pour some water on the building! frantic moments after a massive gas line explosion. we have the latest on the situation this morning. >> it's amazing that people weren't injured in this. >> i know. good morning on this thursday, february 7th. we'll get to that news in a moment. first, we want to check our weather. meteorologist mike nicco has our forecast. >> a lot of frost in the same spots as yesterday. the frost isn't as thick as the air mass is drying out a little bit. hi everybody. want to show you live doppler 7. that's our next storm bearing down on us already. it's pushing increasing clouds. you'll want to have the sunglasses with you. you can see it's pretty clear out there right now. that's why we're in the low to mid-30s inland and around the bay through the 7:00 hour. how about 50 to 53 at noon. 52 to 55, still five to eight degrees cooler than average. dress for mid to upper 40s. >> it's dry this morning. check out the dry commute with

alexis. good morning, mike. we have one issue in the east bay. this is pretty much all we've been dealing with. this is a solo vehicle collision. initially, it sounded like a flat tire. i think it was more than that. blked due to this collision. twes are getting by. checking our speed, down to 9 miles an hour. definitely heavy for a mile and a half. 580 wide open. as long as you're not in a big rig, you can use that for an alternate. drive times looking great here. westbound 80, highway 4 to the maze 17 minutes. westbound 0 across the bay bridge. no metering lights yet. southbound 101, san francisco to sfo looking good in the green at nine minutes. developing news in san francisco. here's a live look at geary boulevard and parker avenue where pg&e crews are still on scene after a gas line explosion sent people running for their lives and incredibly no one was hurt. right now, geary and parker remains closed. a look here at the huge flames yesterday. five buildings burned in this

fire. the fire chief says this started when construction crews working on an underground fiberoptic hit a gas line setting off the blast around 1:18 p.m. >> just huge ball of fire. it was really loud. you could hear it spewing. you could hear the gas spraying really loud. >> sky 7 was overhead after the gas exploded into a fireball right outside the hong kong lounge 2 restaurant on the corner there. we have live team coverage on the scene. amy hollyfield is gathering the latest from the scene. we'll check in with her at 5:30. right now, though, we want to go to abc 7 news reporter matt keller. he has reaction from evacuees. good morning, matt. >> reporter: good morning, jessica. we have a bird's eye view at geary and parker. you can see a lot of work being done by pg&e crews this morning. many people are waiting to return home. some watched this terrifying event happen in front of their eyes. >> i was about to park and i saw -- i heard something and

when i looked, there was huge fire shooting up the sky. >> when the fire ignited, fire officials went door to door evacuating neighbors within a one-block radius. five buildings were damaged. the rough estimate of people displaced sent 100 people late wednesday. that late mandatory evacuation order. they were directly impacted by the fire and firefight. san francisco fire is hoping the number will be much lower once landlords account for the tenants. >> the electricity cut off, the gas is cut off. we're telling people to spend overnight elsewhere. it may be a few hours they might let us back in. they couldn't promise. >> reporter: dozens of people ended up returning home to collect important items that they then had to leave. now, pg&e says crews will be working around the clock to restore power and gas here in this area. reporting live in san francisco, matt keller, abc 7 news. matt, thank you. understandably, there was panic

and chaos. >> you'll hear what the dispatchers went through in the first few minutes. >> get some water. we're not going to extinguish the main. get the water on the -- the building! [ inaudible ] >> on the top of -- [ inaudible ] >> it's craze what the first responders go through in the beginning of an emergency. dan noyes found a lot of information on pg&e and mass tech. >> that's the company that was digging a fiberoptics projoptics >> the company is mass deck, a construction company out of

coral gables, florida. it was their crew of 8 to 10 workers, operating that excavator that cut into the 12-inch gas main. video shows that the natural gas didn't immediately catch fire. the crew had a chance to runaway. no one was hurt in this incidents. cal osha tells us that they've had inspections with mass deck two in southern california and one from concord in 2015. the employees were demolishing power lines with other contractors when one of the workers suffered an electric shock cutting into a riser that housed a live power line. when someone is going to dig, they have to call 811 so pg&e can mark where the gas lines are to prevent an accident like this. pg&e said today mass tech did call and theer rked. but pg&e has faced problems with its 811 system. a former commissioner with the p.u.c. tells me she has questions. >> was there an inaccuracy in

the marking? what happened to the system and this is also why the investigation that the p.u.c. launched in 2018 was important into this very program. >> in december, the p.u.c.p.u.c. broken law. they found pg&e undercounted tens of thousands of late ticket each year between 2012 and 2016. then, of course, is the bigger question. why did it take more than two hours to turn off the gas? they apparently couldn't find a valve, so they had to resort to digging by hand in the street. finally i can crimping the gas lane closed. dan noyes, abc 7 news. verizon issued a statement about their role. we understand that company is cooperating with the investigators as they determine the root cause of the incident. the fiber installation has been halted pending the outcome of an investigation by local

danger ahead. for us, everything is quiet this morning. because it's so still out there, we've got frost forming once again. look at menlo park. 31 degrees. mid to upper 30s for redwood city, san mateo. everybody else in the 40s. 42 in oakland. 37 in san jose. look at the freezing temperatures in the east bay valley. here's a look from the east bay hills. today, last dry day to do some yard work. a lot of lawn care services like to put out fertilizer this time of year and with the rain last week, everything is sprouting. if you want to get it cut or trimmed back, today is the day to do it or you have to wait until monday or tuesday. calm and dry out on the bay. for the east bay, 40s up until 10:00. 52 to 55 from noon to 4:00. that feels pretty comfortable. 48 again at 8:00. so grab that coat if you're headed out for the evening. look at the north bay.

