millford, michigan. here, they use state of the art tiles to simulate icy road conditions to simulate black ice, snow and slush. essentially a run way to put its vehicles through the worst winter has to offer. josh is a chevrolet engineer and he said some of the spinouts likely occur in older cars without antilock brakes or autostability control. for our first demonstration, we intentionally disabled both systems. >> i am only doing 30 miles an hour. if i slam on the brakes, with no system active, you can see i don't have any control, i'm just sliding, no matter what steering input i am putting in. >> you are turning the wheel and nothing is happen. >> correct. >> reporter: what should people do when they are on the road and they see the black ice and hit the black ice? >> you can drive across the slippery surface with light throttle inputs and the light steering inputs and the vehicle

won't spin out of control because there's nothing upsetting it. >> reporter: when you do need to turn no matter what kind of car you are driving, josh says to perform one action at a time. while still in a straight line, gently press on the brake to slow the vehicle. once at a safe speed, release the brake and then make your turn. once the wheel is straight, again, that's when you accelerate. breaking or accelerating at the same time increases your chances of losing control. if you can't avoid a fishtail, you want to steer calmly in the direction you want to go. >> basically, if the rear of the vehicle is moving to the right, you want to steer to the right. >> reporter: we reactivated the anti-lock brakes and electronic stability control and that tells each wheel when to brake. when you start turning, that's when you start losing control, and the system is keeping the car pretty much in control.

around me. we will get to that, that fun story in a bit. we begin with the record breaking cold that is closing schools, suspending mail delivery. >> the polar plunge came hard on the heels of snowstorms and squalls. take a look at the scene in northeastern pennsylvania. people there say the temperature dropped fast after this squall moved through. >> check out the temperature in downtown milwaukee. a whind chill warning is in effect until noon there where it may feel like negative 50 overnight on the shore of lake michigan. >> we are expecting overnight, windchills in the minus 40s in chicago and minneapolis and snowy, buffalo, new york will be 23 below. abc's alex perez has more. >> reporter: the arctic air firing up the snow machine, bringing several feet of snow to western new york. vehicles crashing in white out conditions. snow squalls in pennsylvania causing multiple pile ups on highways, including this one

outside redding. >> injuries reported. anywhere from 20 to 40 vehicles involved. >> reporter: this, as the midwest is gripped by record breaking cold. in chicago, warm city buses to help get people out of the cold. teams of social workers handing out blankets, gloves and socks. >> we are going to see a lot of people that are not going to make it. >> reporter: the 50 below windchill means frostbite can take hold in five minutes. for severe cases, northwestern memorial hospital using this device, called a bear hugger. what's happening? >> warm air is circulating over the patient. that way, maintaining this warmth, getting their body temperature back up. >> reporter: it's so cold, the postal service stopped mail delivery in parts of ten states. some workers have no choice but to be outside like these firefighters in indiana. thousands of flights canceled.

back in chicago, they are using fire to keep the trains running. amtrak cancelling all service in and out of the city today. even shipping lanes are frozen. tom llamas is on the lake in wisconsin. the ice is 6-10 inches thick in some parts. it is so cold, when they cut ice in these conditions, they make more ice. you can see that there. the deep v-line it is cutting, the ice reconnects. they are telling us, this is too dangerous for any ship besides this one. the coast guard rescued seven people stuck on the ice. now, that bone-chilling cold is moving east. wednesday, it was 23 below zero. here in chicago, it felt like 52 below. it's the coldest day we have had in a quarter century. come thursday, more possibly record breaking sub zero cold. alex perez, abc news, chicago. >> poor alex.

entire facility. more than 150 firefighters battled the flames in the frigid temperatures. residents living near that plant were evacuated and there are no reports of injuries. a passenger on a flight arriving at newark airport shot this video of the fire from above where you could see the flames. smoke rising from the scene was picked up on weather radar. >> wow. chicago police want to interview two people they are calling persons of interest on the alleged attack of "empire" actor, jussie smollett. >> they were near the area where smallette said they were attacked on tuesday. >> surveillance cameras show most of his route. so far, no video shows him being attacked by two masked men. smollett's music manager told police he was on the phone with smollett during the alleged attack and he heard some of what happened including the use of racial slurs.

fires more difficult. a hydrant in one of the rigs froze at this house fire in hammond, indiana. >> everything is covered in ice. look, even the firefighters like this chief here in wisconsin. on top of the sub zero temperatures, there's also snow and the ice. this morning the frigid air whipping over the great lakes is creating this, several feet of lake-effect snow in western new york. vehicles crashing in dangerous whiteout conditions. in the midwest, hundreds of flights canceled. de-icing equipment overwhelmed. amtrak setting fire along the train tracks to keep the trains moving. chicago temperatures registering negative 23 degrees, the lowest since 1994. so cold sea fog was rising off lake michigan. a tent city has been set up for the homeless and warm city buses are being used to help people get out of the cold.

threat to the united states. >> reporter: and the president's repeated claim that iran is close to acquiring a nuclear weapon. >> we do not believe iran is currently undertaking activities we judge necessary to produce a nuclear device. >> reporter: the president tweeting the intelligence people seem to be extremely passive and naive when it comes to the dangers of iran, they are wrong. but the top democrat on the senate intelligence committee sounded the alarm calling the president's words dangerous, adding people risk their lives for the intelligence he just tosses aside. those intelligence chiefs were questioned about the president's meeting with russia's president, vladimir putin, and now there is a new report about another meeting with vladimir putin and president trump. they say it took place in november at the g-20 meeting. they say it lasted 15 minutes and there were just four people in the meeting, president trump, putin, first lady, melania trump, and vladimir putin's translator. the white house is not saying much.
