uffer from post-traumatic stress disorder, but i'm okay. a powerful winter storm is slamming the bay area right now. live doppler 7 shows you the rain and you can see a lot of green on the screen as well as more yellow and orange along the coast, also in the east bay. we'll check the full forecast coming up with lisa argen. good morning and thanks for being with us. it's saturday, february 2nd. i'm chris nguyen. let's get right over to meteorologist lisa argen who's k traing the conditions where you live. >> hey, chris, this is a three on our storm impact scale. this is a powerful one and we are looking at the heavy rain

coming down all around the bay area which certainly will overwhelm some of the storm drains and cause some urban and small stream flooding. as we go up to santa rosa, it is raining highway 101. south rosa and highway 12. down along the coast you've had over an inch of rain. it's been raining for the last 12 hours or so, so this is adding up. oakland, 580 and 680. 880, that corridor certainly slick out there. milpitas from the east foothills looking at the rain. from pescadero down through santa cruz, some steady rainfall. here's the system, the area of low pressure coming in tonight. as the front pushes in now we're getting the heaviest rains, the gustiest winds. we can see the raindrops on the lens here, 50s. i wanted to show you this picture from sutro where you notice the gusty winds. just clocked a wind gust at 65 miles an hour so we do have a lot of advisories to pass on to you. the possibility of hydroplaning,

downed trees and power outages very high today. we'll see rapid rises on th creeks. a coastal flood advisory until noon. we have the astronomical high tides and the wind warning throughout the morning hours. 46 miles an hour by the delta, 26 miles an hour half moon bay, but you go up 1,000 feet and e we're looking at 40 to 50-mile-an-hour winds. so we're looking at very gusty winds right now throughout the next several hours. as we go throughout the 10:00, 11:00 hour and even noon time, a bit of a lull. then here comes that area of low pressure, that brings more heavy rain, the possibility of thunderstorms and the day will be breezy as well. we'll talk about how much rain to expect and what about super bowl sunday. all those details in a few minutes. >> we'll see you soon, lisa. in the south bay windy conditions and heavy rainfall continues. the city of san jose starts wnter storm preparation in the summer. the san jose department of transportation has about 20

crews standing by to respond to taking any chances. he filled his truck with several sandbags because his home suffered flooding in the last strong storm. >> it's pretty tough. like two weeks ago in the big storm, my property, i live up in los gatos, it was flashing and flashing urnlds the house. we dig it out and put some tarp, i put concrete all the way around. >> nearly 20 sandbag stations are spread across the south bay. they're open 24/7 and we have a list of those locations on our website, abc7news.com. in the east bay residents are dealing with power outages. this is what it looked like in fremont last night where power lines tangled with tree limbs. several pg&e trucks were on kimbrough street.

>> the neighbor called to tell me that she thought it was the box on the line in the backyard that was sparking. and so i came down and looked and it was looks like two power lines were hitting each other. within a tree. as it did, it just sparkled like fireworks. >> for now there are no reports of damage to any property there. you can check for outages online with pg&e's interactive map. in the north bay officials have called the man's nita park and ride. the health and wellness camp in san rafael set up a severe weather emergency shelter. the shelter has food and space for 80 people to sleep. >> people can check in as the storm is presenting a and affec the areas they may be inhabiting. there will be a shuttle taking them to st. vinny's for

breakfast if they'd like. >> they are urging residents to sign up. to make sure cticati tstor officials expect strong winds to knock down trees and power lines. taking a look at sfo where the windy weather is proving to be a headache for some travelers this morning. 14 been delayed and another 14 have been cancelled. so far only 2 flights have been cancelled at oakland and san jose. if you were planning to drive to tahoe, just don't. travel to the sierra is not advised. conditions there are messy and dangerous. chains are required on interstate 80 from placer county to nevada county. a winter storm warning is in effect through monday. you can always track the rain and check the weather conditions where you live with the abc 7 news app. enable push alerts to get the latest news as it happens. with all this rain you're probably not thinking about the drought but others are certainly keeping it top of mind. this issue is part of our commitment to building a better bay area, focusing on problems

that affect our quality of life, like the environment. look at the side-by-side comparison. last week is on the left, this week is on the right. the amount of california that's not in drought went from about 8% to nearly 24%. water officials are still urging residents to adopt a conservation lifestyle. the santa clara valley water district has launched a new rebate program to help with those efforts. some people dread the rain, but paul isn't one of them. >> the same water that is coming down on our roof be the one that goes into the plants to help them grow. >> knowing that the storm was coming our way, he installed this rain barrel on his family's property. >> it took me a few days. and i won't tell you that it was completely all fun, but it was a good challenge. >> coustomers can cash in on th rain as part of the landscape rebate program. >> it was a boost, an incentive to go out and do it soon as

