conditions september this car -- sent this car, you'll see in a second, into a tailspin. the coldest temperatures in years will slam the region. wind chills could drop to 50 below zero in chicago this week. >> extreme weather is causing damage in south florida. a suspected tornado touching down near miami. strong winds blew over several trucks and damaged homes. no injuries have been reported. we'll have the full forecast in a few moments for your monday. and in the mean time, we turn you to washington. new concerns that we could be headed toward another government shutdown in just a few weeks. >> in a new interview out this morning, president trump says he thinks there is less than a 50-50 chance of reaching a deal with the democrats. he's insisting on a border wall. and his top aide says the president is willing to shut down the government again. >> this all comes as we learn when federal workers will finally get paid for the weeks they worked without a paycheck. abc's serena marshall has the details. serena, good morning. >> reporter: kenneth, janai, good morning to you. the government is open. they're back to the negotiatg i

strike a deal in the next three weeks. it's only been open for 48 hours. already a threat the government will shut down again. in a new interview overnight, president trump told "the wall street journal" i personally think it's less than 50-50. but you have a lot of very good people on that board. that board, a group of lawmakers trying to come up with a plan the president can get behind after he signed a bill to temporarily reopen the government for the next three weeks. but if they can't, he promised friday a wall will be built, even if it requires a national emergency declaration to do it. >> the government will either shut down on february 15th, again. or i will use the powers afforded to me -- >> reporter: the president's acting white house chief of staff told fox news another shutdown is not planned. >> when the president vetoes a bill on a spending package, sometimes it has the effect of shutting the government down. we don't go into this trying to shut the government down.

>> reporter: the democratic minority leader thinks, however, a repeat is unlikely. >> i think president trump touched a very hot stove. threatening and using shutdown to try and get his way. >> reporter: federal workers, though, not so optimistic. >> they want to try to do in three weeks what they couldn't do in five weeks. they're going to shut down the government again. >> reporter: their back pay not expected to clear until the end of the week. a government watchdog group overseeing the irs has warned congress that the agency will need at least a year to recover from the 35-day shutdown. as the government digs out of back pay and backlogs, the house speaker is looking for a new date for the president's state of the union. saying it's highly unlikely it will happen tomorrow. >> february 15th. the countdown is on again. our thanks to serena there in washington. nbc's tom brokaw is apologizing after facing backlash for his comments about hispanics during a discussion on "meet the press" about the proposed border wall.

he said hispanics should work harder to assimilate. there was immediate pushback from a fellow panelist and latinos. >> i happen to believe that the hispanics should work harder at assimilation. it's one of the things i have been saying for a long time. they ought not to be codified in their communities. but make sure that all their kids are learning to speak english and that they feel comfortable in the communities. and that's going the take outreach on both sides, frankly. >> one advocacy group calling his remarks as grotesque. another organization described his words as xenophobic. brokaw tweeted a full i feel terrible a part of my comments on hispanics offended some members of that proud culture. i have worked hard to knock down false stereotypes. he says he believes in dialogue, not division. president trump's long-time political adviser roger stone is not ruling out cooperating with special counsel robert mueller. stone was arrested on friday and has been indicted on charges of obstruction of justice and lying to congress.

he insist he never spoke to the president about wikileaks, russia, or the mueller investigation. he's accused the fbi of using quote gestapo tactics during his arrest. >> any chance you'll cooperate with special counsel robert mueller if he asks? >> you know, that's a question i would have to determine after my attorneys have some discussion. if there's wrongdoing by other people in the campaign, that i know about, which i know of none, but if there is, i would certainly testify honestly. >> he's never suggested to you in any way, shape, or form that he might offer you a pardon? >> absolutely positively not. >> court documents claim stone threatened witnesses calling one a rat and sending an e-mail that said, prepare to die. stone says many of his e-mails were taken out of context. we expect the death toll to rise today after a dam collapse in brazil. the disaster unleashed a torrent of mud and waste from a mine. nearly 60 people are confirmed dead. more than 300 people are missing. international help is on the way

off her presidential campaign in her home up to of oakland. an estimated 20,000 people stood outside to hear her speak. she's the daughter of immigrants from jamaica and india and slp's push for a border wall. there's speculation that hillary clinton may try a third run for the white house. cnn reports clinton is telling friends that she is not closing the door on a run in 2020. but a source tells abc news clinton is not running, though she hasn't ruled it out. people around her have reportedly urged her to run. the former ceo of starbucks, howard schulz says he's thinking of running as an independent. he told "60 minutes" neither party is doing what's necessary. some democrats claim an independent will only help iversity has stepped down after sending an e-mail warning chinese students to speak english all the time. dr. megan neely's message came after other faculty members

