home from the sierra at the end of this holiday weekend. you're looking at video captured by caltrans traffic cameras. this was earlier in the afternoon. right now chains are not required on either 80 or 50. the roads look clear. but traffic is really slow on highway 89, heading northbound from tahoe city to 80 in truckee city. drivers have also faced delays on 50 in el dorado county. new at 5:00, the days could be numbered for a fraternity house at stanford. the campus wants to close the house because the trfraternity hasn't been behaving. what the chapter president that the fraternity brothers have worked hard to make things right, and they feel the university has not been fair. >> the properties at theta delta chi began four years ago. >> we are the first greek community that is subject to this kind of bureaucratic takedown. >> nikolai garcia, the chapter president met with school officials last week.

the university didn't answer our request for comment, but they did issue this letter announcing their decision to close the frat house after the school year. the tdx house was sanctioned in a probation for the past four years, initially for issues related to alcohol consumption and financial mismanagement. but tdx says they've cleaned up their act but now face moving targets, making it difficult for them to be in compliance. >> action items to complete, the financial management. the next year we get an entirely new subset of things we didn't know about before. >> the fraternity also scored poorly in the eight-point standard in excellence program, unrelated to their initial problems. >> with us, we're i think the first organization that's really being -- being penalized primarily for performance in the standards of excellence program. >> the students launched a petition yesterday, trying to save their house, which they'll

present to the university on january 28th, the last day they have to appeal. the university will make its final appealing on february 1. if the students lose, they lose the house, but the fraternity can still operate. abc 7 news. donations are pouring in for the elderly san francisco woman who was nearly beaten to death. 88-year-old yik oi huang remains in the hospital after the attack on january 8th in a visitacion valley park. police announced the arrest key ya chianti. they have raised more than 12,000 dollars for yik oi huang. we're hearing from san francisco mayor london breed today after the president blasted the city for being dirty. in a tweet yesterday, president trump slammed house speaker nancy pelosi and added, quote, by the way, clean up the streets of san francisco. they are disgusting.

the martin luther king memorial in washington, d.c. while the focus today is on dr. king, an author in the south bay has written a new book to expand the history of african americans beyond civil rights. >> abc 7 news reporter david louie is live outside a historic church in san jose that embodies stories that are being shared for the first time. david? >> well, you know, historically, the church has played a big role in the lives of african americans. and so the story of this church, as well as the story of pioneers here across the santa clara valley are being told in a new book. now the tech sector also has played a major influence. the first ame zion church was the first ame church in san jose. that was in 1864 during the civil war. this new book documents that african americans had settled in the santa clara valley as early as 1777. author jan batiste adkins has discovered many of the old photos including peter william casey from 1860.

he started one of san jose's first black schools in the 1870s, and this photo of early community leaders. provided information. but a major change happened because of tech companies that recruited blacks at a time when housing discrimination was a problem. >> so i heard stories about how housing was provided. so many blacks were recruited from all over the country. and that's how blacks and technology began to grow and develop in san jose. and yes, the numbers were low, but these companies made an effort to reach out to the black colleges. >> in the mid 1950s, chuck alexander came to san jose to play football at what was then san jose state college. but no one would rent to a black athlete, so he cofounded good brothers house two blocks from campus. >> the discrimination was very evident. so if it's important for us to make it, you know, we couldn't fail, you know. that was the deal. >> jan batiste adkins believes san jose's black history is

significant. >> many of the history books today may show one or two of the most important civil rights leaders, but they don't understand their immediate community. so young people get a chance to learn about their immediate community in addition to learning about the civil rights leaders. >> the new book by jan batiste adkins will be released next week. she is having a book launch event on february 10th at the san jose museum of art. we have details than event on our website, abc7news.com. we're live in san jose, david louie, abc 7 news. >> all right, david, thank you so much. oakland teachers are moving forward with plans for a possible strike after a one-day walkout friday, the union has set a date for teachers to take a strike authorization vote. >> what do we want? >> the vote will be taken over four days, beginning january 29th. the teachers are negotiating with the district over pay and class sizes. they're seeking a 12% pay raise

over three years. the district is offering 5% over three years. teachers can legally strike after a state-appointed mediator releases a fact finding report on january 31st. last week, as part of our efforts to build a better bay area, we looked at what's happening at bay area schools. we heard from teachers who are struggling to make it here, and talked to experts about solutions to keep good teachers from leaving the bay area. you can see all our stories on the age of abc 7 newspapers.com. negotiations are under way in los angeles on this mlk day to get 33,000 striking teachers back into the classrooms. even if they do reach a deal tonight, teachers will not be going back to school tomorrow. that's because the teacher's union says if there is a tentative settlement, they still have to ratify the deal. tomorrow will be day six. the union and the district are still at odds over issues including salary, class size and support staff. the schools have stayed open during the strike with a skeleton staff, but attendance

has been down. >> all right. this shutdown isn't just affecting the government. it's also affecting private industry. >> 7 on your side's michael finney has some consumer protection news. >> from mastercard. really, it's absolutely phenomenal. mastercard is putting in place a consumer protection that lawmakers could not get done. from now on, no more automatic charging of consumers at the end of a free trial period if they used a mastercard. this is one of the top consumer complaints i receive. many times consumers don't understand when they order a free trial, they have automatically signed up for continued service after that trial ends, unless they make a move to cut off the subscription. now, if you use a mastercard to sign up, the company has to get your permission to continue charging you, and then must prove they have your permission to mastercard. the travel industry is warning about a slowdown if the partial government shutdown goes

much longer. there are fears security lines at airports could continue to grow and grow, with tsa workers who aren't getting paid calling out sick. some hotels and especially around the washington, d.c. area say revenues were down 26% in the second week of january. the fear is travelers will start postponing more plans until after the government reopens. the real estate market seems to be continuing its move to a more friendly buyers market. the national association of realtors is due out tomorrow with its latest look at sales of existing homes. now nothing is official yet, but it appears the slow down is continuing in the real estate market. december's numbers are expected to show a 1. % drop from the month before. >> prices in california are so crazy high. >> they're so crazy high. absolutely. >> thank you, michael. now your accuweather forecast with sandhya patel. >> hi there. i want to show you a stunning

firefighters say a man and woman were in a room on the second story of a san diego home. a third person on the first floor was rescued, wasn't hurt. the abc affiliated station in san diego reports the home was a vacation rental, and the people staying there were from out of town. it's unclear what actually caused the tree to fall, however, it had been raining in the area for much of the past week. even once it has stopped raining, trees can still be dangerous if the ground is oversaturated. >> that's a huge tree. it appears spotify may be ready to give users something they have long wanted, a tech site reported that the music streaming platform will soon allow users to block the music from my artist they don't like. it won't block tracks that a artist is merely featured on, though. no word when any block button would become available but spotify has been testing the feature. oscar nominations will be announced tomorrow.
