some democrats on capitol hill are jumping on this report and calling for an immediate congressional investigation and some potential presidential candidates are now using the "i" word, impeachment. this morning, an explosive new report from buzzfeed news claiming president trump directed his former attorney, michael cohen, to lie to congress about negotiations with russia to build a trump tower in moscow, citing two law enforcement officials involved in an investigation of the matter, the article claims that after the election, the president instructed cohen to say that negotiations over the building project ended months earlier than it actually did. in an attempt to, quote, obscure trump's involvement. abc news has not corroborated buzzfeed's account. and overnight, the president's current lawyer, rudy giuliani, told several media outlets, if you believe cohen, i can get you a great deal on the brooklyn bridge.
7:07 am
the buzzfeed report also claims special counsel robert mueller learned about the president's alleged directive to lie not just from cohen but from interviews with witnesses from the trump organization, internal company e-mails, and text messages. during the campaign president trump claimed he had no business ties with russia. >> i don't deal there. i have no businesses -- i have no loans from russia. >> reporter: but late last year the president admitted op twitter he lightly looked at doing a building in moscow. cohen made clear to george stephanopoulos that his actions were directed by president trump himself. >> he's saying very clearly that he never directed you to do anything wrong. is that true? >> i don't think there's anybody that believes that. first of all, nothing at the trump organization was ever done unless it was run through mr. trump. >> reporter: the issue of obstruction specifically addressed during william barr's confirmation hearing for attorney general. >> in your memo you talked about the comey decision and you talk about obstruction of justice and you already went over that, which i appreciate. you wrote on page one that a president persuading a person to commit perjury would be obstruction, is that right?

7:09 am
>> it was the first impeachment order against richard nixon. we know from what mueller told -- said during cohen's sentencing that he provided relevant and useful information. he described the circumstances preparing this false testimony to the congress. what if he did something more subtle than the president saying, go lie. what if all the lawyers are talking and sharing information and sharing stories they know are not true and saying we have to be consistent, basically knowing that michael cohen is going to lie but not directing it? >> first of all i'll hope all the lawyers together aren't gathering and sort of talking together about how to lie. >> they did have a joint defense. >> they did, they did, but a joint defense agreement is different than saying all the lawyers are getting together and saying we have to work on how to deal with this lie. so, but assuming it's a little grayer, assuming that it's unclear and that maybe there's an understanding and that there's no directive, that makes it a lot harder to prove because you need -- that's one of the most important points from this

tires. and we are with them for a test run. they're like scenes straight out of action movies. a hydroplaning accident caught on camera. and there's this near-crash on wet roads. experts say many times low tread tires are to blame. >> people aren't aware so much that as their tires are wearing they're also losing performance in certain areas, wet, snow, ice. >> reporter: to show how dangerous low tread tires can be we go to the "consumer reports" auto test track. our first demo, hydroplaning. that's when tires lose contact with the road. this can happen when your tire has such low tread that it isn't able to disperse the water on the road. a wedge of water forms in front of the tire and the driver loses the ability to steer. first we try brand-new tires. >> i'm going to enter the water. >> reporter: we approach the slight curve at 50 miles per hour driving through less than an inch of standing water. >> and i'm able to stay on that curve. >> yeah, you never lost control.
7:42 am
but it's a different case when we switched to low-tread tires. about half the amount as the new ones. experts say this is when you should start shopping for new channels. >> there's less channels, less grooves for the water to dissipate from. >> reporter: our car is not able to stay on that curve. we completely lose control of steering. >> the car wants to go straight. >> reporter: next we try braking in wet conditions. >> the tire that has good grip will stop in a shorter distance. >> here we go, 0 to 60. at 60 miles per hour on the wet track -- >> i'm going to do a panic stop. >> reporter: -- we measure the distance it takes for the car to stop. with the new tires the car stops at 161 feet. but when we hit the track with the low tread tires -- >> we're going to do the same speed, 60 miles per hour. >> reporter: ryan slams on thos difference. the car stops at 202 feet, about 40 feet farther than with the new tires. that's more than the length of two cars.
7:43 am
>> these tires are technically worn out completely. they're at 4/32. a good time to start looking at new tires. >> reporter: a decision that could save a life down the road. it really could. so how do you know when it's time to look for new tires? well, there is a really easy way. you can use a quarter to measure that tread depth. check this out. so nothing but love for george washington. but we want to actually put him upside-down and we want to make sure that his head is being, sort of cut off there. the top of the head, you don't want to see that. that's when you know you have brand-new tires. that's okay. but look at these right here because when you put that quarter here, you can still see the top of george washington's head so that is now when you need to start looking for new tires. remember, all-season tires, that's about every 50,000 to 60,000 miles when you need to start looking. >> i see you have more change. you have another tip for us on when you have to immediately change the tires. >> that's right. we'll use a penny. it's so small that we really want to show it's a really worn
