in chicago, windchills hit 41 below yesterday. more than 8,000 flights have been canceled in the u.s. since monday. many food delivery drivers have enjoyed the last few days if you consider being out in the cold enjoyable. >> i hate it. actually, i love the springtime. but the bill collectors, they don't care about the temperature. get out there and get my money. >> ladies and gentlemen, that's what we call a dream interview. the core of the coldest airlifts north back to canada today. windchills will be still very low. let's go to mike nicco, our meteorologist and say if there's going to be any relief. >> they'll be nearly 60 degrees warmer than at their coldest yesterday and the day before. still 2 below is what it feels like in chicago to 12 below minneapolis. 16 below in duluth and fargo. we're waking up cold once again. that's a far cry from the 40 and 50 below.

we've got windchills that are more manageable in boston and new york. yesterday they were 10 to 15 degrees below zero. i want to show you this wall of water coming our way. that's a huge wedge of wet weather. this storm is very soupy. it's about 500 miles away. the core of it is. before that, you can see the moisture out there is going to bring us drizzle in the morning hours. even scattered light rain. continues through noon, steadier in the afternoon hours and heavier and moderate at 7:00. the heaviest of the rain is going to fall during the overnight hours. check out these temperatures. they will be very mild, mid-50s to upper 50s. here's alexisment. >> good morning. mike. we're enjoying the mostly dry pavement so far, for now anyway. westbound 80 slowly starting to fill in for folks heading to downtown oakland or off to the right and headed towards the bay bridge toll plaza. we don't have any significant slowdowns on the bridge.

the view later today, which you can watch at 10:00 a.m. only on abc 7. also right now on our website, we're updating the list of all the democratic candidates who entered the race so far. just head to abc7news.com. >> new this morning, the contra costa county sheriff's office wants to find a man accused of assault and attempted rape. investigators released these surveillance photos of the suspect. we don't have that for you. i can tell you the incident happened yesterday afternoon around 1:00 near minimums avenue and canal avenue in bay point. it's not far from the b.a.r.t. station. she met the man on a b.a.r.t. train from san francisco. they had a conversation, got off the train together and were walking in an empty field when he exposed himself and told her to perform a sexual act on him. the suspect assaulted her, tried to remove her clothing. fortunately, she was able to get away. the police department launched an investigation after an arrest went viral.

a man claims the officer tackled him in front of his home and placed him in handcuffs until the officer realized he was a veteran. abc news reporter jobina fortson has the latest. >> adrian burrell paukd walked out of his home to a police officer pointing a gun at his cousin in the driveway. >> i had both hand up like this and said he can't hear you. he has his helmet on like chill out. he tells me to go back inside of my house. >> burrell instead, pulled out his cell phone and started recording. you can hear the exchange between burrell and the officer. >> back of the car. >> that's fine. >> i'm not resisting you. >> the video ends but burrell explains what happens next. >> handcuffed me and threw me into this wall and swung my body into that pole where i knocked my head. took me down the steps and tea

tand me and told me i was going to jail. >> then the officer let him go once he realized burrell was a veteran. the 28-year-old was honorably discharged from the marines in 2012. >> i felt violated. felt like my humanity with my agency was taken away in a way it didn't need to be. >> a civil rights attorney is representing him and the police department ordered an internal affairs investigation releasing a statement that reads in part, the entire incident was captured on the police officer's body camera and will be reviewed in connection with this investigation. >> burrell says he suffered from a concussion from this incident and also numbing and cuts to his hands. reporting in vallejo, jobina fortson, abc 7 news. roger stone is back in comport in washington, d.c. today. the long time friend of president trump pleaded not guilty to charges in the russia investigation earlier this week. prosecutors say stone lied to congress about his discussions with the trump campaign involving wikileaks and the release of material damaging to

hillary clinton's 2016 presidential campaign. the evidence includes an icloud, e-mail accounts and bank records. president trump is trying to clear up confusion now, saying that he agrees with his intelligence chief. and this comes after the contradicted -- they contradicted some of his own statements. the u.s. intelligence officials testified before congress on tuesday that said isis remains a threat in iraq and syria and north korea is committed to developing long-range missiles, which threaten the united states. in a tweet, though, mr. trump called intelligence officials passive and naive. he previously claimed that we've defeated isis and north korea is willing to denuclear eyes. the president even gave a statement yesterday. >> certain things they said. i think i'm right. but time will prove that. >> the president summoned his intel team to the white house. four hours later, he changed his tune. >> they said they were totally misquoted and it was taken out of context.

