outside, surprise, it is. good morning on this thursday, january 31st. >> if you head out the door, grab the umbrella. the commute is going to be wet as we showed you on live doppler 7. here are the live cameras showing you the conditions on the roads right now from the north bay to the south bay. mike is tracking the weather where you live. hi, mike. >> hey, jessica and reggie. hi everybody. we'll start with live doppler 7. sns where the steadiest of the rain is right now. there's pockets of light rain around other neighborhoods. but notice there's quite a tapering at you head north because this storm is sliding south. here's a look at san francisco specifically. the exploratorium and the ferry building and all the way down towards the bay bridge. we had nearly .6 inches of rain from the storm. low to mid 50s. be more widespread than the rain at 7:00. clouds at noon. near 60. a little more sunshine at 4:00. 59 to 61. clearing the this evening but still comfortable at 7:00. 55 to 58. let get a check of the commute.

hi, alexis. >> good morning, mike. i want to head back to the bay bridge toll plaza. where we're looking at a weird angle here. they have been turning the camera around. we had a large police presence. the east lot to the side of the toll plaza. looks like whoever was controlling this was trying to find it as well. saw one squad car and one police officer walking around. if we're able to spot anything else, there was the vehicle i was talking about. it looks like they're -- maybe spinning it around to see if there's anything else. as soon as we confirm anything, i'll pass it along. right now, there's heavy traffic before parish road. a three-car collision is blocking the right lane. looking at heavy backup into the cordelia area. next traffic update around 6:10. thanks, alexis. developing now, another day of historic cold weather. 29 states under some kind of cold or snow alert. >> the weather is blamed for at

least eight deaths. including an 18-year-old university of iowa student. he was found outside a building on campus early kwens morning. the windchill in iowa city was 51 degrees below zero at the time. the officials have not released an official cause of death. in chicago, they're reaching out to the homeless. buses turned into rolling warming centers. >> wow. whoo! >> this is new video from morristown, new jersey showing a snow squall. what is that? it's a burst of heavy snow that moves quickly. the snow also blows sideways because of the strong winds. meteorologist mike nicco, what a mess. >> doesn't that chill you to the bone? it is a mess there. hopefully more people stay inside today and not venture out. let me show you what it feels like. this isn't what it feels like. it's 20 below in chicago.

more than likely going to set another record low temperature. they hit 23 below yesterday. their high yesterday was 10 below. here's what it feels like. the winds calmed down a little bit. it's 25 to 30 degrees below zero in chicago, milwaukee. 35 below in fargo. even towards cleveland, it feels like 20 degrees below zero. here's your high for the day. minneapolis, fargo, not escaping the sub zero temperatures. chicago will, right at zero. the high this weekend, though, in the 40s. that's about a 60-degree swing. jessica? >> mike, thanks. new at 6:00, a proposal to improve muni service and tackle the housing crisis. according to the examiner, malcolm heinicke wants to build subsidized housing. it comes two months after a city report found low wages are to blame for a chronic shortage of muni employees.

sfmta has to figure out locations for the housing and how to fund it. they think it's an idea. in december the agency announced it's considering building housing at the potrero bus yard. attorneys will be in san francisco for a hearing on 19 preliminary motions filed in the chapter 11 bankruptcy case. the motions include requests for approval to continue paying employees and suppliers and to borrow $5.5 billion from banks. pg&e officially filed for bankruptcy protection earlier this week. the utility faces billions of dollars in losses from the past two years of wildfires. this morning, protesters will demand victims' families be kpoen stated by pg&e for wildfires caused by the utility. camp fire victims will march at 9:00 a.m. in sacramento in front frt state capitol. a cpuc meeting will also be taking place there at that time.

