>> announcer: good morning bay area. let's get up and get going. this is "abc 7 mornings." good morning and thank you for joining us. i'm chris nguyen. here's ding dinglasan. >> check out the numerous lightning strikes we've seen in the sierra, some know and rain there throughout the day. on abc 7's exclusive storm impact scale, this ranks a 1. we're expecting less than half an inch of rain for most area. the gusts will pick up this evening, up to 45 miles per hour. there's a slight chance of thunderstorms and small hail as well. let me show you where you can expect the rain over the next few hours. some spotty and scattered showers mainly in the north bay

and some hit and miss showers throughout the afternoon. then we have another wave of more moderate showers moving in this evening and through the bay area again where the winds pick up. i'll have more details and i'll let you know what you can expect for your neighborhood, coming up, chris. >> frances, thank you. more snow is on the way to the sierra as a winter storm warning just went into effect at 9:00. up to three feet of snow expected in the higher elevations. interstate 80 looked pretty good 30 minutes ago in the tahoe area but that is expected to change. caltrans crews are screening to make sure drivers are carrying chains. it can be dangerous for drivers, especially when the snow starts coming down. the warning is expected to expire monday morning. check the conditions where you live with the abc 7 news app, free to download in the app store. enable push alerts so we can notify you with any hazards or warnings relate to the weather. in the east bay, a father and his daughter narrowly escaped a fire that tore through

their pinole apartment. everything they owned was destroyed. fire officials say they're lucky the flames were contained to only one of the units. >> reporter: this video captured the flames as they burned through this apartment in pinole. >> before i came out, it's like the whole kitchen is on flames. >> reporter: rafael rodriguez lived in the apartment with his daughter who was asleep when the fire started. she actually cut her foot trying to break a window to get out. >> i tried opening my eyes but i couldn't see anything. i tried to open my window, that didn't work. but all i know is my dad's grabbing me and getting me out. >> reporter: the family says the flames spread so fast they weren't able to grab anything on their way out. rafael says he's complained about electrical problems with the stove to his landlord for months. he thinks that's what caused the fire. >> and before you know it, i'm hitting the kitchen, trying to put it out. i just couldn't. i told her, let's go, grab

everything out of here, let's get out. >> we know it started in the kitchen area. that's where we had most of the charring and heavy fire damage. >> reporter: battalion chief thomas says his crew did a great job containing the fire to one unit, despite facing obstacles of their own, given that the apartment is at the end of a long drivedriveway. >> i couldn't get my crews and equipment in here, they had to stretch water lines to 200 feet away. they had to carry heavy hose to get to the water. >> reporter: panicked neighbors watched as crews cleaned up the area, relieved the fire didn't spread throughout the complex. >> it was so close, with all that nasty garbage, and then, you know, people, kids, people run around. anything could have happened. it could have been a lot worse. >> reporter: as you can see, the entire family was able to make it out but they were not able to save their dog. they plan to stay at a shelter until they find a new home. usan hassan, abc 7 news. today is day 30 of the government shutdown. president trump has offered a

compromise to end it. but democrats are saying it's a no-go, while renewing calls for the president to reopen the government. earlier this morning, he tweeted, nancy pelosi has behaved so irrationally and has gone so far to the left that she has now officially become a radical democrat. she is so petrified of the lefties in her party that she has lost control and by the way, clean up the streets in san francisco, they are disgusting. speaker pelosi responded by saying, 800,000 americans are going without pay. reopen the government. let workers get their paychecks and then we can discuss how we can come together to protect the border. abc 7 news reporter david wright has the update. >> reporter: in the oval office this weekend, an unusual ceremony. five new americans took the oath of citizenship. >> this is the first such swearing-in that we've ever had in the great oval office. so that's a pretty big honor right there. >> reporter: president trump eager to show he's not against

immigrants per se. >> we are all equal. we are one team and one people, proudly saluting one great american flag. >> reporter: but as he outlined later in the white house diplomatic room, he still wants congress to pay $5.7 billion for his border wall. >> this is not a 2,000-mile concrete structure from sea to sea. these are steel barriers in high priority locations. >> reporter: in exchange for that, trump now says he's prepared to extend temporary legal protections for the so-called dreamers, young people brought to this country illegally as minors would have three more years without worry. it's a program the president once railed against and tried to terminate altogether. >> this extension will give them access to work permits, social security numbers, and protection from deportation, most importantly.

