good evening. >> cal fire had held pg&e responsible for a dozen other wild fires. but not the one that ravaged santa anna. >> the most destructive wild fire in california history at the time. 22 people died. more than 5,600 buildings destroyed as the fire raced through entire neighborhoods. it scorched 37,000 acres. >> the fire started on october 8. next to a home. you can see the location with sky map 7. the fire then roared to the south. >> live in sacramento. >> the governor wanted to make clear this no way lets pg&e off the hook for other wild fires under investigation. including the campfire. regardless of who is at fault he wants the focus to be on the fire victims. helping them rebuild. investigators blame the tubs

fire not on pg&e. but on a private electrical system. the cause clears pg&e of any wrong doing. related to the largest wine country fire in 2017. this brings much relief for the utility giant planning to file for bankruptcy protection next week. citing billions of dollars in potential damage from other deadly wild fires. governor says he's not sure what pg&e will do next. >> pg&e was found not to be liable. in that instance. now that said rkts pg&e was found liable for 17 other fires. in 2017. >> cal fire says while they have determined where the fire started. it's possible public power lines caused other fires in the area due to extreme weather conditions. >> could there have been? yes.

but this is the point of origin for the tubs fire. you can have infrastructure failure and spot fires. they're confident this is the origin. >> some would be pleased with the announcement. clearing pg&e of causing the tubs fire. others would be confused. some question the findings. newsom has no reason to believe the findings are flawed. he has full confidence with the investigation. with cal fire. but says if he's presented with new evidence to suggest otherwise, he would have to take a close look. at those findings. >> thank you. pg&e is expected to file for chapter 11 bankruptcy in five days. acknowledged today's cal fire findings. it didn't change the companies financial challenges. in statement the utility says pg&e still faces extensive litigation, significant potential liability.

and a deteriorating financial situation. further impaired by the recent credit agency downgrade. >> while pg&e deals with the financial trouble, the people who lost everything in the tubs fire are wondering tonight what this cal fire report will mean tr them. this video shows the neighborhood before the fire. in october of 2017. you can see what happened after the wild fire swept through. devastation simply everywhere you look. we covered the fire. this destruction and lately the rebuilding. what are you hearing from people about the report? >> it's a matter of interpretation. this is tulip tree road. in coffee park. construction has begun as litigation continues. despite this report, those lawyers say they are not going away. let's begin representing several

hundred clients in the tubs fire. >> this is still going to court. going before a jury. and all the evidence. and the jury will decide. >> on a brisk winter day, rebuilding continues. from the beginning many victims have assumed pg&e to be the culprit. not all of them. >> contractor lost his home. >> people were counting on the fact they were going to recoop the money the insurance companies aren't covering. >> now? >> i guess we're on our own. >> it's not that simple. the tubs fire was the largest it wasn't the only. cal fire named pg&e the culprit in some of them. one reason the county filed suit on the utility. for millions of dollars in damage. chair of the supervisors says the cal fire report changes nothing. >> it's one piece of evidence. we need to continue down the path and have everything be

top of breaking news. >> official cause has yet to be determined for the campfire. the fire that destroyed the toup of paradise. the deadliest wild fire in state history. the state is extnding the lease for the center housing people who lost homes. it's going to be allowed to stay until march 15. if necessary. >> now there's still about 150 people living in trailers. at the fairgrounds. >> a man accused of beating an elderly woman in san francisco is being held without bail. he made his first court appearance this afternoon. facing 16 criminal charges for a crime spree. he faces attempted murder. robbery, elder abuse and child endangerment. >> you have an 88 year-old victim. you really want to do everything

you can to preserve public safety. the charges merit this approach. >> the first victim 88 year-old is recovering from the assault. in visitation valley. the other victims include two teenage girls robbed of their phones at gunpoint. >> police on the hunt for a suspect involved in a deadly hit and run crash. this is new video released by police of the white van. believed to be involved. white panel van it happened at tenth just after midnight. officers say it appears a woman was in the crosswalk when the van struck her and took off. if you know anything about the crash or van, police would like to hear from you. >> days ago a scathing survey highlighting a long list of rider complaints about bart. it was a hot topic during the board meeting today. the board pitched some solutions. >> we have heard the results for a while.

