i want to know what's it for. where is it going? >> is there something behind the high gas price this is california? the investigations into a mystery surcharge that may be upping the price for all of us. is anybody surprised at that? >> it's wednesday, january 30th. >> thanks for joining us. we're tracking your commute and looking at the skies this morning. there's more rain in the forecast, right, mike? >> yes. we'll start with the storm impact scale to give you an idea what to expect when it arrives tonight. showers, briefly heavy. a tenth of an inch to -- we're going to get more rain as you head south instead of north with this particular system. there's still that chance of lightning. here's a look at the storm. you can easily see the definition, the curl in the clouds out to the west and the clouds of sunshine that we'll deal with mo r for most of the

day. stoorg from 40s to near 50 to 60s this afternoon. once the sunsets, though, the showers start to roll in. be prepared for that. more on that coming up. here's sue with the commute. >> wednesday morning -- hump day. i don't want to cheat us out of an extra day. san jose, 101, the headlights headed in the northbound direction at the 880 overcrossing and everybody is moving nicely here. we'll cross oaf over to town and check out 280. it's an 8-minute drive from downtown san jose to cupertino. looking good there. we have roadwork in place at the richmond-san rafael bridge. freeway closure -- oops, they popped that off the screen. they might have picked it up southbound 680 andrade to sheridan. it looks good so far. california has the second highest gas prices in the country. almost a dollar more than the national average. >> researchers found a mystery

surcharge causing all of us to pay more at the pump. lawmakers want to know where that's coming from. our reporter has gatos. good morning. >> reporter: good morning, guys. the good news, the gas prices are down. those of us in california are paying a 20% surcharge per gallon gag baoing back to 2015. no one knows where the charge is coming from. 12 legislators from the bay area sent a letter to the senator requesting that the department of justice investigate the mystery cost. the letter states that the surcharge has cost drivers about $17 billion, which works out to be about $1700 per family. there's no evidence that gas companies, refineries acted illegally, but it does say that california's gas markets lack, quote, robust competition which

means we pay more at the the committee followed spiking gas prices while after an explosion in 2015. however, gas prices never came down afterwards. >> it's not explained by the fact that we have higher taxes or a cap in trade program for greenhouse gases or burning cleaner gasoline. that's the problem. >> reporter: the california senate held a hearing on this in the past. researchers said they needed more time to investigate. therefore, the delay. reporting live in los gatos. abc 7 news. happening today in san francisco, a community meeting on how to reduce the traffic on the famous crooked part of lombard street. the proposal would charge tourists a fee to visit the street. visitors would need a reservation. the community meeting will be held on jones and lombard at 6:00 p.m.

we know many people can't make ends meet in the bay area, which is why covering housing and homelessness is part of our effort to build a better bay area. workers in contra costa county will conduct a homeless count. they will complete the counts by the end of the week. the u.s. department of urban and housing development requires it to receive federal funding. volunteers hit the streets before dawn yesterday and will finish their count this morning. in a previous survey, the number of chronically homeless and homeless veterans dropped. home first explains a new group is replacing them. >> woman that makes your sandwiches at the deli you go to or the janitor scrubbing the floors. those are the faces of homelessness in silicon valley. the city of santa clara is trying to address the issues of affordable housing and sustainable development. >> in fact, it will be the first in the country to introduce farm to table living in the heart of

chicago around 2:00 a.m. when two masked men hit him in the face and poured an unknown chemical substance on him, possibly bleach. then he alleges, one of them wrapped a rope around his neck before running off. when police arrived, smallet still had the rope around his neck. it's now being analyzed. we'll here from smallet's c co-star, terrence howard coming up. abc news new york. happening today, a hearing that could seal the fate of two hospitals in santa clara county. the two are part of the now bankrupt health system. excuse me. the bankrupt ver at this health system. a bankruptcy judge will allow a arhe of the hospitals toan because he believes he would -- it would ultimately limit health care service toss the public.

police in missouri asking criminals to take a break because it's too cold to fight crime. kenneth moton, abc news, new york. the arctic blast has caused nearly 2,000 flights to be can selds or delayed around the country. this is a live look from the sfo cam. there are more than 1700 cancellations in the u.s. today. 234 delays in and out of the u.s. that number cannot be right. that has to be a lot more delays than that. last time i checked it was at more than 4,000 delays in and out of the u.s. already this morning. many of the affected flights in and out of there, o'hare and midway international airport. you need to check with airlines. you never know when you're connecting in chicago. >> that's true. >> a lot of issues with chicago. >> such a big hub. >> hub for united and southwest. who else? minneapolis, who goes through there? >> continental. are they around? >> used to be necessary nest.

hitting the santa cruz mountains harder than anybody else. the farther north you go, the lower the amount of rain. the farther south you go, the higher amounts. we'll get a rain shot on the south bay. a half inch. san mateo and hayward are around 3/4 of an inch. friday is our strongest storm. we'll introduce wind and potential damage. snow levels at 3500 feet. especially sunday. we may wake up monday morning with snow-capped mountains, sue? >> we're going back to the bay bridge toll plaza. we caught the car fire at the toll plaza. i've circled the disabled car there. it looks like the fire portion is out. but it's still sitting there. i'm surprised there's no bay bridge crews there yet because they're usually very fast to respond. you can see the nyff word of metering lights. hard to believe that's all for that one car. we'll check back and see if the metering lights are on. avoid that left-hand side cash

