government shutdown and hundreds of thousands of federal workers are at risk of missing a second paycheck tomorrow. today the senate is set to consider two competing bills that could end it. but both are expected to fail. also falling victim to the shutdown, the president's state of the union. here's reporter serena marshall. >> good morning. president trump yielding to house speaker nancy pelosi after a week-long showdown. when he'll give his state of the union depends on when the government reopens. ment the president overnight agreeing with the speaker of the house. not on reopening the government but about his state of the union. tweeting he'll do the address when the shutdown is over because there's no venue to compete with the history and importance of the house chamber. the shocking concession by the president after he tried to call pelosi's bluff yesterday. he sent a letter that he plans to deliver the address next tuesday. pelosi official i canceled it. adding i look forward to

welcoming you to the house when the government is opened. the president taking a jab at that decision. >> she doesn't want the american public to hear what's going on. >> frustrations growing within departments, even the president's former homeland security secretary and chief of staff john kelley signing on to this letter urging they fund the department. the dhs employees who secure the nation must rely on charity from others. >> acting white house chief of staff sent a letter to agencies asking for a list of programs that will be affected if the shutdown runs into march or april. calling it prudent management. small businesses across the bay area are doing what they can to help furloughed employees. >> abc 7 news was at a barbershop in san francisco offering free haircuts. the owner of the company believe

they leave her shop looking and feel better. the shop usually charges $50 for a cut. it's on columbus avenue near the transamerica pyramid. employees at san jose airport received food assistance. the airport teamed up with second harvest food bank toified employees impacted by the shutdown. airport staff donated personal care items to support 200 federal employees and their families. senator kamala harris says she feels for the federal workers missing their paychecks tomorrow. the now presidential candidate spoke about it on msnbc last night. >> this is symbolic of another point. paying attention to the fact that we have so many american families who are living paycheck to paycheck and for whom this economy is not working. this economy is not working for working people. >> harris announced she's running for president earlier this week. she says a big part of that decision was the 2016 election. she's going to visit south

carolina that has one of the earlier primary elections. she will formally launch her campaign with a rally in oakland on sunday. happening today, san francisco taxi drivers are getting ready to stage a horn honking demonstration at city hall. they're protesting changes to the legacy medallion. that's the license that makes a vehicle a taxi cab. they will ban drivers with legacy medallions from picking up people at the airport. the new rules gives preference to medallion holders who paid $250,000 for their license. manry still paying off their loan and facing increasing competition from ride hailing companies. legacy drivers got their medallion for free. happening today, b.a.r.t.'s board of directors will hear how riders really feel about b.a.r.t. as we told you earlier this week, b.a.r.t.'s approval rating is at a record low. a new survey shows customer satisfaction is down from three

we'll take a look atngp.e r t ct sue? >> sig-alert. looking at at procthe approach bay bridge. pickup truck is involved. apparently it had a toolbox that fell off and knocked the motorcycle rider over. they're calling for an ambulance. behind that in the macarthur maze it's the transition ramp from westbound 580 to eastbound 80. we have a second accident. both of those are impending your commute towards the bay bridge toll plaza. a quick look at the toll plaza. traffic is just stacked up on to all approaches because of these accidents. two separate. we also have a problem with the sig-alert over the altamont pass much that's in the reverse commute. but you can see traffic is just very, very slow. all lanes blocked. traffic is being diverted off to 580. this is again in the eastbound direction. westbound remains typically

the man accused of killing five people inside a florida bank made his first court appearance. zephen xaver is charged with five counts of premeditated homicide. xaver called 9-1-1 and reported he had fired shots inside the sun trust bank in sebring yesterday. it's about 80 miles south of orlando. eventually, he surrendered. investigators are expected to release more details about the

you look out towards tracy, that's the tule fog sneaking northward that we may have to deal with tom morning. let's look at the streets. 101 is affected. mark west springs road, around guerneville, all dealing with reduction in visibility. slow down if you can. here's a look at sutro tower. gorgeous morning for the rest of us. albeit chilly. 38 to 44. a tale of two seasons. that's winter-like. when we've reached the low 60s, that's more spring-like. enjoy the sunshine. by 7:00, we'll be down to 49 to 53. i don't think things are all this quiet on the roads. let's get over to sue. >> we just watched them clear this accident approaching the bay bridge. you can see our camera no more emergency crews there. it was blocking two lanes approaching the toll plaza. but now those lanes are clear. hopefully we'll have recovery. also back behind it, westbound 580 towards eastbound 80, that accident also cleared off to powell street.

hopefully things will improve shortly approaching the toll plaza. a little better news if you're traveling eastbound to get into tracy on 580. they've opened up one lane. all lanes were blocked with this accident leaking gas all over the place and diverting folks off to 580 at that split there. you can see that long line of red sensors heading eastbound. also westbound. that is typical for your commute. that is why they still have a sig-alert there. guys? >> thank you, sue. a live look at the richmond-san rafael bridge. headed through the toll plaza could soon see relief during the morning commute. >> marin officials will push for an extra lane on the upper deck. westbound commuters have had enough with all the awful traffic. abc 7 news reporter jobina fortson is live with more. jobina? >> reporter: good morning. well, commuters are so ready for this. with traffic wait times expected

to get worse, this couldn't have come at a better time. check out the bridge. you can look at that. if you see on the right-hand side here, that is where the $25 million bike and pedestrian lane will go on the upper deck traveling westbound. this is what it's supposed to look like when it's finished. traffic officials want to remove the barriers and put a third lane of traffic there during commute hours. a third lane was added last year going eastbound. commuters appeared ecstatic about that. the original plan was to conduct a four-year pilot project for the bike and pedestrian lane going westbound. officials in marin are hoping to bring that four-year down to six months. they say the increase in congestion is to blame for that. the transportation authority board of commissioners will be talking about the westbound lane tonight at their meeting at 7:00. for now, reporting live, jobina fortson, abc 7 news. thanks, bina. the state of union showdown

appears to be over. >> the president is officially postponing the address until the shutdown ends. that ends a week-long stalemate. in his tweets, he said i will do the address when the shutdown is over. i'm not looking for an alternative venue for the state of the union. there is no venue that can compete with the history, tradition and importance of the house chamber. i look forward to giving a great state of the union address in the near future. the president is basically backing down after house speaker pelosi told him he wouldn't be allowed to deliver the address in the house. pelosi has said the address shouldn't be delivered while the government remains closed. as 800,000 federal workers are now on the verge of not getting their second paycheck, people in the bay area are coming forward to help. >> a gas station owner in fremont is offering free gasoline. ray 'ol yea owns ava letter owe gas station on mowry avenue. he plans to give away $20,000 of free gas to federal workers. he's posted signs about the offer near the pump.

speak to somebody that doesn't value human life very much. >> police used dna collected in the attack on yik oi huang to identify gathron as a suspect. huang was found beaten in a park across the street from her home. she's still in the hospital in critical condition. pg&e is blasting a federal judge's plan for wildfire safety as unrealistic and potentially dangerous. the judge has proposed ordering the company to inspect its entire electrical grid before the start of the fire season in june. he also wants pg&e to remove any trees near power lines that might be a fire hazard. the company says that would cost it between 75 and $150 billion. it would lead to staggering rate hikes. the judge will hold a hearing about this wednesday to decide whether toish auto you that order. you're never more than seven minutes away from your accuweather forecast. 39 in sunnyvale, campbell, 38