opposed to putting it off. >> rain barrels, rain gardens and cisterns which can keep rainwater onsite for the landscape is eligible for a rebate. >> this is a fantastic opportunity to provide supplemental irrigation. it's a locally controlled water supply either directly right off your roof or the clouds above us. >> in this case he received a $35 rebate for instainhis allon rain barrel. he jtve $100 on the materials andostn wa sings in the less water we have actually more water for wildlife, for fish in the rivers and streams. >> the district says it should have enough funding to cover every customer who qualifies for the program. >> spring water works miracles in the garden. so i'm glad to be recycling the water that was part of that miracle.

insanely good. 5:10 is the time. here's a live look at live doppler 7. you can see there's a lot of green, that means a lot of rain. no one in the bay area is immune from it right now. lisa argen will have your full forecast coming up in just a few minutes. a potential danger to wildlife is lurking beneath the waters of the monterey bay national marine sanctuary. it's been there for 100 years and is now only coming to surface because of the curiosity of a teenage girl. the problem is golf balls, tens of thousands of golf balls. i-team reporter dan noyes explains why the top public golf course in the country is part of the problem. >> reporter: pebble beach is where the rich and famous come to play golf. it sits directly on the california shoreline, just steps from some of the most environmentally sensitive waters on the west coast. but look below the surface here

and this is what you'll likely find, thousands of golf balls. >> seeing the sea floor completely covered in trash, it was like a straight shot to the heart. >> reporter: this the carmel coast has been part of alex's life since she could walk. her daughter took her diving and she was stunned by what she found. >> we would go out and drive and pick up 2500 golf balls. two weeks later we'd pick up another 2500 to 3,000 golf balls. >> reporter: as alex picked them up, she wondered just how many golf balls are there? >> the more we researched, the more we discovered that it's a completely foreign topic. no one has ever looked at golf balls under the ocean. >> she sent me an e-mail saying she had read some of the scientific articles. >> reporter: alex teamed up with matthew to determine just how big the problem is. >> it's so rubbery. i said, you know, why don't we put together a report and try and publish a scientific article of your own that actually states

the scope of the problem, the intensity of the problem and what we can do about the problem. >> reporter: with matthew overseeing her research, alex went to work collecting golf balls in the ocean and on the beach near three coastal golf courses, carefully sorting them by their condition. >> we start with something like this with the polyurethane shell and the gloss. as it breaks down, it loses the gloss, it loses the paint, it loses the shell. >> reporter: overtime they roll around on the ocean floor and break into pieces. >> this rubber band that's in this golf ball, there's 275 yards of it and that will continue to unravel and get tangled up in the kelp and its buoyant so it sits on the surface of the ocean. >> reporter: alex found that the balls had been deteriorating for decades. pebble beach has been a golf course since 1919. >> and so it's not the problem of golf balls are constantly being hit into the ocean and refilling these spots, it's that there's 100 years of golf ball pollution out there and that

that pollution is continuing to wear down. >> reporter: that waste could potentially impact wildlife, including fish, the california sea otter and endangered species, sea lions and coastal birds who may eat tiny pieces of plastic. >> there's not a lot of study done on the chemical compounds that are in golf balls and how that might affect organisms that are consuming this material. because again, until alex had really discovered this problem and looked into it in really great detail, no one had really studied this problem and its potential affects at all. seriously, how do you think this happens? >> reporter: after two years of work, alex and matthew just published their scientific paper that concluded most of the balls came from pebble beach. they found more than 35,000 in the water right off the golf course. when alex added those balls to ones collected in the same area by the monterey bay national marine sanctuary and pebble beach corporation, the total found went up to more than 50,000 golf balls. 50,000! since then i think we've collected approximately 20,000

additional golf balls. >> reporter: pebble beach says it's taking action. >> the fact there were so many accumulated offshore in certain locations was new to us. unless somebody dove in that area and brought it to our attention, we didn't know. >> reporter: pebble beach is telling caddies and golfers to make sure their golf balls stay on the course and out of the ocean. they have worked with the monterey bay national marine sanctuary and monterey aquarium to identify key areas to clean up. >> we now have a collection planned 18 times this year to 11 separate locations, so almost 200 separate dives, and pick up golf balls that are accidentally hit into the ocean. >> reporter: the marine sanctuary has agreed to work closely with the golf course to make sure the cleanup is done right. >> we're going to be looking over their shoulder the whole time. >> reporter: the sanctuary protects 276 miles of california coast. >> it's been very interesting to get to the bottom of the golf ball issue and realize that there could be other areas on the coast that we need to take a

