>> that's a lot of snow, that's coming down. >> that's viewer in the santa cruz mountains sent us that video. a lot of people enjoying the snow. it can cause issues. the snow started coming down on the summit. they closed 17 in both directions for 45 minutes or so. eventually they reopened when they said they had enough plows and equipment to keep the roads clear. seen the clouds coming through, chp cars with traffic, making sure drivers don't go fast. caltrans telling about icy and snowy conditions. this is going to be interesting. we all know what it's like on highway 17 when it rains but now we're going to have to deal with the snow this morning. so caltrans out here with the snowplows plowing some of these roads. so we're going to see just how drivers do out in the snow. i'm not sure how i'm going to do

cruz. partly cloudy and temperatures around 40 degrees. it's going to be a cool one today. okay. here is alexis. >> we're looking okay here. walnut creek, a tough commute. today we're incident-free. hopefully we can hold onto that. southbound 880 cruising withou issues. we do, however, have a significant problem. if you're planning on riding ace train, ace 1, they had a freight train blocked. they are blocking the spire pacific main line. ace is not able to get around it. unfortunately ace 1 is not running until that freight train is moved. no estimate when ace train will start to run today. expect significant delays. you may need to find another way to work today. >> thank you, alexis. happening today, president trump will deliver his highly anticipated state of the union address. the annual speech was delayed a week because of the partial government shutdown. the president expected to call for unity but also teased the possibility of using the event to declare a national emergency

at the border. >> our abc news reporter is live in washington for us this morning. good morning. >> reporter: good morning, jessica. the white house says the president will focus on five key issues, national security, trade and immigration. however, as you mentioned, the president also teased dropping a possible bombshell. on the greatest political stage in front of both chambers of congress, president trump will deliver his second state of the union address. the first before the newly democratic-run house. speaker pelosi sitting directly behind him. on the heels of the longest government shutdown in u.s. history, the white house says president trump will strike a conciliatory tone and call for unity in an attempt to mend the partisan divide. >> it's going to be a speech that's going to cover a lot of territory but part of it is fog to be unity. >> in the past few days the president set a different tone, publicly considering to use the speech to declare a national

end the nightmare and encourage people to join in. it starts in union square. an oakland nurse who was deported and allowed back into the u.s. will attend the state of the union. maria mendoza sanchez was invited as congresswoman barbara lee's guest. she represents a human counterpacounter counter-point to the president's hard lin policies. sanchez was deported in 2017. her daughters were left behind in oakland. she applied for a high-skilled visa and was eventually allowed to return to the u.s. last year. coverage of the president trump's state of the union address gips at 6:00 and you can watch it on abc 7. we will stream it live on abc 7 news app and abc7news.com. in east bay teachers will hold a rally at the city council meeting. >> it was announced after 95% of teachers have authorized a strike. no date set for a wakout.

the teacher and union have been locked in a bitter strike. they are asking for a 12% raise over three years. so far the district offered 5% over the same period. union leaders warn a strike can happen by the end of the month. union leaders say they are optimistic a deal westbound reach. more housing in l.a. the city approved 1100 units. $100 million from the city will go to the project. developers will city need to find $500 million in financing to complete this. the city hired a dedicated person for the planning of this project. construction can start as soon as next year. updates to san jose's abandoned shopping cart program could be coming this week. one councilmember is recommending new rules for the ordinance to keep carts off streets and hold all retailers accountable for their property. he said abandoned carts create a nuisance and hazard for the public. the city council meets tomorrow.

right now on live doppler 7, the pink wintry mix, the greenspan is rain and the white is snow. east bay hills from 24, right across 580 down to 84 and out into the diablo range and altamont pass. yeah, some snow could be falling, mixing in with the rain. will it stick? probably not. but it's possible on the shoulders and grassy surfaces. as you highway 9 and santa cruz mountains it all turns right back to snow. here is a look at 101 and 880 in san jose. it is wet, thankfully. how often do we get to say thankfully that's wet, not snowy. this is a morning event, mass transit in the bay. hour by hour. look at these temperatures stuck in the 40s with the bay. even with sunshine, near 51 from