of u.s. custody. the baby was taken from her parents at the border after the family escaped from honduras. gretchen juliette was held at a her mother is staying here with relatives in san francisco and is seeking asylum. they flew to san francisco last night. >> she wanted to go and pick up the baby herself. they just wouldn't tell her what was going to happen. >> cindy says she's says she's s dreaming of this moment. she says she doesn't know what this separation will do to her child's psychologically. cindy says she has pain in her heart, though, knowing that other families are still separated. we did reach out to the department of homeland security for a comment on this case. but we have not heard back. reporting live at sfo, amy

hollyfield, abc 7 news. thank you, amy. crews are repairing a water main leak. they posted the photos of the scene near brown road and warm springs boulevard. the latest update on twitter, repairs began at 9:30 last night. officials notified affected businesses. an east bay garbage compa company -- >> our report pointed out the company had no prior authority to issue those citations. last night, the west contra costa county garbage hauler asked for permission to penalize customers for putting nonrecyclable items in their recycle carts. republic services says that international recycling buyers like china are now rejecting contaminated loads with dirty diapers, kitty litter, food scraps, et cetera. republic services says the contamination level for west contra costa county ranges between 15 and 45%. some residents say they thought

they were doing everything correctly and were given no warning when they were fined $26 last fall. happening today, attorneys for pg&e will be back in federal court in san francisco. they will try to convince a judge not to order dramatic steps aimed to prevent its equipment from causing wildfires. the judge is overseeing a criminal conviction following the deadly san bruno pipeline explosion in 2010. earlier this month, the judge proposed that pg&e remove or trim trees that could fall on power lines in high wind conditions and then shut off electricity during certain times. pg&e claims the judge's proposals would endanger lives and could cost the utility up to $150 billion. in all this comes one day after the utility filed for bankruptcy. it could soon cost all of us. >> we're still paying for pg&e's last bankruptcy in 2001. it's the dwr bond charge on your bill. most experts think we'll be paying for this one as well. your lights will stay on.

pg&e secured about $6 billion in financing to keep operating. but the company does not want to be liable for more wildfires. it may shut off power more often to prevent it. they filed for chapter 11 because it faces $30 billion of potential liabilities from the wildfires. the bankruptcy filing means wildfire victims' lawsuits will be consolidated and they'll likely get less money. they face billions of dollars in claims. some people who lost their homes in presidethe tubbs fire will s rebuild. >> they have a responsibility to us as customers, as human beings. they're walking away from that. >> an attorney representing 4,000 wildfire victims say the cases will now be heard in bankruptcy court. if you have a question about pg&e's bankruptcy, send it to us. look for this story on abc7news.com. you scroll down and find a form where you can submit a question directly to abc 7 news much.

this morning, u.s. intelligence chiefs are warning the biggest threats facing america today are isis, iran, e report contradicts president trump's claims on those very same issues. the directors of the fbi, the cia and national intelligence discussed the worldwide threats on capitol hill yesterday. much of what they said contradicted the commander in chief. the cia director gave a vastly different assessment following the summit last year. there was no longer a nuclear threat from north korea. >> regime is committed to developing a long-range nuclear armed missile that would pose a direct threat to the united states. >> the most significant counterintelligence threat, however, is china. with the fbi director saying their use of economic espionage was so widespread that most of the fbi field offices had an open investigation linked to

china. many schools across the midwest are closed today because of dangerously frigid arctic air. it's blasting millions of spots, there's no mail service today. that includes iowa, nebraska and minnesota, along with parts of wisconsin and illinois. large chunks of ice are blocking boats from navigating the chicago river. also in chicago, crews are setting fires on commuter railroad tracks to keep switches from freezing. everything freezes. nothing works when it's that cold out. here's a look at their current temperature. in st. louis, 5 below. 23 below in chicago. 28 below in minneapolis. we're at 53 degrees. pretty nice. it feels like 45 below in chicago, 26 in st. louis, 47 in minneapolis. your skin can freeze in five minutes. your clothes freeze and it feels like plastic when it gets that cold. it takes your breath away.

let's talk about what's going on. good news, weatherwise for both commutes. they look dry. especially in the south bay, we had rain yesterday. one of the areas that received rain is now receiving fog as we look at 280 and 17. eventually, that will lift. it will be drive during the daylight hours. once the sunsets, you need the umbrell umbrellas. a stormy night ahead with puddles in the morning to navigate. chilly showers through the weekend. 60 to 66 degrees today. mild once again with a nice southerly flow. mild tonight, too. with the 40s in the north bay valleys in livermore and morgan hill. everybody else in the low 50s. here's a look at our area. a low pressure. it's about 400 miles away from us right now. it is moving slower. it is going to stay more to the west and it's going to slide south. what does that mean for us? >> here we are at 5:00. not raining. at least not widespread yet. that's different from yesterday.

waldo grade into san francisco. it's looking great. we have a bit of a grind over the altamont with at least a one-hour commute in the westbound direction. the eastbound is even slow past 205. mike? >> most of us are going to have rain for the next six days. showers, heavy at times, lightning and gusty winds and a snow level down to 3500 feet this weekend. our strongest storm will be friday with heavy rain and strong winds. look at that. half inch to 2.5 inches of rain and another chance of thunderstorms. we're at 7:00 in the morning, the gray and the cloud cover. by noon, we've got light rain breaking out in the north bay and the warm sector ahead of this storm. by 4:00 to 5:00, moderate rain moving into our neighborhoods and it keeps going during the evening and overnight hours. that's why we're going to have a 2 on the storm impact scale. once this passes, we've got showers all weekend. some of those could be rather chilly at times as temperatures will fall back into the low to mid-50s for highs.
