooding and danger at the beaches. it's a 45-foot breakers flew 5:00. north bay started off at 48 this morning. up to 57. you have a chance of a shower any time with a better chance during the evening hours from 6:00 to 8:00. along the east bay, we're going to see some sunshine

breakthrough the clouds pushing us from 52 at 8:00 to the low 60s this afternoon back into the upper 50s this evening. for san francisco, we've got 53 this morning to 60 at 4:00. down to 57. you have a stray shower possible any time. maybe a little better chance this evening. take a look at the weekend forecast. we have a 50/50 rain event coming. here's sue. >> emeryville, this is looking great through berkeley and on into macarthur maze. solid stream of headlights. but it's all moving nicely. down to the south bay and 280 at the 17 junction, if your travels take you north on 280 from san jose towards cupertino, an 8-minute drive. overall, just slow traffic out of central valley which is typical this time of the morning. 35-minute drive. so it's not too bad. if you take mass transit, here's a look at b.a.r.t. running on schedule. ferries and buses are looking good. the same with ace trip as we mentioned. the coliseum authority will

receive an update on the possibility of the raiders staying in oakland for one more season. last month the raiders backed out of a tentative $7.5 million lease after the city filed a lawsuit against the team in connection with its move to las vegas. happening today, abt abortion groups will hold a march for life in d.c. this is video from last year's march. organizers believe life begins at conception. they're protesting the supreme court's roe vs. wade decision which legalized abortion years ago. mike pence will give a formal address at the dinner tonight. thousands of women will take to the streets tomorrow in the third annual women's march. these are usually big events here. the first march was held shortly after president trump's inauguration in 2017 to protest the trump administration and its perceived threats to women's rights. the main marchd washington, d.c. and there are more than 100 other marches

planned for cities worldwide. there are a handful in the bay area tomorrow. in san francisco, the women's march starts with a rally at 11:30 at civic center plaza. the march starts at 1:30 down market street to the embarcadero. be aware of that if you're in downtown san francisco. >> it's created traffic congestion. mass transit is encouraged. a rally at the lake merit amphitheater. >> we're not going to leave san jose out. the march begins at 11:00 a.m. tomorrow at city hall. it's followed by a rally at arena green. everything expected to wrap up by 3:00. coming up, cat yoga. paint your pets. the new pop-up where it's all happening. >> paint your pet? all right. when is the next big quake coming? the concern about staffing after two smaller earthquakes rattled the east bay. the stunt that led to royal caribbean banning this man for caribbean banning this man for life.

to keep the road clear. it keeps piling up. travel in the mountains continues to be difficult with chains on 80 and 50 over the -- san francisco golf course cleaning up after this stormy weather. winds knocked down a huge fence at the harding park golf course's driving range. nobody was hurt. one golfer we spoke with showed up to get a few swings in without realizing the damage. >> i bought new golf clubs. it was dry in san bruno. i was hoping it would be dry up here. >> you know, i look at the driving range, that's a heck of a slice you have. >> that's more damage than i expected to see here. officials at harding say at least three trees were damaged or knocked down. the storm. no word on cost of all the damage. a pair of minor earthquakes on the hayward fault has rattled the east bay the past two mornings. scientists at at uc berkeley seismology lan have been tracking the tremblers.

others are being furloughed because of the government shutdown. for now the berkeley lab is doing more analysis and providing that information to the public. the real concern is about next big quake on the hayward fault. one that could rival or surpass the 1989 earthquake in damage. seismologists say that's coming. they don't know exactly when but they know expertise will be needed. >> not really staffed sufficiently if we have a big event. they would have to call back people really quickly. >> yesterday morning 3.5 magnitude quake and wednesday morning's 3.4 trembler were both centered in nearly the same spot near berkeley not far from the claremont hotel. >> if you've ever wanted to book a private cuddle session with a puppy. now is your chance. >> a pop-up location at 1 embarcadero center. the cat cafe and puppy cuddle

richmond. if it keeps going, it will be into the east bay valleys by 5:45. here's a look at what's going to happen. it's going to taper a little bit and we'll have a regeneration of the showers, especially across the north bay into the afternoon hours. notice they dip down deeper into the bay. there are random showers possible during the evening hours. if you look at the rainfall totals, they are not impressive. most of them are across the north bay. about a tenth to two-tenths of an inch there. the rest of us get nothing to a couple of hundredths. >> a quarter to a half inch. if you have plans sunday, see if you can redirect them to saturday, our drier day. mid-60s next week with sunshine. sue? >> san rafael, a nice looking drive from the civic center, southbound 101. the taillights towards san rafael. if you go from novato into san francisco, it's about a 25-minute ride. golden gate bridge is clear. you've got four lanes southbound. two lanes in the northbound direction. there's your drive time all the way into san francisco.

