circle above the airport with one plane coming dangerously close to running out of fuel. >> this all comes just weeks after drone sightings shut down another major airport for two days. a scare in the skies over newark international airport. two fully loaded planes on final approach when the pilots of both planes reported a drone within a few dozen feet. the pilot of a southwest flight from phoenix saw it first. >> be advised there's something on final here. we don't -- we thought maybe it was a drone. it was pretty close. i'd say within, i would say, a quarter mile at most off our right. >> reporter: you can then hear the controller notifying the next flight coming from ft. lauderdale. >> united 2335, let me know if you do see that drone or whatever it is. >> we missed the drone by about 30 feet off our right wing up oe you spoke to us. >> reporter: the sightings happened at 3500 feet above nearby teterboro airport which is in the arrival path to newark. police searched from a

helicopter as controllers immediately shut down arrivals at newark forcing dozens of planes to fly in circles. >> at first it said we were going to land in about 10 to 12 minutes and then a few minutes later the screen changed and said 52 minutes. >> reporter: a plane from jamaica was minutes away from running out of fuel after it was forced to circle around the airport. the pilot called controllers asking to land anywhere. >> okay, we got about 15, 20 minutes i got to go somewhere. i'll take 1-1, 4-right, the turnpike, whatever you want to give me. >> reporter: the landings resumed at newark when cops found nothing in the sky. a spokesperson for a major drone manufacturer said he's skeptical it was a drone the pilots spotted. >> a drone the size of a dinner plate or even smaller than that, you know, if i were driving at 150 miles an hour, i don't think i could spot something the size of a drone sitting by the side of the road, and i think it's even harder to do that in an airplane. >> reporter: this comes on the heels of the last drone scare in december at london's gatwick airport. that grounded more than 1,000 flights shutting down the

airport for two days costing airlines more than $60 million. experts say if a drone hits an aircraft, the result could be catastrophic. this demonstration video shows the damage that could be done. >> police and the faa are considering the incident at newark a drone sighting. if it was a drone and the person flying it is caught, they could be fined $15,000. it wasn't drones but the deep freeze that was causing problems at other airports overnight. detroit's airport had to close because of icy runways. the airport is expected to re-open this morning. and in ft. wayne, indiana, a delta flight slid off the runway before takeoff. we'll take a look at forecasts in just a few minutes. we turn now to day 33 of the government shutdown and new information about the economic toll it's taking. one estimate claims it will cost the economy $6 billion by the end of the week. friday is also the day hundreds of thousands of cash-strapped federal workers will miss another paycheck. there are growing concerns that the shutdown

could delay tax refunds, hurt fbi investigations and even slow down meat inspections. abc's serena marshall has the latest now from washington. good morning, serena. >> reporter: janai, victor, good morning to you. and the shutdown is causing these employee, these federal employees to not just look for other work, second jobs but brand-new jobs altogether as the shutdown drags on and the fbi's agents association says it's making the country less safe. day 33. the government still shut down. a compromise still missing. >> it would break through this stalemate that would re-open governments swiftly. >> no one can call this new effort a compromise. >> reporter: the senate is set to vote thursday on the president's proposal that trades some protections for certain immigrants including dreamers in exchange for full funding for the wall. but the democrats have said the bill hides several major changes including only extending temporary daca protections to those currently covered and changing asylum eligibility. minors approaching the u.s./mexico border would no longer qualify. in the house --

>> open the government. let's talk. >> reporter: but as the tug-of-war continues, caught in the middle -- >> i may be in line to become a homeless person again. >> reporter: people like cordelia prather, her rent subsidized by a federal grant that hasn't been paid since december and john manley -- >> it doesn't come anywhere close to offsetting the salary we're missing. >> reporter: an air traffic controller and father of seven driving for uber on his days off. fbi agents also looking for other work. the fbi agents association has warned that confidential sources may be lost forever and that they are unable to do undercover work and that they are putting pervs on standby which puts children in jeopardy. fed up with the stalemate, tsa sick-outs extending to the usda. meat inspectors according to "the washington post" forced to show a doctor's note if they call in sick, and hundreds of irs employees skipping work because of financial hardship. that could mean a delay on tax refunds. and come friday federal workers will be missing their second

paycheck, which means that now their vision and dental insurance premiums have to come out of their own pockets. janai, victor. >> it keeps on going. all right, serena marshall, thank you. los angeles public school teachers returned to work this morning after ending their six-day strike. they've already overwhelmingly approved a new labor agreement reached with the school district that provides a pay increase, smaller classes and hiring of more support staff including nurses and librarians. meanwhile, teachers in denver have voted to go on strike demanding better pay. they could hit the picket lines next week. new details about that viral video where students from a kentucky high school were seen confronting a native american elder in washington. that school is re-opening today. police officers will be stationed at covington catholic high, which was closed yesterday because of threats. the video showed students, some wearing make america great again hats, interacting with demonstrators at the lincoln memorial. the student who faced off with native american nathan phillips says he was standing in place trying to keep the peace.