>> reporter: but the democrats say that's a nonstarter, telling the president the only path forward is to reopen the government. house speaker nancy pelosi said in a statement, his proposal is a compilation of several previously rejected initiatives, each of which is unacceptable and in total do not represent a good faith effort to restore certainty to people's lives. democrats are reportedly working a plan of their own, offering no money for the president's border wall but $1 billion for border security, half of which could be used on infrastructure. david wright, abc news, washington. with 800,000 federal employees going without pay, the question is did the president's speech bring anyone closer to reopening the government? abc 7 news reporter katie utehs has reaction from legal experts and political leaders. >> i am here today to break the logjam. >> reporter: president donald trump says he's pushing forward. but his pitch fell short, says former dean of the university of

san francisco school of law. >> this is trying to just push the ball a little bit. it was not a real good faith effort. a good faith effort would have said, let's put our employees back to work and then let's discuss the hard issues on immigration. >> reporter: the president insistent on a border wall. >> the plan includes $5.7 billion for a strategic deployment of physical barriers or a wall. >> reporter: which democrats say is a bad investment that doesn't accomplish trump's stated goals, or theirs. >> why would we spend $6 billion for something that isn't going to be effective even for what he wants it to be? so it's frustrating, to say the least. >> reporter: east bay congressman mark desaulnier held a town haul saturday afternoon. many of his constituents are among the 800,000 federal workers going without pay during the shutdown. >> we've been trying to help with mortgage companies, financial institutions. >> reporter: the president

discussed short term options for daca and protections for people fleeing violence in their home countries. trasvina says immigration needs to be addressed, but not tied to the shutdown. >> congress hasn't really debated these issues in the last 20 years so we need that to be done but not at the expense of holding federal employees hostage. >> reporter: speaker nancy pelosi says the president's latest pitch is a no-go because it includes funding for the wall and does not include those permanent protections for dreamers. at this point not any closer to the end of the government shutdown. katie utehs, abc 7 news. time now is 9:09. in the north bay, a deadly crash involving a car and a bicyclist brought traffic to a standstill on southbound highway 101. chp says they got a call about a man wearing work clothing, weaving across all five lanes of the highway on his bicycle. the bicyclist was struck on the freeway at an off-ramp around 7:30 last night. lanes were shut down for nearly two hours. in san jose, police are

investigating after a woman was shot and killed. it happened just after 5:30 last night. police say the motive and circumstances surrounding the shooting are unclear. no one has been arrested. they are waiting to publicly identify the victim until family has been notified. happening tonight, expect to see your social media feeds flooded with images from a super blood wolf moon lunar eclipse. bay area residents may not get a good view of it, though, due to showers and clouds expected tonight. it begins at 8:41 p.m. with the maximum eclipse at 9:12. you have until 9:43 before it ends. during totality, the moon will look blood-colored because of sunlight scattering off the earth's atmosphere. the full moon in january is also sometimes called the wolf moon. that's why it's called a super blood wolf moon. if it's too cloudy to see the

in the north bay, santa rosa city official have reportedly approved a new housing development in a neighborhood destroyed by the 2017 tubbs fire. according to "the press democrat," a developer will build a complex with 230 townhouses. each unit is expected to cost roughly $600,000. but a dozen of them will be priced below market. construction is set to start in april. san mateo police report an uptick in car break-ins. multiple vehicles were broken in early yesterday morning south of 28th avenue.

some vehicles had windows smashed in while others were unlocked. police did say an increase in surveillance is helping them catch some of the criminals. the ceo of our car cam says you want to monitor more than your front door. >> when your car is parked, it's on guard if it senses something happening. it fires up and if it thinks something bad is happening, it sends the video to your phone. even if somebody breaks into your car and steals it, you know about it. >> that's from our new weekday 11:00 a.m. newscast which has expanded to one full hour. it's all about what you missed since you got up and trending topics and breaking news in the bay area. across the country women took to the streets for the third annual women's march. this is a look at some of the largest rallies in the nation held in washington, d.c., new york city, los angeles, and right here in the bay area. at least six women's marches were held locally. abc 7 news reporter cornell

