cooler side. so mid to upper 50s for everyone. then we have a dry evening and very chilly temperatures overnight. so get ready for some very cold mornings, especially tomorrow. i'll tell you about that as well coming up. hi, sue. how is traffic looking? >> pretty light, frances. go to the emeryville camera and past golden gate fields and into the macarthur maze. traffic is moving at the limit. no problem fudge into the bay bridge -- funneling into the bay bridge plaza. the chp reported that there's something large and pink blocking the slow lane southbound 101 in petaluma. heads up there if you're in the area. let me know what you see at sue hall traffic. >> that's all i'm going to be thinking about. thank you, sue. happening today, b.a.r.t. is one step closer to making its way to san jose.

>> minor construction on santa clara street between third and market. jobina fortson is in san jose with more. hi, jobina. >> reporter:rng.the d work for t of the project. everybody, we're still years away from b.a.r.t. being down here in san jose. crews will be working on boring into the ground on sidewalks, streets and parking spaces to survey the site and collect data. this will help with completing the design phase of the project. surveying could last up to search weeks. which means a disturbance to businesses in the area and traffic. but some people think it's worth it in trade for the eventual benefits that will come. >> getting here is a hassle for many people. having that infrastructure here is going to be a huge advantage for many people and getting downtown into the businesses here. >> reporter: major construction between third and market won't

start until 2020 and the subway station is looking like it will be wrapped up by 2026. at dearden station, this will be the stopping line. that is one leg of four pieces here. reporting live in san jose, jobina fortson, abc 7 news. there will be celebrations across the bay area for martin luther king, jr. day. there will be stops along the peninsula. the train will bring riders to san francisco. dr. king's eldest son says people should treat this holiday as a chance to give back to the community. >> today is a federal holiday. the post office, banks and stock markets will be closed. for a full list of king day events, go to abc7news.com. it is day 31 of the government shutdown. lawmakers will return to washington tomorrow after the mlk holiday.

there's still no deal to reopen the government or provide financial relief to federal workers. abc news reporter kenneth moton has the details. >> week five of the partial government shutdown, democrats will continue to push separate plans to reopen the government. >> this is a common sense compromise both parties should embrace. >> over the weekend, the president offered congress three years of protections for dreamers. young people brought to the u.s. illegally as minors. in exchange, trump want that $5.7 billion for his border wall. >> are you confident that gop support is there for a plan among trump's base and among conservatives in the house? >> i think the president put a reasonable compromise on the table. >> they plan to counter proposing no money for the wall but a billion dollars for border security. half for infrastructure. >> offering some of those protections that he took away back in exchange for a wall is not a compromise but hostage taking. >> democrats will introduce a

showers. we can expect april chance of showers mainly along the coastal ranges. with the skies clearing this morning, temperatures are on the cool side. only 38 in santa rosa. low 50s around the bay. we're cooler compared to yesterday at this time. in fact, 18 degrees cooler in ro anywhere from 4 to 10 degrees cooler around the bay area. there is a coastal flood advisory. 8:00 until 1:00 this afternoon. high tide a little over seven feet. the king tides will peak near 11:00. minor flooding along the low-lying areas at the coast and around the bay. highs today under mostly sunny conditions this afternoon. they will be on the cool side, in the upper 50s around the bay area. san francisco, 57. oakland 58 degrees. and san jose, 59. so that's great news for people outdoors. the holiday and hopefully traffic is light. >> pretty light.

former california attorney general. she's a former district toesh of san francisco. her announcement this morning isn't really a surprise. there have been rumors that she would declare her candidacy day. it's mlk day. she was just in san francisco talking about the possibility of running for president. so now it's official. temperatures across the country are plummeting to dangerous levels right now. some 10 to 20 degrees below average. the arctic blast on the heels of a deadly storm that dumped several feet of snow in areas. abc news reporter victor oquendo has the story. >> the massive storm that slammed much of the midwest and northeast is moving off the east coast as brutally cold temperatures move in. >> take a look at the single digits well into philadelphia. we've got some in the new york area as well. now look at the windchill cold. the windchills 10 below, 11 below, albany new york at 18

fell through the ice. all of this making for dangerous travel conditions from missouri to maine. 3500 flights were canceled over the weekend and hundreds of flights are already canceled with more than 1100 others delayed. the disruptions could stretch into tomorrow. victor oquendo, abc news, new york. facebook could face the biggest fine ever imposed for privacy violations by the federal trade commission. this comes after cambridge analytica accessed private information of facebook users without their knowledge. the "washington post" reports the penalty is expected to be much larger than the previous record of $22.5 million on google in 2012. facebook hasn't responded. the ftc is not able to comment because it's closed during the government shutdown. a single ma'am mom in palo wanted after shark tank. >> she started her clothing company in 2013. like many new moms, her pre-baby

through the bay area across the coastal ranges. there's a coastal flood advisory in effect from 8:00 this morning until 1:00 this afternoon. we have the king tides, high tides reaching over search feet this morning. minor flooding possible through the low-lying coastal areas and along the bay. live shot in san francisco shows you a nice start with cool conditions. currently 50 san francisco, 51 in oakland. check out morgan hill, cool at 42 degrees. here's how it plays out with the forecast animation. we could still see coastal sprinkles in the next couple of hours. notice after sunrise, we start to dry out and clear out and then we'll get sunny conditions this afternoon. clear conditions overnight. so that means very chilly temperatures. highs will be in the mid to upper 50s. 56 in half moon bay. san rafael 59. san francisco 57. oakland 58. san jose 59 degrees.

check out the chilly numbers, especially in the north bay. it's going to be cold to the mid 30s. but the accuweather seven-day forecast shows a warning trend by the end of the workweek and plenty of sunshine. >> we're going to go to walnut creek where we see southbound 60. the bght orange sign is the road sign. so use extra caution. traffic, though, is g the way t highway 24 to highway 4 is an eight-minute drive. we'll hop down to san jose, looking at highway 87 with the taillights in the northbound direction. the runways for san jose airport on the left-hand side, you get an idea where you are. traffic is very light this morning. holiday light. you can see the central valley commuters, the sensors on 580 from tracy are green over the altamont. you can only hope it was always hike that. we'll check on drive times coming up. thank you, sue.

in for mike nicco. the storm window closed. high pressure and plenty of sunshine. here's a look at the week ahead for livermore. the average high 56. we'll be slightly above that. we'll be 10 degrees warmer by the end of the workweek and plenty of sunshine into the weekend. >> thank you, frances. police are reporting an encounter that had a real strange twist. san mateo county sheriff's say aqi la hasan went to a home in wood side and confronted a person inside. she grabbed the victim's cell phone and started live streaming. she's then accused of taking off her clothes as she walked into the backyard. deputies say the victim locked the suspect out and called police.

now that woman faces burglary charges. british police are dealing with another traffic incident involving prince philip. he was spotted driving without a seat belt on. he was behind the wheel of a new land rover . he was in a crash involving two others who were injured. the suitable words of advice have been given to the driver. it's not clear if the prince has to pay a fine as required by british law. you're never more than seven minutes away from your accuweather forecast. we have warmer afternoon temperatures coming up this week. but we also have cooler mornings over the next few days. we'll use a lot of our -- our average low in the north bay valleys will be 34, 36 next couple of days. pretty chilly. we'll be above average as high pressure builds for everybody. the accuweather seven-day forecast, we have morning
