yep, it's happening again. this is a live look at doppler meteor f gmorning to you. it's friday, february 1st. thanks for joining us. >> you're never more than seven minutes away from your accuweather forecast. mike this is an afternoon event. >> it really is. more so evening and overnight. but it does start in the afternoon when it becomes steadier. this morning, pockets of light rain and drizzle. you'll need the wipers from time to time. all right. heavy rain coming in tonight. flooding on the roadways. we'll have damaging wind gusts also that could reach 50 to 60 miles per hour. here's a live look at live doppler. scattered light rain. that will still be scattered at noon. maybe a little steadier in the north bay. steady for all of us at 4:00, then becoming moderate at 7:00 with the heaviest of the rain during the overnight hours. more on that coming up. here's alexis. >> our biggest issue so far this morning is in the east bay. eastbound 24. counter commute direction inside

caldecott. we have bore number 1 closed. this is a two-car crash. one of the vehicles was a motorcycle. major injuries involved here. attending to the person injured. i am seeing red. you can use bore number 2. that's open if you're traveling on eastbound side. quick look outside. here's at san mateo bridge, westbound 92. no significant issues for you this morning. that's moving along just fine. we'll check out drive times coming up next. alexis, thank you. nearly 100 marin general hospital workers plan to go on strike in just about one hour. union organizers say 20 engineers and 65 imaging technicians will protest the green beret hospital's demand to for the health plans. the contract expired yesterday. the imaging technicians have been working without a contract since october. it's not expected to impact hospital operations. out of

terrizing n larsen found out about this while she was covering the traffic trouble and the new reservation and toll proposal. we dng tire burnouts so department reso a smoke call. >> believe it or not, this is a common sight and sound at lombard street. along with traffic and tourists, large groups of dirt bikes and motorcycles frequently going through russian hill. it's idling and burning out tires after driving down the crooked street just a few weeks ago. much of it is illegal and the neighbors are fed up. >> worse than the tourists that drive out here and create a lot of traffic. they're more dangerous. they ride on the wrong side of the road. and something need to be done about it. >> ann brubaker is doing something about it. she's been documenting them for years and giving the evidence to

police. here in 2016, they're riding on atvs and dirt bikes on the sidewalks. this month, popping wheelies on a busy holiday weekend. >> they swear at me and try to grab my phone and knock it to the ground and whack at me. you know they have little regard frightinfend i >> i this i we need more enforcement. >> district 2 supervisor katherine stephanie spoke to sfpd chief bill scott about her concerns around lombard street. >> i think we have more traffic cops which are motorcycle cops on our streets, which i think we need to increase the number of them, we definitely i think can tackle this issue. >> this is not just a san francisco problem. over the years be we've reported on this issue throughout the bay area. it is illegal to drive an unlicensed dirt bike on city streets. it's also illegal to do all those wheelies and burnouts. if you see this activity in your neighborhood, it is okay to call police. just keep in mind, it's sometimes tough for officers to even catch up with the bikers.

in san francisco, i'm kate larsen, abc 7 news. a dramatic transformation is under way on the congested -- berkeley. as part of the commitment to building a better bay area, we're focusing on issues on quality of lifelike traffic and this project will transform shattuck avenue between university and alston way into a two-way street. it would get rid of the winding route drivers that have to navigate north on shattuck. officials say this will improve safety for pedestrians and cars and bicyclist. it added 30 seconds of delay and made walking and biking a challenge. >> it's paramount. but also there will be added convenience for the drivers. with that convenience, what it means, if you're going northbound or on shattuck avenue, you want to take this dog leg. >> the work on shattuck avenue will include wider sidewalks

replacing old water mains and new light poles. >> it's not just downtown berkeley. it's van nest avenue in the middle of a makeover. it's behind schedule by a year and nine months and $21 million over-budget. it's caused increasing frustration for commuters and businesses. it's not expected to be done until 2021. san jose is the middle of a major redesign to improve bike safety. the better bike ways involves removing parking, reconfiguring lanes and redirecting traffic. about $1.5 million is the cost and it is expected to be done this year. we want to hear your ideas about building a better bay area, what issues you see your live and what would make them better. use the #better bay area. >> new research shows california's peak fire season is shifting into the winter.

