time to gan update on weather ad traffic with mike. >> the offshore breeze and the tule fog would bleed into the east bay. that's where we have in concord. it was down to one a few moments ago like we're dealing with in santa rosa. let's take a look at 242. 680, where they come together. pleasant hill, all the way out to bay point pitsburg and as we look back to san francisco from the east bay hills, clean air once again. a hint of haze. more so as we get deeper and deeper into this drying trend and warming trend. we're starting off cool in the 30s and 40s. most of us near 60 by noon. low to mid-60s at 4:00. back down to 7:00. we'll take a look at the weekend forecast. we'll get 70s in here. how about other hotspots. sue? >> we've got nice traffic flow

through san rafael. the taillights towards central san rafael for about a 15 to 19-minute drive to the golden gate bridge. the richmond-san rafael bridge, where we have roadwork, you can see the emergency crews on the right-hand side of your screen. they have cleared out of westbound lanes. they're working on something coming off of the richmond-san rafael bridge on the eastern side of the span. otherwise, just slow and go out of the central valley. very typical for our early morning commute. we'll come back with the sunol grade full road closure again due to roadwork in a few minutes. >> thank you, sue. developing news, victims of the devastating tubbs fire aren't satisfied with an official report of its cause. >> they say a homeowner's private electric system, not pg&e started the inferno. new video shows you exactly where the fire started in october of 2017. that red pin on the map shows the point of origin on bennett

lane in calistoga. we have more information. >> privately owned electrical equipment next to this property on bennett lane in calistoga triggered the deadly blaze. that's conclusion of an investigation by cal fire, which has the support of some. >> if that's their judgment on it, i trust that judgment. they investigated it. i know they have the tools to do that. >> cal fire's 80-page report is based on witness statement, expert opinion and physical evidence. the report states that the fire patterns at the site prove that the fire moved towards the pg&e pg&e pole in question and there's no evidence that pg&e were charred -- the results anti-a surprise they say. >> pg&e was doing the study, that would be a different story for obvious reasons.

i have no reason to doubt cal fire at this point. >> cal fire also interviewed a caretaker of the bennett lane property who says the private pole was woodpeckered so bad that it wasinced. stacy willow wants more evidence and doesn't want the city to rely on an investigation conducted by just one source. >> there was a lot of fire. it's hard to determine what happened with that much heat, i would assume. i'm not a fire expert. hopefully, they get somebody else out there to get a second look. >> in santa rosa, abc 7 news. pg&e says the cal fire report doesn't change the company's insurmountable financial challenges. it's expected to file for chapter 11 bankruptcy next week. pg&e still faces extensive litigation, significant potential liabilities and deteriorating financial situation which was further impaired by the recent credit agency downgrades to below investment grade.

>> developing news today. 800,000 federal workers are missing a second paycheck. >> the shutdown is on day 35. lastg oner courts are running out of money of the civil cases are expected to be suspended now. but for the first times, there are signs that washington leaders may be moving toward progress. yesterday a handful of republican senators crossed party lines to vote for the democrats bill to reopen the government. it received more votes than the president's proposal. now president trump says he could be amenable to reopening the government if democrats made a prorated downpayment on the border wall. marin county firefighters are rallying to help unpaid members of the coast guard. the fire department posted a video of firefighters collecting six truck loads of food and $12,000 in gift cards in just three hours yesterday. that's incredible. firefighters will continue to accept gift cards as long as the shutdown goes on. in the south bay, the san jose city council has approved a 90-day moratorium on evictions

for unpaid federal workers or anyone who gets federal housing aid. the council approved an interest-free program for 500 federal employees at min et san yoes national airport working without pay. it will be up and running next week. as the shutdown continues, you can find more information about resources for federal workers on our website, abc7news.com. new developments involving this viral video of teenagers who appeared to be mocking a native american veteran in washington, d.c. nick sandmann is the one in front of the -- he face libel and slander lawsuits. he says he was falsely accused as an aggressor. he says he was trying to diffuse the situation. police are investigating two deadly collisions within 12 hours of each other. the first one happened at 12:35 yesterday morning at north 10th and east santa clara street. the second crash was at 12:55

yesterday afternoon at meridian and kooser road. in that incident, the police spotted a burglary suspect getting into a white bmw. the vehicle sped off as officers tried to pull him over. he crashed into a black lexus. the driver of the lexus suffered nonlife-threatening injuries. but a passenger in the bmw crash died. in the earlier accident on 10th at santa clara, police released surveillance video of the van they think hit and killed a woman in a crosswalk. the video shows the van going down the street and police are still looking for that driver. san francisco mayor london breed issued an executive directive to make sure all of the skyscrapers in the city are safe from earthquakes. san francisco will be strengthening the resiliency of tall buildings based on recommenda looking at 156 buildings over 240 feet tall in downtown south of market area. mayor breed wants city department toss develop regulations to address geo

