chwi protest morng. the green bay hospitals demand that employees pay hundreds of dollars more a month to keep their health plans or accept a lesser plan. the engineers contract expired yesterday. the technicians working without a contract since october. it's not expected to affect hospital operations. out of control bikers are terrorizing neighbors near lombard street. >> katherine stephanie is taking action asking police for more patrols. neighbors say it's been a problem for years. photos show the bikers on atvs popping wheelies and riding on sidewalks. it is illegal in california for unlicensed dirt bikes to ride on city streets. neighbors are tired of it. >> worse than the tourists that drive out here and create a lot of traffic. >> they swear at me and try to grab my phone and knock it to the ground and whack at me.

>> neighbors say riders were doing tire burnout so aggressively, the fire department responded to a smoke call a few weeks ago. a dramatic transformation under way on the most congested part of downtown berkeley. >> as part of your commitment to building a better bay area, we are focusing on conditions like traffic. this new project will transform shattuck avenue between alston way and university into a two-way street. the change will get rid of the winding route when they go north on shattuck. city officials say it will improve safety for drivers, pedestrians and bicyclists. all the turns added about 30 seconds of delay for drivers and also made walking and biking a challenge. >> pedestrian safety is really paramount. but also there will be added convenience for the drivers. so with that convenience, what it means, if you're going northbound or on shattuck avenue, you won't have to take this dog leg. >> the work on shattuck avenue

will include wider sidewalks replacing old water mains and new light poles. >> it's not just downtown berkeley, van ness avenue in the middle of more than $300 million makeover. the project is way behind schedule. a year and nine months delayed. and it's $21 million over budget. it's caused increasing frustration for commuters and nearby businesses. it's not expected to be finished until 2021. in the south bay, san jose is also in the middle of a major redesign of downtown streets to improve bike safety. the better bike way project involves removing parking, reconfiguring lanes and redirecting traffic. the cost is $1.5 million and it is expected to be done this year. we want to hear your ideas about building a better bay area. what issues do you see where you live? what would make them better? use the #better bay area and join the conversation. this morning, beer lovers are already lining up to grab their favorite pint at the russian river brewing company. >> they look cozy.

for the first time ever, pliny the younger will be available in two locations in the bay area. abc news reporter amy hollyfield is live in santa rosa. hi, amy. >> reporter: good morning, jessica. take a look the line is already long. these people are waiting for their chance to taste pliny the younger beer. the tasting room doesn't open until 11:00 this morniney still go. the beer is very loved because of its unique amount of hops. some called it one of the best beers in the world. this is the 15th year the beer has been released. but there is big news this year. there's a new location, new tasting room in windsor. the hope is that this will help with the wait time. but as we see this morning, people are still in line here in santa rosa. turns out old habits diehard. >> i mean, i know a lot of the folks at this location here. i come to this location. so i would probably roll that way. i've been in the location, it's

mountains. if you're headed out this evening, all of us are dealing with wet weather. we've got a winter storm warning at the same time that starts today and goes all the way through monday morning. five feet of snow is possible at pass levels to nine feet. we go from a 3 today strong, 2 tomorrow, sunday, monday and early tuesday a 1. tuesday afternoon for the chinese new year, year of the pig, it will be clearing out and much drier. let's talk more about the sierra. 9 feet of snow. what's it like up there now, alexis? >> the toyota tahoe report looking great. travel conditions pretty ideal. as mike said, that's really going to change once the storm pushes into the bay area later on today and you're going to get a ton of snow for the passes. no chain restrictions for any of the routes to the sierra. the only things that changed, base totals down a couple of inches. a little bit of melting and folks using the slopes. a 14 inch base for squaw.

on a b.a.r.t. train? san francisco and they were walking in an empty field when he exposed himself and told her to perform a sexual act on him. he assaulted her and tried to remove her clothing. she was able to get away sdmiefrjts the vallejo police department launched an investigation after a man claims he was placed under arrest until the officer realized he was a veteran. >> i'm not fighting you. >> stop fighting or you go on the ground. >> the video was posted on facebook by adrian burrell. burrell says he started recording after officer david mclaughlin stopped at his house last tuesday and approached his cousin on a motorcycle in the driveway. the officer told burrell to get back and burrell said no. >> he cuffed me and pushed me into this wall here and swung my body into that pole there where i knocked my head. took me down the steps and detained me in the car, told me i was going to jail.

>> now civil rights attorney is representing burrell. the police department released a statement that reads in part, the entire incident was captured on the police officer's body camera and will be reviewed in connection with the investigation. new this morning, the faa is investigating a near miss involving two single engine planes over oakland. this happened last week. according to "the new york times," the two small planes came within 500 feet of each other. the times also reports the recent 35-day government shutdown is now affecting the investigation into this incident and other plane and highway crashes because of a backlog. >> happening today, roger stone is back in a court in washington, d.c. the long-time friend of president trump pleaded not guilty to charges in the russia investigation earlier this week. prosecutors say stone lied to congress about his discussions with the trump campaign involving wikileaks and the release of hacked material damaging to hillary clinton's 2016 presidential campaign. court documents show it shows an

published overnight, the president stood by his latest comments. let's take a look at what's going on with our forecast. yesterday afternoon, after more data came in, i upgraded this from a 2 moderate to a 3 strong. it looks like that is going to be the case. heavy rain, roadway flooding, damaging winds. it's all coming our way. right now it's pretty quiet out there. some of the thicker clouds, gorgeous view from richmond, may drop a little drizzle for the morning commute. but caution to even pour is going to be the word for the evening commute and any evening outdoor activities. let's go microclimate by microclimate. east bay, 54. we top out at 59 with sporadic showers. by 2:00, the rain starts and the temperatures drop down to 58 as it's more intensive during the evening hours. north bay, you are the first to see the steadier rain by noon. then it's heavier from 4:00 on. temperatures drop from the mid 50s to the low 50s. san francisco, you'll have drizzle here and there through
