northbound 680 sheridan to andra andrade, they have a detour. we'll check back in a few minutes. >> thank you, sue. abc 7 is committed to building a better bay area. we're going to look at b.a.r.t. which just got a report card from riders. it's not great. >> it's the worst rating the agency ever received. amy hollyfield is live at the north berkeley b.a.r.t. station. amy? >> reporter: hi alexis. there were big complaints about the homeless and about filth on b.a.r.t. customer satisfaction is down to 56%. b.a.r.t. surveyed a little more than 5,000 customers. b.a.r.t. officials say they have assigned homeless outreach teams out to stations to try and improve the situations there. but riders still are not happy. >> biggest dissatisfaction i have with b.a.r.t. is the

the arrest of a man accused of assaulting an 88-year-old grandmother. they arrested keonte gathron after he committed another robbery. investigators believe gathron beat yik oi huang before breaking into her nearby home. huang's family says she's slowly improving but in critical condition. >> a high school spanish teacher is accused of sexually abusing a student inside his san jose classroom. they arrested ricardo chavarria. he molested a student in november and again in december. in the east bay, oakland police arrested a person of interest in a shooting that left three people dead. this happened 2 1/2 weeks ago a day after officials announced the city had its lowest homicide rate in nearly 12 years. police haven't given details about the suspect. the investigation is ongoing.

pg&e has until today to respond to a proposal that it should inspect the entire electric grid. the aim is to protect damaged lines from sparking wildfires in the coming season. the proposal is after the deadly wildheown of paradise in november. the cause is still under investigation. but pg&e reported an outage around the time and place where the fire started. the judge says he's ready to order the company to cut power to any area where wind conditions become dangerous regardless of the inconvenience to customers. in the east bay, a woman is safe thanks to a good samaritan. he pulled her from a car second after it slammed into a it happened on lan caster street. firefighters had to move quickly to shut off gas to the house. the man who rescued the driver said she tried to avoid hitting a bicyclist.

commute. mass transit, cooler this morning, milder this afternoon and calm and bright around the bay. here's a look at the north bay. starting off in the 30s. in the 40s at 10:00. 60 this afternoon. back to 48 at 8:00. how about the east bay, 45 this morning. 57 at noon. near 60 as we head throughout the afternoon. down to 52 degrees as we head into the evening hours. our last stop is san francisco. a whole lot of sunshine. starting off 52. cranking up to nearly 60 and dropping to 52 in the cloudless sky. got a great weekend coming at you. how about a great commute? >> quiet right now. picking up the roadwork, so traffic is starting to move nicely. we have a couple of trouble spots. try to highlight that for you. past golden gate fields on into berkeley and emeryville. you can put them at a 25-minute drive time from hercules into san francisco. not bad at all.

this is abc 7 mornings. the tule fog is back. look at that. san joaquin valley. 2.1 million dealing with visibility quarter mile or less. whether you're on 5 or any of the other major highways or side street for that matter. that will be around at least until 9:00, the quarter mile visibility. still windy in so cal. 59 in sacramento. 55 in eureka. a chance of rain there. it doesn't translate to snow in tahoe. we'll be warmer than yesterday. 49. a dry cold front thursday and again monday. otherwise, temperatures in the 40s to near 50 with no snow.

not complaining about the sun. thank you, mike. as the government shutdown stretches into a second month, president trump is preparing his annual state of the union address. >> white house aides say mr. trump still plans to give the speech tuesday as scheduled, but the venue may change from the capitol to somewhere outside the washington. nancy pelosi previously requested it be delayed because of security concerns related to the shutdown. serena marshall is in washington with more. >> good morning. without a paycheck, federal workers taking on second jobs and looking for new jobs atogether. the shutd -- government still shutdown. the senate is set to vote thursday that trades protections for immigrants, including dreamers in exchange for full funding for the wall. ch bill has several major

trustees, a tuition increase is off the table. this announcement comes after the governor's proposal to expand the budget by 300 million. get ready for many more years of outside lands in golden gate park. the park commission voted to extend the contract for the music festival through 2031. the board of supervisors is expected to approve the extension. people around the park often complain about the traffic, noise and trash the crowds cause. but outside lands pumps about $66 million a year into san francisco's economy. this year's festival will run from august 9th to the 11th. okay. simple question is causing a great debate on the internet. >> how do you draw an x? a twitter user asked the question and showed a graphic with eight options. this has received a ton of responses. number 7, where you start left