fire season is usually considered during the first couple ientts say incidents like the devastating tubbs fire in 2017 are increasingly likely in december. the reason? climate change. scientists say it's causing wind and dry weather to converge on december. the report published in the journal of geophysical research letters. developing news, relief is finally on the way for the 40 million americans who have been trapped in sub zero temperatures this week. this morning, the extreme cold snap is still gripping parts of the nation. in minneapolis overnight it felt like 15 below zero while there was a windchill of negative 6 in chicago and negative 3 in new york. but here's the good news. by this weekend, chicago and some parts of the midwest could see a nearly 80 degree temperature swing compared to the low temperatures this week. at least 15 deaths are blamed on the extreme cold. >> when you think about it they

had a windchill of 50 below. the high this weekend will be near 50 degrees. that's a 100-degree feels-like temperature swing for the folks in chicago. you talk about extreme weather. we don't have anything like that. we've got strong wingds coming in. >> 3:00 this afternoon, winds pick up out of southeast. they start hitting sustained levels around 25 to 40 miles per hour. as we head towards the overnight hours, they'll start to hit 50 to 60. that's when we could have damage. trees coming down, leaves coming down, even trash cans, lawn furniture. you name it. bring it in or lock it down. those winds will be around until 6:00 in the morning. the flash flood threat has been extended. it starts at 7:00 this evening, goes through 12:00 saturday. that's because the heaviest of the rain is coming in tomorrow morning. it takes an hour for it to runoff and fill in the creeks and streams.

we'll have road flooding this evening. the streams and creeks will be more like tomorrow morning. here's a look at the gaeld en gate bridge. your activity planner, grab the umbrella but leave the winter coat at home. we're going to have rain the rest of the day. here's a look at the east bay. it's scattered through noon becoming more likely at 2:00 and steadier from 4:00 on. notice the temperatures dropping down. as far as the peninsula, scattered through noon. 57. but once the rain gets steady at 2:00, 4:00, we drop into the 50s. for the south bay, we have pretty much quiet conditions through noon and then the rain rolls in. alexis. >> thank you, mike. snooemt. >> we have a sig-alert inside caldecott tunnel. it's on the lighter side of traffic. eastbound 24. bore 1 is fully closed. this is due it a crash involving a motorcycle and another vehicle. we have major injuries involved as well.

younger. it's in its 15th year of production. it's very loved of the it's only available for two weeks every year. you have to drink it inside the tasting room or in santa rosa at the brewing company. there is a second tasting room. there's a new one in windsor. but everyone looks like they still want to come to santa rosa. the first man who was in line got here yesterday morning. we're told he's sleeping in his truck right now. we haven't got to talk to him. we asked the second person in line what this means, why they do this. they got here around midnight. >> very delicious. i think this year, it's like eight hops that go into the beer. it's citrusy. we're told it will have like a tangerine taste to it. the hype is real. the beer is really good. >> everyone is allowed three

for the morning commute. by noon, steady rain starts to develop in the north bay along 101 and towards the coast. by 3:00, we're all deal with steady rain. possibly the south bay and the east bay. we have to wait until the sunsets. towards 8:00, notice the yellows start to roll in there. that moderate rain, look how it goes. for hours and hours and hours. then it becomes more intense tomorrow morning. we may be waking up to the sounds of thunder from this storm. and then it rolls through and we have scattered showers as we head into saturday evening. here's a look at the rain potential. notice by noon, mainly up in the north bay, the santa cruz mountains, all of us driving on wet streets as we head into the evening hours. look at the winds at 3:00 when that wind advisory develops. they're only around 20, 25. by the evening hours, up around 35. they spike at 4:00 in the morning. up around 45 miles per hour. so the storm drops to a 2 saturday, a 1 for sunday and monday. monday and tuesday are special because of the snow level at

2500 feet. alexis? >> all right. we do have a traffic alert inside caldecott tunnel. it's on the lighter side. bore number 1 still closed. it's due to a crash with a motorcycle and another vehicle. got tangled up about 30 minutes ago. they're saying that folks are reversing out of bore number 1 trying to get to bore number 2. obviously not advised. they should have that back open in ten minutes. we are keeping a close eye on that. hopefully that's resolved soon. here's a look at the bay bridge toll plaza. we didn't have the bay bridge metering lights on. should be happening any minute. minor delays for ace 1. about 15 minutes behind schedule out of tracy due to mechanical issues. those should be recovering now. thanks, alexis. home improvement startup is urging people to reset passwords. they had a data breach. it's investigating a breach it learned about in december.

matt. >> good morning, jessica and reggie. being prepared it very important. here at the west shore maintenance division for santa clara county off doyle road, you've got sandbags piled up and over here, you've got the sand and you've got the shovels. all you need to do now is do a little work and fill them up yourself. you have to be prepared because that rain and wind is coming here to san jose and all across the bay area. be prepared the national weather service has a high wind watch in effect starting at 3:00 this afternoon and a flash flood watch starting at 7:00 tonight. the last level 3 storm to drench the bay area hit two weeks ago. the water district admits drainage was a challenge then. >> if it's not draining as quickly, that's where we're seeing the potential of flood threats happening. >> reporter: those conditions have prompted the santa clara valley water district to put crews on alert to avoid flooding. they're making sure there's no blockages from debris.

