last paycheck for nasa ames was december 22 -- the 800,000 or so employees impacted by the shutdown are heading to work. there are still concerns about backlogs, back pay and a threat to shut down the government again. >> do i turn my bills back on to auto pay. do i pay them all that i've turned off or do i hoard these paychecks because i'm nervous, will we be able to pay for our kids' food. >> reporter: with tax filing season starting day, government watchdog group warning about a major backlog at the agency. the biggest concern for federal workers, that this could happen again. the current deal lasts through february 15th. reporting live at nasa ames, matt keller, abc 7 news. than of back pay. but the coast guard tweeted this

parents protested the closure at a previous meeting saying many of the sites the district is considering are in low-income neighborhoods, including roots. the meeting starts at 6:00 at district offices. new this morning, police are investigating a report of sexual assault an stanford university's campus. an alert to the community over the weekend was sent out. it says the woman was on escondido road on thursday morning when a man restrained and groped her. the woman knows the suspect police say. we're getting a better idea of how many homeless are on the bay area streets. this is something that's required every two years in order to receive federal aid. the results will be available later this year. marin county's last count found a little more than 1100 homeless. that was a drop from the previous year. but there was a spike in the number of people considered chronically homeless. a documentary featuring two of michael jackson's accusers

it is just -- it's brutal. you can't have any exposed skin or be outside for like five seconds. that's the windchill wednesday morning as an arctiplodes acros. for us, we don't have to worry about that at all. we've got really nice conditions. up until wednesday, when we have a chance of rain. today we have a spare the air. there's a potential for those most susceptible to unhealthy fine particulate matter in the air. no wood burning all day today. cloudy, mild tonight. the chances of rain begin wednesday and last through the weekend. 63 to 68. those are the highs today. as we jump into wednesday, here we go. cloud cover out there. you can see a little bit of rain by 9:00 in the morning up in the north bay. by noon, all the way to 4:00, it starts to spread across the neighborhoods during the evening commute. the storm is a 1. it's going to be light rain. but it's coming in during the evening commute. that's our first test of how well we drive after having

moscow. the suspect grabs it off the wall in a room full of people. >> what? >> witness rs staring at him, like, wait a second. is this happening? police say the theft happened yesterday. investigators found the stolen painting and arrested the suspect earlier today. crime doesn't pay, kids. the two men arrested in road rage incident in massachusetts. it started with a fender bender and escalated into a harrowing and dangerous ordeal along the highway in massachusetts. yes, that is a man clinging to the hood of the car. he's 65 years old. he held on there for about three miles while the other driver reached speeds up to 70 miles an hour. >> i just kept telling him, stop the car, stop the car. and he wouldn't stop. i thought he was going to run over me. >> a witness subdued the driver by pointing a gun at him. massachusetts state troopers eventually arrived and arrested both men. the one on the hood is also

jessica. peter magowan is being remembered for bringing this stadium to downtown san francisco. he's also remembered for signing barry bonds. we have a statement from bonds this morning. he tweeted out, i'm extremely saddened by the passing of peter magow magowan. i will never forget our first call and the possibility of me coming home to play. he saved baseball for san francisco and will be greatly missed. sending my love and prayers to debby and family. i love you, peter magowan. magowan died in his home on sunday of cancer. he was known for sitting behind home plate or right behind the dugouts with the fans. many say they will never forget him. >> and everybody had so much confidence when peter magowan stepped in in order to make the current stadium a fact. he was a noncontroversial guy, it seemed to me, if you cared about the sport. >> he was the kind of owner that cared about the team and cared

about the fans and loved the sport. people like that seem to be few and far between. it's a shame to be without him. >> reporter: the team and the city says we would not have this stadium without peter magowan. this would be full of warehouses and crumbling piers without him. that we would be cheering for the tampa bay giants. san francisco without him. he helped pull business leaders together to form a partnership and they bought the team, kept them from moving to florida. of course, the team won three championships in five years here in san francisco. magowan was 76 years old. the ceo and president and his friend. larry baird is expected to make public comments at 10:00 a.m. this morning. amy hollyfield, abc 7 news. >> magowan was to be inducted into the giants wall of fame during the upcoming fan fest. those plans are now on hold. the giants say funeral services

for peter magowan will be private and in lieu of flowers, donations can be made to the fields or kids program of the giants community fund. it will be sure to keep you posted as more details are revealed about the wall of fame ceremony. hillary clinton hasn't ruled out another presidential bid. cnn reports she isn't closing the door to a run for the white house in 2020. it could be a possibility given that she won the popular vote from donald trump in 2016. she pointed to the indictments of several trump associates, including roger stone on friday as one of the reasons to take on the president again. if hillary clinton does enter the race, she's jumping into a crowded field. eight other democrats have declared candidacy or formed exploratory committees. abc news reports -- a just released "washington post" poll shows the public has little trust in washington. >> it's been two years since president trump took office and only 35% of people polled are

confident in his ability to make the right decisions for our country's future. 64% of people do not trust him. the numbers are no better for democrats and congress. only 34% of people polled believe democrats can make the right decision for the country. 65% do not trust them. >> new at 6:00, a new book from a former aide to president trump is shedding new light about the inner workings of the white house as told by an aide to the administration. cliff sims worked as a communications aide for the trump administration and also worked on mr. trump's campaign. his memoir, team of vipers is out this week. it's being described as a pro trump tell-all book that describes the president's inner circle as back stabbing, leaking, stubborn and selfish. sims appeared on "good morning america" today. >> play sports in college. tough environment, people usually come together. create this bunk room mentality where it's you against everyone

