b.a.r.t. officials say they are hopeful even if riders are not. their message today, that b.a.r.t. is beginning to turn a corner. b.a.r.t. approval rating is lower. >> it's the kind of report card i wouldn't rush to go home and show my parents. >> our focus on quality of life-issues is the right focus, and we need to do more. >> reporter: riders agree. alex veatch takes b.a.r.t. daily. >> you see homeless people on b.a.r.t. taking care of personal business and doing drugs. >> there are times they take over entire seats and a number of seems. >> reporter: it's the first time they were in the downtown stations. outreach made contact with individuals. 76% were connected to services and more than 26% of cases were

resolved, meaning they found housing or shelter. >> the biggest dissatisfaction i have with b.a.r.t. is the cleanliness. >> reporter: she's not alone. 27% of riders surveyed say bartd is dirty. though most riders agree the new trains are pretty nice. 23% of riders say they're concerned about crime. bartd police officers were in plain view but rider tom maier says he doesn't usually see officers. >> rarely, rarely, rarely, hartley at all. >> reporter: maneesha verdi says she's very satisfied with b.a.r.t.? i'm very satisfied. it's not five-star luxury, but it gets the job done. >> reporter: the b.a.r.t. officials point out higher railings and improved signing is helping combat fare evasion. the timing of this survey was intentional so the b.a.r.t. board of directors could discuss it further during that two-day

intensive later this week. in san franciso, melanie woodrow, abc 7 news. >> melanie, what did bartd officials have to say about hiring more police officers? >> reporter: well, ama, it seems that the funds are there to hire more police officers, but because the b.a.r.t. police department is so short-staffed, they say they don't have enough officers to do background check on perspective officers. they hope the new contract will make the didn't more competitive with other departments this the area. ama and dan? >> thank you, melanie. well, it is impossible to forget this video. remember this? it was shocking. people doing drugs inside a b.a.r.t. station, lying there littering the ground. vic lee has been covering the story for months and has our team coverage. how has it been looking out there? >> reporter: as you know, open drug use has been a long and thing problem at b.a.r.t. especially san francisco downtown stations.

like the civic center station. what did we notice today? we did notice there was a larger police presence, not only b.a.r.t. police but more san francisco cops here at civic station, and i think that helped keep a lot of the drug users away, at least during the time we've been here. of course, it's all part of the bigger bigger campaign to stop this plblatant drug use. use. u. increased police presence at one of the most notorious b.a.r.t. muni stations in the two systems. one reason, blatant drug use at all times of the day. this video went viral last summer, drug addicts shooting up without impunity as commuters walked through the civic center tunnel that leads to b.a.r.t. and muni trains. this video shook up not only the public but b.a.r.t. directs. it was taken early in the

morning when civic center station just opened, when officers were on a shift change. b.a.r.t. told us big changes were coming. >> the addicts obviously learned the pattern to our officers. we're making changes to those shift patterns, shift changes. >> reporter: bartd hir.a.r.t. he cleaners. the corridors seemed much cleaner. both b.a.r.t. and san francisco police officers increased their patrols at civic center and powell street stations. >> he barely had a pulse. he was already changing colors. >> reporter: frank saved a man who was lying at the civil center station. he was overdosing. he's with hunter's point family, a nonprofit, partnering with b.a.r.t. to tend to the elevators. he saves his life by administering the opioid anecdote, nor can. he's partnering with stations like the ones he belongs to,

contractors who are now also b.a.r.t.'s eyes and ears. b.a.r.t. tells us they're hoping to arm all of its officers with nar cam earlier this year. while we were doing this story, several were shooting up with or camry. one of the most notable stations at downtown stations like the civic center are the elevator atendants. the elevators are cleaner and you feel much safer using them, and plus those elevator attendants have radios that they can call police when they see open drug use. vic lee, abc7 news. >> vic, thank you so much. while there may be a lot of complaints, for many b.a.r.t. is the fastest cheapest option. last october we put b.a.r.t. to the test against three other options including putting abc'a'

united circled until being cleared to land. the faa ordered what's called a ground stop after two drones were spotted at teterboro 17 miles north of newark liberty. flights should not affect any flights in the bay area. pg&e has lined up funds. jpmorgan chase, bank of america, barclays, and citigroup are putting up the money. pg&e plans to file for protection next week and expects the reorganization to last two years. they say the $5 billion in funding should be enough to provide liquidity to finance operations. it's another beautiful day in the neighborhood, all of the neighborhoods, as a matter of fact. sunny skies shining brightly. the sky is shining brightly in the sky. this is a view from emeryville looking westward. it's currently 59 degrees. oakland, 58. mid-to upper 50s in morgan hill. here's another view of the

story. >> he broke down in tears. >> he was on the phone and heard these kids screaming. he came outside and the kids were screaming, my mom got shot. my mom is dead. >> reporter: a fight broke off when a gun went off striking a grandmother in her 50s oer 60s inside her home. >> they had a little friendship where they would greet each other when they would see each other. >> people living along the drive seemed shaken, confused, and hope police provide justice for a grieving fakly. at this point they have not released suspect information or a motive for the shooting. joe bianna fortson, abc7 news. there l be the end to a nine-day strike. it reportedly includes smaller classes and new community schools.

