seconds before the viral moment. plus, two for one spectacle. why the lunar eclipse was so special for sky-watchers. what some are calling the biggest blunder of the night. and preteen prodigy. how this 11-year-old is making history as hi starts his freshman year of college. good monday morning, everyone. we begin with a daep freeze that is already gripping much of the nation. >> temperatures across the great lakes, ohio value lirks and mid-atlantic expected to be 10 to 20 degrees below amplg today. the arctic blast comes on the heels of a deadly storm that dumped more than asnow in some areas. this morning, that storm is on the move. the massive storm that slammed much of the midwest and northeast is moving off the east coast, as brutally cold temperatures move in.

>> take a look at the single digits well into philadelphia. some in the new york area, as well. look at the wind chils here. this is dangerously cold. these wind chills,2 below. these wind chills, new york city will stay below zero with their wind chill values for 24 hours at least. >> reporter: as for the roads, drivers urged to make way for the snowplows before the snow turns into dangerous ice. >> they're doing everything they can to clear the roads before a the freezing comes. we don't want that turning into black ice. >> reporter: those lows have been struggling to keep up. parts of new york saw at least a fat of snow. driving treacherous in central pennsylvania snp. >> we almost went off the road a couple of times. >> reporter: parts of vermont hit with two feet of snow. the wind chill is expected to be 40 degrees below zero. at least one man is finding it easier to stick with just one

wheel. >> it's snowing. rough and blow we out here. not too bad. a good little storm. >> reporter: firefighters near cincinnati dove video the frozen water to rescue a golden retriever that fell through dangerous air travel conditions from missouri to maine. more than 3500 flights canceled over themorning, hundreds of flights already canceled. more than 1100 others delayed. the disruptions could stretch into tomorrow. temperatures may stay below zero degrees for the entire day in many knot east communities. now to the government shutdown. stretching into week five. joef night, president trump thanking federal employees for working without pay. the number of tsa screenerers skipping work hit a new high over the weekend. as democrats rejected a proposal billed by the president as a compromise. conservatives are not on board either. >> reporter: good morning,

janai, great to see you, my friend. happy mlk day for you. no holiday events scheduled for president trump. on twitter, he's commenting about the shutdown. continuing to call his plan a compromise. democratic leaders say it's a nonstarter. as they move forward with other bills to try to reopen the government. week five of the partial government shutdown. president trump and congressional democrats will continue the push separate plans to reopen the government. >> this th is a common sense compromise both parties should embrace. >> reporter: over the weekend, the president offered congress three years of protections for dreamers. young people brought to the u.s. illegally as minors. in exchange, trump wants the $5.7 billion for his southern border wall. >> are you confident the gop support is there among trump's base. >> the president has put a reasonable compromise on the table. >> reporter: democrats plan to counter. proposing no money for the wall, but $1 billion for border security.

>> offering some of those protections that he took away back if exchange for the wall is not a compromise but hostage-taking. >> reporter: this week, democrats will introduce a new bill to help provide financial relief to the 850,000 federal workers not getting paid. the number of callouts rose to 8% this weekend. >> it's demoralizing. you expect pay for hard work. you wake up, your bank account is etchty. >> reporter: tsa has implemented contingency plans. hundreds showed up at this tsa job fair in minnesota. and that job fair was planned before the shutdown. senate majority leader mitch mcconnell plans to bring up the president's proposal for a vote tomorrow. it lightly won't get the needed 60 votes to pass. victor? janai? >> and a happy mlk day to you. the number of deaths have a

gas pipeline explosion in mexico now stands at 85 with more missing. someone turned a trickle into a geyser. the state firm knew about the leak about four hours before the explosion. this morning, we're hearing from passengers stuck on an icy runway for hours in sub zero temperatures. passengers on board the united flight from new jersey thought they were going the hong kong. instead, they spent 18 hours stuck inside their grounded plane in newfoundland. they were not allowed off the jet because there were no immigration officials on duty. >> when you thought that the airplane is coming to get us. they did come. 12 hours late. and then, we got on a flight. we asked for food, they said, well, there's no food. there's snax. pretzels. >> the conditions pretty good. that was -- that was a lifesaver. >> so sounds awful.

one passenger says a door was stuck over open for a time. and it was negative 20 degrees outside. in a statement, united explained the problems at the remote canadian airfield and said, we apologize to our customers. >> sounds terrible. time now for a look at your weather this monday morning. good morning. big-time snow for the west. with slick roads a concern. gusty winds, travel delays. though it will be a past for skiers. aside there that, heavy snow hitting billings, casper, salt lake city, denver, rapid city. for the northeast, cold grips the northeast and won't get us go. we're looking at snow storms lingering throughout portions of maine. the accuweather real feel calculations, 30 below in some cases. i'm accuweather meteorologist paul williams. coming up, the big event in the sky overnight that you might have missed.

she has her hands up? oh, my xwod, look at that. >> florida police officers are defending this video of a 2-year-old girl holding her hands up in the air. people were outraged when it first appeared on social media. the officers were trying to comfort the little girl. she was mimicking her parents who were suspected. two men were later charge with theft. local police say they he spoken to prince philip about not wearing his seat belt.

confusion amid the fallout and fury over this now viral encounter. a group of students, some from a catholic school in kentucky, appearing to face off with 65-year-old native american veteran nathan phillips at the foot of the lincoln memorial on friday. one of the boys seen staring at phillips while he beats his drum. phillips, part of an indigenous people's marm. the students in d.c. to attend the march for life. the student sustaining swift backlash. longer videos posted online show much more of what happened before the exchange. both groups apparently rild up by a few self-described isra israelites hurling slurs at the teens and the native americans. a crowd approaching the group of boys. phillips saying he was trying to

diffuse the tepgs by intervening. and this clip purported to show a member of the indimg use group con fopting them. that teen, nick sandman, releasing a statement. saying he and his family are now receiving death threats. claiming during the incident, he was trying to remain calm and that everyone had cameras and that a group of adults was trying to provoke a group of teens into a larger conflict. the school said they were investigating the situation. since the new video emerged, the school has not issued a new statement. we reached out to students and mr. phillips stop far, we have not heard back. erielle reshef, abc news, new york. a figure skating champion has committed suicide just a day after he was suspended. john coughlin won the pairs title in 2011 and 2012. until his us is pension, he was

grandmother is off the streets this morning. >> officers arrested 18-year-old them saturday after he committed another robbery. details of that crime are unclear. police believe they beat her in a park before breaking into her nearby home. police haven't revealed how they linked him to the attack. wong's family is slowly improving. >> the san francisco police officers association offered a $10,000 reward leading to an arrest in the case. it's unclear if it will be given out because police released few details about the arrest. a go fund me page for wong and her family raised just over $10,000 of the $25,000 goal. we have a link to on our website. abc7news.com. a one-day walkout on friday, the union set a date for teachers to take a strike