happening today, state water officials will conduct the second snow survey of the season. here's a live look at heavenly mountain resort where there is lots of snow from the storm since the last survey, which was in early january. sierra snow pack was 67% of normal in the winter's first annual measurement. recent storms have added to the state's water supply. the survey will be held at 11:00 a.m. off highway 50 and sierra at tahoe road. a local school is clear about who it is cheering on. >> quarterbacks are both from the bay area. only one of them went to marin catholic. amy hollyfield is live in kentfield. good morning, amy. >> reporter: good morning, jessica. jared goff is known to return to marin catholic to visit and mentor student athletes. today they'll do something him. he's from novato. he graduated from marin catholic in 2013. he was the star quarterback

here. the football team will get together on sunday to watch the game. goff's former coach from here at marin catholic will be at the super bowl. he says the high school's current players look up to goff and view him as larger than life. >> they look at him, obviously, as a legend. a living legend. you know, he just sort of, after he starts talking, they sort of see like, hey, he sort of comes down to our level with us. he understands where we're at. >> reporter: well, today the school will head out to the football field wearing blue and gold and will spell out an encouraging message for him. it will hav drone flying above it to record it and they will send the video message to him tomorrow. the school is pumped up. everyone here is hoping this is only the beginning for goff. this is just his third year as a pro. they're hoping this is the first of many super bowls for him.

they're wearing is unfair. others support the chef. a silicon valley power player says fasting for 22 hours daily makes his workday much longer. the trendy diet of intermittent fasting is not only practiced for health reasons but as a productivity hack. he tweeted in part, i do a 22-hour fast daily and recently did a three-day water fast. biggest thing i noticed is how much time slows down. another person we talked to says he has made it a habit over the last two years while working in silicon valley. he doesn't eat between 8:00 p.m. and noon the next day. skipping the most important meal of the day. >> starting my morning and getting into the flow of things and then i'll have to think, what am i going to eat, when am i going to eat my next snack or meal. time usually flies in the morning. by the next thing i know, it's noon. it's time to finally eat. >> the 2017 annual review of nutrition says there's no evidence that it's harmful and

heavy on the bay bridge as well. westbound 80 into san francisco. about 16 and southbound 101 san francisco to sfo. you're in the green at nine minutes. let's check in with meteorologist mike nicco. the rain is leaving the south bay. nearly a quarter of an inch at mineta san jose international. you can see up there. in the upper left-hand corner of your screen, it's going to be dry this afternoon. you'll need the sunglasses. definitely clouds and sunshine. temperatures above average. let's get ready for tomorrow's storms by planning for heavy rain and gusty winds during the evening hours. the chance of showers will continue through monday with thunderstorms possible as we head towards saturday. 60 to 63. that's where we'll end up this afternoon. our high temperatures pretty nice. tonight is mild. going to be very damp. mid-40s to low 50s. there will be fog. maybe a little bit of mist and drizzle tomorrow morning. you can see the storm moving to the south away from us. the next wall of water, a pine an will pipeline there. that stronger storm is coming in. when it does, behind it, it

brings an unsettled air mass. all of the neighborhoods under the threat of a thunderstorm on saturday. tomorrow morning with all the cloud cover and the dampness hanging in the air, scattered light rain is possible. it becomes steadier at noon, especially across the north bay. once we get to 4:30, that's when everybody is getting rain. look at the yellows and look at 4 to 5 to 6 hours of moderate to heavy rain until it finally starts to move away by saturday morning. by saturday afternoon into the evening hours, we'll transition over to chance of showers and thunderstorms. tomorrow, you can see a few pockets of rain by noon. everybody is going to be wet during the evening hours with sideways rain. if you're heading out, be prepared to get wet. you can't get away from it. saturday and sunday are going to drop down to a 1. even into monday. then we'll dry out with temperatures in the 50s. we'll have to wait until tuesday and wednesday. all right. 1 to 5 feet of snow? the sierra this weekend. let's get it over to alexis for the toyota tahoe report. >> as you said earlier today,

here's a look at the storl. heavy rain and damaging winds. a chance of thunderstorms that increases as we head towards saturday. my main concern, this is during the evening hours tomorrow is the hydroplaning from the heavy rain and the flooding on roads. with the winds at 35 to 50 miles per hour, some trees and power lines may come down. we've been warned. thanks, mike. here's why you should check the spelling of a tattoo you want. especially if it's in another language. pop star ariana grande fixed a tattoo that made her the subject of a lot of jokes. grande posted the photo on the left of the ink on her palm. it's supposed to say seven rings

