where pg&e crews are still on the scene after a gas line explosion september people rsen running for their lives. geary and parker remains closed. we want to show you the huge flames. five buildings burned in yesterday's fire. the fire chief says it started when construction crews working on underground fiberoptics hit a gas line. >> huge ball of fire. >> sky 7 was overhead right outside the hong kong lounge 2 restaurant on the conner. we have live team coverage on the scene. amy hollyfield is right now gathering the latest from the scene. we'll check in with her at 6:30. right now, booer goiwe're go to matt keller with information from evacuees and the new update we got minutes ago from pg&e.

matt? >> reporter: gorge, reggie. since i last saw you an hour ago, pg&e crews stopped some of the work here on parker. we have some new numbers from pg&e that will help explain to you why that's the case. all electricity has been turned on in the area. the power was restored to the remaining. 300 customers still without gas. pg&e needs to move water from the system before they can restore that. all of that relatively good news this morning. it was quite a scene yesterday when the fire ignited. fire officials went door to door evacuating neighbors within a one-block radius. five buildings damaged. the rough people estimated displayed, 100 people. >> beyond the story of the building. this is way shooting beyond that. it's going up fast. i know you can tell it's coming from small, small space. that's why you can tell it's shooting up in the air, you know. >> reporter: late wednesday, that mandatory evacuation order

only applied to those whose homes or businesses were directly impacted by the fire and firefight. we've seen now that geary is now open. parker remains closed as pg&e works to get gas restored to the area. reporting live in san francisco, matt keller, abc 7 news. thank you, matt. abc 7 news spoke with a man who was inside hong kong lounge 2 the moment the flames erupted outside. >> he describes moment by moment what he saw. >> we heard a rushing noise, like a tornado, must have been the gas line leak and that lasted for about 15 seconds. we were all just looking at each other, didn't know what to do. didn't really react. and then we -- and then immediately there were flames against the windows. and we all ran to the back of the restaurant and then management was able to basically get us all out the back through the kitchen. so we escaped out the kitchen after a minute and went out to

coming up next. alexis? >> let's look at the east bay where the biggest issue is in the richmond area westbound 80 before you get to central avenue. three vehicles, including a motorcycle involved in a crash here. sounds like we have injuries. not sure how serious. three left lanes are blocked. this is start to go stack up quickly here. three miles once into the el cerrito area. you're barely moving. emeryville, once you make it through that area, things are moving along okay before you hit the typical backup to the bay bridge toll plaza. next traffic update in about ten minutes. new at 6:00, a big change for facebook employees. according to multiple reports, their boeb nuses are tied to th work on social issues. before, it was based on driving user and revenue growth. this change comes as facebook faces criticism for its role in spreading misinformation, violating user privacy and creating products with excessive

really scary moments for a construction work he shall. you see him up there in ft. worth, texas. he was left clinging to the side of a building. this happened yesterday afternoon at a construction site when scaffolding collapsed. that man is okay. but three others got hurt. a 17-year-old is charged with murder in the shooting death of a grandmother in san jose. a stray bullet from outside hit her while she was sitting in her home. this is video from the scene on january 19th. 58-year-old lily santiago hernandez died shortly after the shooting. police have not released the suspect's name or pick if you remember. pg outages. >> this is part of the wildfire

risk management plan. you could have power shut off at any time if fire danger becomes too high. pg&e wants to clear 2400 miles of vegetation and add fire spotter cameras and weather monitoring stations. if passed, the plan would cost around $2.3 billion. the company filed bankruptcy last month to avoid $30 billion in liabilities from california wildfires. now to a story bolstering the belief that maybe cats have nine lives. the cat's name is fluffy. she was anything but that after she went outside and got real cold in a snowbank last week. this was in montana in 10-degree weather. of course, her owners took her to the vet. they tried to bring her temperature back by using warm water and blankets. that wasn't enough. so they took her to an emergency vet where she started showing signs of recovery. as you can see, she's doing a lot better now and fluffy is back like her name says that she is. apparently now she's going to

change her lifestyle and spend more of her time inside. >> of course. understandable, right? make life changes after that traumatic experience. >> if i were fluffy, i wouldn't step outside again, at least in the winter, that's for sure. we're looking at the east bay this morning in the richmond area. this is our biggest issue by far. we've got pretty significant delay building due to a three-car collision. one of the vehicles was a motorcycle. we do have injuries, three left lines are blocked. westbound 80 before central avenue. we'll look at what this does to the drive time. 55 minutes highway 4 to the maze. that's due to that crash. westbound 80 across the bay bridge. 13 bridge. southbound 101, san francisco to sfo in the green at 10. let's check in with meteorologist mike nicco. >> i want to start with the east bay hills. thank you, alexis. we'll show you how clean it is this morning. because this time tomorrow, it will be raining. partly cloudy today as the storm draws near. keep our temperatures below

