pg&e is getting new pressure tonight to stop its equipment from causing wild fires. this time from a federal court judge. >> the e team is the only reporter to question pg&e interim ceo today. back from court with the latest. >> pg&e was back in court on the criminal probation from the 2010 pipeline explosion. it committed safety violations and obstructed justice. now the judge wants them to do better at prevents wild fire. >> reporter: pg&e interim ceo didn't want to talk about what happened in federal court today. >> the consumers worry about the wild fires for the coming season. the judge is clearly worried about this. >> reporter: pg&e must come up with a new wild fire mitigation plan by wednesday. and the judge pushed them to trim trees around power lines to reduce wild fire caused by their equipment to zero. he threatened further over sight if they don't get the job done.

major oil companies. saying the city couldn't prove the companies were responsible for climate change. >> a bay area lawmakers wants utility companies to safeguard electrical lines more carefully. especially in high fire danger areas. a new bill would require lines in forested areas be under ground or be converted to fireproof material. these measures are too expensive and unrealistic. >> a lot of moving parts to the hearing. pg&e bankruptcy. find out about how this could effect you. >> a small plane crashed without ever leaving the ground. emergency crews responded to a report of a possible plane down this afternoon. they discovered the aircraft owners were working on the small plane when it was accidently started. the faa says the plane hit a car and rolled into a fence.

responders contained a small fuel leak. no one was inside the plane. >> three bay area walgreens could have pharmacy licenses revoked for allowing one woman without a license to perform pharmacist duties. in fremont and san jose. according to the state board the woman handled 700,000 prescriptions. between 1999 and 2017. she no longer works there. walgreens said upon learning of the allegations it reverified the licenses of all pharmacists nationwide. >> shifting gears. you want to get umbrellas ready. the rain is coming back. let's get a quick update. it won't be long. >> it looks very impressive. just off the coastline. don't be fooled by this. all this moisture off the coastline isn't actually going to all move into the bay area. this system is pretty impact. it's spiping off the coast.

here. tonight part of the commitment to building a better bay area. we look at how professors are having a hard time finding a place to live. the county is starting to roll out a program funded by a $950 million bond. that voters approved in 2016. that bond was designed to address the housing needs of the communities poorest and most vulnerable residence. the program also helps first time buyers get a down payment. which is often a big hurdle. the health help is welcome. but it may not be enough. >> faculty members sp staff. to learn details about the counties new down payment assistance program. among then an assistant professor of aviation. >> between the rent and day care prices for two kids. 60% of the monthly income is

gone. saving for a down payment is tough. >> the program can provide a down payment loan of up to 17%. with the buyer contributing 3%. and must buy a single family house in the county. income is capped at $105,000 for a single person. >> they don't have to pay us back until they sell the home. the benefit is it makes sure the payments are manageable. and we take a percentage of the appreciation from that home. >> the home price can't exceed $800,000. >> i just looked at zil low. there were only 16 in the south bay area. >> she makes a good point. there can be over blocks. this house is a few blocks from campus. on the market for $799,000. so it would qualify. however the inside requires a lot of work.

morning was 70 degrees below 0. the coldest windchill in the country. and obviously this is dangerously cold. it's proven deadly. minus 37 in chicago. des moines minus 25. and that frigid air is going to continue to move up toward the northeast. as we head towards tomorrow the midwest is still going to have to deal with that arctic blast. you're seeing a lovely view with clouds. a look at the highlight. scattered showers tonight. stronger storm friday night. and a wet pattern through next week. let's look at the storm impact scale. for tonight and tomorrow. it's a light level 1 showers will be moderate in pockets. highest rainfall along the coast. expecting light wind. we talked about how there were two situations with the system. one across the bay area into southern california. and yield more rain. the second which is lesser of the likelihood. that's the situation playing out. it will primarily remain off the

coast. we'll see showers. 11:00 p.m. tonight. it's really just going to be in narrow band of moderate pockets in some areas. 2:00 a.m. you'll notice that. some will not see any wet weather at all. tomorrow morning between 5:00 a.m. and 8:00 a.m. isolated shower at noontime. rainfall totals reflect the change in the drebs of the cut off low. anywhere from zero to a third of an inch. here's a look at the temperatures first thing in the morning. 40s 50s. spotty showers around. allow extra time for the commute. it maybe slippery. tomorrow afternon low 60s to mid-60s across the bay area. today we were milder than usual. with low to upper 60s. a reality check is coming friday. level 2 storm. moderate strength will bring periods of heavy rain. strong wind. half inch to inch and a half for most areas. higher terrain picking up two to two and a half inches of rain.

potential most areas under that two inch category. there will be a few spots that pick up higher totals. the wind with this storm could cause trees to go down and some power outages. 1:00 p.m. friday notice winds close to 40 miles per hour. this is really out of the south gusting up to 50 by 4:00 p.m. friday. we may need to elevate the storm to a level 3. as we head toward friday. close to 60 miles per hour winds friday night at 8:00 p.m. be ready. this storm will dump snow in the mountains. winter storm watch above 5,000 feet. four feet expected at the high peaks. reduced visibility and difficulty traveling. when's the best time to travel. dry tomorrow and friday morning. friday night slippery. use caution. saturday is a no go. i would not advise travel. it will be snowing and windy. light level 1 tomorrow morning.
