committed another robbery. that crime.t released detai police believe he beat yik oy huang in a park before break sbog her nearby home. huang's family say she remains in critical condition with a broken face, broken hand, spine and ribs. a spokesman says her relatives are very relieved to hear about this arrest. but this crime really upset the community. the police held a safety forum on saturday to assure neighbors that they have increased trolls -- patrols in the area. as for huang, she's showing signs of improvement and she's reacting to family members on their visits. they're hopeful about what they're seeing and this will be signs that she'll be able to recover. reporting live in san francisco, amy hollyfield, abc 7 news. amy, thank you. developing news in washington today.

day 31 of the partial federal government shutdown. congress is on recess until tomorrow. there's no sign of the shutdown ending after democrats turn down a compromise from president trump. yesterday, mr. trump criticized how nancy pelosi and the city of san francisco. he tweeted nancy pelosi has behaved so irrationally and gone to the left, she's become a radical democrat. she's petrified of the lefties in her party that she's lost kroechlt by the way, clean up the streets in san francisco. they're disgusting. speaker pelosi responded by saying 800,000 americans are going without pay. reopen the government, let workers get their paychecks and then we can discuss how we can come together to protect the border. mayor london breed tweeted in. saying we are cleaning the streets like speaker pelosi is cleaning up after the mess that is your presidency.

pointing out many city streets passengers were stuck on an airplane. below freezing temperatures. >> a flight was diverted to canada on saturday. the plane was forced to stay on the runway. >> in gma first look, the passengers got off a boeing 777, a jet they were forced to stay on, on an icy roadway. a medical emergency forced the flight to hong kong to divert to goose bay, canada. with no customs at the air force base, the passengers were stuck and then a mechanical problem means the united jet couldn't take off. they were going nowhere. sunday united flies a replacement jet to canada to bring the passengers back to where they started, newark, an ordeal that lasted more than a day. united in a statement ex

morning. here in the bay area, we have some slight rain or light rain falling along the santa cruz mountains and the chances diminish as well over the next few hours. how we've done, where we are percent of normal, we're catching you have in san francisco, almost 90%. oakland, 81% and we're above normal season to date in terms of rainfall in concord. here's what you can expect for today. starting off with cool temperatures only 37 in santa rosa. upper 40s to near 50 around the bay. much cooler compared to yesterday at this time and there's a coastal flood advisory in effect this afternoon with king tides peaking around 11:00 this morning over 7 feet. watch out for some possible flooding along the coast and around the bay. highs today shall plenty of sunshine. look for a change in the weather pattern. temperatures mainly in the upper 50s. 59 in san jose. san francisco, 57. the roads might be a little wet from the rain we had.

other community service events happening in the bay to honor dr. king. a full list on abc7news.com. new this morning, a muni drivers are crying foul over the agency's plan to put them through a training program. alexis. >> that's -- excuse me. implicit bias according to the chronicle. muni drivers have pleaded for protections against violent assaults on buses, vehicles and streetcars. the agency is offering the training. the transit workers union says the plan falls short of their request for more police on board and faster response times to attacks. muni says the sensitivity training is one tool in the agency's toolbox. according to the chronicle, there were 522 assaults last year against operators. there were 575 incidents of

i'm abc 7 meteorologist frances dinglasan in for mike nicco. we're drying out. temperatures mainly in the mid to upper 50s. it's a good day to wash your car. plenty of sunshine the rest of the week. we start to warm up midweek. we see low to mid-60s. each warmer than that. alexis? >> thank you, frances. prime minister theresa may set to announce her new plan to withdraw the united kingdom from the -- this looks like the old plan that was rejected last week. they will vote on this next tuesday. britain is rolling out a program to register 3.5 eu citizens living in the uk who want to stay. britain is expected to leave the eu as promised on march 29th. the gap continues to grow at an alarming rate between the world's richest and poorest. the world's top 26 billionaires own $1.4 trillion, which amounts

to 3.8 billion other people as well combined. there's a record high of 2,208 billionaires across the globe who are $2.5 billion richer every day. amazon jeff bezos, bill gates and mark zuckerberg word $357 billion according to forbes. we're learning about the gender pay gap. oracle paid female employees at least $13,000 less than men working the same jobs. the redwood shores-based company released that stat on friday in response to a lawsuit filed in 2017. 4200 female employees have sued the company. the lawsuit claims the base pay, bonuses and stock grants for women were much lower than for men. oracle has not commented on the issue. government shutdownotlcoastaril

abc 7 news was at south beach yacht club north of oracle park yesterday. club members prepared a spaghetti dinner for servicemen and women. >> we want to say thank you, we're here for you. if you need anything else, just let us know. i think san francisco is really dependent on the coast guard for a lot of things. >> i know that there are a lot of folks who are concerned about, financial concerns and things like that. i think local community being very friendly and generous helps us out. >> the yacht club fed about 100 people. we've all heard about uber's plans for self-driving cars. but now they're reportedly looking into self-driving scooters and bikes. according to tech crunch, uber is hiring a team to develop bikes and scooters that can move themselves to charging stations or to prospective riders. uber owns jump bikes. the company declined to comment