barnard takes us to a few of them. >> reporter: many got loud. others got political. thousands made their way down market street for the women's march. we spotted san francisco mayor london brie who spoke out for equal pay. >> let us not be satisfied until women are finally making the same amount of money and even more than men. >> reporter: a large crowd filled the civics center to join the fight for equality and celebrate women in politics. lisa brought her daughter casey. >> she wants to be president. so we're trying to keep her involved as much as we can with what's going on today. ♪ >> reporter: in oakland, this march was on the move from lake merit to city hall. many signs in the crowd reflecting the times. >> i wanted to come out in solidarity for women's rights, for health care, for housing, for all the issues that impact a lot of people around the world. >> reporter: the first march started in 2017 as a protest to

president trump's arrival in office. >> we march because we knew then that donald trump was trying to turn back the clock. we knew it. we showed up. and we said no way. >> reporter: in san jose, a smaller crowd gathered at arena green for a rally to champion women's rights. stanford law professor michelle dauber spearheaded the campaign to recall judge aaron persky. >> we're saying no to abusers in office, in the white house, on the supreme court. >> reporter: in san francisco, cornell barnard, abc 7 news. >> announcer: now accuweather update. good morning, i'm meteorologist frances dinglasan. the cold front is now sweeping south of the north bay and moving through parts of the east bay. we saw some moderate rainfall over the san mateo bridge and dunbarton bridge. we see heavier snowfall moving

through 680. a live shot of the san mateo bridge, you see the raindrops on the lens. we'll see temperatures in the aa upper 50s with the exception of morgan hill, 52 degrees right now. the breeze will pick up this afternoon as well. on the storm impact scale we're ranking the storm a 1 out of 5. we're expecting less than half an inch of rain for most areas. the gusts will pick up this afternoon to 45 miles per hour. there is a slight chance of thunderstorms this afternoon and this evening with small hail possible as well. in addition to that, we have a coastal flood advisory until noon today. this is for the coast and around the bay. minor flooding possible along low lying areas. high tide peaks around 10:00 to up to seven feet. winds pick up tonight as well. if you have dinner plans, be careful, especially if driving along the coast or around the bay. gusts can reach up to 45 miles per hour. because the grounds are saturated and we're getting more rain, we could see some downed trees. be a little extra careful. here is what we expect in terms

of rainfall over the next few hours. we could see another wave of rain through parts of the north bay. the more heavy rain showing here in orange and yellow. and then you'll notice we've got some scattered hit and miss showers throughout the afternoon. just have your wet weather gear handy. then we have another better chance of another wave of showers moving through, more moderate, again, this evening, 6:00 when the winds pick up. it will start to sweep south and then start to dissipate overnight until tomorrow when we finally get a break from all the rain. most areas, again, under a half inch, quarter inch around the bay. less in mountain view and a little more in some of the higher elevations and parts of the north bay. live shot of tahoe, hope you're not driving to and from today, because there's a winter storm warning in effect until 4:00 tomorrow. we could see up to three feet of snow over the highest peaks. so we could see some freeway closures. you'll definitely need some chains if you're heading through

the area. highs today will range in the upper 50s to near 60 with scattered showers moving through. and then tonight, as things clear, we'll wake up to a chilly start tomorrow morning. so look for low 40s through parts of the north bay. then the showers start to taper off tomorrow morning into martin luther king jr. day. here is the accuweather seven-day forecast. so we have showers and breezy weather today with the winds picking up this afternoon and this evening. storm level 1. tomorrow, we'll have some early morning sprinkles. we'll be drying out for martin luther king jr. day. but it will be cooler as the cold front passes through today. then we've got some chilly mornings tuesday and wednesday. but by the middle of the week into next weekend we have high pressure building, more sunshine, more warmth, and we're talking near 70 degrees for next weekend. so we've got a wet and windy day today, a completely different story next weekend. >> glad to see it will clear out

the dmv has been rocked with turmoil as of late, questioning arising out of voter registrations, i.d. cards, and long lines. now another problem at the dmv. 7 on your side's michael finney

has more. >> it's called a branded card. >> reporter: tom mahoney knew his 2014 mercedes-benz was in mint condition. but that's not what the dmv said. >> this is a salvaged car. >> reporter: it happened when tom took title of the car two years ago. >> we declared the mileage as being 25,000 miles. >> reporter: however a dmv clerk checked the wrong box. >> for some reason the dmv entered it as not actual mileage. >> reporter: now the carfax report listed the car as branded with a false odometer reading. >> that means the car is like salvaged, like it has been in a wreck. >> reporter: or it was in a flood or stolen or someone rolled back the odometer. tom found out when he tried to sell the car to a mercedes dealer. >> they didn't want anything to do with it because of the fact that it was a salvaged car. >> reporter: the dmv notified carfax about the mistake. carfax did wipe the title clean. however, the problem didn't end there.

