system, not pg&e, was the cause of the deadly tubbs wildfire. thank you for joining us. >> new video from sky 7 shows you exactly where the fire started in october of 2017. use r using our sky map technology, you can see the streets we're looking at. the red pin shows the origin. >> at the time, the tubbs fire was the most destructive wildfire in california history, scorching nearly 37,000 acres. more than 5600 buildings destroyed. 22 people died in the flames. > we have team coverage tonight, beginning with our hunter live in santa rosa with reaction to the new report. >> reporter: yeah, dan and ama, cal fire says their report is a thorough and systematic investigation into the tubbs fire. but not all residents are as confident in the report's

findings or in letting pg&e off the hook. pg&e isn't at fault in setting off the massive tubbs fire. privately owned electrical equipment next to this property triggered the deadly blaze. that's the conclusion of an investigation by cal fire, which has the support of some. >> if that's their judgment on it, i trust that judgment. they investigated it, and i know they have the tools to do that. >> reporter: cal fire's 80-page report is based on witness statement, and physical evidence. the fire patterns at the site prove that the fire moved towards the new pg&e pole in question and there's no evidence showing pg&e's conductors were charged when they fell to the ground. the mayor says the results aren't a surprise. >> if you were to say pg&e was doing the study, that would be a different story, for obvious reasons. but i have no reason to doubt

cal fire. >> reporter: cal fire also interviewed a caretaker of the property who said the pole was woodpeckered so bad, that it was about to be replaced. but not everyone is convinced. stacey says she wants more evidence and she doesn't want the city to rely on an investigation conducted by just one source >> there was a lot of fire. it's hard to determine what really happened with that much heat, i would assume. but i'm not a fire expert. hopefully they get somebody else out there to get a second look. >> reporter: now, while the report doesn't pin point the exact point of origin, cal fire investigators say it does eliminate all other possible causes of the tubbs fire. they also found no state violations related to the fire. >> tubbs fire victims who are suing the utility company for millions say today's report changes nothing in their lal challenges against pg&e. the attorney who represents

hundreds of wildfire victims says the cal fire report remains inconclusive in her eyes. >> it's common when liability is in question that you have one expert saying one thing and another saying another. and another agency may say another thing. >> reporter: is pg&e off the hook? >> not stars we're concerned. >> she says there ae so many redak shuns in the report that it's hard to follow what investigators were thinking when they made their determination. governor gavin newsom spoke to reporters in sacramento. our reporter has that part of the story. >> reporter: cal fire investigators blamed the tubbs fire not on pg&e, but on a private electrical system. >> our obligation is to get a detailed, accurate report out to the public. that's what our investigators did. >> reporter: the cause clears pg&e of any wrongdoing related to the largest wildfire of 2017.

the utility giant plans to file for bankruptcy protection next week, citing billions in damages in other wildfires. the governor says he's not sure what pg&e will do >> now what? do we anticipate they will file bankrupt bankruptcy? that's a question for pg&e. >> reporter: cal fire says it's possible that public power lines may have caused additional fires in the area due to weather conditions. the governor said this in no way lets pg&e off the hook. >> my focus is not pg&e, but california and californians. my focus is on safe, reliable and affordable service. >> reporter: the governor acknowledged not everyone would be pleased with today's announcement but says he has no reason to believe the findings are flawed and has full confidence in the investigation. in sacramento, "abc7 news." pg&e is expected to file for

chapter 11 bankruptcy in five days time. it acknowledged today's cal fire findings, but says the report did not change the company's unsurmountable financial challenges. pg&e still faces extensive litigation, significant potential liabilities and a deteriorating financial situation, which was further impaired by the credit agency downgrades to below investment grade. slgz >> the news provides some clarity on the utility's liability for the october 2017 firestorm. cal fire investigators have already determined that pg&e's equipment is responsible for at least 17 major wildfires. pg&e's stock shot up today after cal fire released its report. this chart shows how it's performed since last monday. it took a beating when plans came out that they were for bans rupt si.

a lot of people claim about b.a.r.t., but b.a.r.t. has something to say, too. fare evasion is a major problem, and now they're taking extra steps to make sure riders pay their fair share. katie utehs is live on the embarcadero -- i'm sorry, kate larson is there live. forgive me, kate. >> reporter: that's all right, dan. b.a.r.t. is making sure fare evaders can't evade and can't get through these gates. they have got their inspection teams, and last year in 2018, a team of six inspectors worked monday through friday during the day. as of this week, there's a team of ten, and that's expepanding d they're working nights and weekends. first they ask, then they scan. and instead of maybe a $3 ride, you get slapped with a $75

citation, $55 if you're under 18, and three in one year, it's a misdemeanor. the board of directors passed and ordinance proof. police issued about 2,000 citations a year. but in 2018, the new fare inspeck tors issued more than 6,000 citations. >> we've encountered the same people who we have cited for not having proof of payment. and the next time we encountered them, they had a b.a.r.t. ticket. >> reporter: we saw a handful of people get busted, including a woman who spoke to us. >> i've been living here my whole life, it's fine with me. >> reporter: are you going to pay for a ticket from now on?

new details. two hikers who slipped down an embankment and onto a remote section of beach were rescued by chp helicopter this afternoon. the men were not hurt. sky 7 was right there, when a highway patrol officer jumped out of the chopper and onto the beach. the pair called for help after catching the high tide come in. they got concerned. patrol officers say folks need to avoid the cliffs, especially after rainy days, because the ground could be unstable. we're going into day of the partial federal government

shutdown. today, t bills to end the shutdown failed in the senate. but there are new talks between lawmakers and the president. here's the latest from washington. >> reporter: two competing bills to reopen the government went nowhere in the senate. but sparked bipartisan talks between lawmakers and the white house. >> today didn't open the government. i think the message that we heard loud and clear from americans is, enough already. >> reporter: president trump, now open to funding the government for three weeks. but demanding a large down payment on the border wall, and a commitment from democrats that they'll negotiate a broelder deal on security. >> one of the ideas is they pay a pro rated down payment for the wall, which i think people agree that you need. you need the wall. >> reporter: the senate failed to pass a proposal from the president for $5.7 billion in exchange for three years of daca protections the president previously took away. >> we need a compromise that can pass both chambers.
