good evening. thank you for joining us. >> it's been 35 days since the partial government shutdown began on december 22nd. today the president announced a deal that will temporarily reopen the government and get every one back to work with pay. >> now that deal is good for three weeks. it expires on february 15th. >> if we make a fair deal, the american people will be proud of their government for proving we can put country before party. we can show all americans and people all around the world that both political parties are united when it comes to protecting our country and protecting our people. >> the president backed down from his $5.7 billion demand for a southern border wall. a partisan group of lawmakers negotiate a broader border security agreement. democratic leaders are still firmly against wall funding. >> it's sad it's taken this long

to come to an obvious conclusion. >> hopefully, it means a lesson learned. shutting down the government over a policy difference is self-defeating. >> now if he doesn't get wall funding in three weeks, the president is threatening to shutdown the government again or use his executive power to pay for the wall. we have live team coverage on the local reaction to today's news. we have what tsa workers think. >> well, they told me today, stop playing politics with people's lives and livelihood. that's the message federal workers want to send to washington. they said they also wish they could go on strike but they are not allowed to strike, soy th t vented some of their anger at oakland international airport. i spoke with the bay area tsa union president. >> what do you think of the president's announcement today?

>> we're happy that our people are going to get paid for the work they've been doing for the past month but we're still anxious. three weeks means nothing. our people are being used as pawns and we're tired of it. it's wrong. >> reporter: outside oakland international airport at noon today, tsa workers, other federal employees and other representatives of bay area unions spoke out. >> we must make absolutely clear, it's only temporary. these workers should not be held hostage. this shutdown has to end permanently. >> reporter: workers marched curb side at terminal one and into the airport where they circled at the security check point. passengers took pictures and airline employees cheered them on. their feelings on the temporary truce and the shutdown. >> we don't just want a pause to

the shutdown. we wan we want an end. >> i'm afraid i'll be back here in three weeks. that kind of uncertainty is unfair, immoral and it needs to stop. >> we as federal employees are not allowed to strike. someone needs to amend that and says you're not allowed to shut us down and stop or work and stop our pay. >> reporter: as you heard there, a lot of uncertainty. first they are not paid. now they will get back pay but still worried about not getting paid again in a few weeks time. i will describe their reaction to the president's announcement as a bit of lerelief and a lot frustration. >> i think that sums it up. thanks very much.e shutdown is time for tax season. they're urging all of us to file taxes despite the volatility in washington. the irs was one of the federal

agencies short staffed because of the shutdown. california began accepting returns. the irs will accept returns on monday. >> officials warn the tax return plan may make it complicated this year. we all have to file. for federal workers the relief is they will get their back pay soon. the question remain what is will happen in three weeks. we have the story of three different people tonight. >> reporter: cautiously optimistic is perhaps the most overly used phrase in tv news. you'll have to excuse me because i will use it one more time. i talked to many families and they said they are optimistic, but then when i ask them what

will you do next? how will you proceeds? they said with caution. even after the president's speech, christine was still feeling uncertain about her family's future. her husband has been working without pay at the coast guard island command center. >> i'm so grateful this seems to be over for now, but i'm nervous because it's really just a band aid. i'm afraid we'll be in the same exact position in three weeks. >> reporter: the family dipped into their savings to pay the rent but they are behind on everything else. >> do i turn my bills back onto autopay. do i go back and pay all these bil bills i've turned off or just horde these paychecks. i'm nervous. will we be able to pay for our kids food? >> reporter: many of the coast guard families are grateful to businesses and the east pay coast guard spouse's club for meeting some of their needs.

