>> flores has two other children. she's currently living in san francisco with a relative. she's seeking asylum to the united states. we did reach out to the department of homeland security for comment on this case. but we have not heard back. reporting live in san francisco, amy hollyfield, abc 7 news. amy, thank you. very emotional. it's 4:30. if you're just joining us, let's get a quick update on weather and traffic. you're never more than seven minutes away from your accuweather forecast. >> thanks, matt. a few sprinkles trying to move into the sonoma and marin county coast. this morning is going to be relatively dry. there's a little bit of fog out there. that's about it. the main player, you can see it spinning offshore. it's still hours away from us. so we're looking at a dry embarcadero in san francisco, unlike yesterday morning. a little bit of fog, especially in the east bay.

47 to 51 at 7:00. we're nearing 60 at noon with our brightest part of the day. increasing clouds at 4:00. but still 57 at the coast. mid-60s for the rest of us. by 7:00, that's when the showers and the thunderstorms arrive. temperatures still pretty mild. 55 to 59. we'll take a look at the storm impact scale in the commute planner next. here's sue. >> we're slow out of of the central valley again this morning. fairly typical for your ride on the westbound side. corridor over towards livermore. you can see the red sensors there. again, a full freeway closure. this is southbound 680 over the sunol grade from andrade to sheridan. this is roadwork ongoing for a couple of days. th expo ve it picked up by 5:00. we'll go up to vallejo- pardon me, vacaville. an overturned big rig blocking the right lane. this is in the reverse commute eastbound 80 near cherry glenn. they are trying to get a big rig tow truck to get it up and out of there.

we'll be following that too in a minute. crews are repairing a water main leak in fremont. the alameda county water district poebsed these photos of the scene near brown road. the latest update on twitter, repairs began around 9:30 last night. they've notified affected businesses. abc 7 news is committed to building a better bay area. that includes helping you figure out tricky recycling rules. we told you about an east bay garbage company told to stop issuing signs to customers who recycle the wrong way. now the company is asking permission to start issuing the fines again. here's reporter kate larsen. >> in december, 7 on your side's michael finney reported that garbage and recycling company were public services where customers were recycling incorrectly. there were bills for $26 having contaminated materials in their recycling. these people had no idea what they did wrong or how to correct the alleged recycling error.

richmond issued a cease and desist letter requesting public services stop citing customers and refund the money they collected from fines. they say that international recycling material buyers like china, are now rejecting contaminated loads. they say that garbage like dirty diapers, kitty litter, food scraps, construction debris is being disposed of in the recycling bins. republic services says the contamination level ranges between 15 and 45%. public services gave three options. option one, is continue cart audits and a notice with a type of contamination. option 2 would be to audit, tag and leave tun serviced to deal with the following week which could be more costly to customers. option 3 is to do nothing which could result in $10,000 fines to communities who don't recycle enough of their waste.

republic sfrss says our reporting has been helpful to get the word out to what they're calling a recycling crisis. they say don't be surprised in your recycling and waste company starts inspecting your trash and issuing fines. in richmond, i'm kate larsen, abc 7 news. happening today, attorneys for pg&e will be back in federal court in san francisco. they will try to convince a judge not to order dramatic steps aimed at preventing equipment from causing wildfires. the judge is overseeing a criminal conviction against pg&e following the deadly san bruno pipeline explosion in 2010. earlier this month, a judge ruled they have to trim trees and -- pg&e claims the judge's proposals would endanger lives and could cost the utility up to $150 billion. this all comes one day after the utility filed for bankruptcy and it could soon cost all of us. >> we're still paying for the

last bankruptcy in 2001. it's the dwr bond charge on your bill. most think we'll be paying for this one as well. your lights will stay on. pg&e secured about $6 billion in financing to keep operating. but the company does not want to be liable for any more wildfires, which means it may shut off power more often to prevent fires caused by downed lines. pg&e filed for chapter 11 because the utility faces up to $30 billion in liabilities. wildfire victims' lawsuits will be consolidated and likely pg&e faces billions in claims. some people who lost their homes will still move forward with their lawsuit. >> they have a responsibility to us as customers, as human beings, and they're walking away from that. >> an attorney representing 4,000 wildfire victims says the case will now be heard in bankruptcy court. if you have a question about pg&e's bankruptcy, send it to

skills. experts at the american academy of pediatrics recommend parents limit preschool age children to just one hour a day of high quality programming. you can once again discover alcatraz's criminal history at night. the night and behind the scenes tours started back up yesterday. partial government shutdown brought an end to the tours. there's nothing like a lazy day on the beach. you're seeing an unexpected outcome of the partial government shutdown. elephant seals have taken over drakes beach. there were no park rangers and the point reyes national seashore. they saw it as an opportunity to claim it as an area. they're even getting comfortsable in the parking lot. some pups are just days old. the road leading to the beach remains closed. scientists are working on a way for the public to safely observe the seals. that's what a dad does in his house when the couch is free. take over.

hours. it will be stormy tonight with puddles around for tomorrow's morning commute. friday's storm will be stronger with chilly weekend showers. highs today from 60 at half moon bay and san rafael to about 66 in san jose. tonight's going to be another mild night. look at the temperatures in the upper 40s to low 50s. here's what i'm thinking. storm moving slower. it stays more offshore. we're not going to get hit as hard as what it looked like yesterday. 5:00, pretty quiet. quiet through most of the evening commute. around 9:00, we start to see the waves of showers come in. by 5:00, in the morning, they're becoming more scattered. they hang around through the morning commute. by the time we get to noon, they're gone. we'll see a little more sunshine tomorrow afternoon. temperatures in the upper 50s to low 60s. the cooling trend begins. we've got our strongest storm still coming in friday evening. we'll take a closer look at that and the weekend next. here's sue. >> we're going back to the richmond-san rafael bridge where
