now. >> in downtown san mateo, a popular chef is facing backlash over a pair of tweets. earlier this week, j. kenji altt wrote it hasn't happened yet, but if you come to my restaurant wearing a maga cap, you aren't getting served. same as if you come in wearing a swastika, white hood or any other symbol of intolerance or hate. maga hats are like white hoods except stupider. the tweets raised questions about businesses refusing service to customers based on political belief. john boyle of the san mateo county gop was surprised to learn about the ban. >> it's a slippery slope from there. you're going to refuse service on the basis of somebody's religious beliefs or economic beliefs. it's the kind of thing that really is inappropriate. >> others understood where the chef was coming from. >> it's his own business. so why not? why not also stand up for what you believe in. the people who wear that hat

saying it's a personal choice on what he's doing, while 53% say it's political discrimination. >> evenly split pretty much. but we'd love to hear from you. we have new details tonight on jussie smollett, the actor who told chicago police two men yelled "this is maga country" while attacking him this week. police say they haven't gotten any new tips after releasing a photo of two persons of interest seen in the area the morning of the attack. smollett's family said they are grateful that god saw him through this cowardly attack alive. smollett has a concert scheduled for saturday night in los angeles. tmz reports he is still performing and will likely address the attack. now to stormwatch. enjoy this dry weather while it lasts, because it won't be dry much longer. this is live doppler 7, which does not have much to show you tonight. fairly clear as you can see. abc 7 news weather anchor spencer christian is tracking approaching storms. spencer, a strong one on the way tomorrow. that radar will look different 24 hours from now. >> we won't see all that green

representing the rainfall until tomorrow. here is a look at what's happening right now. we have have a few clouds around. it's dry and it's calm. but anything but calm tomorrow. the storm approaching us ranks a 3. it's a strong storm. it will start moving in late in the day tomorrow. and tomorrow evening's commute is probably going to be a really difficult one. we expect heavy downpours with this storm. roadway flooding, damages wind gusts. we expect 1 to 2 inches of rainfall in the valleys from this storm alone, and 3 to 4 in the hills. let's take a look at some of our advisories. we have a high wind watch in effect for all of the bay area from 3:00 p.m. tomorrow to 6:00 a.m. saturday, and a wind advisory for solano county from 10:00 p.m. tomorrow to 10:00 a.m. saturday. during this period of time, look for steady winds, 25 to 45 miles per hour. gusts up to 60. there is the possibility of downed trees and power lines and scattered power outages. well also have a flood watch in effect from 7:00 tomorrow -- that's right, 7:00 tomorrow evening to 6:00 a.m. saturday. this also is for the entire bay

area. look out for rapid rises on the small creeks and streams, flooding on roadways, and do not drive through flooded areas. forecast animation starting 7:00 this evening. during the overnight hours, we might see a few scattered sprinkles moving through the north bay. tomorrow's morning commute should be fairly decent, but notice the rain starts to arrive midday and into the afternoon hours and becomes more intense and widespread in the early evening, and that's when commuters are going to have some problems. i have a look at the weekend forecast in just a few minutes. >> okay, spencer, thanks a lot. you can exec weather conditions with the abc 7 news app. it gives you constant access to live doppler 7. and you can customize forecasts where you live. plenty of snow on the ground for this mama bear and cub. this is in tahoe city. the placer county sheriff's office tweeted this video with a reminder to be careful around bears. the mama bare there saying don't get too close. the snowpacking thor is is good shape.

