will be partly cloudy skies and mid-50s. east shore freeway past golden gate, fudge into nneling mcarthur maze no wait yet. if you have to be up at 5:00 a.m., great time to be on the road at least on that section of the freeway. this is southbound 680 near north main, making your way to highway 24 for about an eight-minute drive from concord into walnut creek. >> thank you, sue. breaking overnight pg&e filed for chapter 11 bankruptcy. yesterday a protest erupted during california public utility emergency meeting focusing on pg&e. >> stop this now standard. >> commission members approved the plan to secure new loans and obtain credit. that speeds up the process for declaring chapter 11. pg&e revealed its plans to do so

earlier this month. the utility said it's facing $30 billion in liability following several deadly wildfires. abc 7 news reporter amy hollyfield will have much more on the breaking story at 5:30. as part of our commitment to building a better bay area we're digging into issues like homelessness. >> part of the solution of ending homelessness in our area is knowing how many are living on the streets. today a count is happening in the south bay. abc matt keller is joining us live from san jose. matt. >> good morning, jessica and reggie. 400 people signed up for this homeless census. many gathering in san jose at salvation army. they are leaving to go out and do that count. this should last until 8:00 this morning. they want to be out in the field while people are bedded down and not moving around. that's why they are doing the count so early. why is it done? this is required by u.s. department of housing and urban development of all jurisdictions receiving federal funding for housing services for people

experiencing homelessness. santa clara showed 7,394 homeless persons, 4,350 live san jose. community organizations will help collect information on people living in shelters, transitional housing as well as people sleeping on the streets, cars, abandoned properties and other places. mayor liccardo is taking part in this account. >> we believe here in san jose that everyone counts. too obvious we disregard and ignore people who are on our streets and parks, behind the store. we need to ensure everyone counts and we're keeping track. >> santa clara county also does a survey of homeless individuals after the census is completed. that helps them understand the demographics of people living on the streets. those service l at the reports from 2017, the last time they did this count, matt, thank you.

would be, quote, a great honor to accept. the speech was originally scheduled for today. the partial government shutdown prompted the delay. democratic presidential hopeful kamala harris touted the power of truth and unity during a town hall meeting with voters in iowa. >> enough with these powerful forces trying to sow hate amongs spoke about her support for medicare for all, new gun safety measures and her opposition to the death penalty. se also addressed the question about critics who think a man would make a better nominee. >> in my entire career i heard people say when i ran and ran as the first woman who would win, people aren't ready, it's not your time, nobody like you has done that before, i haven't listened and i would suggest nobody should listen to that kind of conversation. >> as a senator, harris said she supports border securityut

will not vote for president trump's wall under any circumstances. speaking of president trump, a new abc news "washington post" poll looks at president trump's odds at winning the 2020 election. >> it happens mr. trump has enough support to secure the republican nomination. the poll shows he's the clear favorite among republicans and gop leaning independents. about two-thirds said the gop should nominate him. about one-third said the party should nominate someone else. president trump's lead is less certain in the general election. only a quarter of registered voters polled say they would definitely vote for president trump in 2020. just under 15% said they would consider voting for him. more than half said they would definitely not vote for him. the poll shows there's no clear front-runner for the democratic nomination. about 40% of democrats and left leaning independents have no opinion on who should be the party nominee. as you see on your screen, 9% want former vice president joe

biden. senator kamala harris raepgs seco ranks second with 8%. we have light rain. notice from 5:00 through 9:00 it will hang around as it moves ever so slowly southward. so the north bay will clear out first. the south bay will see the last see the rain leave us between 9:00 and 10:00. you see it's not a lot of rain but enough to put a sheen on the road as you can see right here on the golden gate bridge. all this caution for the rain during the morning hours. the rest of the day is absolutely gorgeous with more sunshine and yesterday increasing sunshine and temperatures almost as mild. maybe 2 or 3 degrees cooler. still in the low- to mid-60s this time of year, pretty nice. we've got 54 with the rain taper by 8:00 east bay, near 0 at noon, 55 by 8:00. in the north bay 48. a little bit cooler at 8:00 but 59 at noon then low 60s this afternoon.

down to 51 during the evening hours. our last stop will be san francisco where it should be dry by 8:00 and 56. we'll ramp up to near 60 at 4:00 and drop into the mid-50s as we head into the evening hours. all right. we've got a lot of rain coming up in the accuweather forecast. i'll see you with that but let's get to sue to talk about the commute. >> bay bridge toll plaza it is raining. can you see big drops coming down on the screen. you're looking at mild and light conditions on the roadways. of course that first rain after a couple of days, things are very slick. use extra caution, watch your speeds this morning. go down to san jose, highway 87 past sap center. headlights headed in the northbound direction moving nicely there. we do have slow and go, about 40 minutes over altamont pass. we've got a main practice in redwood city on el camino or so avoid that area.