overall, traffic flow is looking great. just a slow and go over the altamont pass a high-wind advisory for your friday morning drive. thanks, sue. the 49ers say their profit from non-nfl football events are way below projections and the team is blaming the city of santa clara curfew rule. >> this has been an ongoing fight. the mercury news reports that the 49ers expect a $750,000 profit this fiscal year from events at the stadium, including this year's college football playoff national championship. the team says it should be making $5 million a year from concerts, beer festivals and other sports. city officials say blaming the curfew is, quote, simply irresponsible and deflects from their management performance. new this morning, it's time to change your password again after a massive data breach involving hundreds of millions of e-mail addresses. nearly 773 million records, including e-mail addresses and

passwords were exposed in a data breach publicized by security researcher troy hunt this week. according to hunt, the files were collected from a number of breaches and uploaded to a cloud service called mega. that platform has since removed the data. according to wired magazine, in type of breach has happened before but never on this scale. royal caribbean banned a man for life after he pulled off a stunt that is going viral. >> this is crazy. he decided to jump into the water from the 11th deck. abc's paula faris has the details in gma's first look. inch in the north bay. here's the way the day breaks down. we're mild this morning, upper 40s to low 50s. we'll flirt with 60 all afternoon. still in the mid to upper 50s this evening. ziemt reports of a solo spinout on the high-rise of the san mateo, traffic is moving fine. it is crowded on the causeway. you will see brake lights about halfway towards the high-rise and it is facing the wrong way. the vehicle is facing the wrong way in the left lane. s we're going to see a bit of a slowdown there as you make your way over towards the san mateo side of things. let's take a look at bridge drive times. richmond-san rafael bridge, quick drive across the bay. there's the san mateo bridge. it's going to be increasing and the dumbarton bridge will be a great alternate. thank you, sue. breaking news this morning. tesla cutting the workforce by 7%. this is the second major layoff in less than a year. >> musk says thousands will lose their jobs as the company strug

lts to make a profit. matt keller live in san jose for us. matt? >> reporter: musk told his employees that last year was tesla's most challenging year ever. he also said it was also its most successful year. here we are now in the new year and we're seeing some layoffs. he sent this information to his employees via an e-mail this morning. it was posted on the company's website a few hours ago. said the company cannot support the size of its staff after expanding workforce by 30% in 2018. musk had previously stated that tesla had 45,000 employees. a cut of 7% would be 3,150 people. he also said the company would retain the critical temps and contractors. nearly as many as all previous years combined. but the company still fell short of its goal of manufacturing more than twice that. musk said in the e-mail to those departing. thank you for everything you have done to advance our mission. i'm deeply grateful for your

developing news in stockton. police say a san jose kidnapping suspect is in critical condition after being shot by two officers. san jose police investigators say the parolee was tracked to a home in stockton last night. authorities say the man confronted officers with a handgun. stockton police officer and a state corrections officer shot him at least once. investigators linked him to a kidnapping and carjacking case. happening today, family, fellow officers and the community will pay tribute to fallen davis police officer natalie corona. the rookie was shot and killed a week and a half ago. she was investigating a car crash when a gunman started shooting. officer corona was the only victim. the shooter shot himself after a police standoff. the service is set at the activities and recreation center at uc davis. it is open to the public. afterwards, a 40-mile procession to officer corona's

hometown in arbuckle. >> negotiators are expected back in court today. lawyers for them want charges brought against the warehouse owners and oakland firefighters and police officers. both claim they knew about unsafe conditions inside the building but did nothing. meanwhile, prosecutors want the judge to issue a gag order to stop anyone connected to the case from talking to the media. prosecutors claim it's the only way to keep potential jurors unbiased for the upcoming trial in april. they face 36 counts of involuntary manslaughter for the deadly fire in december 2016. the government shutdown is now in day 28. today federal courts run out of resources and civil cases could be suspended. meanwhile, president trump and house speaker nancy pelosi continue to exchange political blows. democrats are refu negotiate with the president until the government reopens. democrats are united behind pelosi. she advised them to have