98% of normal. california's department of water resources, it's an improvement from january's survey which was 80% of normal. and our drought conditions have improved in just the past week. look at the side by side comparison. last week, that's on the left. this week is on the right. the amount of california that's not in downright went from about 8% to nearly 24%. that includes most of the bay area. >> that's encouraging. >> yeah. pg&e is under a microscope now that it has begun the bankruptcy process, and one big question a lot of people may have, why did pg&e give employees some big bonuses just days before filing for bankruptcy? >> team reporter dan noyes is back from federal court with the story. dan? >> ama and dan, the judge approved some motions today to keep pg&e running while it goes through bankruptcy, including new loans of $5.5 billion. attorneys for wildfire victims were also there, and they did not like what they saw. meet jesus soto, senior vice president of pg&e who got a $75,000 bonus last week, just

days before the utility filed for bankruptcy. he was on the minds of attorneys for wildfire victims as they left the bankruptcy hearing in san francisco federal court. >> they really quick hurried it up and gave a raise to one of its senior vice presidents. of $75,000, because how can you possibly get along with a mere $500,000 a year? so that's the first thing that they did in anticipation of bankruptcy. it just isn't right. >> i asked the utility about the soto bonus earlier this week. they said pg&e sets executive compensation to be comparable with similar industries many. mr. soto has an increasingly important role overseeing safety, compliance and risk for gas operations as well as cyber security, physical security and supply chain for the entire company. in his bankruptcy filings, pg&e reported they are set to pay $130 million in incentive bonuses to 14,000 employees for 2018 performance, the same year

the camp fire claimed 86 lives. >> it's hard to see if we're just looking at 2018 people, how they can get bonuses after the camp fire. >> in today's hearing, the bankruptcy attorney told the judge no officers or members of the board of directors will receive bonuses. he also proposed setting up trust fund to handle all wildfire claims, even those that have settled before pg&e has not paid. the plan is short on details right now and met skepticism from the plaintiffs' attorneys. now let's find out whether the actions meet the rhetoric. everybody said they wanted to act expeditiously. everybody said they wanted to treat the victims fairly. let's see if they are people of their word. >> through a spokesman, jesus soto declined an interview. one other note. bankruptcy attorneys filled not one, but two courtrooms today. they can charge up to $1500 an hour, a lot of money paid out through this process that many say could have been avoided. we'll be watching how the

wildfire victims fair in all. this dan, ama? >> okay, dan, thank you very much. and we've heard from many of you that you're worried about how pg&e's bankruptcy could affect you. everything from your electric bill to the rebate offers. >> a lot of issues to be concerned with. 7 on your side's michael finney here with answers. >> this is pretty interesting. it looks as if pg&e doesn't want to tick off customers any more than it already has. so it's asking court to protect programs like rebates for energy efficiency and benefits for pensions and plans. for example, pg&e wants to be able to refund security deposits some new customers must pay. pg&e refunded $52 million in security deposits last year, averaging $220 per person. and it's expected to pay out $60 million in security deposits to about 20,000 customers this year. it's also asking to continue rebates for energy saving appliances incentives for rooftop solar systems, and to continue the care, discount

program for low income customers. consumer bankruptcy attorney ian macdonald says the company wants to keep customers happy. >> they felt that the repercussions would be extreme because these are the consumers. these are their lifeblood. and if they start making the consumers into creditors, the consumers will be very unhappy. >> pg&e also wants to keep paying employees their full wages with 401(k) contributions and bonuses for rank and file workers. the utility asked to continue pension and medical benefits as well, and it wants to continue maintenance programs like vegetation control and wildfire areas, and undergrounding of utility lines. to that end, the company asked a court to approve a $5.5 billion bank financing plan. bankruptcy attorneys tell what's these consumer programs -- that these consumer programs and employee compensation do by the way have priority for funding under bankruptcy law up to a certain amount.

new at 6:00, san francisco firefighters made quick work today of an electrical fire that forced the evacuation of bay club on fifth and brannon streets. the fire broke out about 2:45. smoke poured out of the lower level of the building. because it was an electrical fire, crews had to use co2 extinguishers, not water to put out the fire. damage was limited to multiple electrical boxes. that was about it. no one was hurt. here at abc 7 news, we're committed to building a better bay area. what that means is we dig deep into the issues that affect our quality of life. we also look foresolutions. today we're highlighting a project that managed to find solutions to two issues, preserving cultural history while providing more housing. abc7 news reporter david louie joins us live from the south bay to show us what is happening in the south bay. >> ama and dan, whenever you have a new housing development proposed, objections are frequently raised over things like parking and density and traffic mitigation.

