>> good morning. i'm meteorologist frances dinglasan. we have the cold front hitting parts of the north bay right now, even some moderate rainfall. you can see it here, this line of yellow and orange just heading towards santa rosa. and we've already had some sprinkles around the bay area, getting a few hundredths of an inch. temperatures mild right now, mostly in the mid-to-upper 50s. 57 in san francisco, also in san jose. live shot of the golden gate bridge shows you some wet roadways, and you'll see more of this throughout the day. here's what you need to know about the forecast. we have cold showers today. it's going to be breezy as well, and with that, there's a coastal flood and wind advisory in effect throughout the day. and i'll tell you about that as well. and then if you're ready for a change, the dry pattern starts tomorrow, just in time for the martin luther king jr. holiday. on our storm impact scale, today's storm ranks a one. it's light. we're expecting less than half an inch of rain for most neighborhoods, but the winds will be pretty gusty, up to 45 miles per hour, especially along

the coast and in the higher elevations. and there is a slight chance, i just want to mention it, of thunderstorms and possibly small hail because this is quite a cold system. so, in the next couple of hours, we'll see the brunt of the rainfall stay in the north bay. so again, the heavier rainfall here just south of santa rosa, through novato, heading towards san rafael. then during the 9:00 hour, the cold front slides southeast, so we'll see it hit the east bay and on the peninsula as well. and 11:00, it starts to kick out a little bit towards the interior valleys. we get a little bit of a lull between 11:00 into the afternoon. so, if you want to go out for a walk or walk the dog, that will be a good time to do it because more cold showers as a cold air mass passes through the bay area are expected in the afternoon hours into the evening hours, which, unfortunately, blocks our view of the lunar eclipse tonight. we could see some heavier rain just north of san francisco at that time. the showers taper off overnight into tomorrow, so we'll have clearer conditions tomorrow but a cool start.
5:49 am
now, the coastal flood advisory's in effect starting at 8:00 this morning through noon. with that lunar eclipse, that affects the tides. high tide peaks around 7:00 at about 7 feet, so look out for possible flooding issues along the coast and along the bay side as well. and the winds pick up this evening. if you have plans to head out, be careful if you're driving along the coast or around the bay with gusts up to 45 miles per hour and saturated grounds. we could see some possible downed trees. so keep that in mind. winter storm warning in effect as well. we've got the storm here, the rain here and the snow in the sierra, so 9:00 today until 4:00 tomorrow, try not to drive to and from tahoe with up to 3 feet of snow expected. you know there will probably be chain controls and road closures. and temperatures on the mild side, upper 50s to near 60 this afternoon. tomorrow morning you're going to notice it's going to be chillier as you step out the door with the cooler air mass passing through today. we'll see some temperatures start out in the 40s tomorrow

construction work will commence in san jose on santa clara street between third and market. work is going to disrupt this part of downtown, but some people say it's worth it. in downtown san jose, commuters say solutions to the bay area's traffic struggles can't come soon enough. >> i often visit family in the east bay area, and that's another terrible commute. so, b.a.r.t. is an affordable and pretty quick way to get around. i'm very excited for a san jose line. >> reporter: that's right, b.a.r.t. in san jose is one step closer to actually happening. starting monday, the vt lank begin the first visible field work related to the underground station between market and third. >> i'm definitely willing to suffer the initial parts of it to get the added benefits later on. >> reporter: crews are collecting data by boring into the ground on sidewalks, streets, and parking spaces to survey the site, which will help in completing the design phase of the project. >> there are communications systems and sewer lines and all kinds of things below the ground that we want to make sure we are
5:52 am
well aware of before we really start the larger construction. >> reporter: surveying could last up to seven weeks. the vta says at least one lane of traffic will be open at all times where the work is being performed. in the interim, some businesses are concerned about the impact it could have, but most remain optimistic. >> getting here is a hassle for many people, so having that infrastructure here is going to be a huge advantage for many people in getting downtown, getting to the businesses here. >> reporter: major construction downtown won't start until early 2020. the subway station itself will be done sometime in 2026 and is one of four being built as part of the expansion through silicon valley. >> we're working closely with vta how to make this a model, especially with the single bore. there's going to be less impacts at the surface level, and that's been a real win already for the businesses. >> reporter: an ever changing landscape downtown set to undergo another transformation. >> and we'd love to have you