let's take a look at the fog in the san joaquin valley. visibility, as well as 200 to 800 feet. it takes most cars going 70, 70 miles per hour on average about 200 feet to stop. it gives you an idea of how you should commute through that area. here we're looking at low to mid-60s in the afternoon. 66 in monterey. low to mid-70s, breezy in southern california. 58 in yosemite today. let's look at tahoe. here we are in heavenly. they're making a little bit of snow this morning. there's none in the forecast until there's a hint of it next thursday. thanks, mike. two hikers have the chp to thank for saving them in marin county at muir beach. sky 7 was there when a highway

patrol officer jumped on to the rocky shoreline yesterday. the two hikers were pulled to safety and were not hurt. they called for help because they saw high tide coming in. chp says people need to avoid the cliffs midday because the ground could be unstable. an independent bookstore will close. aardvark books posted that everything has to go. well, except for their store cat, owen. 50% off. the bookcases are free. the store manager told our partners at hood line, customers shouldn't wait until the last minute because aardvark will most likely close earlier than the 10:30 closing time. it was sold under the condition that it has to be empty for the new owners. nhl all-star weekend festivities under way in san jose. >> the all-star skills competition will be held at sap center. the action started yesterday afternoon. a newly renovated outdoor rink in roosevelt park was unveiled

we've got about 30 in st. helena. noisy up there. you can see on the ferry building, the flags definitely blowing offshore. that means even warmer temperatures today. i think today is going to be the brightest day. we'll be overrun by clouds the next couple of days. patchy fog tonight. warmer than average. down to the south, well to our north, wait until i show you the temperatures in the rest of the country. some places will be 60 to 70 degrees cooler than us today. we're in the mid to upper 60s. that means they're having highs in the single digits. 67 in san francisco. the cool spot fairfield and antioch at 64. some of the tule fog trying to sneak into the east bay tonight. upper 30s and low 40s for you. patchy fog in the north bay. low to mid 40s around the bay except for oakland, san francisco and out to the coast upper 40s. i'm pegging tomorrow ago the best chance of reaching 70

almost everywhere. i think the clouds will be a little too thick sunday and monday. we'll stop in the low to upper 60s. then we'll eventually fall into the low to mid-60s. warmer than average. drive through thursday. good morning, sue. >> they've picked up the roadwork southbound approaching the golden gate bridge. they had all the way leading to the span and on the span earlier. that has been picked up. you've got four lanes in the southbound direction, two lanes in the northbound. very light conditions coming into san francisco. about a 45-minute ride westbound on 580 out of tracy up and over the altamont. good news for commuters on the sunol grade. the northbound, which is typically the noncommute direction, we had a full road closure due to roadwork once again between sheridan and andrade. that has been picked up as of ten minutes ago. >> thank you, sue. in the east bay, work is under way on a project to upgrade the interchange at interstate 680 and highway 4 in pacheco. the plan will expand highway 4 and allow for express lanes on

haze. temperatures are still climbing. today 9 to 12 degrees warmer than average. in the mid to upper 60s from 66 in livermore and napa, san jose and redwood city at 68 degrees. former 49er quarterback joe montana is hoping to make big bucks off the cannabis industry. he's hoping to fund an investment. it will use the money for farming, retailing and distributing cannabis. the hall of famer believes the industry can provide relief for those suffering from chronic pain and help treat opioid addiction. montana hasn't said if he uses marijuana. many people still using their phones while driving. the institute for highway safety says drivers are more than twice as likely to use a phone behind the wheel compared to five years ago. most of them are using a hands-free device. experts say no matter how a phone is used, it's still a

distraction. more than 800 deaths from car crashes in 2017 were blamed on drivers using a phone behind the wheel. for sale, one of the largest real estate deals in san francisco history. the office and retail complex is the headquarters of levi strauss and company. they're asking $700 million for the property. according to the chronicle, they've decided to cash in on the hot real estate market. levi's said it wouldn't impact its existing lease. i'm going to try to explain to you why we live here, even though we talk about how obnoxiously expensive it is. it feels like 18 below in chicago. 16 below in minneapolis, 12 below in omaha. atlanta is cold at 25 and new york at 27. look at their highs today. they don't get above freezing in fargo. 6 below for a high temperature. this is why i don't live in minneapolis anymore. their high is 5 todaya as is chicago.

15 minutes, not bad at all. thank you, sue. two teenagers have sharing a story of survival after spending the night trapped in the snow of the sierra foothills. mckenna kelly and her boyfriend john hanson went to forest hill for a fun sunday arn. their car spun out as they were attempting to leave. attempts to leave failed. they realized they'd be spending the night in freezing temperatures with little food, no water. >> we would set alarms every hour to check the exhaust because the snow was so hard. if the snow-covered the exhaust, we would die in the car. >> wow. the next morning john hiked five miles to find help. a good samaritan rescued mckenna on a snowmobile. she suffered from frostbite but is expected to be okay. millions of americans are hiding a financial asset from their spouse or partner. according to a report by credit cards.com, one in five people hide a checking, savings or credit card account.
