along. the rain arrives and much more on the way. >> live look giving us a better view of the clouds. rolling in. >> we have a team of reporters tonight in the elements. from the north bay to san francisco. to the south bay. >> we'll start with meteorologist and doppler 7. lit up right now. >> that's it. indeed. the vigorous storm will cause damage. this is the moisture ahead of the storm. we're seeing light rain widespread across the region. i'll zoom in. it is wet. slippery for the afternoon, evening commute. across 680. into dublin. san francisco you will notice mission street. south san francisco down the peninsula. into the south bay. and even the santa cruz mountains. we look at bay. willow glen seeing rain. this storm has the atmospheric

connection. it has a lot of moisture. it is going to slam the bay area. i up grated the three storm for tomorrow as well. tonight and tomorrow. heavy rain. damaging wednesday gusts. 33 miles per hour in the half-moon bay. 37 miles per hour at mount st. helen. high wind warning until 10:00 a.m. we'll take down trees and power lines. flash flood watch beginning tonight until tomorrow afternoon. watch out flooding on the roadways. rapid rises on the streams and creeks. a coastal flood advisory 6:00 a.m. to noon tomorrow. flooding is expected. we are expecting high tides between 8 and 10:00 a.m. i'll be back with a look at the time line. >> in the south bay the heavy rainfall is expected to hit the mountains. even san jose geared up to prepare for flooding and downed trees. >> team coverage continues.

live in the town of boulder creek. >> you know the concept first responders and hospitals prioritize emergencies. cities and counties expecting heavy command to handle emergency situations. downed trees and flooded streets. san jose has 20 crews standing by to respond. >> reporter: street crews are out doing routine work for now. at least 20 of them will be standing by to handle flooding and downed trees. the storm unleashes strong winds and rain in the hours ahead. >> forecast what was coming ahead. we have made some changes to the shift. we have well rested crews ready to come in the middle of the night. >> he got off a conference call. managers shared information to prepare for the worst. san jose has 32,000 storms that drain to the bay. crews have been working since

summer to clear them of debris. it's a never ending job. >> they still get clogged from time to time. so our first line of defense is have the crews hand clean those. and we have equipment. >> power outages may stop pumps. many have back up power. under passes like this can be known for flooding. residents and in and around the mountains are stocking up on food. some concerned about high winds. >> i have an oak tree. about 50 years old. >> worried about it? >> it will hit the power line. if it comes down. it won't hit my house or car. >> she leved through the floods of 1982 and had road access cut off for a year. >> i know what storms can do. yeah. i have everything cleaned out. >> let's hope everyone is as

>> okay if wayne is a human rain gauge. i'm a rain gauge with an wind gauge. now when we checked in during the news at 4:00. this registered about 6 miles per hour. now we're more consistently seeing 8 miles per hour. up to 11 or more. even though the brunt of the storm is still hours away. people all over the city have been preparing. look at some video that we shot earlier. agencies they are preparing. we witnessed california public utility commission workers. using a vac truck. sucking out the catch basins all around the city. trying to get ahead of the wind and rain. that can clog the drains. we saw plenty of people with umbrellas and jackets. they didn't really want to linger and talk. as you can imagine. they wanted to make their ferry. the ones who stopped and chatted

maybe affected. don't worry. they have buses available. >> okay. thanks so much. winter storm warning in effect for the sierra through monday. clear there now. but it could be the biggest storm of the season. warning drivers that if they are not already in the mountains they probably should avoid the trip until next week. >> the storm is expected to really pick up over night. tune in tomorrow starting at 5:00 a.m. they'll be tracking the impact of the storm. on the bay area. >> reopening of the sales force transit center will not happen until june at the earliest. repairs started on the two cracked steel gerders. the process is complicated and labor intensive. with 300 holes needed to be

fixed. a group will come in and check the work. the group might order additional repairs elsewhere. on the $2 billion transit hub. >> we work with them. area that is are identified. we will be able to ascertain when we can reopen. we're eager to reopen. we need to make sure areas are investigated properly. >> this weekend construction workers will replace hydraulic jacks. on the first street side of the building. that will part of the closure of the first street beginning at 5:00 a.m. tomorrow. through 8:00 p.m. sunday. >> meantime bart is warning riders that big service changes will go into effect later this month. lasting three and a half years. the agency pushing back the start of service on weekdays from 4 to 5:00 a.m. to perform seismic safety work. buses will run from select stations to help affected riders get around. train to the evening will run every 24 minutes instead of 20.

shooting from last fall. >> officers thought the man had a knife on him. live with the video and 911 call. >> that's how the call went out. a man was threatening another male with a knife. on november 15. of last year. when it was over what we know is gonzalez lay dead with 13 police bullets in him. but the video released today of the 911 call of the interaction between police and gonzalez. shows some things that aren't exactly clear. he didn't have a knife. he did have a razor blade. a small one. let's show you what the body cam video has to say.

police say they only opened fire after gonzalez charged at them. family members disagree and say the shooting was unnecessary. and hired an attorney. to sue the hayward police department. for its part the police chief is promising a investigation. >> he was my only son. my baby. >> it took the officers seven seconds to fire their guns at my cousin. seven seconds doesn't give any time to deescalate any situation. >> it was tragic. there's a lot of questions asked about it. people have questions and deserve answers. i have questions about what took place and i expect answers to be produced as well. >> chief also promises

transparency. the shooting is investigated by internal affairs in his department as well as the district attorney office. by the way the lawyer says they will file suit against hayward for wrongful death. on thursday. of next week. >> thank you. a bay area lawmaker wants to repeal the death penalty. he's working on a bill to let voters decide. earlier initiative to end the death penalty have failed. recent polls show california voters are deeply split on the issue. the death penalty appeals process cost taxpayers too much. especially when an execution hasn't taken place in years. >> we haven't even executed anyone since 2006. we don't have a constitutional accepted mode of executes prisoners in california. it's not something we're engaging in.
