this is new video captured by cnn of law enforcement raiding stone's home after 6:00 a.m. eastern time in ft. lauderdale florida. that's where he was arrested. all of this is what he knew of wikileaks, damaging information about hillary clinton and what he was telling the trump campaign. here's pierre thomas' analysis. >> according to the indictment, once stone learned that congressional intelligence committees and the fbi had open investigations regarding russian interference in the 2016 election, stone took steps to obstruct the investigation. special counsel claims that stone made false statements to the house intelligence committee and denied processing or possessing records that contained evidence of his interaction ws wikileaks and he attempted a wit false testimony. >> he's maintained his innocence. he's scheduled to make an appearance in court later today. reporting live in the newsroom,

jobina fortson. abc 7 news. thank you, sdwroe bin a. developing news. cal fire electrical equipment, not pg&e is to blame for the massive tubbs fire in -- the report is based on witness statements, expert opinions. it shows the fire moved towards a nearby pg&e pole in question. it says there's no evidence showing pg&e conductors were charged when they served or severed, excuse me, or fell to the ground. following cal fire's report, governor newsom spoke to reporters outside his office. the governor says he's not sure what pg&e will do next. he made it clear that this is in no way -- this in no way lets pg&e off the hook for other wildfires still under investigation, including the camp fire, the deadliest and most destructive in california

history. >> not liable in that instance. now, that said, pg&e was found liable for 17 other fires in 2017. >> governor newsom acknowledged that not everyone would be pleased with yesterday's announcement. but he says there's no reason to believe that cal fire's investigation was flawed. pg&e's stock shot up after cal fire released the report. this chart shows how it performed since last monday. it took a beating when news came out the utility planned to file for bankruptcy later this month dropping down to about $6 a share. it rose by 73% yesterday closing at $13.95. many federal workers are losing their second paycheck today. 35 days into this government shutdown. there's a possible end in sight. bipartisan talks about a short-term compromise have begun after two senate bills failed. lana zak has more from washington. >> today, several thousand

federal workers are missing another paycheck. >> i received my last paycheck december 31st. >> i haven't been paid in over 33 days. >> the shutdown lasting so long that the federal courts are running out of money. civil cases are expected to be suspended now. many federal workers are reaching the breaking point. >> at what point do i resign from this agent is si? i can't continue to fund my family on my savings and pay for myself to go to work. >> for the first time in weeks there are signs that washington leaders may be moving towards progress after both the republican and democrat sponsored bills failed to reach the 60 votes needed to pass. >> now, you've got leader mcconnell and the minority leader trying to figure out what we can do. >> a handful of republican senators crossed party lines to vote for the democrats' bill to reopen the government which received more votes than the president sending a message to the white house. president trump saying he able

could be amenable to reopening the government. >> to pay a prorated downpayment for the wall. >> meanwhile the president's commerce secretary, wilbur ross himself a billionaire is being criticized for these remarks object cnbc. >> there are reports that there are some federal workers going to homeless shelters to get food. >> well, i know they are. i don't really quite understand why. there's no real reason why they shouldn't be able to get a loan. >> now, it's still not clear if president trump would support a temporary measure to reopen the government if it does not include border wall funding. he is reportedly also looking into the possibility of an emergency declaration. lana zak, abc news, washington. b.a.r.t. is taking extra steps to make sure that riders are actually, you know, paying their fare. >> fare evasion is one of the major problems plaguing the

transit agency. amy hollyfield joins us live in walnut creek with more. amy? >> reporter: hi, alexis. it is a big issue. they will discuss it today at their board of directors meeting for b.a.r.t. they're having a workshop. this will come up. commuters say they think it's good news to hear that they will be adding fare inspectors. they bant people who jump through these fare gates to have to pay. b.a.r.t. used to have six fare inspectors. now they're going to have ten. instead of working monday through friday during the day, they will have inspectors working nights and weekends. don't be surprised if they come up to you and ask for proof of payment. they will scan your ticket or clipper card with their hand-held machines to see if you paid. one fare inspector we talked to said the program is working. >> we've encountered the same people who we've cited for not having proof of payment and the next time we encountered them

>> investigators released these photos showing the large amount of damage left behind by the burgla burglars. the two were after copper wiring. the two men had stripped and prepared the wiring for metal scrapping when they got arrested. the initial estimate for repair, $100,000. still ahead, senator kamala harris is on the campaign trail. where she's headed today and the questions surrounding a rally.