have some heavy downpours. if not, a little bit of lightning and thunder. i'll give you an hour by hour look at that coming up. >> thanks, mike. developing news, four houston police officers in the hospital after they were hurt in a shoot-out at a suspected drug house. the governor of texas described it as being, quote, horrific. the officers faced gunfire when they served a search warrant yesterday. police shot and killed two suspects. this morning two officers are in critical condition. three others are in good condition with one already released from the hospital. a tip from a neighbor initially led police to that home. in today's "gma" first look the urgent search for a girl reported missing in tennessee. >> she vanished from her home the night. >> in "gma" first look the parents of 14-year-old savannah lee prewitt speaking out pleading for help in finding her more than two weeks after she vanished. prewitt who was home schooled, last seen january 13th, heading

to bed around 11:00 p.m. just before 5:00 the next morning, her family discovering savannah was gone, her bedroom window open and some of her clothes and bedsheets missing. police say so far there's no evidence she's in direct danger. authorities believe the teen may have traveled roughly 140 miles from her home in madisonville, tennessee to corbin, kentucky. her cell phone pinging. the prewitts clinging to hope she'll return soon. >> we'll miss you, we love you. >> we'll have more on the search at 7:00 a.m. abc news, new york. a woman in the south bay says she was targeted for having a disability that isn't obvious. she says she used her handicapped placard to park in a handicap spot. when she got back to her car it was covered in dog feces. the story now from san jose. >> shelley nicole said dirty

looks come with her disability placard. on saturday the visibly healthy realtor parked in a handicapped spot while showing a home to clients. >> we were in there for a few minutes. when we came out there was poop all over the car. >> we blurred it. >> they decided to smear dog feces all over my car. >> this was violent and so crude and so cruel to do that i just felt like i needed to do it in hopes the person that did it will actually feel the video and feel kind of poopy themselves. >> she says it goes back to the lesson, never judge a book by its cover. she was diagnosed with multiple sclerosis in 2012. it makes her difficult to walk. her mother-in-law was involved in an accident that put her in

ahead of our next storm that comes in tomorrow night through thursday night with moderate rain. the rain totals will be up around a two storm but everything else will be pretty quiet. not expecting gusty winds, much flooding at all, maybe localized ponding if you get caught under a thunderstorm. you can see right there from 4:00 all the way to 4:00. there is a 12-hour window starting tomorrow afternoon through thursday morning of the wet weather. let's see how it falls at noon tomorrow. not much. by 9:00 all of us are wet. the heaviest of the rain starts to fall after 9:00 through thursday morning. that's when we'll wake up to possibly some ponding on the roadway for thursday's morning commute. wednesday's evening commute not good. thursday's morning commute probably worse. then we get to friday. that number two where our evening plans are going to be washed out by some heavy rain. sue. >> all right. take a look. i wanted to show you the mcarthur maze. chp reporting a problem.

hi, good morning, it's tuesday january 29th. >> 5:29 in the a.m. thanks for being here this morning. you may notice it's a little wet outside as you get ready for your day. mike, what's going on? >> a little weak disturbance rolling through, bringing us sprinkles to light rain making your commute possibly a little longer, a little more challenging. highway 4, discovery bay to brentwood all the way to hercules, altamont pass, sunol grade getting wet. light rains trying to make it into the south bay our neighborhoods. a fast mover, northwest to southeast. it will be here unfortunately for the entire morning commute except for in the north bay so. once it passes, though, we're going to see increasing sunshine and feel mild temperatures once again. it will not be raining at noon

a lot of disappoint. one manager call for an entire new board of directors at pg&e. these protesters not happy about this. she shouted down the public utilities commission yesterday in san francisco which voted to approve pg&e's plan to vote for bankruptcy. >> what we need is a public agency. a public takeover of these monopoly utilities. that's the only way we're going to have utilities that are accountable to the people over profits. >> this filing means fire victims will have little chance of getting punitive damages from pg&e or taking their claims to a jury. here is a statement from pg&e released overnight about the filing. we are fully committed to enhancing our wildfire safety efforts as well as helping restoration and rebuilding efforts across the communities impacted by the devastating northern california wildfires. the prediction is this process will take years to resolve. it will be complicated and

palm springs. pretty quiet in lake tahoe now. we'll have snow through tomorrow morning. look at the heaviest of the snow falling this weekend. >> mike, thank you. a 20-year-old woman in custody accused of hitting and killing a san francisco state university student. leila gonzalez in jail held on $50,000 bail. police believe she was the driver who hit and killed 21-year-old angelina saturday evening. this was in redondo beach. she was home visiting family for her winter break. on the peninsula, police want to find the thieves behind a series of car break-ins. video captured the pair in the act on the west side of san mateo. in the background you see one man getting into two cars, one right after the other. police say the burglaries happen saturday between midnight and 7:30 in the morning. the thieves got into unlocked cars and also smashed the windows of some locked vehicles. if you recently bought nectarines at costco, check the label. there's a recall because of