however, it took 127 meetings to get a new apartment complex approved here in san jose's japantown. and it finally was approved because the community embraced it because it honors the past while it also revitalizes restaurants and retailers. ♪ japanese culture is very much alive in san jose. these tico drummers are celebrating the start of construction while helping bolster vitality into the future there will be 518 apartments, space for retail and restaurants, and a park. >> i think it will attract the younger generation, because of what's going to be going on here in the courtyard as well as people coming in to eat and do other kinds of cultural things here in japantown. >> san jose's japantown is only one of three left in the u.s. it was established as japanese

immigrants came to establish their own businesses and work in agricultural. this map shows a portion of where the development site was leased to immigrants first from china and then from japan, where they set up shops and restaurants and homes. the new development will bring in new residents and allow new shops and restaurants to draw patrons from across the valley. >> i think this site will be a more diversified community and something like a brave new world. because it shows that how silicon valley has developed. it's become one of the most multicultural places in the united states. >> as excavation and construction gets under way, there is a strong likelihood that some artifacts might be discovered on this large site. an archaeologist has been hired to authenticate and to preserve anything that's found. artifacts previously discovered in japantown are on display at the japanese american museum of san jose. tenants for the new apartments and retail spaces should be able to move in about two years. we're live in san jose, david

louie, abc 7 news. >> okay, david, thanks very much. the 2019 homeless census is complete in the bay area. the last county, san mateo, did its count this morning. you're looking at video from santa clara and alameda counties earlier this week. counting the homeless is done by the counties every two years and is required by the federal government in order to receive federal funding. we will get the actual numbers some time this summer. well, we've looked at the issue of homelessness a lot lately in our efforts to build a better bay area, and tonight oakland started clearing out a large homeless encampment called the village. it's at east 12th street and 23rd avenue along 880. you can easily see it on bart. maybe you have. heavy equipment took out the property left behind. abc 7 news reporter laura anthony asks what's going to happen to the people who were there. by piece, public works crews began dismantling the

large homeless encampment known as the village in oakland. >> do you see your tent in there? >> yes, i see my tent. >> how does it look? >> it's smashed. >> tammy forrest has lived here for a year in a camp that was originally sanctioned by the city. do you think this helps solve the homeless crisis in oakland? >> no. i think it maybe helps clean up the garbage. but we're not garbage. >> when the village first got this land from the city and it was so clean and beautiful and i think it's obvious that the garbage hasn't been picked up here in a very long time. >> this is a dangerous street encampment. >> assistant to the city manager joe de vries says wall street were warned months ago that this day would come. >> this is about to become a construction zone for the retrofit of this bridge. it's a $10 million retrofit project. we basically need this entire area cleared. so what we've been doing over the past few months, we've been doing a lot of outreach here. we've been conducting a census and a survey of the individuals living here. >> there were two large fires at

it's been a lovely sunny day for the most part around the by area, but things are about to change fairly dramatically. >> spencer christian has the scoop for us. >> i just ran back over here. still putting things together relating to this approaching storm. here is a look at live doppler 7. we have calm conditions around the bay area right now. it's not really even breezy yet, and we have just a few clouds. things are going to change radically the next 24 hours. here is a live view from the rooftop camera look at calm

conditions, and dry i might add, along the embarcadero. current temperature readings are 59 degrees in san francisco. also upper 50s at oakland, mountain view, san jose and morgan hill and 55 at half moon bay. the view from emeryville looking westward, we see a few high clouds in the distance. current temperature readings in the mid- to upper 50s ant santa rosa, napa, petaluma, fairfield and con 60 at concord. and sutro tower looking over peaceful san francisco. these are our forecast features. a strong storm arrives late tomorrow. the morning commute will probably not be problem atic. powerful wind gusts will accompany this storm. colder storm or activity on sunday and monday. the approaching storm, the strong one ranks 3 on the storm impact scale. it moves in tomorrow afternoon and into the evening. it will intensify as we get into the evening commute, producing heavy rainfall, probably flooding on roadways, damaging wind gusts. we'll see 1 to 2 inches of rain in the valleys. 3 to 4 in the hills.