senator harris' announcement was not a complete surprise. there was speculation that she would announce a bid presidency today and she did it. bright and early on abc's "good morning america." harris told robin roberts and george stephanopoulos why she should be the nominee for the 2020 race. the 54-year-old democratic first-term senator says she's a fighter. someone who will stand up to the trump administration. harris highlighted her role as a career prosecutor in san francisco as the district attorney. and then on to sacramento where she was the state attorney general. but with only two years in washington, there are questions about her experience on the federal level. california senior senator dianne feinstein has said she will support former vice president joe biden if he enters the field. >> my entire career has been focused on keeping people safe. it is probably one of the things that motivates me more than anything else. and when i look at this moment

between third and market. that's the area where there eventually will be a new station. reporter jobina fortson is live in san jose with more. jobina? >> reporter: good morning. what's happening today is not to be confused with the major construction slated to start in 2020. this minor construction is all in preparation for the eventual buildout which will eventually become a 16-mile stretch through silicon valley, including milpitas, san jose and santa clara. it will cost more than $5 billion. the work starting today is slated to last seven weeks and will disrupt the neighborhood. many people we talked with think it will be worth it in the long run. crews will be boring into the ground on sidewalks, streets and parking spaces to survey the sites and collect data. this will help with completing the design phase of project. >> there are communication systems and sewer lines and all

kinds of things below the ground that we want to make ourselves aware of before we start the larger construction. >> reporter: the new subway stations will be opened by 2026. reporting live in san jose, jobina fortson, abc 7 news. developing news in san francisco, the man who brutally beat an 88-year-old grandmother is off the streets this morning. >> officers arrested 18-year-old keonte gathron saturday after he committed another robbery. details are unclear. police believe gathron beat oi huang. she's slowly improving but still in critical condition. the san francisco police officers association offered a $10,000 reward for information leading to an arrest in that case. it's unclear if it's going to be given out because police have

released few details about the arrest. we do know a go fund me page for huang has raised over $10,000 of its $25,000 goal. we have a link to the page on the website elmes betwe oakland teachers and the school district after a o on friday. the vote will be taken over four days beginning january 29th. the teachers are locked in negotiations with the district over pay and class sizes. they are seeking a 12% pay raise over three years. the district is offering 5% over three years. teachers can legally strike after a straight appointed mediator releases a fact finding report on january 31st. they're honoring the life and legacy of dr. martin luther king, jr. there will be celebrations across the bay area. cal train will be running its traditional celebration train.

it starts in san jose this morning with stops along the peninsula. the train will bring riders to the king day march and ral any san francisco. dr. king's eldest son says people should treat the holiday as a chance to give back to the community. >> my mom often said it's a day on, not a day off. although it's a holiday, which means maybe kick back and relax, it's more of a day that we should be engaged in service. >> today is a federal holiday. so the post office, banks and the stock market will be closed. for a full list of king day events, go to abc7news.com. more snow is expected in the sierra today and cal trans is warning it could make driving there dangerous. this is video captured by the traffic cameras last night. snow covers the roads. if you're planning to drive in the mountains, chains are required on both interstate 80 and highway 50. up to three feet is expected in the higher elevations. >> never more than seven minutes away from the accuweather

forecast. in addition to the snow, there's an avalanche warning in the sierra. this will expire in the next hour and a half monday at 7:00. but they have seen light snow still falling. in the bay area, seeing the light showers leave the bay area. we're getting a few sprinkles off the peninsula coast. a few hundredths of an inch in davenport. there is a coastal flood advisory in effect. we saw the lunar moon ellipse. with the full -- eclipse. high tide peak at 11:00. minor flooding is possible along the coast and around the bay during the morning hours until 1:00. temperatures right now are on the cool side with the skies start to go clear. santa rosa one of the cooler spots at 37 degrees. in fact, it's 19 degrees cooler compared to yesterday at this time. most other places are also cooler and that trend will continue over the next couple of mornings. hghs today under plenty of sunshine later on this afternoon

an alternate route, san ramon valley boulevard to san ramon road to get around this. all lanes are blocked southbound 680 near al costa with a sig-alert in effect. san ramon valley boulevard alternates. a video that went viral over the weekend. >> it showed a native american man banging a drum and crowd of teenagers, some wearing make america great again hats, the teen featured front and center says he's been falsely accused. he's a junior at a catholic high school in kentucky. he was trying to diffuse a tense situation. in a statement he said he never spoke to or interacted with the 65-year-old native american demonstrator nathan phillips as he played his drum. phillips shares his side of the story. >> i took another step, i would put my person into his presence, into his space. i would have touched him.