maya tisdale was born premature. diagnosed with cerebral palsy. >> i'm walking! yes! >> reporter: instead of celebrating milestones, her family says they're in an almost daily battle against scammers. using photos and videos from maya's instagram page, creating new, fictitious accounts. >> they're trying to scam people by saying this is their daughter. she's ill. they need money for treatment. >> reporter: ann tisdale claims she filed a police report and notified instagram multiple times. the social media giant telling abc news, we investigated this issue and disabled a number of accounts. we also took the additional step of blocking those responsible from creating new instagram accounts. >> these types of cases are happening every day. nonstop. these hackers have thousands of fake accounts to use to target various victims. >> reporter: for weeks, with each deactivated account, a new one would pop up. one sending this private message

threatening to only stop creating new accounts using maya's likeness if she paid $30,000. >> they're actively looking for these types of situations where there is a story that the public is interested in where they can try to get money contributions fed into that account that they create. >> it's a sickening feeling to see that as a parent. instagram and facebook have been a wonderful platform for us to share our story. how do you think you're doing this? >> i do -- >> i would hate to see it ruined by not being taken care of in a way that's appropriate. >> reporter: and instagram encourages users to report fake accounts. they say the best way to ensure the content of your page is secure is to keep your account private. marci gonzalez, abc news, los angeles. two men involved in a dramatic case of road rage near boston are due in court today. authorities say the men got into a minor accident and started arguing. richard to that suv's hood

for nearly three miles. it only ended when a man held a gun at the driver just as officers arrived. kamrowski is being charged with disorderly conduct. >> he kept going fast, slow, fast, slow. trying to get me to slide off. i wasn't getting off the car. i just kept telling him, stop the car, stop the car. he wouldn't stop. >> just incredible. the driver is facing multiple charges including assault with a dangerous weapon. in medical news, an area considered to be one of the nation's anti-vaccination hot spots is battling a growing measles outbreak. a state of emergency declared in washington state where 35 case of the infection are now confirmed. 34 are in clark county, which including vancouver. most of the patients are under 18 and were not immunized. warnings have been issued in neighboring oregon and idaho. in sports, what's worse than

concord and down to 65 at san jose. oakland. 64 in san francisco. how is the morning commute starting, sue? >> pretty good. got some roadwork to contend w take a look at the golden gate bridge. three lanes in both directions and traffic is slowing nicely. no fog there. headed across the san mateo bridge. 13 minutes to get from 880 towards 101 on the peninsula. we do have a stall that turned into an accident. lower deck of the bay bridge heading in the eastbound direction. we'll check on that in a minute. thank you, sue. remembering a sports giant. this morning, the man credited or keeping baseball in san francisco is on the minds of baseball fans across the bay area. >> former team owner, peter mcgowan died yesterday. we expect to hear about the impact he had on the team and the city. amy hollyfield live for us at r oracle park.

>> reporter: peter mcgowan is known for creating this stadium, bringing this to san francisco and also for signing barry bonds. barry bond put out a statement tweeting i am extremely sad end by the passing of peter mcgowan. i will never forget our first call of me coming home to play. he will be greatly missed. sending my love and prayers to debbie and family. i love you, peter mcgowan. he died in his home of cancer. he was known for so many things. one thing he was loved for, he was always sitting behind home plate with the fans. they will never forget him. >> everybody had so much confidence when peter mcgowan stepped in in order to make the current stadium a fact. he was a noncontroversial guy, it seemed to me, if you cared about the sport. >> he was the kind of owner that cared about the team and cared about the fans and loved the sport.

people like that seem to be few and far between. it's a shame to be without him. >> reporter: the team and city says we would not have this stadium, oracle park, without him. this would be an area full of old warehouses and piers. it would not be the stadium we have today and that we would be cheering for the tampa bay giants. the team would not be here in san francisco, many believe, without him. the team won three championships in five years. mcgowan was 76 years old. the ceo and president, larry bayer will be making comments about his business partner and friend. reporting live in san francisco, amy hollyfield, abc 7 news. mcgowan was to be inducted into the giants wall of fame during the upcoming fan fest. those plans are now on hold. the giants say funeral services for peter
