that he may have been holding. they want the district attorney's office to charge the four officers with murder. >> wee expect to hear from oakland unified school district superintendent later this morning about what the district is doing to prevent a teacher strike. teachers are trying to rally the city's support. >> we know that public schools are the heart of the community. >> abc 7 news was at oakland city hall last night where the teacher's union president spoke during a rally who spoke before the city council meeting. they want support and request for a 12% raise over three years. the district offered a 5% over that same period. oakland unified members show there are 2300 teachers in the district and more than 36,000 students, not including those a district authorized charter schools. students will stage a sickout friday morning. this is video from a walkout at oakland tech last week. kids from that school, skyline,

met west, among others are expected to join. organizers say the goal is to show support for their teachers' demands. the students plan to march from oakland tech to the district office. meanwhile, it's game on for high school athletes in oakland. the school district announced sporting programs cut last summer except for bowling are running again. thanks in large part to donations. in one neighborhood they have four weeks to leave. they banned them from parking overnight. frustrated neighbors told us about it in november. campers tell us they cannot afford to pay rent anywhere. homeless services will now be contacting those campers. it's freezing cold on the peninsula. look at menlo park, 32. redwood city 35. i think you'll get down to that temperature as we head through

let's take a look at what's going on across the state. it's much quieter unless you're near the coast or theig elations around san diego and up in the sierra where we'll have snow showers today. low to mid-50s in the area. low 60s near southern california. if you're heading up, today will be slippery, tomorrow in the sierra will be dry. snow for friday and saturday. caution if you're headed that way. here's a look at what's going on in lake tahoe. quiet this morning at heavenly.

as we head throughout the morning commute, it looks like everywhere but possibly the east bay valleys and the south bay will be dry. you'll get yours as we head throughout the day. you can see green and yellow. light to moderate showers throughout the day. they become lighter during the evening hours. the storm is a 1 on the storm impact scale. but it will have a snow level. it's going to be just a little bit above our highest peak. maybe 4,000. 4500 feet. the best day is saturday. sunday comes in with a snow level around 3500 feet. not a repeat of yesterday. darn. here's alexis. >> thanks, mike. er good. not a repeat of yesterday on the roads either. fortunately, we're definitely happy about that. not many issues this morning. we're looking at extra heavy traffic due to earlier roadwork. all lanes westbound of 205 shut down before 580.

i believe they got things back open on time. that is having a really hard time bouncing back. westbound 80, highway 4 to the maze. no slowdowns there. you're in the green at 17 minutes. 9 across the bay bridge. san francisco to sfo looking good in the green at nine minutes. tesla is cutting the price of the model 3 sedan for the second time this year. it now starts at just under $43,000 before incentives. tesla issued a statement to the tech website electric saying it cut the price by 1100 bucks. the customer referral program is ending. that program ended up costing tesla a lot more than they anticipated. new this morning, a san francisco-based ice cream company will be opening the first location in berkeley. >> humphrey slocum will be serving up artis mal scoops at -- they chose the berkeley location because of its place in the food world. it will be their fifth location. still ahead on abc 7 mornings, could elon musk's hyper look be

a snow level at 4,000 feet. it has two more acts that hit us on the weekend. we'll talk about that next. >> thanks, mike. abc 7 has a commitment to building a better bay area. that includes looking at solutions to to improve transportation. san jose mayor sam liccardo believes a hyper loop could link diridon station with mineta san jose airport. it would carry passengers through tunnel underground. they've been in talks with elon musk's boring company for 18 months. the boring company is experimenting with tunnel transportation right now in southern california. >> there have been no decisions to work specifically with the boring company. we've been exploring the technology. that is, is this real or not? >> right now, four agencies, vta, cal train, ace and amtrak provide rail service to south bay commuters. but they don't run directly to the airport. and speaking of trains that do

run directly through the airport, b.a.r.t. starting on monday, big changes if you're an early morning commuter. >> instead of trains running at 4:00 a.m., they will roll out at 5:00 in the morning. for the estimated 2900 people who will be affected, will have more shuttles taking them. the reason for the later start is because b.a.r.t. will be getting a retrofit project of the transbay tube. >> this is going to be the installation of an inner steel liner. its critical point for the tube and an upgrade to our water pumping system so we can get bay water out to evacuate waters if needed. >> the project will take four years to complete. it will withstand any major earthquake. hopefully worth the wait alexis. >> this is going to be a big adjustment for folks who use b.a.r.t. i've heard from several people who have to change their schedules and maybe their jobs

the morning. the rest of us as the day unfolds, look at this. nearly a third to 2/3 of an inch of rain out of that first system. we have to update to a 2 moderate light. saturday is fairly quiet. random showers in the evening hours. the storm that comes in sunday, we'll start to push our totals up over an inch in most neighborhoods. so my concerns, as we head through the weekend, friday hydroplaning and flooding on the roads. those will be the most intense storms. downed trees. maybe more saturday and sunday. snow on our roads and mountains. no because the snow elevation will be in places like discovery peak, mt. diablo and mt. hamilton if we see some snow. >>

>>. a mother otter and her pup are back together this morning after this reunion along the central coast. the city of morrow bay shared this video on facebook. s technology played a role in getting them back together. a fisherman found this pup by itself. wildlife pups recorded the cries and played them for otters on the speakerment one aughter appeared drawn to the sound. they figured out it was likely the pup's mother. then they threw the baby at mom. >> we just showing video o someone throwing a baby pup in the water and act like it's normal? okay. i'm glad they're back together and i'm glad we say it's likely the mother. not really sure. >> yeah. >> if she wants the baby, good. next at 5:00 a.m., college students join the political conversation. their reaction to the president's state of the union.