2:00 to 4:00. how about for the north bay. 33 this morning. it will be in the 40s for the better part of the afternoon hours. you'll see more sunshine than everybody else. dropping down to 40 by 8:00. san francisco stuck in the 40s for the better part of today. with a chance of rain all the way through 10:00. you could even see a little snow mixed in on twin peeks during the morning hours. i'm kind of excited. i know driving this morning, i was like come on, snow, snow, snow. other than what i had on my windshield, i didn't see any in the morning. how about you. >> i didn't see anything. i didn't have any on my windshield when i walked out. i'm sure the folks on highway 17 don't want quite that much snow to drive in here today. we are keeping a close eye on that. so far i don't have any incidents to report as far as snow is reported. i do have a sig alert because of ice in the north bay. mike mentioned some very cold temperatures. 33 degrees here. we do have ice reported as of 12:30 last night.

chp issued sig alert northbound 101 past alexander avenue, northbound golden gate bridge. the three left lanes are closed. they did set up that hard closure. you can get by that on the far right side. that could slow you down a little later into the commute. right now that's not causing significant delays. 880 light out of the central valley, tracy to dub lip, 40 minutes. dublin to mission boulevard green at 16, n n n n n n n n n n to cupertino, about 15 minutes. a california plane crash. what investigators say happened

check out this cold, core bringing snow to higher elevations all the way down to santa barbara and higher elevations of the sierra. this is going to continue. you can see mountains south of big sur have the best chance along with l.a. in the afternoon hours. if you're traveling today, tonight, tomorrow, pretty much a no-go. it's going to be pretty tough. wednesday it stops snowing for the most part by slippery. we've got winter storm warning continuing until 4:00 today. that's when the heaviest of the snow will start to taper. here is a way it looks at tahoe. our quietest day is thursday.

we're starting in the mid-30s to mid-40s. we'll only make it into the low- to mid-50s. most of the day we'll be stuck in the 40s. a cold night is on the way. look at the 20s in the north bay the rest of us in the low- to mid-30s all the way around until you get to san mateo and san rafael. north and south of those areas will be in the upper 30s to low 40s. there's a slight chance of showers over the ocean during the overnight hours. you can see some fog start to form. we're going to keep an eye on you and the north bay. notorious for fog. with temperatures below freezing, that means freezing fog or black ice. we've got to keep an eye on that. a look at the storm system, mainly heading down to the south. the deeper moisture pushing into the south. us we're stuck in this bowl of cold air. here we are at 4:30 in the morning. color coded once again. yellows, greens, you know, those are the reds. the pinks, that's the wintry mix, the whites. by the time we get to 4:30, you can see that heavy band starting

to hit on either side of the santa clara valley. by 9:00 it's digging deeper into the santa clara valley. a lot of us are clearing out a little bit. notice a slight chance as we head towards noon and afternoon hours you're definitely going to want to have the sunglasses with you. let's take a look at accuweather seven-day forecast. we've got freezing cold temperatures inland tomorrow anagen thursday. we'll watch out for freezing fog and black ice both those days. a string of 1s friday, saturday, and sunday. not quite as cold as what we're dealing with now. nor on the slick streets with alexis. >> we don't have many incidents so far today. that definitely is good news. sounds like folks are slowing down and driving for conditions. i'm keeping a close eye on 17. that's where we saw a ton of snow. matt keller reporting live this morning. he forgot his gloves and he's quite chilly. they actually did shut down the roadway for 30 minutes overnight to clear it and then they reopened it. they say they aren't doing another hard closure for the time being.

about what i'd seen and what i'd done. i remember just thinking, man, the way i am right now, i don't want to live. i was discharged from the army, and i've been working with the wounded warrior project since 2007. warriors don't have to be severely wounded to be with the wounded warrior project. we do have a lot of guys that have post-traumatic stress disorder. being able to share your story, i guess it kind of helps you wrap your mind around what did happen over there. just because you've left the military doesn't mean your life is over, because when these guys are coming home, i'm kind of leading and training them, instead of for combat, i'm leading and training them to heal. and if i come away with anything from the wounded warrior project, it's them giving my life back. my name is norbie, and yes, i do suffer from post-traumatic stress disorder, but i'm okay.

long range navigation and communication capability of the dallas-based carriers 737 aircraft. flights like these are the final phase for southwest to get approval to start service to hawaii. the government shutdown delayed the launch. the airline recently said it's likely to start flying people to hawaii this spring. another airport has overtaken atlanta to become the busiest in the u.s. for the number of flights and it is chicago's o'hare international. it surpassed hartsfield-jackson for the first time in four years. o'hare saw more than 903,000 last year. atlanta had 895,000. it remains the busiest airport in the world for the number of passengers. they have that to brag about. here in the bay area sfo remains the busiest, although nowhere near the top two. we saw 470,000 last oakland saw 241,000.