patrol vehicle after helping a driver who was in a ditch. thankfully no one was hurt. in medical news researchers say a new blood test could help detect if someone will develop alzheimer's. the test checks for a certain protein in the blood. doctors claim it may be able to predict alzheimer's 16 years before a patient shows symptoms and they say it could also help test possible treatment options but a time line for the test being available remains uncertain. you won't see a commercial about the benefits of medical marijuana during the super bowl. cbs is blocking the ad from the game's broadcast after reportedly seeing a rough outline for it. the company behind the ad says it was a call for political action and not a pitch for its brand. medical marijuana is legal in more than 30 states, but it remains illegal on the federal level. there is a new sign this morning that netflix is now a major player in the entertainment industry. the company is joining the motion picture association of america, hollywood's top trade group.

it's the first streaming service that's actually allowed to join. the announcement came on the same day that netflix picked up its first best picture oscar nomination for "roma." that film picked up 15 nominations. attention, commuters, the new list of the best states for drivers is out this morning, and there are some surprises. a study by the website wallet hub ranks the states from top to bottom. oregon was number one followed by illinois, indiana, iowa and texas. states were judged on traffic, the number of auto repair shops, road quality and gas prices. hawaii ranked as the worst state for drivers. are you surprised? >> no, just i'd love to live in one of those cities. every city i ever lived in has had just the worst traffic. >> yeah, no, i understand that. coming up, the new kind of lasagna being panned online. but first the new lawsuit over that blown call during the new orleans saints claim. what some fans claim the

we're back with a desperate search for a young woman missing after leaving a bar in boston. she has now been found alive. >> her suspected kidnapper is behind bars. and we learned overnight he's been accused of stalking a woman outside a train station in the past. three days after disappearing from the streets of boston, olivia ambrose is finally home. >> we are beyond happy to have liviy home. it's amazing. >> reporter: police storming a housing development tuesday afternoon finding ambrose alive locked inside an apartment where they say she was being held against her will. authorities arrested 38-year-old victor pena seen here in exclusive video from our affiliate wcvb. officers leading him away in handcuffs later charging him with kidnapping.

>> it's obvious from the video surveillance that she did not go along willingly. >> reporter: ambrose was last seen around 11:00 p.m. saturday after leaving the bar with a man she met while out with her sister but an hour later ambrose was seen on surveillance video with a different man. her eyes seemingly closed as he clutched his arms around her leading her to a subway station. >> let's just say she wasn't in a state, a physical state to possibly acknowledge going along with mr. pena. >> reporter: one of pena's neighbors said he heard a woman screaming but didn't know where it came from. >> like around 11:00 i heard some screaming outside, and then when i looked out, i didn't see anyone. >> reporter: now police are investigating if ambrose is the only potential victim. our affiliate wcvb reports pena has been accused of stalking at least one woman outside a train station in the past in addition to other complaints about his behavior at another train station. pena was arrested without incident. police say no weapons were found in the apartment. two new orleans saints fans have filed a lawsuit over

sunday's controversial loss. their lawsuit centers on the referees not calling pass interference on this play against the rams. these fans are asking for the result of the game to be reversed or for it to be replayed. now they claim the missed call has contributed to a, quote, loss of enjoyment of life. it's more simple at a new orleans bakery. they are making these so-called no ref cookie to get sweet revenge. >> that's a good one. a turned ankle has turned serena williams' fortunes at the australian open. williams was one point away from beating karolina pliskova and moving on to the semifinals but then serena hurt her left ankle. pliskova won six consecutive games to take the match in three sets. hard loss. the sandman has entered baseball's hall of fame. former yankees closer and the all-time saves leader mariano rivera made history becoming the first unanimous selection to the hall. also voted in today, roy