i think i know. >> your presence. >> your hash tag. >> i was going to say for you not to be there. >> maybe that's it. that saves the head count. good morning everyone. january 31st. we have rain in our forecast. we really do. barely. more rain in the forecast tomorrow. but yes, for this morning, here's what's left over from our storm. it's way down in the santa clara valley. you can see it's green. that means it's very light. the strongest storms moving into the central valley with thunderstorms peppering santa barbara right now and heading towards bakersfield. here's a look from the exploratorium camera. near .6 inches of rain. there's a slight chance of a shower through 7:00. look at the temperatures. low to mid-50s. plenty of fog as the air remains very humid. a mixture of clouds and sun at noon. near 60. a mixture of sun and clouds at 4:00. upper 50s to low 60s and clearing this evening briefly. mid to upper 50s. it's still wet on the streets.

let's talk to alexis about it. >> want to take you back to solano county. a long-term crash. it seems like things are slowly getting better before parish road. a three-car collision has been there for about 45 minutes. daye believe everybody is off on the shoulder now. as you can see, things are backed up into cordelia. that's a five-mile slowdown. plan on significant delays there. westbound 80 through emeryville, nothing is blocking here. an early start to the slowdown due to a vehicle that ran out of gas early this morning. that's had a tough time bouncing back. slight delays if you're coming in from highway 4 to get to the maze. our storm watch continues with a closer look at conditions in the south bay. reporter matt keller is live on highway 87 in san jose. hi, matt. >> reporter: hi, alexis. since i last saw you the rain has stopped here in san jose. we're near 87 and the 85 interchange. i also got a warm cup of tea, which has been very nice on this

cold morning. as you can see, we're here on 87 and heading northbound into downtown san jose. you can see traffic is backed up. but it is not raining. the road is still wet, though, from that rain overnight. yeah. check out some video, though from earlier this morning in morgan hill. it was soaking the ground. some spots seeing heavy downpours at times. in san jose, big downpours overnight as well. there were a lot of spots of localized flooding. big puddles out there earlier. on highway 17, a tough ride overnight. cars and trucks trying to navigate that winding road. santa cruz mountains seeing heavy downpours making it slick and dangerous. the heavy rain moved out. i checked the website, things are going well here in san jose. i checked the pg&e outage map as well. it looks like there's a handful of outages throughout the bay area. none here in san jose. i'm convincing my photographer to make a smart move into the

driving down lombard to make a reservation and then either charge $5 all the time or increase the price to $10 on the weekends. >> i watch every weekend cars catch on fire. i have a taurus take down a lamp pole last summer. >> tourists are the happiest i've ever seen. i drive down the street every day. i have no problems getting down. the more the city is kept out of this, the better off we are. >> doing nothing is not an option in my opinion. we have to find a way to deal with the traffic congestion. >> san francisco residents would not have to pay for a reservation. the legislature has to approve the charge and if it does go throught could be in place by summer of 2020. you could be part of a better bay area. share your thoughts on facebook, twitter and instagram. you can point out problems and solutions. in the east bay, a richmond man is in jail this morning on $2.5 million bail. he's accused of trying to sexually assault two young girls.

he wiel cerrito police arrested man last week. investigators say he attacked an 8-year-old and 9-year-old on the b.a.r.t. path. he approached the girls and grabbed one child's arm. she broke free. then the suspect grabbed the other girl and pinned her to the ground and choked her. he ran when one girl's father became aware of the attack. the suspect was going to sexually assault one or both of the children. a federal judge berated pg&e saying the company puts profits ahead of safety. u.s. district court judge william alsup says the utility made excuse toss avoid turning off electricity during times of high fire danger. a deadly gas pipeline explosion in san bruno in 2010. our reporter, dan noyes, tried to get a response from pg&e's interim ceo after a court hearing yesterday. take a listen. >> to the consumers who worry about the wildfires for this

