as union and district leader met inside for a second day. mayor called the talks productive. union leaders are tempering expectations. >> teachers have been without a contract for 21 months demanding higher wages, smaller class sizes and additional counsellors and nurses. most of the 600,000 students are staying home. >> teachers in oakland walked out today demanding bigger wages and smaller class sizes. >> they have been out of a contract for a year and a half now. we have more on why both sides are so far apart. in the negotiations. >> reporter: the flight of teachers echoes across the country. >> classes are too big. we don't have a living wage. >> reporter: threatening to strike. some today instead had a one day walk out. with the hope of getting the

school district attention. parents with students were notified by the principal in advance. >> we're anticipating most of the teachers will be out this day. >> reporter: students were given a modified schedule with substitute teachers and central office staff trying to fill in. wages are almost always a sticking point in the negotiations. oakland teachers want a 12% increase in three years. the district is proposing 5% raise over three years. notice the gap between the two. >> yeah, that's -- that's a giant problem too. we work a lot and do unpaid labor outside. we're not getting paid enough for the in class time. >> teachers make between 46 and $83,000 a year. with an average salary of 64,000. right now the issues are being discussed through a fact finding process. the district says it will do

the flags and the symbol. the tribute to slain davis police officer. a double column of police several hundred yards long. plus childhood friends who say she wanted to make life right for everyone. >> this was this girl i remember being shunned for being gay. she made sure she was not shunned anymore. she stood up for the girl. >> natalie died january 10. working an accident scene in downtown davis. shot to death by a troubled suspect with unknown motives. she had been working alone for a couple weeks. but as the daughter of a peace officer. she was in rookie. nor did he sound like it. >> keep pushing. don't ever stop don't ever quit. >> her father and inspiration placed no guilt or blame. >> god himself placed her to be

on duty on that day, on that shift, at that hour, responding to that call for service. standing on that exact spot. and he himself has called her into his presence. >> davis police officer was 22 years old. her friends say wise well beyond them. touching today. a sky 7 captured very powerful moments following the memorial. as the flag draped casket was led out. it wound through a sea of police officers. all of them giving her a final salute. before she was laid to rest. >> the hearse made its way to the hometown. people lined the streets. one had several american flags set up. the funeral procession moved along interstate 5.

ofce first tribute. all so moving for the young officer. some held an american flag. others waved the thin blue line flag. representing the law enforcement community. you can find more images online. >> a judge issued a gag order tonight in the trial of two men accused of manslaughter in the warehouse in oakland. the attorney representing a defendant covered his mouth with his hand as he left the courtroom today. the judge agreed a gag order is needed today avoid tainting the potential pool of jurors. >> president trurp said he would make what he calls a major announcement tomorrow. talking about the partial governent shutdown and border security. he floated the possibility of declaring an emergency in order to get around congress and get the money for a border wall. thousands of workers haven't received a paycheck or working without getting paid.

because of the shut down. now in its 28th day. >> help is on the way. for the 450 tsa workers at oakland international airport. live at the airport tonight with the story. >> those workers here as you were talking about are working without pay. they're not on furlough. things have been very difficult. they have had to balance between pay the mortgage or rent. or feeding their family. today they're getting help. >> there's nothing unusual about workers putting to the food bundles at the community food bank for those in need. what was unusual until this week was having the bundles delivered to the airport. for tsa agents who haven't seen a paycheck in nearly a month. >> our job is make sure people are able to have the nutrition they need to come to work. and make sure they are keeping our airports safe sfl the food bank made three deliveries to

the airport this week. today's total 100 bags of food. >> for workers with families to feed. money for food is scarce. and everyone is affected. including the airport tsa chief. >> i am and so is the tsa administrator himself. >> the airlines and airline passengers have all chipped in. >> the out reach has been great. our airline partners here have all stepped up in their own way. >> the food bank placed donation barrels in the terminal to make it easy. this passenger says it shouldn't have to be this way. >> that's a sad, sad statement. and situation. the federal government doesn't have to be in this position. open it. keep negotiating. >> we're prepared to do this work as long as the federal workers need our assistance. >> in addition to dropping off

foods. at the donation barrel. there's another way to help. the tsa can accept gift cards under certain conditions. one the cards have to be to a specific store. they can't just be cash cards. and two, if when you donate you have to ask for a tsa spvrs and give them the card. they will dole them out evenly. >> okay. thanks so much. furloughed federal workers joined representative jackie spear to complain about the government shutdown. a short time ago. we were in san mateo. where congresswoman spear hosted federal workers inside her district office. among 800,000 people trying to make end meet. while not getting paid. spear took aim at president trump who refused to agree to a budget unless ghets money for a wall. along the mexico border. >> the humanitarian crisis that the president talks about at the

border. is happening right here in our country. i have heard from federal employees who are literally days away from being homeless. >> spear and her fellow house democrats did vote to reopen the government this week. trump refuses to agree. >> the san francisco zoo will let furloughed federal workers in for free. they need to present id to take advantage of the offer. the free admission deal will be good for the duration of the shut down. >> at death valley national park. rangers did a time lapse video. showing them cleaning up a filthy bathroom. taking over two hours. the park is using money from recreation fees to reopen areas that were closed. because of the shut down. >> let's move onto conditions outside. a high surf warning expired a

east bay family is hoping for a miracle. if not for their five year-old daughter, than for somebody else. the little girl has a disease so rare it's diagnosed in only 31 children a year. >> really hard to imagine. the cure is a bone marrow transplant. we have one family's search. >> repoter: acting out a scene from frozen in the living room. she may seem like your average 5 year-old. >> she's doing all the totally normal things. and you don't think she's got a life threatening disease. >> reporter: what started as progressive hearing loss and stunted growth. led her to be diagnosed with the ability to repair d. if untreated there's a 90% chance she will develop leukemia.