caution this morning to more likely poor during the evening hours. here's a look at your 12-hour planner. we've got scattered light rain in the east bay through noon. then steadier rain moves in around 2:00 to 4:00. temperatures drop from 60 to 58. let's take a look at the north bay. the rain will get in here around noon and hold you in the mid-50s as it increases during the afternoon hours. and for san francisco, we've got pretty cloudy conditions. a lot of drizzle this morning. steadier rain from 2:00 to 4:00. it gets heavier. notice the temperature here climbs up from 55 this nor to 58 this morning. the easiest commute will be this morning. how is it looking on the roads? >> we have a few incidents already at 4:39. a in you one in the east bay. eastbound highway 24 inside the caldecott tunnel. a motorcycle is involved. originally it was bore number 2. now it's bore number 1.

you've got crazy snow totals coming to the sierra over the weekend. as you can see, the wall of water encroaching upon everywhere north of where we live today. places like chico and eureka getting wet. there's a few scattered showers in santa barbara. mainly cloudy in southern california. low to mid-60s. go now if you need to head to the sierra. this evening it gets slippery. heavy snow tomorrow and sunday. but 50 miles per hour winds. the snow will drop to a thousand feet. 4 to 10 inches at 2500 feet. at past level, 3 to 5 feet of snow. we could get up to 9 feet at the highest elevation in the sierra. this is going to be a doozy. it starts this evening and goes all the way through tuesday. >> mike, thank you. what appears to be a fake slip and fall caught on camera. police in new jersey say this man purposely threw ice on the

floor and pretended to fall. he then filed an insurance claim for the treatment that he received for his injuries. >> the man is 57-year-old alexander goal din ski is charged with insurance fraud. they say he was a subcontractor for the company in woodbridge, new jersey. it happened in the company's break room last year. here's a closer look at the surveillance. after he slips and falls, he lays on the ground until someone finds him. he filed an insurance claim for the ambulance service and treatment that he got at the hospital. i guess, he didn't know that places have cameras? also, the slip and fall was unconvincing. >> he probably wasn't acting for anybody. just himself. >> he didn't want to hurt himself. >> he didn't want to actually hurt himself. didn't think of that one. >> sunday's super bowl is the battle of the bay area quarterbacks. san mateo's tom brady and novato

not a lot. not as much as what we're going to have tonight and tomorrow. but yes, it will be raining. here's a look at what's going on in the east bay hills as we look back towards the west. you can see it's pretty cloudy out there with increasing rain today as the storm system draws near. the breezes pick up this afternoon, too. get ready tonight. heaviest rain and fastest winds. showers until tuesday with the snow level down to 2500 feet. here's the bowl of cold air, the jet stream. it's going to sit on top of us and waves of energy will slide and waves of energy will slide through this and hit us until tuesday morning. our best chance of thunderstorms tomorrow after the heaviest rain rolls through. a chance of scattered showers and thunderstorms during the afternoon and evening hours. here we are at 7:00 in the morning. you can see the pockets of light rain in the green. notice as we head towards lunch. steadier rain in the north bay while the rest of us have still pockets of rain.

we head towards 8:00 when the steady rain becomes more moderate in intensity. that continues all night. as we head towards the morning hours, the heaviest rain around 5:00 to 8:00. then it moves on. we'll have showers for the rest of the day. my accuweather seven had been day forecast. from a 3 to a 2 saturday. down to a 1 for sunday and monday. that snow level monday. 2500 feet. we could get a dusting of snow in our mountains. alexis? >> taking a look at the roads this morning. overall, we're looking pretty good. this is the bay bridge toll plaza. a la'el stackup in the lanes. i would head over to the right. no issues if you're paying via fastrak or using -- excuse me. fastrak is the only other option at this hour. carpool lanes not open yet. b.a.r.t. trains and service. a week from monday, service will begin at 5:00 a.m. that's going to be a big adjustment for some folks. normal service, no delays for

collision. now they're saying two vehicles were involved and we have major injuries. bore number 1 is closed. bore number 2 is still open. i am seeing a little delay from highway 13 approaching that scene. drive times looking good here. petaluma, 14 minutes. castro valley to the maze 13. no delays northbound 101, 280/680 split in the green. let's check in with meteorologist mike nicco. >> i know when it got warm out, a lot of us moved stuff outside to enjoy it. you'll want to move it back inside this morning before the winds start. at 3:00 is when the high wind watch starts. if you're out this evening, you'll notice the gusts will reach 30 to 40 miles per hour at the coast. they'll be fastest around 4:00 tomorrow morning. that noise could wake you up as gusts hit 40 to 50 mifrp. then we'll drop down during the day tomorrow to 20 miles per hour. here we are at noon fridayment limited rain.