look at. >> reporter: alex will be heading to uc santa barbara soon to study marine ecology. she's excited to see her hard work turn into action. >> golf courses should be responsible for picking up these balls. >> reporter: the california coastal commission tells us plastic golf balls into the ocean is not acceptable. they're looking at all options to clean them up and to keep it from happening. for the i-team, dan noyes, abc 7 news. this is the first weekend of black history month. yesterday san francisco mayor london breed hosted a celebration at city hall. people packed the rotunda to see mayor breed and latifa simon kick off black history month. as san francisco's first african-american woman mayor, breed took the moment to remember family members and activists that fought for that opportunity. >> we looked out for one another. we took care of one another. the only reason someone like me from the most humble of circumstances could even think about serving as mayor of this great city is because of those

digital fireworks display to celebrate. good morning to you. saturday morning and, wow, look at live doppler 7. over 3 inches of rain already in the north bay mountains, 2 inches in the santa cruz mountains, so it has been raining for the pas2hours. it has certainly added up and now we're getting the heavy rain with the gusty winds. our radar will take you from 580 to 680, pleasanton and dublin, sunol, very wet out there. pockets of heavier rain from hercules to martinez. highway 24, walnut creek it's been raining all night for you. up in the north bay, 121 and highway 37, that usually is a big flooded area. look at the reds moving into the peninsula here, san francisco, and just up about 1,000 feet winds are gusting to over 50 miles an hour at half moon bay. the winds have not been a factor at the airport as of yet so no delays. we're looking at millbrae and pacifica, some pretty good

downpours. down through the santa cruz mountains, stanford, sunnyvale, this is a 3 on our storm impact scale because we're looking at storm drains getting overwhelmed and that wind warning until 10:00 this morning. with 1 to 2 inches in the valley, 2 to 4 inches in the hills, we're looking at a combination of some issues throughout the early part of the day. then another round of rain this evening. 1 to 2 mile visibility from the east bay. looking outside you can see the wet pavement out here. san francisco in the 50s. 53 in morgan hill. from 'em remeryville right now can see the winds have been clocked from 30 to 40 miles an hour. we're keeping that wind warning with us although the camera is changing from our sutro tower camera. 51 in petaluma, 52 in livermore. as we look at the surface winds, they are up to 21 miles an hour in concord. elsewhere lighter around napa and half moon bay. as we go up to 1,000 and 2,000 feet, 33 miles an hour. about 3,000 feet, it was

65-mile-an-hour wind gusts. so certainly gusty and breezy winds throughout the afternoon. the golden gate bridge, a bit of a lull out there right looking wind this morning, a chance of thunderstorms this afternoon with a colder sector of air coming over the bay area. then tomorrow looking at a cooler day with perhaps some low snow levels into monday. as we go through the morning hours, you can see the spotty showers. into 10:00, 11:00, we get a bit of a break. but here comes the area of low pressure by 5:00, 6:00. this will give us another round of some pretty good downpours, the possibility of a thunderstorm. this takes us right on through 11:00 tonight. so the main focus will be this morning and then again this evening. as we look at the totals through your saturday, about three-quarters of an inch over in oakland, 1.5 in santa rosa, almost an inch in redwood city but we've seen 2 inches around ben lomond. so we're certainly looking at

not only the rain but the winds as we clock them from 25 to 30 miles an hour. this is saturday morning. then as we get through the afternoon, the blues indicate the lighter wind speeds but that wind advisory will expire at 10:00. we have the winter storm warning through tuesday and this will bring anywhere from 5 to 10 feet of snow. so don't even think about going to the sierra nevada. look at the snowfall amounts, 57 inches in kirkwood, 50 in donner. highs today with the chance of a thunderstorm, windy conditions and some downpours throughout the morning hours. then that bit of a break and heavy rain in the afternoon, upper 50s to near 60. here's super bowl sunday, and you'll notice the scattered showers throughout the day, so if you're going to barbecue, you may be in between showers. it does last throughout the evening hours. but today the biggest day in terms of the wind and rain, you download our accuweather app and you can track live doppler 7. this front moving through right now with the heaviest wind, the heavy downpours, the gusty winds

