live where you live, this is "abc7 news." >> all right, enjoy the cool and dry conditions tonight, because tomorrow a powerful storm is about to blast us in the bay area. thank you for joining us. i'm dan ashley. >> and i'm ama daetz. we have live team coverage tonight. >> we'll begin with meteorologist sandhya patel. >> this storm will deliver drenching rain and powerful winds. take a look at live doppler 7, a wide swath of moisture is heading into the bay area. so this is not going to look like it does. right now, our radar will be track thing intense storm, a strong level three, damaging wind gusts, one oh two inches of rain in the valleys, three to four inches in the hills. high wind watch, 3:00 p.m. tomorrow through 6:00 a.m.

saturday. gusts 50 to 60 miles an hour, may take down trees and power lines. we have a flash flood watch for the entire bay area, 7:00 p.m. tomorrow to noon saturday. flooding on roadways, do not drive through flooded areas. very high likelihood of hydroplaning. high likelihood of power outages. so the forecast showing you the intensity of the rain picking up, as we head into tomorrow night at this time. i'll be back with a closer look at this storm and another one for your weekend coming right up. >> sandhya, thank you. >> of course, across the bay area a lot of people are making preparations before that storm comes in. >> that's right. our reporter is live with what's being done in the south bay. amanda? >> reporter: dan, ama, hard to believe how beautiful the day was, the sun was shining, the weather was warm, conditions that made it very difficult for anyone to focus on storm prep.

luckily, valley agencies are doing what they can to help. palm trees and placid creek also be hit with another strong storm. >> we haven't had rain for so long, don'tio wh know what to e anymore. >> reporter: flooding and toppling trees, conditions put crews on area crews to avoid flooding potential. >> any time we have this coming up, we have our crews survey the idea, making sure there's no debris in the creeks. >> reporter: the water district is confident reservoirs have enough storage to capture friday's rain. the last level three storm hit just two weeks ago. "abc7 news" was in saratoga then as water came pouring through this wall, flooding this homeowner's property. the water admits drainage was a challenge in that storm, acknowledging a lot of water over little time impacts the stream's ability to drain. >> so if it's not draining as

investigation after this arrest went viral. a man claims the officer tackled him and placed him in cuffs until the officer realized he was a veteran. our reporter is live with more on this story. >> reporter: adrian says he recorded this exchange because he was alarmed by what was unfolding in front of his home. he says that he was not aware that the officer was going to do that, but now he's just hoping that someone can be held accountable for this. adrian barell says he walked out of his home tuesday to a police officer pointing a gun at his coursen in the driveway. >> i had both hands up and i said, he can't hear you, he has his helmet on, like chill out. he tells me to go back inside. >> reporter: instead, he pulled out his cell phone and started recording. you can hear the exchange. >> you're interfering, so you're

going go into the back of the car. >> that's fine. >> reporter: the video ends, but he explained to us his account of what happened next. >> he handcuffed me and threw he to this wall here and swung my body into that pole there where i knocked my head. took me down the steps and detained me and told me i was going to jail. >> reporter: then he says the officer let him go once he realized barell was a veteran. he was honorably discharged from the marines in 2012. >> i felt violated, i felt like my humanity was taken away from me. >> reporter: now a civil rights attorney is representing him and the police department ordered an internal affairs investigation. releasing a statement that reads in part, the entire incident was captured on the police officer's body camera and will be reviewed in connection with this investigation. he says he suffered a concussion from this incident and some cuts and numbing to his hands from

the handcuffs. reporting live, "abc7 news." >> thank you. last night, we told you about the trouble on lombard street that led city officials to propose a toll and reservation system. through that story, "abc7 news" reporter kate lawson learned that groups of out of control bikers are terrorizing the same neighborhood. she joins us live with that story. kate? >> reporter: the problem is, a reservation system here on lombard street wouldn't necessarily solve the problem of illegal dirt bikers riding around city streets. just a few weeks ago, a group of bikers was doing wheelies and burnouts so aggressively, that the fire department came here to lombard street to investigate all of the smoke. believe it or not, this is a common sight and sound here. along with traffic and tourists, large groups of dirt dikes and motorcycles tear through russian

hill. this group is idling and burning out tires after driving down the crooked street just a few weeks ago. much of it is illegal, and the neighbors are fed up. >> they're worse than the tourists that drive up here and create a lot of traffic. they're more dangerous. they ride on the wrong side of the road, and something needs to be done about it. >> reporter: ann brubaker has been documenting the bikers for years and giving the photo evidence of police. here they're riding on dirt bikes on the sidewalks, and this month, popping wheelies on a busy holiday weekend. >> they swear at me and try to grab my phone and knock it to the ground, and whack at me. you know they have little regard for human life, and it's frightening. i think we need more enforcement. >> reporter: catherine stephanie just spoke to the sfpd chief about her concerns. >> i think if we have more

storm arrives sunday into monday. we have a level three storm on our storm impact scale tomorrow night. streams and creeks will be overflowing as the rain comes down hard. we are expecting damaging wind gusts. as you look at the hour by hour forecast, a lot of people are asking, when it is going to rain? this storm has slowed down. tomorrow morning, a couple of sprinkles not out of the question. you'll have to deal with fog and clouds. as we head into the early afternoon, the rain begins to move into the north bay at 2:00 p.m. the rest of you, you're still dry. 5:00 p.m., it's still in the north bay. so that system has slowed, like i said. but when it wgets here, midnight, we'll see the heavy rain coming down, and that rain will continue into saturday morning. now the intensity has gone up. i've increased this from a level one on saturday to a level two. 7:00 a.m. saturday, east bay is

still getting boupounded. still a chance of thunder on saturday, as well. now, rainfall totals, pretty widespread, one to two inches. higher elevations, picking up more than that by saturday evening. those winds will be kicking up, 30 miles an hour at 4:00 p.m. on friday. watch what happens out of the south. winds continue to increase, over 40 miles an hour at 11:00 p.m., and winds howling over 50 miles an hour during the wee hours, close to 60 miles an hour on saturday. and then the winds will ease up, as you'll notice on saturday morning and saturday afternoon. still gusty but not as windy into saturday. fog, clouds, temperatures, 40s, 50s first thing in the morning. make sure you have your rain gear for the afternoon and evening hours. things will be changing rapidly. a windy friday afternoon, and n across the entire region by nighttime. the second storm that's coming in on sunday is going to get interesting. so that one in the afternoon,

evening hours will bring scattered rainfall and start to drop our temperatures. is it's going to feel like february, it's going to feel like winter. going into monday morning's commute, it's going to be rough and this will turn to higher elevation snow. the pink is a rain/snow mix. mt. hamilton area could be seeing some snow there. simply sierra will be seeing heavy snowfall. tomorrow morning, you're dry. if you want to head up there, that's your time. tomorrow night, slippery with the rain/snow mix. heavy snow wl make for rough conditions. three to five feet at pass le with low snow levels. 1,000 to 2,000 feet will mean impossible or difficult to travel. stormy night ahead for friday. level two for saturday with rain, wind, possible thunder.