>> record found. there's still a black mark against the car. correction didn't reach the federal government. the national motor vehicle title information system still gave the car a black mark. and the dmv couldn't correct it. >> the lady helping me had no idea who these people were. >> reporter: now he couldn't sell the car and pay off the car loan which he needed to qualify for a mortgage. >> what am i going to do? somebody said, just call 7 on your side. >> reporter: we contacted the dmv. it tells us field offices do not have access to that federal database. however, the dmv headquarters did correct the mistake and cleared the title. tom promptly sold his car. >> i was so happy. it made a big difference in my life. >> reporter: tom says he now qualified for a home loan. and following our report, the dmv says it will now give field staff access to that national database and train them on how to use it properly.

weather with meteorologist frances dinglasan. >> hi, chris, good morning, everyone. i want to show you the loop over the past hour because we've had rain, snow, even some lightning strikes up through the sierra. and let's zoom in on where it's happening right now. we've got some light rain falling over the east bay. this cold front is starting to move east as well. but it also brought some lightning strikes to the sierra where there is some snow falling right now. today's storm ranks 1 on our storm impact scale. the winds will pick up this afternoon and this evening, gusts up to 45 miles per hour. so a wind advisory will start tonight. there is a slight chance of thunderstorms as well as some small hail because of this cold system. here's a look at the next couple of hours. we could see another wave of rain through parts of the north bay, more moderate rainfall. have your wet weather gear handy. scattered showers throughout the day. then a better chance of more moderate rainfall again during the evening hours, 5:00 into

7:00. the rain moves through, and sweeps through the bay area once again. and then we start to taper off for a drier holiday tomorrow, chris. >> frances, thank you. a major winter storm is hitting the northeast right now, bringing snow, sleet, rain, and coastal flooding. abc news reporter stephanie ramos is in new york with more. >> reporter: a fierce storm hitting the northeast as millions prepare for the arctic blast that will grip parts of the country. overnight, heavy snow coming down in new york. plows at work in syracuse where more than a foot of snow is expected. it's coming down in parts of massachusetts too. this suv rolling over on the cape. and in ohio, whiteout conditions. major highways turned into skating rinks bin dayton as car careen out of control off the highway. this driver stuck is thn a snow

drift on the side of the road. tires losing traction on treacherous streets. drivers forced to push their cars through the thick snow. 13,000 customers left in the dark. the storm crippling those on the ground and in the skies. at chicago o'hare airport, passengers forced to this united airlines plane on saturday. severe weather also hitting the south. in alabama, a reported tornado causing a path of destruction, ripping trees from the ground and reducing homes to piles of splintered wood. >> it's just -- i mean, just that quick. everything. you look up and everything's gone. >> reporter: a church roof getting ripped off. but despite the todchaotic scen there are no reported injuries. as the storm winds down today, a major blast of cold air is moving through the northeast leading to a dangerous freeze. it is cold now. but tomorrow the windchill is expected to go down to negative

30, turning all of this snow to ice. stephanie ramos, abc news, albany, new york. happening today in san francisco, a service to honor dr. martin luther king jr. grace cathedral will hold its annual service of prayers and psalms to celebrate the life of the civil rights leader. this year's theme, we're in this together, is meant to spark greater dialogue and action. the service starts at 3:00 this afternoon. a musical tribute to honor mlk jr. in oakland. ♪ you know we've got to find a way ♪ ♪ to have some understanding here today ♪ >> it's the 17th annual in the name of love musical tribute. congresswoman barbara leigh will take part in today's events. students are set to perform. tickets are still available. 9:33 is our time.