strong winds have relative humiditied or the prospect of those winds resulted in a high wind watch for virtually all of the bay area, and a wind advisory for solano county. this is for late tomorrow into early saturday. wind gusts may reach 60 miles per hour. and flash flood watches in effect once again from 7:00 p.m. tomorrow to 6:00 p.m. saturday. creeks and streams will be rising, flooding on roadways likely. so just be careful. don't drive through floodwaters. the forecast animation starting at 7:00 tomorrow morning shows earlier in the day we'll start to get light rain. late afternoon starts to get more widespread rain. steadier rain and heavier rain. by earlier in the evening we'll torr downpours moving through. that's in the wee hours saturday morning. finally, the main body of the storm will move over into the sierra. by midday, or mid afternoon, on saturday. but that will be followed by a of cold air and cold showers.

rainfall totals from the storm by noon saturday will range from just about an inch over much of the peninsula, the east bay, down in the south bay more than an inch. 1.2 likely at san jose and an inch likely in san francisco. and nearly 2 inches of rain likely in parts of the north bay. on we go to wind gusts. things will be getting pretty breezy tomorrow afternoon about 3:00 or so. look at what happens later tomorrow night, and overnight by 2:30 a.m. saturday, we'll see wind gusts from 45 to 55 miles per hour. and the wind won't diminish much going into the afternoon on saturday. even at this point, we'll see gusts up to about 30 miles per hour. so the winds will take some time to taper off. overnight lows tonight, mainly upper 40s to low 50s. highs tomorrow will be generally in the upper 50s to right around 60. not much more than 60 degrees. so it's going to be a cooler day tomorrow. over in the sierra, winter storm warning in effect from 4:00 p.m. tomorrow to 10:00 p.m. sunday. with eexpect 3 to 5 feet of snow over the passes. wind gusts up to 50 miles per

live where you live, this is abc 7 news. >> now on leave, this oakland priest, because of allegations of inappropriate behavior. the diocese will not tell us much more about the accusations against father alex castillo. >> we sent abc 7 news anchor eric thomas to dig for information. >> here is what the diocese of oakland had to say about father alex castillo, a native of costa rica who moved to the bay area in 2008 and was ordained in 2011. from a statement, they say the allegation involves inappropriate conduct with a minor and requires further investigation. father castillo is on administrative leave while the investigation is under way. following assignments in oakley and fremont, castillo was elevated to the director of faith formation and eadvantagization at the diocese headquarters in oakland.

joe of snap is not surprised by the allegations. >> there are things like this allegation where this is a thing of the past, it's not happening anymore, but it does happen. >> the matter has been reported to law enforcement, though they didn't specify what agency. however, publicly the diocese has been a big backer of eliminating clergy abuses. in a speech last fall, michael barber said there is no excuse for the priests who have committed crimes against innocent children. there is no excuse for bishops who have covered up these crimes or abetted them by transferring abusers to other parishes. this is evil. the diocese advises victims of abuse to contact police and then the diocese. but joey piscatelli with snap agrees with the first piece of advice, not the second. >> law enforcement will be more active as far as investigating the stuff. i don't have a lot of faith in the diocese. >> he says it's hard to keep the faith when the diocese delays putting out a list of priests