interview on the view later today. you can watch it only here on abc 7. booker's announce. means there are ten democrats running for their party's nomnation in 2020. among the candidate, senator kamala harris, senator elizabeth warren and -- find out about each candidate on our website, abc7news.com. new this morning, the contra costa county sheriff's office wants to find a man who allegedly assaulted a woman and tried to rape her. investigators released these photos. the incident happened yesterday afternoon around 1:00 near mims avenue and -- it's not far from the bay point b.a.r.t. station. she met the man on a b.a.r.t. train in san francisco. she says they had a conversation, got out of the train together and were walking in an empty field when he exposed himself and told her to perform a sexual act on him. investigators say the suspect assaulted her and tried to remove her clothing of the she was able to get away.

the vallejo police department launched an internal investigation after a man claimed an officer placed him under arrest until the officer realized he was a veteran. >> i'm not resisting. put me on the ground. >> i'm not fighting you. >> stop fighting. you're going to go on the ground. >> the video is posted on facebook by adrian burrell. he started recording after the officer stopped at his house tuesday and approached his cousin who was on a motorcycle in the driveway. the officer told burrell to get back. burrell said no. >> into this wall here and then swung my body into that pole there where i knocked my head. took me down the steps and detained me in the car, told me i was going to jail. >> now civil rights attorneys representing burrell. the police department released a statement that reads in part, the entire incident was captured on the police officer's body cam. they'll be reviewing that in

connection with the investigation. 70 feet out still. >> this morning an injured logger is recovering following this dramatic hoist rescue in the point of timber area and sonoma county. the chp helicopter hovered 165 feet overhead and lowered a paramedic to the injured man who was in his 50s. he was hoisted into the helicopter and later transported to a local hospital with moderate injuries. roger stone is back in court in washington, d.c. the long-time friend of president trump pleaded not guilty to charges in the russia investigation earlier this week. prosecutors say stone lied to congress about his discussions with the trump campaign involving wikileaks and the release of hacked material damaging to hillary clinton's 2016 presidential campaign. court documents showed the evidence includes an icloud, e-mail accounts and bank records. president trump is trying to clear up confusion now saying that he agrees with his

intelligence chiefs. this comes after he contradicted his own statement. u.s. intelligence officials testified before congress on tuesday. they said isis remains a threat in iraq and syria and north korea is committed to long-range missiles which threaten the u.s. in a tweet, mr. trump called them passive and naive. he said north korea is willing to denuclearize. >> certain things they said i think i'm right. time had prove that. >> the president then summoned his intel team to the white house and four hours later he changed his tune. >> they said that they were totally misquoted and they were totally oto it was taken out of context. >> the president claims the intelligence official's testimony which was broadcast on live tv was mischaracterized by the media. in a new york times interview published overnight, the president stood by his latest

comments. develop the arctic blast is winding down in the midwest and the northeast finally. >> this is the last really cold morning from chicago to new york city with windchills below zero. 15 people have died in connection with the dangerously cold weather this week. 40 million people have been in those sub zo. windchills hit 41 below yesterday in chicago. more than 8,000 flights had to be canceled in the u.s. since monday. many food delivery drivers have enjoyed the last few days with nobody wanting to go out in the cold. >> i was born in april in the springtime. the bill collectors, they don't care about the temperatures. get out there and get my money. >> get that bread. the core of the coldest airlifts north back to canada today. windchills are still going to be very low. so let's go over to meteorologist mike nicco. any relief for the weekend, mike? >> definitely. they're going to have highs in the mid to upper 40s.

injury. walmart is changing its sick leave policy and giving bonuses to workers for good attendance. they will allow hourly workers to miss five days every six months for unexpected absences. employees who do not take an unexpected absence will get a bonus. workers will have six days a year of paid time off for illnesses and emergencies. they can take those days off without it affecting their attendance record. big changes at walmart. kids are apparently using too much toothpaste. >> according to a government survey, about 40% of kids ages 3 to 6 used a brush that was full or half full of toothpaste. experts only recommend they use no more than a pea-sized amount for that age group. for kids under 3 only the size of a grain of rice. this applies only to toothpaste formulas with fluoride. too much of that increases the risk of streak i or splotchy teeth when kits get older.