coming season. mr. simon, the judge is clearly worried about this. >> in court, pg&e said it was not able to complete tree trimmings near electrical lines because of a lack of qualified tree professionals. the hearing came a day after pg&e filed for chapter 11 bankruptcy. the clock is ticking for 17 bipartisan legislators to reach a deal to keep the government open past february 15th. the demand for a border wall remains the toughest obstacle. he made clear in a tweet, if there's no wall, there's no deal. in a new interview with the daily caller president trump blames former house speaker paul ryan for reneging on a promise to give him the wall saying, quote, i was going to veto the omnibus bill and paul told me in the strongest of language, please don't do that, we'll get you the wall. and he went lame duck. house members won't return until tuesday, the same day as the president's state of the union and president trump told the daily caller part of the speech

will be border-related. a sting led to more than 300 arrests. investigators say 93 law enforcement agencies, including several in northern california took part in the sting. they rescued nearly 50 victims and more than a dozen of those were children. it is unclear how many people were arrested or rescued from the bay area specifically. in the north bay, nearly 100 marin general hospital workers plan to go on strike tomorrow. union organizers say 20 engineers and 65 imaging technicians will protest the green beret hospital's demand that employees pay hundreds of dollars more a month to keep their health plans or accept a lesser plan. the engineers' contract expires today. the imaging technicians have been working without a contract since october. let's look at what's going on with the system. the radar returns continue to dwindle. clouds across the north bay and fog in its spot. a couple of hundred feet visibility in santa rosa and

napa. we've got fog also in the east bay valleys. here's a look at the temperatures. very mild. other than los gatos at 47. we're in the low to mid-50s in the south bay. pretty much everywhere else except the north bay, where we're in the mid to upper 40s. dress for a mild morning. but it's still pretty damp. even though we had a tenth of an inch, there's a little bit of fog here also. your commute planner. all the caution is for the morning hours. it will be clearer and drier for the evening commute. a rogue shower possible at 8:00. some may be drizzle and fog. low to mid-60s from noon to 6:00. 57 at 8:00. as far as the north bay, we've got that fog through at least 9:00. then a mixture of clouds and sunshine. look at mid-60s. 2:00 to 4:00. 54 at 8:00. in san francisco, a little mist and drizzle through 8:00. and it will be partly sunny. we around 61 degrees. each mild here in the city. big storm tomorrow.

heavy rain, damaging winds. we'll talk about that next first one. bring alexis in and talk about the commute. >> take a look at the roads. we don't have a ton of issues out there. we're looking at the bay bridge toll plaza. if you were with us earlier today, we had police activity next to the toll plaza. looks like that has cleared out. no major problems out of the ordinary there. moving down to the south bay, we're working on cleaning up a crash on highway 17 past hamilton avenue. some think we had two separate crashes in the same area. we've cleared a couple of the vehicles from the scene. but they need a tow truck for one more. at least one lane is still blocked. a quick check of drive times as well. westbound 580, richmond-san rafael bridge, in the dwreen at eight minutes. 23-minute drive across the san mateo bridge. if you want to use the dumbarton bridge, in the green at 11 minutes. this is not what you expect on a highway. that's a huge elephant seal. sheriff's deputies had to coax

temperatures drops to 29. then a bluebird ski day on tuesday. following breaking news out of new jersey. a dozen cars caught fire at newark airport this morning. this is video from 4:30 a.m. the fire broke out in a parking garage on the top deck of the terminal c lot. it's not clear how it started and no one has been reported to get hurt. just an odd situation there in newark. 150 firefighters battled an 8-alarm fire in frigid temperatures. the roof of a paper plant in elmwood park collapsed. flames consumed paper rolls and spread to propane tanks and other explosive materials. none of the employees working at the plant was injured. in four years, there will be a bed for every homeless person in san francisco. at least that's mayor london breed's goal. we were in the mission district where the mayor gave her state of the city address yesterday. breed says cleaning up streets and increasing housing supply are her top priorities.