average. the chance of an isolated shower to the north bay, even snow in the lake county mountains and very few days without rain in my accuweather seven-day forecast. temperature today, 52 to about 57 degrees. still a little bit short of average. maybe one to two degrees warmer than yesterday. you won't even notice it. you can see some of the white in the pink which is a wintry mix. temperatures in the upper 30s to mid-40s. no need to worry about frost tomorrow morning. two days and done. i did with all the data that came in, increase the storm impact scale. it's going to hit us harder than we thought. showers with brief downpours especially out of thunderstorms. minor ponding on the roadways is definite. here we go. scattered showers at 4:00 in the morning. look at that. they become moderate towards 9:00. only the south baio owe could be saved in the morning commute. look at the snow up in lake county at that time. look at how we have more oranges and yellshr t hour. by 5:00, not as many as the

the images are stunning from yesterday's fire. this is where it happened. no one was hurt. it almost seems like a miracle this morning that no one was injured. >> it's unbelievable when you see the pictures. pg&e remains on the scene at parker street and geary boulevard. >> we have team coverage. matt keller is covering the evacuations impacting residents. >> we're going to start with abc 7 news reporter amy hollyfield where that explosion happened. amy, we have new information released from pg&e in the last hour. >> just in, reggie, they're telling us the power has been turned back on. they are still working to get the gas service back on for 300 customers. that's what these people are doing behind me. gas pipes, water from the firefight. they'll be able to let the gas flow through there. they don't know how long that will take them. there are workers blocking parker at geary and san francisco. now i want to give you a look at

yesterday's fire. the fire chief says this started when construction crews workingr s ne that caused a gas leak and because of the leak, she says they had free flowing flames for two hours and 15 minutes until pg&e capped the gas line. no one was killed or hurt. five buildings, though, were damaged. witnesses say there was an explosion and then people were just running from the scene. >> i heard the explosion. i saw all the workers running right pame. >> what workers were running? >> the construction crew. >> how long had they been there and what were they doing? >> they started a couple days ago. they were digging trenches in the street. >> reporter: the fire broke out juste fter:0mage mfl buildings,g the popular dim sum restaurant. hong kong l cap that line

because it was a complex situation. look at this. geary inbound towards san francisco, towards downtown is open. it's outbound geary that's still closed. and parker is closed at geary. you cannot get through here on parker. the muni bus route, 38, 3 line has been rerouted. expect delays on muni this morning and delays through here in you're driving. unless you're headed towards san francisco on geary, you should be fine. reporting live in san francisco, amy hollyfield, abc 7 news. >> certainly good news that the power is back on to those folks. understandably, there are many questions for pg&e during the fire. >> spokesman blair jones explains why it took more than two hours to shut off the gas. >> this is a complex situation beneath us. there's a complex web of utilities. multiple gas lines ranging from 2 inches to 12 inches. you also have water and

n asiles diinrind isolaneting. that's for several lines. state law requires us, if we know there's a gas line within 24 inches beneath the surface, we have to hand dig. you can imagine trying to hand dig into asphalt. it takes time. we needed to go slow and put together a plan first. then slowly methodically hand dig to get to points where we could shut off valves or pinch lines to shut off service. i mentioned it's very cold right now. if we do this wrong and shut off gas to potentially hundreds or thousands of more people in san francisco. >> this could impact some commuters this morning. >> alexis smith has a look at the problem areas and how to get around it. >> good morning, guys. amy, letting us now about an hour inbound geary is back open for vehicle and pedestrian traffic. if you're headed towards downtown san francisco, you can use that. now they've updated muni service as well. we're limited through the geary and parker area right now.

multimillion dollar cuts to keep the district afloat. details were unveiled at last night's school board meeting. they're proposing a cut of more than $21 million to the district. that includes cuts to school counselor positions, teacher training, central office administration and the restorative justice program. that is not going well with students. >> we should not have to suffer because of your inability to manage money. >> here's the challenge. we want to be able to pay our staff more competitively. but we cannot maintain the same number of employees and pay them more when there aren't new resources coming in and enrollment, the trend is going down. >> the oakland education association says it's against cuts and parts of this new budget proposal have become issues bringing them a step closer to the picket line. the school district is scheduled to vote on it next week. a 17-year-old boy is recovering from injuries after he was shot in the leg while walking his dog. menlo park police say it happened tuesday night near the

fiberoptics hit a gas line setting off the blast. pg&e says the power has been turned back on. they're still working to get gas service back on for 300 customers. the company working at the site is called mastec. dan noyes found a lot of information on mastec and pg&e. >> mci metro verizon had the permit to work on the scene. the company, mastec, is a construction company based out of coral gables, florida. it was their crew of eight to ten workers, one operating that excavator that cut into the 12-inch gas main. video shows the natural gas didn't immediately catch fire. the crew had the chance to runaway. no one was hurt in this incident. cal osha says they've had three inspections from mastec. one from concord in 2015. mastec employees were demolishing some power lines with other contractors with one