new this morning, a bay area tech company is reportedly facing a gender bias lawsuit. according to wired, oracle allocated paid some of its female employees more than $1,300 less than men working the same jobs. 4,200 female employees filed a lawsuit in 2017. the lawsuit claims the base pay, bonuses, and stock grants for women were much lower than for men. oracle has not commented on the issue. in the north bay, coast guard families hurting because of the shutdown have received much-needed help. abc 7 news was in novato as the food bank brought its mobile pantry to town. 150 coast guard families got to stock up on food and other necessities. they've been going without a paycheck for nearly four weeks. the food bank says it's simply there to help. >> this is amazing. a lot of amazing people have come out to help us. and it's huge. it really is. it's a big deal. >> it's sad. this is food that we would like

to be giving to other people. but we're trying to spread the food out and share it with these families who need our help today. >> the food bank also helped eligible families with signing up for assistance from the state. today a spaghetti feast will be served to u.s. coast guard members at the south beach yacht club near oracle park. outrage is growing over students who mocked a native american vietnam veteran. this is video captured at friday's indigenous peoples march in washington. it shows what appears to be a teen wearing a make america great again hat staring at an older man drumming. others surrounded the man, jeering and chanting. the students were attending the march for life from covington catholic high school in kentucky. >> i heard them saying, build >> i heahat wall, build that wa. this is indigenous lands. we never had walls. we never had a prison.

we took care of our elders, our children, taught them right from wrong. >> school administrators say the students will be punished and could be expelled. on a much lighter note, new this morning, a child prodigy is making history. while most 11-year-olds would be content to get the latest iphone, this preteen is already doing big things as he enters college on a free ride. >> reporter: he's an incoming freshman majoring in physics. he's only 11. >> i've been waiting for this for a long time. >> reporter: elijah priestly is the youngest person ever to receive a full college to an historically black college in baton rouge. he's starting the semester with much older classmates. >> he was always engaged, always teaching the class, which was surprising. he knew way more than a lot of students. >> what really strikes me is,

morgan hill, 53. storm impact scale, today it's 1 out of 5, light. we're expecting less than half an inch of rain in most areas. winds will pick up this afternoon and this evening, up to 45 miles an hour. then there's a slight chance of thunderstorms and even some small hail as this cold system moves through. the wind advisory starts at 6:00 tonight. if you have dinner plans to go outside, be careful if you're driving along the coast and around the bay with the west winds of 20 to 30 miles per hour. gusts up to 45. because we're going to see more rain with already saturated grounds. we could see some possible downed trees and power outages. now, over the next few hours, our forecast animation shows some heavy rain possibly moving in through the north bay, orange and yellow. and then it breaks up. so we see on and off showers throughout the afternoon, around the bay area. our best chance of more moderate showers comes in again tonight as the winds pick up, around 6:00 this evening we'll see some moderate rainfall through the north bay. and then you'll see it sweeps

south and dissipates. overnight we'll see pockets of cold showers and then clearer skies tomorrow morning for a chilly start as well. so the rainfall potential, generally about a quarter of an inch around the bay area. less than that in mountain view, about a tenth of an inch. higher than that in the higher elevations and through parts of the north bay, calistoga possibly 8/10ths of an inch. this is lake tahoe, not a good time to drive to or from. winter storm warning in effect and it stays that way until 4:00 tomorrow morning. up to three feet of snow at the highest peaks. be careful driving and carry your chains with you. today's highs will range in the upper 50s to near 60 degrees with those pockets of showers moving through the afternoon. so look for a high of 58 in san francisco and oakland, milder in san jose, 61. overnight lows, you'll find it pretty cool tomorrow morning as you step out the door. temperatures will drop into the low 40s because we have those

2016. a 16-mile extension will eventually include milpitas and santa clara. minor construction work will commence in san jose at third and market. the work will disrupt part of downtown but some people say it's worth it. >> reporter: in downtown san jose, commuters say solutions to the bay area's traffic struggles can't come soon enough. >> i often visit family in the east bay area and that's another terrible commute. so b.a.r.t. is an affordable and pretty quick way to get around. i'm very excited for the san jose line. >> reporter: that's right, b.a.r.t. in san jose is one step closer to actually happening. starting monday, the bta will begin the first visible field work related to the underground station between market and third. >> i'm definitely willing to suffer the initial parts of it to get the added benefits later on. >> reporter: crews are collecting data by boring into the ground on streets and sidewalks to survey the site, to help complete the design phase
