noon hour. near 60 with sunshine at noon. upper 50s at noon. 49 inland. 5 it around the coast and 53 around the bay. pretty lights, huh? >> let's see if the commute can match that. sue? >> pretty light out there. not too bad. we have slowing out of the central valley for the early morning commuters westbound on 580. we also have full freeway closures due to roadwork. northbound 680 between sheridan and andrade. there is a detour in place there. that should be picked up by 5:00. looks like this one has been picked up. we'll check with chp. southbound 101. a full freeway closure at marsh due to -- over bridge work there. we'll check back with you in a couple of minutes. marin county officials will be pushing for a third lane on the upper deck of the richmond-san rafael bridge. westbound commuters have had enough with the awful traffic. >> reporter jobina fortson is live at the bridge to explain

what they're asking for. hi, jobina. >> reporter: hi, good morning. there's already a plan in place for bicyclists and pedestrians who have a westbound lane on the bridge here. we're going to look at the roadways. you can see what we're talking about. the idea is to have this on the right-hand side, you can kind of see a little bit of the work in place over there on the side. but some transit officials are hoping to get cars in that third lane sooner than later. according to the marin independent journal, the pedestrian and cycling lane you see here in this graphic will be open by april or may. it's a $25 million project. the original plan was to conduct a four-year pilot project for the lane and on the upper deck. but officials in marin are hoping to bring that four years down to six months. they say the increasing congestion is to blame for that. the idea is to move the barriers for the bike and pedestrian lane and put it back in place after commute hours. last year, a long awaited third

lane was added to the eastbound direction. overall, it was very well received. now this third westbound lane will be discussed tonight at the transportation board of commissioner's meeting at 7:00. reporting live, jobina fortson, abc 7 news. thanks, jobina. the fate of an oakland middle school will be decided on monday. that's when the school board will vote whether to close the international academy at the end of the school year. the board meeting started late because of angry protesters. students and teachers are fighting to keep it open. >> it's a huge civil rights issue. because a lot of the schools targeted are in east oakland, in low-income communities. >> they're looking to close other schools to make up for the deficit. they're trying their best to give students a good education. >> we're on their side. it's a matter of how much we can do given the financial concerns that we have. >> student enrollment at oakland

unified dropped significantly to 37,000 students over the past two decades frnlt. the man accused of beating an 88-year-old woman in san francisco will be in court today for arraignment. officers arrested 18-year-old keonte gathron saturday after he committed another robbery. police say he went on a crime spree in the two weeks between the beating and his arrest. investigators are linking gathron to a carjacking and several robberies. in one of the robberies, gathron stole a cell phone from a 14-year-old girl at gunpoint. >> what i can say, his actions speak to somebody that doesn't value human life very much. >> police used dna collected in the attack on huang to identify gathron as a suspect. officers found huang beaten in a park in advice tavisitacion valy from her phone. pg&e is blasting the plan as unrealistic and potentially dangerous. the judge proposed ordering the

company to inspect its entire electrical grid befe the start of the fire season in june. he also wants pg&e to remove any trees near power lines that might be a fire hazard. the company says it would cost between 75 and $150 billion to comply with the judge's plan and lead to staggering rate hikes. the judge will hold a hearing on wednesday to decide whether to issue the order. let's take a look at our neighborhood temperatures. how you should dress in you're stepping out in the east bay valleys. upper 30s to low 40s. from 37 in san ramon, dublin and pleasanton to brentwood. mid-40s everywhere, even down into san jose. up in the hills in los gatos, mild, 54. 51 in pacifica. north bay in the upper 30s. one of the cooler spots. let's look at the commute as we look at the western she bay bridge. no fog here. not expecting any. look at the commute, good, good

this is abc 7 mornings. i'm tracking tule fog among the many things i'm tracking this morning. this is in the san joaquin valley until 10:00. visibility down to a quarter mile or less. traveling through there is going to be a little dangerous. a little closer to us as we head towards tonight and tomorrow. i'll show that you coming up in the big weather. let focus on the low to mid-70s.

speaking of spring-like weather, still breezy in so cal. we have 59 sacramento. chico, fresno, low to mid-60s. heading up to the high country, yep, not enough snow. they're making snow in heavenly. why are they doing that? they've got six or seven feet now. good question. temperatures will be above average with no snow. maybe that's why, the next seven days. thanks, mike. in the south bay, a victory for the 49ers is a loss for public agencies in santa clara, including local schools. the assessmented value of levi's stadium has been drastically slashed, effectively cutting the property tax bill for the stadium in half. the team will now get a $30.8 million tax refund. that means less money for the county, including schools. the santa clara county assessor is disappointed. >> say that they only should be assessed and, therefore, taxed during the football season is really erroneous. there's a lot of other things that happen there, like concerts

and so forth. >> the county does have the option to appeal. in a statement to abc 7 news, the 49ers say our focus will be on ensuring that levi stadium continues to be a sport venue for the region. on the peninsula, they're getting ready to announce a new carpool rewards program. it's call carpool 2.0. you can earn up to $100 by simply sharing a ride. the money comes from a local congestion relief fund. for every ten carpool days, you get a 25 d gift card. to qualify for the program, you must track your trips through commute.org's tracker app. you can connect your scoop or waze account to the platform. you have more electronics, but you still have a steering wheel and dashboard. >> autonomous vehicles are about to change that. reporter david louie gives us a look at the future of cars.

>> a major development in alzheimer's research. a doctor says a bacteria that causes gum disease is linked to alzheimer's. researchers discovered the bacteria can invade a person's brain and cause inflammation and neural damage. poor oral health is considered a risk. researchers suggest might be effective in fighting always highliers. tesla is scaling back a price hike. it will cut a 30% increase by 10% worldwide. exact prices will vary based on the region and local rates. it drew immediate and angry reaction. tesla is making the price cut in response to customer feedback. in the east bay, an oakland teacher can make a downpayment on a house thanks to a $25,000 grant.
