live where you live, this is "abc7 news." >> we have reached a deal to end the shutdown and reopen the federal government. >> it's sad, though, that it's taken this long to come to an obvious conclusion. >> the longest government shutdown in u.s. history is over, for now. congress passed a measure to fund the government for three weeks and the president signed it tonight. thank you for joining us. >> president trump announced a deal with democrats after he backed down on his demand for border wall money. >> reporter: tonight, the government is open again. congress quickly passing a three-week spending bill. >> the president of the united states. >> reporter: after president trump backed down. a 35-day partial government shutdown triggered by his demand for $5.7 billion for a wall, on

the southern border. >> let me be very clear. we really have no choice but to build a powerful wall or steel barrier. >> reporter: but the short-term deal, no money for a wall. back pay for federal workers who missed pay check but nothing for thousands of federal contractors. the president agreed to a bipartisan congressional conference, which will try to hammer out a deal on border security. >> are you no longer ruling out any money for the wall? >> have i not been clear on the wall? i have been very clear on the wall. >> reporter: but the president has threatened down the government again in three weeks or declare a national emergency if he doesn't get what he wants. the president was facing public and political pressure. federal workers to pay bills and food lines. tsa agents also calling off. more than half of the 26,000 irs

workers recalle for the tax season didn't show up for work. >> shutting down the government over a policy difference is self-defeating. >> reporter: as agencies start to reopen, the president and lawmakers say federal workers will receive back pay in the coming days. >> the president was criticized by some people for allowing the government to reopen without the $5.7 billion for the wall. he tweeted, i wish people would read or listen to my words on the border wall. this was in no way a concession. it was taking care of millions of people who are getting badly hurt by the shutdown with the understanding that in 21 days, if no deal is done, it's off to the races. so when will federal workers be paid? employees say likely not until next week. they'll have to file time cards, agencies will have to approve them and then the checks issued. that's unwelcome news for many families in the bay area who say they're struggling right now.

our reporter is live with their reaction. unser? >> reporter: today was the second payday most federal employees have missed since the government shutdown. many are now looking forward to their first paycheck. the problem is, most still don't know when that will be. >> are you hungry? >> immediate family is thousands of miles away. so we make family where we go. >> reporter: tonight, this family includes billy and his wife, who treated chief michael mcclintock and his family to dinner. >> they just toughed it out. they don't say a lot. they're proud. and so it's got to be tough. >> reporter: and it has been. he's a health services tech nick with the coast guard's pacific strike team. he goes to work, but he hasn't been paid for weeks due to the government shutdown. >> the last two weeks have been stressful and difficult. there's been loans and payment

deferments. >> reporter: he said they were happy to hear the white house reopen the government. but then what? >> it's really just a band-aid, and i'm afraid that we're going to be in the same exact position in three weeks. >> reporter: christine's husband also works for the coast guard. they're behind on bills and used savings to pay rent. across the bay area, many families have turned to local food banks and other charities just to meet basic needs like food. >> do i just horde these paychecks because i'm nervous, will we be able to pay for our kid's food? >> reporter: some federal workers took advantage of no interest loans they were offered, which were supposed to be paid as soon as the government reopens. now many have to figure out since this is a temporary fix, are their loans due, as well? >> unser, thank you. federal workers in the bay

area rallied at the oakland airport saying while they're somewhat relieved by the news, they're still worried about the government shutting down again in three weeks. >> no more shutdowns! >> tsa workers, other federal employees and representatives of bay area hey boar unions, called on lawmakers to a permanent end for the shutdown. many feel like they're being used for political pawns. american companies are still committing millions. j.p. morgan chase will donate $1 million. also today, united airlines said it will donate a million dollars. walmart committed $300,000 to support programs for unpaid workers. as for the state of the union. nancy pelosi said there are no plans to m for with the president's speech on tuesday. she says she told the president that when the government is open, they would discuss a mutually agreeable date.