they were on strike. protesting class sizes, shortages of school counselors and nurses. today they're now rallying to celebrate a tentative deal. >> we're very pleased right now. we want go back to our classroom. >> they reached a deal after a 21-hour bargaining session. the agreement includes lower class sizes, improved staff support, and a 6% salary increase for nurses and teachers. >> librarians and counselors. so many schools have gone for so long without. now they'll have these crucial services. >> reporter: it affects 600,000 school students. they say since the strike started they lost $125 million in state money that's based on

we'll see upper 30s to low to mid-40s. that's pretty cool but not as chilly. highs tomorrow, similar to the rains today. we'll see upper 50s and right around the bay shoreline. fremont, 60. sfroez, a high of 63. and up at the north bay, low 60s. the inland east bay, not quite so mild. on we go to look at the high temperatre trend at the end of the week on friday. look for highs up to about 70. cloefberdale, 67. we'll see upper 60s to near 70. also -- whoops. move along there. thery u go. saturday and sunday. so it's going to be a very mild pattern, those three days friday through sunday. the climate prediction center has issued a 14-day outlook for temperatures. you can see that including all of california is going to be warmer than average over that span. meanwhile back east it's going to be quite cold, brutally cold

in the northeast. happy i'm here. our rainy days this month have been quite a few. we're talking about not necessarily heavy rain, but some measurable rain has fallen each day since the fifth of this momtd through yesterday, the 21st, even though the latter half was dry. we had a few sprichkles in the morning. that's quite a few days of some rain. for the next several days we expect a dry pattern, but we'll have mild weather as i pointed out earlier. the seven-day high temperature trend is indicative of what we can expect. it will rise, continuing above average through the weekend up to about 70 degrees and tapering off gradually going into early next week. that's reflects on the accuweather seven-day forecast. you can see high temperatures will be on the mild side. even as we go early into next week. the temperatures will drop off

b.a.r.t.'s approval rating is at a record low. customer satisfaction is at 56%, down 9% interest three years ago. rider concerns include filth, crime, and crowded trains. the san francisco district attorney wants to grant exception to the sanctionaire city law. it would allow the extradition of a driver who raped a customer after driving her to san francisco. three men from michigan have been charged with conspiring fund isis. he planned to joint and fight for the terror organization. thousands of federal workers are on the verge of missing their second paycheck as the shutdown stretches on.

the country who have done something to support. even expressing solidarity and saying here are some resources that are available to you. >> supervisor haineny also plans to prepare legislation to immediately respond with a plan to help out with the future shutdowns. a native elder says he is willing to sit down with the high school students. he's offering to travel to covering tan catholic high school to have a dialogue calling a teachable moments. he called attention when he stood between black israelites and covington catholic students hoping to diffuse a situation while chanting a prayer and beating a drum. nick sandman and he stood face-to-face.

they held a tomahawk chant, a move offensive to native americans. on sunday sandman issued a statement saying he wasn't trying to taunt the 65-year-old. phillips believes there were, quote, intentional falsehood in sandman's statements and notes the teenager did not apologize. covington catholic high school issued an apology and canceled classes today president trump weighed in and backed sandman saying the students were treated unfairly. under the radar were the black hee bury israelites issuing slurs to the native americans. the court voted 5-4 to temporarily reinstate the band. lower courts have blocked the policy in the face of legal challenges. it blocks individuals with gender dysphoria from serving.

but it's nothing compared to this. check out cascade falls. this water fall near fairfax is putting on quite a show. a spectacular site. so much water crashing down. >> it's amazing. i mean how special to be able to enjoy this. i'm so grateful. and the energy of the water is incredible. >> reporter: from this spot, cascade falls is so loud it sounds like a jet engine. it's hard to believe a few months ago these falls were barely a trickle. >> it's super awesome it's super big. a couple of months ago it was super tiny. >> it's pretty fantastic. i love mother nature kicking butt and taking names. >> reporter: others are causing spectac spectacles. its reservoirs have now reached 94% capacity. it tweeted these pictures of al pine lake spilling over the top.

coffee could start costing an extra 25 cents in berkeley. they want you to bring your own cup in an effort to reduce waste or pay extra. >> i don't always carry around my own cup, so i guess i'd have to pay a quarter. i agree with it. minimizing waste is a good thing. >> reporter: they would require that dine-in foodwear be reusable and all food packaging be compostable. some restaurants are doing it and customers like it. >> it's nice. you don't feel guilty about taking things to go. yeah, i think that's a good alternative. >> the vast majority of the litter in our streets are throw-away. >> reporter: she said don't worry. there won't be trash police forcing them, but this will help them save money and the planet. >> there's no punishment. the punishment is we help you