this was the first official chance the bart board had to ask questions about it. and to talk about solutions. >> today's bart board meeting was held in san francisco ferry building. new venue but same old gripes according to riders we talked to. >> the trains get crowded in the morning. >> the homeless people sleeping on it. taking up seats. especially in the morning. >> the only thing i don't like -- >> new bart president says the problems are tough to solve. but promises they will be addressed. >> they're the problems affecting bart. and the bay area. >> bart kuz a customer satisfaction survey every two years. the official results are worrisome. a couple of examples. would you recommend bart to a friend, this graph shows 85% said they would in 2016. last year that number was down to 73%.

here are the areas where satisfaction took a drop. nearly 20% fewer people were happy about steps to curb fare evasion, 16% fewer thought personal security was being addressed. this fight is part of the reason. >> you'll see work on reducing fare evasion. and better fare gates and we'll see a lot of initiatives that respond. >> homeless out reach programs are already under way in san francisco. and drug use has been reduced. but not completely eliminated. at the civic center station. he calls cleaner and safer. >> we're working on the what the public wants. this is a tough year. we're listens and we hear and we're sorry. we'll do better. >> bart is already partnering with local counties and cities for more security. and says he would like to start an ambassador type program.

challenging issue in the bay area. we have heard that before. so how do the five self-described agitators think they can begin to solve the problem? involve the private sector. microsoft vad it will invest 500 million in affordable housing in seattle. in the bay area. facebook is committed. with the chan zuckerberg initiative. >> it's their capitol. which is so helpful. also the voices. >> today the partnership for the bay future was launched with the goal of raising $500 million. they have secured 261 million. where will the money go? the goal is preserve and produce more than 8,000 homes over five to ten years. besides building more housing. they could fund a non-profit that are already buying properties and revitalizing them with the purpose of keeping them

in south bay questions over the fate of two hospitals. >> o conner and gilroy are part of the bankruptcy health system. >> people who count on the hospitals for healthcare are watching this closely. >> that's right. the deal itself needs to close by march. california attorney general doesn't support it. and he's not backing down. >> residents await the fate of two hospitals whose uncertainty has been in the air for quite sometime. >> i'm appalled this is happening. i live in south county. itar>>he hospital in gilroy and the hospital in san jose.

were previously owned by the daughters of charity. both now belong to the health system which delaired bankruptcy last summer. a judge signed off on the sale of the two hospitals. to the county. that deal could be in jeopardy. >> we can't have a situation where lawyers in sacramento are trying to run county owned hospitals. >> county officials and community members came together to share their concerns ahead of a bankruptcy court hearing an ex week. in which the attorney general requested a stay on the $235 million sale. the public health department is worried about the being without a major medical facility. should it close. >> i have a lot of heart issues and strokes. i have severe sleep apnea. when i immediate to the get to the hospital fast. it's there. for me. >> officials said in a statement the attorney general is entrusted with the responsibility under the state constitution and statute to protect the health and safety of

a very popular spot with the mild temperatures. the beach forecast on saturday wall to wall sunshine. santa cruz 70 degrees. 65 ocean beach. ocean water temperature is chilly at 56 degrees. other spots tahoe the three day forecast. notice sunshine friday and saturday. great conditions. we're talking about really comfortable and quiet. 40s to mid-50s for the afternoon highs. good news the snow pack is looking really good. three weeks ago statewide we were just at about 69% of normal. flip forward to today. look at that snow pack. wll above normal. 114%. you notice california really lush really green. we have good water levels right now. we could expect them to rise in february. right now it's about the mild air. temperature wise in the 60s at this hour. 61 in the city.