we're starting this half hour with an dozextended look at the forecast. here's meteorologist lisa argen. hi, lisa. >> hey, chris, it's a 3 and the rain is really coming down right now. we're looking at urban and small stream flooding in addition to very gusty winds. as we go through the day today, the rain certainly adding up. it's already up to 2 to 3 inches in part of the coastal hills of the north bay. santa cruz mountains closing in on 2 inches already. take a look at this line pushing into san francisco and the central bay. as we go up to the north first i want to take you to healdsburg avenue and you can see the heavy rain from old redwood highway, and further south. but this is where we're getting the intense downpours from larkspur on magnolia, to tiburon, point richmond, over the richmond-san rafael bridge to 580 emeryville 7th street. you've got pretty good rain

there. 880 in oakland and through lafayette it's a bit lighter. here in the sunset looking at lighter rain south of us in the city here, daly city. but to the east around coyote point drive looking at more downpours and also on the peninsula further south from palo alto to mountain view looking at the light to moderate rain into the santa cruz mountains in the south bay, from saratoga to prospect road. where isn't it raining? there's the low that's going to pull in tonight. we're going to get a break, a bit of a lull throughout the mid-morning hours. but look at that wind, you can see how gusty it is. some of the wind gusts are like the temperatures, in the 50-mile-an-hour range. this is san jose 101, we've got low 50s and light rain. so with the possibility of hydroplaning, downed trees, power lines and small stream flooding is all today as the flash flood watch is with us through noon time. looking at a coastal advisory also until noon. the high wind warning will take us through 10:00. that's what i wanted to show

you, the wind gusts to 21 miles an hour concord, 35 miles an hour by the delta. as you go up near 40 miles an hour atlas peak. throughout the next hour or two we'll see heavy rain, then we get the lull through the noon, 2:00 hour and then more rain with the actual area of low pressure by this evening. chris. >> lisa, thank you. the storm has already caused problems in the north bay. take a look, a large tree went down also bringing power lines down on bohemian highway this morning. pg&e and fire crews are at the scene to remove the tree from the roadway and to assess the damage. there are power outages in some parts of the bay area this morning. according to pg&e, none to report in san francisco, but one customer is without power on the peninsula, five in the south bay, 313 in the east bay, more than 1,000 in the north bay and nearly 7,000 customers are without power in santa cruz. yosemite has announced the possibility of road closures because of the storm. highways 120, 41 and 140 could

all close inside the park overthe next several days. the park service says yosemite will remain open. caltrans has temporarily closed highway 1 in the big sur area. those sections of the highway are prone to rock falls and landslides. the area near mud creek was just reopened in july after a massive mudslide in 2017. caltrans says it will update the status of the highway on monday. in the south bay, heavy rainfall is falling in the santa cruz mountains. some people started preparing yesterday, stocking up on food. abc 7 news reporter david louie has the story. >> reporter: street crews in san jose started cleaning storm inlets back in june, but it's debris like this that clogs them and leads to flooding. so do pumps that start working in underpasses when the power goes out. this spot is a known problem area. >> a lot of the pump stations have backup power, but we are

able to provide portable pumps in areas where there are concerns. if something like that happened, we'd obviously have a lot of coordinating to do, but we have stuff on site able to respond. >> reporter: rick scott of the transportation department has 20 crews standing by to respond sr there's a limit to what they can do. >> we can't stop flooding if there's too much water. so at that point our real priority is safety, closing roads, making sure people know not to drive on flooded roads and flooded areas because sometimes we just require time for the water to clear out of an area and make the area safe again. >> reporter: sandbags are available to residents if water encroaches on garages and homes, although no one seemed to be in urgent need of them so far. in the santa cruz mountains which got slammed with the heaviest rainfall, residents are stocking up on food and preparing to be without power. >> i've got a fireplace, flashlights, candles, the whole bit. >> so you can go for two or

three days easily? >> two or three days. but i really can't complain, compared to what they went through in the midwest. i mean geez. >> reporter: rachel dsurvived te mudslide that took ten lives and destroyed 30 homes. she's getting ready for this storm. >> make a big pot of soup that will last a while before the storm hits. that's pretty much what i do to get ready. >> reporter: some hot soup sounds pretty good about now. san jose will have its crews standing by for the next 24 hours. they'll then ratchet back a little bit but be on stand by still because there is always residual damage, trees and slides happening days after a major event. david louie, abc 7 news. >> you can always track the rain and check the weather conditions where you live with the abc 7 news app. enable push alerts to get the latest news as it happens. developing news out of monterey county. salinas police have confirmed that officers shot a suspect in the parking lot of a safeway store. it happened just after 10:30