else. that didn't happen in the white house. >> sims says he resigned. others in the white house say he was actually fired and called into question a purported job he was offered as special aide to secretary of state mike pompeo. happening today, the man accused of beating an elderly woman in san francisco is expected to make another court appearance. 18-year-old keonte gathron faces 16 criminal charges for what police say was a crime spree that went on for more than a week. charges include attempted murder, robbery, elder abuse and child endangerment. 88-year-old yik oi huang is still recovering from the assault earlier this month. an attack on a muni bus in san francisco. this video will show you a man in an ambulance with a gash on his head. it happened around 8:00 last night on the 8 bay shoreline while the bus was near 5th and howard. we've reached out to the police department and muni for more details. oakland police arrested a woman for a hit and run crash that left a teenage boy

critically injured. leah yoshiko conner faces charges for the crash. she was already on probation after her conviction three months ago for felony dui with injury. 14-year-old carlos prieto iii was riding his bike in fruitvale when police say conner's car hit him and dragged him for several blocks. dozens of people gathered for a bike ride and fundraiser to help the family with expenses. >> he's a fighter. he's a strong individual. mentally, physically, he's going to pull out of this with the help of god. >> he's holding in there. he's fighting. staying strong. that's all we can pray for. >> conner is scheduled to appear in court tomorrow morning in downtown oakland. five-time olympic champion expected to undergo surgery after he's battling with testicular cancer. he shared photos from his hospital bed and his wife also shared a post saying that they

hope this surgery will be curative. it appears adrian is being treated at an oakland hospital and he's optimistic will his diagnosis and wants to get right back in the pool to continue training for the 2020 tokyo games. there's new concern surrounding facebook and its plan to integrate messaging service was from what's happen, instagram and facebook messenger. critics say the move raises security and anti-trust concerns. they worry how facebook will share data across the platforms and with third parties. matt? >> reporter: good morning, jessica. the 43 janitorial workers and others here at nasa ames were hit hard. their last paycheck on december 22nd. they're back on the job today. check out the sign. it says welcome back ames family. federal employees are worried about their pay. the treasury department is not expected to clear the backlog until next week. many workers missed at least two paychecks during the shutdown. families lined up at food pantries, some federal workers filed for unemployment. although the 800,000 or so employees impacted by the shutdown are starting their first full workweek. there are still concerns about back logs, back pay and a threat to shut down the government again. >> i am so grateful that this seems to be over for now. i'm nervous bus it's really just a band-aid. i am afraid that we'll be in the same exact position in three weeks. >> reporter: with tax filing season starting today a

government watchdog group is warning about a major backlog at the agency. current deal to end the partial government shutdown lasts through february 15th. reporting live at nasa ames in mountain view, matt keller, abc 7 news. matt, thank you. national parks are reopening now that funding has been restored. ft. point in san francisco could reopen as soon as today. only drake beach road and parking lots remain closed at point reyes national seashore. meanwhile in washington, the museums and zoo will reopen tomorrow. visitors to any of the parks and recreation areas should check the websites before going there and finding out the opening schedules. a san francisco-based company made a name for itself with hourly bookings says it's going to expand that to private homes. >> it's called recharge. it's been doing business in new york, san francisco and los angeles. in san francisco, over a dozen hotels teamed up with recharge

and now the company hopes to entice private homeowners to sign up as recharge hosts. the company is located south of the market. nissan is under investigation by the securities and exchange commission. according to bloomberg, the s.e.c. is examining if the pay disclosures were accurate and if they did enough to prevent improper payments. they confirmed the investigation and says it is cooperating. this is month after two of the top executive in japan were arrested for lying about how much they were paid. here's a live look at the new york stock exchange. trading gets under way this morning. we still remain significantly down. 338 points. so why? investors aren't happy with a weak earnings report from caterpillar this morning and big cut in revenue from invidia. apple and e-bay are expected later this week. hopefully better news than this

morning commutes, well up into the north bay. a little drizzle possible near the coast. it's not until noon we see steadier push of rain move in. even a little bit moderate at times heading towards 4:00. that's the yellow. then it blows through during the evening commute. hangs around through 11:00. then it is over. so it looks like the rainfall amounts will be around a quarter to a third nfinch right during e evening commute on wednesday. that's our next challenging commute weatherwise. tonight, temperatures fall into the upper 40s, low 50s. there's a slight chance of a sprinkle in the north bay. i think the air will be too dry. here's a look at the rain potential. quarter to a half inch. the newest model just came in. it's wetter than the old model was. it's still a 1 for wednesday. thursday, we're down into the upper 50s to low 60s. that's the last day we see the 60s. 2 for friday. i've upgrade td to a moderate. sue? take a look at san jose.

this is 280. it is stopped. it's not -- nobody is even moving here. we have a two-car -- pardon me, a five-car accident blocking the two left lanes. north 280 at saratoga. you're jammed. not even moving. i would suggest 101 at this point or el camino real. they may have shut the lanes down temporarily to clear the accident, in which case we'll check back in a few minutes and see if it's moving any better than stopped. anything would be better than this. >> we'll take any form of movement. thank you, sue. dog lovers of all ages enjoy one of america's few events of its kind. >> abc 7 news was at the cal palace in golden city when kennel club wrapped up the annual dog show. dogs competed to be the tops in breed and group and move on to be considered for best in show. >> this is a bench dog show, so this is a place where the public can view the dogs on display. there's only a few left in the united states.
