david. >> reporter: there's a big billboard promoting the clean energy og besides billboards, they've been putting out postcards and there's been community meetings. but they wonder if the bankruptcy might complicate things. the issue of pg&e solvency comes nchl the new program requires pg&e customers in san jose to switch to the city-run bra. that sources its own clean energy but uses pg&e facilities to deliver the power to customer and to build them. similar programs across the bay area operate the same way, and it's expected they'll be at the table. with the san jose program launching a week from friday, the immediate task is sell 3g 08,000 homes and businesses on the benefit of clean internal. they're automatically enrolled unwill is they choose to stay with pg&e. they have clean energy options

but they believe its basic plan is better. >> so pg&e is 3% renewable in their latest offering and 80% altogether carbon-free and theirs is coming from nuclear. >> so there definitely is a difference. >> there's definitely a difference. we're more renewable and they're nuclear. >> reporter: the city says their rates lower. it will cost the typical homeowner $149 a month while the comparable plan is 48 cents higher. san jose's is $23 lower and pg&e believe its rated should be predictable. >> sun is free, wind is free. you know what it ooh going to be when you install a planl and enter into those contracts. >> reporter: about 20,000 homes and businesses in san jose will not be part of this program, at least not initially i because

the oscar nominations were announced and history was made. netflix got ten nominations total. it tied with the favorite. "black panther" got nominated. it's directed by oakland's ryan coogler, but he did not get a best directioner nomination. ali received his second academy award nomination for best supporting actor in "green book," and sam rockwell was named for best supporting actor president george w. bush in "vice." with some of these nominations, it's a much more diverse group of nominees than we've seen in the past. >> it sure is. lyanne melendez is in the