the stanford track team's charter bus went up in flames in seattle this afternoon. luckily, everybody on board escaped without injury. our reporter is live at stan tord with their story. carlos? >> reporter: larry, behind me is where the team practices when they're on campus, but they were away when the bus they were in caught fire. the team's bus, seen here in flames, sitting underneath a ramp on interstate 5 in seattle. everyone on board made it out before the fire and smoke overtook the chaert bus. the athletes enroute to a track meet. >> all of a sudden we heard a pop that sounded like a gunshot and we pulled to the side of the road and noticed smoke. >> reporter: once everyone made it out, they were left stranded on the highway. we face timed with two of the team's pole vaulters afterwards. >> it was calm afterwards, but we realized all of our stuff was

under the bus. then we were like, that's like our uniform and shoes. but everything made it out, so we were lucky. >> reporter: after 2 1/2 hours, the team was transported to the university of washington campus in a city bus. >> we got some of our kids on there nervous about the meet. then this happens and you realize that there's much bigger things in life and that perspective is really valuable for them. >> reporter: some students back on the stanford campus were worried for their friends. >> i was really scared. i texted her, i was like, are you okay? she was like, our bus caught on fire, but we're fine. >> we're safe, doing great, ready to make the school proud. and the meet must go on. >> reporter: and the track meet will go on as planned on saturday. students spent the night washing their clothes and uniforms to get rid of that stench, the stench of smoke. ly back tomorrow once theyteam are done with that meet.

reporting at stanford university, a police chase came to a dramatic end in oakland this afternoon. sky 7 was there, and you can see several police cars surrounding a black sedan in the middle that appears to have collided with a pickup truck. police say the vehicle was connected to a homicide and a home invasion. the suspects were arrested. a nevada mural is going back to the drawing board. members of the high school dreamers club designed a mural to promote inclusion, respect, and kindness. it was commissioned by a group called age friendly nevado to hang in a senior center. but one complained that the mural did not include any white people, and changes were made by painting over some of the existing figures to make them look white. the students were appalled. >> i'm angry. >> do you like it?

>> it doesn't have the same meaning. so no. >> the artist and age friendly apologized saying a new version will be unveiled at a later date. thousands are expected in downtown oakland on saturday when kamala harris launches her presidential campaign. she announced her candidacy monday. sunday's event is billed as an official launch for her bid of the democratic nomination. the event begins at noon on sunday. police are preparing for big prouds and will close some streets around oakland city hall. they narrowly escaped a fire that tore through their apartment. and tonight, meet the heroes who are coming to this family's aid once again. we're all familiar with the bay area housing crisis. i'm katie utehs in san jose to tell you about a program that's keeping teachers, firefighters and other professionals in their communities. and these are not bumper cars. what it takes to stop some wrongway boats on a river.

as part of our commitment to building a better bay area, we're digging into issues and finding improvements. >> teachers are facing more and more pressure, living in one of the most expensive housing markets in the country. >> and one south bay teen saw this happening at his school and wanted to help out. katie utehs has the story. >> reporter: sometimes a personal connection makes a problem more real to people. >> it really started when i saw the issues faced by teachers at my school. a lot of them having to face long commutes or just being

forced to spend more time away from their family. >> reporter: harrison jones with his dad, a real estate professional, said let's house people in vacant apartment units in large complexes. there are usually two to three open in 100 plus complexes. >> we should jump on it. this is part of our mission, to keep people housed in their communities. >> reporter: the housing industry foundation is running the pilot project. they've sourced 50 units and placed eight people so far. like this south bay teacher. >> we were paying around 40% of our net income in rent. that is too much. >> reporter: she moves into her new place in san jose tomorrow. the land lord is giving a below market rate. sequoia is one of 17 developers involved in the program. currently it takes place in san mateo counties but they're hoping to expand. the apartment is just 15 minutes from her school.

in oakland, sky map 7 show where is a proposed gaundala system would connect the b.a.r.t. station on 12th street, leaving passenger s close to where the pays plan to build a ballpark. the study released today found that connecting downtown oakland to the water front with an overhead tram would create more than $500 million in revenue in the first decade of service. mostly through sales tax. it would be kind of cool, though. >> $500 million sounds optimistic. we would take it, wouldn't we? for sure. will we see a real splash brothers shootout at nba all-star weekend? and the nhl skills contest tonight in san jose. who is