facing credible sexual abuse allegations. that list was supposed to come out in december, then in january, and now no one's sure. in oakland, eric thomas, abc 7 news. >> eric, thank you. new at 6:00, just about an hour ago, vallejo's police chief announced he has ordered an internal affairs investigation into a traffic stop after a video was posted on facebook. >> i'm not resisting. put me on the ground. >> if you keep fighting me, i will. >> i'm not fighting you. >> stop fighting or you're going to go on the ground. >> the video was posted by adrian borel, who wrote that he was physically attacked by the officer. he said he started recording after the officer stopped at his house last tuesday and approached his cousin, who is on a motorcycle in the driveway. the officer told borel to get back, and he said no. he wrote on facebook that he suffered a concussion from the incident. vallejo police issued a statement. quote, internal affairs investigators have already contacted one of the subjects in the video to gather more

information. the entire incident was captured on the police officer's body camera and will be reviewed in connection with this investigation. all right. here is a live look at the bay bridge toll plaza. it got backed up this afternoon after a hit-and-run crash sent two people to the hospital, including an infant. the crash happened on the upper deck just past treasure island about 2:00. the chp says two of the three vehicles involved drove off. one driver came back to the scene, but to do so, she drove the wrong way on the upper deck of the bridge. >> any time we have a wrong-way driver we do have to consider possibility of maybe drugs and/or alcohol, or just simply so athit,ur officers just to further investigate the incident. victim vehicle were taken to the hospital. the chp says there is no word on the extent of their injuries. bart's annual report out today offers a mixed bag of news. the district says it met one

on-time performance goals in 2018, but quality of life problems still plague the system. according to the report, the district did not meet goals on reducing crime, cleanliness, and increasing rider satisfaction. that last figure has plummeted in the last year. a record low 56% of riders were happy with the current state of bart service. its goal is for that number to be 85%. all right. sunday's super bowl is really the battle of the bay area quarterbacks. san mateo's tom brady of course against novato's jared goff. brady went to serra high. golf is a graduate of marin catholic and still in touch with some of his high school teamm e teammates. wayne freedman introduces you to one. >> how ironic that while we cannot relive this, we were able to replay it on video. for instance, that 2011 high school championship game when campolindo defeated marin catholic. >> the better team lost. >> he caught 15 touchdown passes from jared goff that season.

he is someone with insight about marin county's homegrown hero and super bowl quarterback on sunday. >> i speak for everybody, all of our friends, all the community when i say we're -- he's a really easy guy to root for. >> that would include the marin catholic student body, this morning when they spelled out his name on the football field. the sentiments extend to anybody in the county who knows him. >> that's at the stadium after the mighty might bowl. >> did he win? >> yes, we did. >> inside source number two, coach dominic demarre who had goff on his team as a talented 8-year-old. >> humble. he leads by example. >> he is a pro throw out of a 16-year-old kid right here. >> when jared goff played at marin catholic, his stats looked like they came from a video game. even at san francisco years old, he made everyone look good. >> there was a pretty big spotlight on him for a high school kid. and i think what made him such a good leader is he didn't blink. >> goff was unselfish with his teammates. he saw life beyond the game. even in that championship when

a strong storm that will produce heavy rainfall, flooding on roadways, potentially damaging wind gusts. it's going to be a soaking storm. forecast animation starting at 7:00 tomorrow morning shows that that hour may see a few spotty sprinkles mainly up in the north bay. later the rain becomes more widespread, more organized. and by the start of the evening commute, it's going to be wet just about everywhere, and the storm will become more intense during the commute tomorrow evening, and then late tomorrow night, overnight into early saturday morning, some of the heaviest rain will be following and strong. winds gusting up to about 60 miles per hour on the coastline. that storm is also going to toar b heavy snow in the issu 4:00 p.m. tomorrow to 10:00 p.m. monday. that extends through the weekend. well expect 3 to 5 feet of snow over the passes in the sierra. here is the accuweather seven-day forecast. we may even have some some isolated thunderstorms on sunday. cold air will follow that storm. really cold rain on sunday. monday, snow levels in bay area will be down to about a thousand feet. our hills and mountains may see