upon further review, after going over the data that came in overnight, i decided to up the scale. the data said i should. to a moderate for tomorrow. showers, brief downpours, which could cause minor ponding on the roadways. and thunderstorms are even possible. i'll give you an hour by hour look kwoming up. the family of a texas woman shot and killed while setting up a garage sale is making a new plea to find the person responsible. marcus moore has the details. >> in gma first look, police looking for the person caught on tape fatally shooting a woman while she was setting up a garage sale. in this chilling surveillance video from january 25th, someone approaches her in her texas driveway at 6:55 a.m. you can see the two appear to talk briefly. then seconds later, ba razz a is shot four times at point-blank

range. we're not showing you the actual murder. the killer is seen then running away before getting into a dark vehicle and driving off. >> investigators still need vital information to solve this horrible crime. >> police looking for any clues. investigators not certain if the suspect is male or female. they've made no arrests and have yet to determine if she was targeted. authorities say she put up signs for the sale that morning. we'll have more on this urgent investigation at 7:00 a.m. with your gma first look, i'm marcus moore, abc news, houston. a 17-year-old is charged with murder in the shooting death of a grandmother in san a stray bullet from outside hit her while she was sitting inside her home. this is video from the scene on january 19th. 58-year-old lily santiago hernandez died shortly after the shooting. police have not released the suspect's name for picture. abbuilding a better bay are. that includes affordable

housing. now more of it is coming to the south bay. they put aside funding to kick off construction of 1100 units. it comes from repayment of past redevelopment loans and fees. because of funding like this, one woman that we spoke with moved into her own place with her three sons. she beat out 1700 applicants for her three-bedroom apartment. she pays just under $1500 a month. that's at least half the typical market rate. >> i want to live like this with my kids. i have good neighbors, too. and the people work here. really nice with me. they're really nice. >> san jose is also adding a dedicated staff member to speed up the approval process for affordable housing developments. now for some not so affordable housing. governor gavin newsom is selling his marin county home for nearly 6 million bucks. the mid century modern home is in the kept woodlands.

governor newsom relocated to the state capitol. real estate agents say living in a former governor's home does add value. if he ever runs for president, well, it could be worth even more. in marin county, the numbers are in and they're impressive. for the salmon returning to the creek, according to a count by the water district, 350 pairs of coho dug nests. aquatic ecologists say that this is the best return in more than a decade. they say the numbers were as low as 50 to 60 fish in 2008. they credit habitat restoration effort for the population surge that has occurred, which is great to hear. now to a story bolstering the belief that maybe cats do have nine lives. >> a cat named fluffy lost her fluff, at least temporarily. take a look at this. her owners found the cat frozen in a snowbank last week. this was in montana in 10-degree

weather. they took her to the vet who tried to bring her temperature back up with warm water and warming blankets. eventually, they had to take her to an emergency vet where she started showing signs of recovery. as you can see, she's better now. fluffy used to be an outdoor cat. now she spends most of her time inside. >> she has learned her lesson. >> rethinking that one. >> yeah. i'm glad they didn't give up on fluffy. >> that's the stuff movies are made of. >> i'm trying not to be judgmental which is hard for me. how are you going to take picture of her with snow on her. you'll be busy taking the cat to the vet. >> they wanted the -- >> maybe you're staying out of the veterinarian's way, too. i don't know. >> that was crazy. >> it's freezing cold this morning too. but it's our last one at least until possibly monday morning. here's a look at what's going on from the least bay hills.

a clear sky. but that will change. we'll have partly cloudy conditions as our system draws near. cooler than average again, now that system will first feel it with an isolated chance or shower possible in the north bay tonight while the rest of us see increasing cloulds ads and that blanket effect. very few days without extended rain in my forecast. lakeport at 48. ukiah and livermore at 52 along with richmond and san francisco and san rafael. the warm spot will be san jose at 57 degrees. you can see the green up around santa rosa tonight. notice towards lake county, some of your mountains, a dubsing of snow overnight. the heaviest of the rain behind me offshore. temperatures tonight in the upper 30s to mid0s. here we are at 4:00 in the morning. scattered showers in the north bay all the way down 101 through san francisco. all the way to half moon bay. as we head through the morning commute, just about everybody is going to have light to moderate