al making big news today, trump adviser roger stone was arrested as well as indicted. he was charged with seven counts. using the abc 7 news app, we have been sending push alerts like this one since the story broke. stone is charged with lying to a house intelligence committee and making false statements. these allegations are in connection with what he supposedly knew about the hacking of hillary clinton's e-mails during the 2016 campaign. what he told the trump campaign about those leaks. stone spoke shortly after his court appearance maintaining his ne innocence. >> i will plead not guilty. 29 fbi agents arrived at my home with 17 vehicles with their lights flashing. their terrorized my wife, my

dogs. >> he was released on a quarter of a million dollar bond. also in court today, former campaign manager paul manafort. a federal prosecutor says there's no current plans to bring new charges against him. it's the first time manafort has been seen in public since october. prosecutors claim manafort broke his plea agreement by lying to investigators, but say they won't level any new charges. thousands of people are expected in downtown oakland on sunday when senator kamala harris launches her presidential campaign. she announced on monday. set up will again saturday afternoon. the event begins at noon. police are preparing for big crowds too and will close some streets around oakland city hall. transit bus will be rerouted. bart is urging attendees to use the 19th street station as an alternative to the 12th street station. the governor says he's had

it with one city not doing its part to solve the state's housing crisis. they are suing huntington beach saying it's blocking affordable housing which is against state law. today's lawsuit alleges the city developed a housing plan that met state standards but then amended it to cut the number of housing units being built. santa rosa mayor said cal fire report the 2017 deadly tubbs fire started with electrical equipment does not change the lawsuit against pg&e. the city is suing the utility to recoup money fighting the fire. its legal team is looking through cal fire report which was released yesterday. >> we've had this report for less than 48 hours. fwhee we need to continue to talk to our legal team. how thorough is their analysis, we need to continue this discussion. it's been way too short to stop the litigation at this point. >> the tubbs fire killed 24

members of the stanford track team found themselves stranded after their charter bus caught fire. 31 members of the men's track team were on the bus at the time. this new cell phone video taken by a member of the women's team shows the team jumping off the bus as it caught fire. the team is scheduled to take part in a two-day track meet at the university of washington the stanford officials say despite the delay, team will compete as scheduled. in the north bay you could call it a matter of artistic differences. a mural was repainted in the interest of diversity. the changes may not be what you think. wayne friedman shows us. >> reporter: an artistic unveiling scheduled to happen tomorrow that was then cancelled and then instead took place unofficially today and not to rave reviews. >> i'm angry. >> do you like it? >> it doesn't have the same meaning, so no.

computers. santa clara county changed its court computer system. >> police officers and deputies say it's putting their lives at risk. santa clara isn't the only county to have problems with this software. >> reporter: police officers say it matters to them to know if someone they stopped has a warrant for their arrest. >> it could be people that been arrested for drugs multiple times, child molesters, gangsters that were involved in shootings or wanted for assault with a deadly weapon, carjacking, anything. >> reporter: there's a backlog of warrants in the computer system and they might let somebody go who should be going to jail. representatives say they are at rsk. both the court and the software company says it's not their fault. quote, we have investigated these claims in a statement and have verified that tyler and our products are in no way involved

in the issues presented. the court told abc 7 news officer and public safety is a priority for the court. the majority of the existing warrant backlogs are for low level crimes. arrest warrants are beingenenen agents upon arrest. noticing to defendant, witnesses and officers to be in court are not going out. >> last week i had lawyer thank me for not showing up on in court for a notice i never got. her client got off on charges that i had no way of trying to prosecute because i didn't show up but i was never notified. >> reporter: santa clara paid for its new system. it maintains there's no malfunction with the warrant process. the three police associations say they would like to revert to the old system. the court says that's not an option.

the city of hayward is taking a step to help its homeless population. with that 45 beds and two modular unit, individuals can stay up to six months. they will have on site laundry, bathroom, showers and other facilities. it's modelled on a project showing success in berkeley. today sonoma county conducting its homeless census. engineers are about to get a look at a section of the golden gate bridge that tourists never see. the bridge district is preparing to inspect massive foundations. a specialized engineering firm is being hired to take images of the section that support the bridges two main towers. the process involves lorie i lo the equipment into the water as deep as 90 feet.

mexico city. southwest plans to add flights between california and hawaii but still needs approval from the faa. because of the shutdown the regulators have been off of work. on that subject, breaking news. minutes ago we got official word from the white house that president trump has signed the agreement that lawmakers reached to re-open the government in the short term. it will expire in three weeks on february 15th. taking a live look at san francisco international airport. this is where a flight had to make an unskicheduled landing. a flight attendant on board died. he worked for hawaiian for 31 years. the airline released this statement. emil loved and treasured his job and shared that with our guests. our hearts are with his family, friends and all those fortunate to have known him.
