sport. people like that seem to be few and far between. it's a shame to be without him. >> reporter: the team and city says we would not have this stadium, oracle park, without him. this would be an area full of old warehouses and piers. it would not be the stadium we have today and that we would be cheering for the tampa bay giants. the team would not be here in san francisco, many believe, without him. the team won three championships in five years. mcgowan was 76 years old. the ceo and president, larry bayer will be making comments about his business partner and friend. reporting live in san francisco, amy hollyfield, abc 7 news. mcgowan was to be inducted into the giants wall of fame during the upcoming fan fest. those plans are now on hold. the giants say funeral services for peter mcgowan will be private.

this is abc 7 mornings. joaquin valley, once again, deal with the tule fog. visibility two miles until 11:00 this morning. high clouds out there aren't going to let the sun penetrate and warm the ground and diffuse and dissipate that fog until late in the morning hours. in fact, it looks cloudy and mild everywhere with low to mid-60s through the central valley, monterey. upper 60s to mid-70s for san diego and l.a. in lake tahoe, we're still skiing on groomed snow. we've got a light mix tuesday and light mix wednesday night and thursday morning. oakland police arrested a woman for a hit-and-run crash that critically injured a teenage boy. the accused driver now faces charges. police say she was already on probation for a similar crime. abc 7 news reporter laura

anthony sat down with the boy's family. >> the woman shown in this cell phone video who allegedly ran over a teenager with her car and left the scene is now behind bars in alameda county. 36-year-old leah yoshiko conner is now facing multiple felonies for the january 2nd hit and run that left 14-year-old carlos prieto iii severely injured. the boy was riding his bike in the fruitvale district when a car driven by conner struck him and dragged him for several blocks. the allegations against conner include assault with a deadly weapon, reckless driving and leaving the scene of an accident. according to an arrest warrant, conner was on probation already after her conviction three months ago for felony dui with injury and evading police related to an incident in sonoma county in march of 2017. >> still under goes a lot of surgeries. about every other day. >> the boy's grandfather was among dozens of people who gathered at the fruitvale

they hope the surgery is curative. he's being treated at an oakland hospital. he's optimistic about his outcome. fighting back against the state creating dueling lawsuits about home building in california. huntington beach is a wealthy community southeast of los angeles. last week, governor newsom's administration announced it's suing the city saying it is deliberately blocking affordable housing, which is against state law. now huntington beach is suing the state to overturn a different housing law. this law accelerates approving housing projects that they offer affordable housing and meet other conditions. the law is an overreach into matters. the lack of housing in california means the state needs to set standards. a 911 dispatcher is being praised for taking the time to help a young caller who had a

i remember just thinking, man, the way i am right now, i don't want to live. i was discharged from the army, and i've been working with the wounded warrior project since 2007. warriors don't have to be severely wounded to be with the wounded warrior project. we do have a lot of guys that have post-traumatic stress disorder. being able to share your story, i guess it kind of helps you wrap your mind around what did happen over there. just because you've left the military doesn't mean your life is over, because when these guys are coming home, i'm kind of leading and training them, instead of for combat, i'm leading and training them to heal. and if i come away with anything from the wounded warrior project, it's them giving my life back. my name is norbie, and yes, i do suffer from post-traumatic stress disorder, but i'm okay.