rain. there could be ponding on the roadways, especially in the north bay. the richmond-san rafael bridge and the bay bridge and the golden gate bridge. less likely wet commute in the south bay. you'll get yours by noon. a lot of yellow and orange out there. the potential for ponding if you're headed out during the lunch-hour. as we get on to the backside of the system, scattered showers and potential for thunderstorms as we head into the afternoon and evening hours. as we head into 8:30 to 11:00, the shower chances dwindle a bit. the rainfall potential, not much during the morning commute but enough to make things slick. my seven-day forecast. snow level at 2,000 feet on sunday. >> thank you, mike. look at those snow levels. 4,000 dropping to 2,000. 5, the oakland unified school district superintendent is proposing nearly $22 million in cuts to keep the district out of the hole, and this as teachers strike continues to loom. there will be a vote on the proposal next week. number 6, twitter announced this morning a 24% jump in revenue. the san francisco company has posted five straight quarters of profits after years of losses. the company says it's still using users. number 7, gucci has pulled this black wool sweater from stores after complaints it resembles black face. in a statement, the company apologized and is committed to diversity and considers it a fundamental value to be upheld in the decisions it makes. one of the biggest pop stars right now will not be at the grammys. more bad news. ariana grande dropped out about a disagreement about which songs

they're going to be out here. we have a few calls into them and haven't heard back. here is video of yesterday afternoon's fire. it started just after 1:00. it damaged five buildings here in san francisco, residential and commercial. no one was killed or hurt. the fire chief says more than 100 firefighters were out here fighting this one. it burned for more than two hours as they waited for pg&e to cap the gas line. >> on scene. it's complicated. there's a lot of piping under the streets and so forth. they're doing their best. >> reporter: the fire started when construction crews who were working underground on fiberoptics lines, they hit a gas line and then that gas spewed for a couple of hours. pg&e, though, still out here working on the situation. muni has rerouted the 38 bus line. they do expect delays on muni. also, expect delays if you're driving through this area. again, you can get through geary into downtown. reporting live in san francisco,

amy hollyfield, abc 7 news. amy, thank you. understandably, there were many questions for pg&e during the fire. >> spokesman blair jones explains why it took more than two hours to shut off the kbas gas. >> this is a complex situation beneath us. there's a complex web of utilities. multiple gas lines ranging from 2 inches to 12 inches. you also have water and fiberoptics and electric. it's not as simple as digging right in and isolating a valve or pinching a gas line. you have to go slow. that's for several lines. state law requires us, if we knw there's a gas line within 24 inches beneath the surface, we have to hand dig. you can imagine trying to hand dig into asphalt. it takes time. we need today go slow and put together a plan first. then slowly methodically hand dig to get to points where we could shut off valves or pinch lines to shut off service. i mentioned it's very cold right now. if we do this wrong and shut off

cuts to school counselor positions, central office administration and the restorative justice program. that did not go over well with students in the room. >> we should not have to suffer because of your inability to manage money. >> here's the challenge. we want to be able to pay our staff more competitively. but we cannot maintain the same number of employees and pay them more when there aren't new resources coming in and enrollment trend is going down. >> the oakland education association says it is against cuts and parts of this new budget proposal have become issues bringing them a step closer to the picket line. >> scheduled to vote on the proposal next week. >> a 17-year-old boy is recovering from injuries after he was shot in the leg while walking his dog. menlo park police say it happened tuesday night near the corner of east o'keefe street and men alto avenue. so far, investigators haven't identified a suspect. anyone with information is asked to call menlo park police.

new clues could help san francisco police solve murders committed in the '70s. investigators released this age progression sketch of a murder suspect nicknamed the doodler, named so because he would draw pictures of his victims before killing them. a sketch artist made the new image on the right based on a sketch produced in 1975. you're about to hear an emergency call made in 1974 after someone found one of the doodler's victims at ocean beach. >> might be a dead person. i think. right across from -- street. >> $100,000 reward is being offered for clues in this cold case. so here's another look at the sketch from the '70s. the doodler targeted gay men and police believe he killed at least five people. let's take a look at what's going on with your neighborhood temperatures. who is not freezing in the north bay? guerneville is close at 33. same thing at napa.

hi peninsula tomorrow and stretching it out. the marin county coast and into the monterey bay. that's where we have a chance of thunderstorms. so with all the new data that came in overnight, i upped the storm impact scale to 2 especially for the minor ponding on the roadway that the thunderstorms will create. snow level tomorrow, 4,000 feet. most of us miss out on it. during the morning commute, just about everybody but the south bay is going to get wet. right after the morning commute, more moderate to heavy showers. notice the coverage starts to drop as we head towards 5:00. also, notice the snow level coming down low enough that more of the north bay could get a dusting. and then by the evening hours, make sure you take an umbrella because we will have scattered downpours and a better chance of thunderstorms with small hail during the evening hours. my accuweather seven-day forecast. it's a 2 tomorrow, moderate. saturday. scattered lighter showers. low to mid-50s. a wintry mix sunday.