want to give you a quick heads up that we have thick fog around santa rosa, sebastopol. windsor, heelsburg. occidental road, winter road. down to quarter a mile. be careful. a missing 3-year-old boy has ban found alive. casey hathaway is in good health and back with his family in north carolina. he disappeared on tuesday after playing in his grandmother's backyard. authorities say he was found in the woods less than a quarter mile from the home. he was tangled in some vines and thorns. a neighbor heard him crying last night and called 9-1-1. they say casey was able to tell officials his name and age. he is in the hospital getting

checked out. but officials say he could be released later today. what a relief for his parents. >> i know. they said the first thing he requested was to watch netflix. >> cool. all day long. in today's gma first look, a school superintendent in indiana has been charged after trying to provide medical care to a sick student. >> here's the problem. police say she used her own insurance and said the student was her son. lindsey davis has the details. in this morning's gma first look, the superintendent of schools in elwood, indiana is back on the job this morning after being charged with insurance fraud. >> i just want it to be over with to get back to the business of educating kids. >> according to the police, she went to the home of a sick student and took him to a medical center where she used a false name claiming he was her son. >> i have a student i've been helping, he was sick. i believed it was strep throat. >> she admits to driving him to a pharmacy where she had a prescription filled for an antibiotic because the student

she will hold -- south carolina holds an early primary as it always does. she launch her campaign in oakland on sunday. oakland could face a fine for an ethics violation. they forwarded information about senator kamala harris' sunday presidential campaign rally. the release from the spokesperson reads in part, harris believes that the time is now for us all to defend equality, decency, justice and democracy and her candidacy will be animated by her life ease work for the people. it won't explain why it was forwarded to the media. it feels like an endorsement. public employees are not allowed to use government resources including e-mail for campaign purposes. singer kelly clarkson kicked off her tour with bay area fans. >> the first stop at oracle arena where she brought up a very special guest on stage. the singer posted this picture to twitter after the show.

you are moving past golden gate fields and in towards the toll plaza. for about just under 30 minutes from hercules westbound all the way into san francisco. still no -- well, i maybe take at that back. still no metering lights but things are stacking up in the center lanes. this is a good indication of the fastrak lanes. not so much. we'll check back in a few minutes to see if we have an official word. thank you, sue. breaking news in the russia investigation. the fbi has arrested roger stone, a long-time associate of president donald trump. >> special counsel robert mueller's office released this development early this morning. stone has been hit with seven counts by the special counsel. it includes one count of witness tampering, five counts of false statements and one count of obstruction of justice. all of this deals with what he knew about wikileaks and the damaging information about hillary clinton and what he was telling the trump campaign. the indictment claims stone

misled investigators. last month, stone appeared on abc's this week and toward george stephanopoulos he was curious about wikileaks but did not cooperate. >> i was interested in knowing what exactly they had. but there was no response to that. >> you never spoke to julian assange, never contacted wikileaks, never spoke about any of that to president trump? >> that is absolutely correct. >> stone was arrested in ft. lauderdale this morning following the indictment. he's scheduled to make an appearance in court later today. now we're going to turn to the tubbs fire. some victims of the fire are now saying they aren't satisfied with an official report of its cause. >> cal fire says a homeowner's private electric system in calistoga started the inferno, not pg&e. cal fire's 80-page report is based on witness statements, expert opinions and physical evidence. the reports state that burn patterns at the site prove that the fire moved toward a nearby

pg&e pole in question and that there is, quote, no evidence showing pg&e's conductors were charged when they were severed or fell to the ground. some people believe the report, others are not so easily convinced. >> hard to determine what really happened with that much heat, i would assume. not a fire expert. so hopefully they get somebody else out there to get a second look. >> they say pg&e was doing the study, that would be a different story. i have no reason to doubt cal fire at this point. >> new video using sky map 7 shows you where the fire started in october 2017. the red pin shows the point of origin on bennett lane. pg&e says the cal fire report doesn't change the company's insurmountable financial challenges. it's expected to file for chapter 11 bankruptcy next week. in a statement, the company says pg&e still faces extensive litigation, significant potential liabilities and a

deteriorating financial situation which was further impaired by the recent credit agency downgrades to below investment grade. developing news today, 800,000 federal workers are missing a second paycheck. >> the shutdown is now on day 35 lasting so long that the federal courts are running out of money. civil cases are expected to be suspended now. for the first time in weeks, there are signs that washington leaders may be moving toward progress. yesterday a handful of republican senators crossed party lines to vote for the democrats bill to reopen the government. it received more votes than the president's proposal. president trump says he could be amenable to reopening the government if democrats make a prorated downpayment on the wall. >> marin county firefighters are rallying to help unpaid members of the coast guard. the fire department posted video of firefighters collecting six truck loads of food and $12,000 in gift cards in three hours yesterday. firefighters will continue to accept gift cards as long as the

real-time. let's go to jobina fortson. she has more details on this. jobina. >> good morning. about 2 million people travel down crooked part of lombard street every year. that's according to the transportation authority and we are about to add to that number. here we are. we're going to head down now and give you guys an idea of what could happen here if people get their way. an electronic reservation system has been proposed. before accessing this portion of lombard street with your car, visitors have to go to a website, app or kiosk to pick a day and time to visit the street. it would be offered in 30 to 60-minute increments. the license plate number would be registered. say you have a rental car, tourists could sign up and update the license plate portion later. this would offer a similar to fastrak. cameras would read the plate, verify it and the payment would go through. if the plate isn't registered, gh ra.isoulu ridents and their guests and according to sf