last night. police received a call about a person pointing a gun at customers inside of safeway. officers shot the man. he was taken to the hospital. his condition is not known. the five officers who responded to the call were wearing body cameras. the monterey county district attorney's office is currently reviewing that footage. a san mateo restaurant owner is apologizing after saying he wouldn't serve customers wearing make america great again hats. the change of heart came after he tweeted the hats are essentially the same as a swastika, white hood or any other symbol of hate. he issued an apology saying in part we will continue to serve all customers regardless of race, color, religion, sex, national origin, sexual preference, gender orientation, disability or political opinion so long as they leave hate, anger and violence outside the doors of our restaurant. neighbors we talked to were

good morning to you. check it out, the cold front is pushing through san francisco into the east bay right now. behind it you can see a bit of a break, butoffsho and we're looking at the windy conditions as well. so as we go in closer, you'll notice from sears point, 121, highway 37, american canyon, certainly these roads experiencing some flooding problems because the drains just can't keep up with the heavy downpours. perhaps an inch an hour under some of these very heavy downpours from 580. livermore looking at some pretty good rain, pleasanton, east foothill boulevard and back through owe rinrinda and berkel. as we get towards the peninsula you can see the rain picking up from the east bay shore and also around los altos, mountain view and into the south, the santa cruz mountains, you picked up nearly 2 inches of rain already since last night. so another perspective, and you

can see the yellows indicating the front here. then we'll get that lull, and the low isn't going to move in here until this evening. so it's a level three in our storm impact scale. heavy rain, urban flooding, 1 to 2 in the valleys, 2 to 4 in the hills with the damaging winds. the visibility if you have to be out not great, just 2 miles se san carlos airport, 3 miles san jose. you can see the drops on the lens from san francisco, low to md-50s right now. and the gusty winds from sutro looking at 30 to 40-mile-an-hour wind gusts. that high wind warning in effect until 10:00. it is 56 in concord. the wind gusts in the delta 32 miles an hour. 22 miles an hour at half moon bay. this is at the surface. you go up 1,000 to 2,000 feet in height and we're up to 52 miles an hour at mt. diablo, nearly 40 mir at mt. st. helena. so rain and wind this morning, the chance of a thunderstorm this afternoon and the cold air

moves in behind the system, that's going to be tomorrow, super bowl sunday. then a chance of snow in our local hills into monday and tuesday. so the rest of the day featuring the scattered precip. here we are 8:00, the front has moved on through. so we have the showers and we'll still have them throughout the mid-afternoon, even a little sunshine that will destabilize the atmosphere. perhaps a thunderstorm. here comes that low and with that more heavy downpours 6:00 tonight. that's going to take us right on through the evening hours. so two rounds of some very heavy rain. when we add them up from this morning through tonight we're at 1.5 in santa rosa, over an inch in mountain view and ben lomond 2 to 3 inches. so current winds right mir to 35-mile-an-hour gusts. it is still breezy with 15 to 25-mile-an-hour winds. the yellows and reds and purpose 'em is the gustiest conditions.

our winter storm warning in effect through thursday. it's 38 in blue canyon, 35 at southlake. it will change over to snow. we're looking at the snow levels lowering as that front passes. so ahead of it it's warmer, it's windier, but behind it is where we'll have enough precip it will fall as snow. 5 to 7 feet in the highest elevations possible. upper 50s to near 60 with the rain, the wind, the chance of a thunderstorm. and tomorrow morning we'll have the scattered showers all throughout the day for super bowl sunday. so if you're going to be out grilling, in fact the evening hours with that next system look even a little bit wetter, so keep that in mind. keep the rain gear handy. download the accuweather app and you can track live doppler 7 which is really lit up right now. then by tomorrow we've got the colder sector of the storm, level 1 for sunday, monday and tuesday. and then by the chinese new year there, we're going to get some better weather with more sunshine. but cold. it's going to feel like

happening today, chinese new year's festivities kick off this weekend with the annual flower fair in san francisco's chinatown. mayor london breed will be at the fair for a ribbon-cutting ceremony. the tradition takes place the weekend before the chinese new year holiday. families can buy fresh flowers, fruits and candies for the new year. more than 100 booths will fill grant avenue between clay and bla r broadway and pacific avenue from kearney to stockton. chinese new year is tuesday and hopefully a break in the rain for all of those headed to chinatown. >> a little bit of a break but it's one of those things you'll have heavy downpours, the break and you'll wanting the rain gear with you the next several days. the cold front is working through the bay area right now.
